Legal Analysis of Iran\u27s Economic, Culture and Social Development Planning: From Rational Planning to Wise Decision-Making
In today\u27s world, engineering science has placed significant importance on laws related to development, which are crucial to meeting basic human needs. These laws have caught the attention of countries worldwide, and legal experts have been called upon to closely scrutinize the legislative approaches being taken in the economic, social, and cultural development plans of these countries. They are carefully analyzing how these approaches align with distributive and transitional justice elements while considering legal rationality.
Recently, there has been a question about whether Iran\u27s existing rational approaches and models in the development planning system align with development laws that respect a rationalist approach and decision-making model.
To answer this question, the present study applied a specific methodology based on a literature review, case study, and document analysis of official documents, laws, regulations, and policies related to development planning in Iran. The study analyzed legal rationality, identified potential drawbacks, and proposed approaches to tackle development legal issues.

L’impact de l’inclusion financière sur la stabilité du secteur bancaire algérien- étude économétrique
The objective of this study is to examine how financial inclusion affects the stability of the banking system in Algeria. This study employs ARDL modeling using distinct indicators belonging to the two quantitative dimensions of financial inclusion as exogenous variables. Our endogenous variable, banking stability, is quantified by an aggregated index that considers various macroeconomic indicators and other microeconomic indicators related to various aspects including profitability, asset quality, solvency, liquidity, and the development of the banking sector. The study findings suggest that despite the positive impact of active bank account access and ownership indicators, this impact is contingent upon the quality of financial system supervision, which ensures a certain level of loan quality.

Pépinières et Centres d’appui en Algérie : -Entre une volonté déterminée des pouvoirs publics et un vécu contrarié
The interest in examining the situation of business nurseries and support centers as incubators, supervising SMEs/SMIs, is to know to what extent these local structures have enabled project leaders to resolve all the difficulties encountered during their businesses. To do this, we favored field work by organizing direct meetings with the officials in charge of these structures at the level of the chief towns of eastern Algeria. Chief towns bringing together both a business nursery and a support center. These meetings, in the form of interviews, allowed managers to highlight the difficulties encountered during their management mission. Among these constraints we note financing, the distance of the headquarters from the centers of the chief towns, making any movement of project leaders difficult; Finally, the managers of these incubators do not have the entrepreneurial training required to instill a real dynamic of supervision of project leaders.

Impact of Entrepreneurship and Globalization on Environment in Developed Countries: Environmental Kuznets Curve Approach
Using the Environmental Kuznets hypothesis (EKC), this paper seeks to investigate theimpact of entrepreneurship and globalization on CO2 emissions. Using static panel datamethodology, this research provides the evaluation of EKC specifications for nineteen developedcountries from 2001 to 2019. The estimation results of the Feasible Generalized Least Squares(FGLS) model and the Panel Corrected Standard Error (PCSE) model generated the same result asthe validity of the EKC hypothesis, indicating that environmental pollution is associated with theeconomic growth in an inverted N-letter shape, taking into account entrepreneurship andglobalization. Entrepreneurship increases CO2 emissions in developed countries, whereasglobalization has a beneficial impact on the environment
The role of 4.0 industry on the digital and ecological transformation of the seaport ecosystem. A case study of the Algerian Port Community System (APCS)
The objective of this paper is to show how Industry 4.0 may help digital transformation occur by transforming ports from ecosystems to smart, sustainable ports. This paper relies on a study of the Algerian port community system (APCS). The results of the study reveals that very positive outcomes were achieved through the adoption of technologies; for example; reducing the period of passage of goods through the ports by five days. This brings revenues equivalent to 13.15 million dollars per year, and the digitization of 75% of documents along ports supply chain. However, for Algerian ports, the digital transformation and their exposure to bureaucratic obstacles and opposition from government institutions hindered good progress. Have the economic and political will by all the port logistics stakeholders. Also, the building of partnerships with specialized competencies are the keys to the success of the smart and sustainable ports project in Algeria
