The insurance industry in Algeria: what is its role in economic development?
The cointegration test indicates the existence of a long-run relationship between insurance industry and economic growth. The study shows a negative effect of life insurance penetration on economic growth in the long and short terms, and the existence of a positive impact of non-life insurance penetration on economic growth. Therefore, the finding of this study does strongly support the view that economic growth enhances insurance industry in Algeria
Business University Incubators in Algeria: A New Mechanism for the Promotion of Start-ups - M’sila University Incubator Model
This study tackles the topic of university incubators and their importance in supporting and accompanying start-ups in Algeria with a model review of the incubator of the University of M’sila. This is in light of the growing interest in these institutions, which are relied upon to be the basis of the new economic model that aims to achieve economic development outside the hydrocarbon sector. In this context, this research aims to clarify the role and reality of start-ups and university business incubators in Algeria, and focus on the business incubator of the University of M\u27sila as a model. The results of the analysis and study confirmed the essential role of university business incubators in supporting and accompanying the creation of start-ups by university students and researchers. Based on the experience of the University of M\u27Sila incubator, the first and most active and dynamic university incubator in Algeria in terms of the number of incubated projects, the number of “Innovative Project” marks obtained, the number of files filed for patents, as well as the number of training courses offered, demonstrations and competitions in which they participate. All project holders interviewed emphasize the positive impact and the importance of the M’sila incubator and the services it provides, enabling them to lead in their entrepreneurial path and embody their start-ups
Human-AI Hybrid Translation Systems in Algeria: Efficiency, Policy, and Practice from a Government Translator’s View
Artificial intelligence (AI) has significantly transformed translation workflows within major international institutions, including the United Nations, the European Commission and the United States Department of Homeland Security. This is largely due to the adoption of promising advancements in neural machine translation (NMT) technologies and large language models (LLMs), which have improved the speed and accuracy of multilingual communication. These AI-driven tools allow institutions to efficiently manage large volumes of content while producing high-quality translations, which are crucial for global cooperation and policy implementation. In Algeria, recent developments in digital infrastructure, combined with a broader governmental agenda focused on institutional modernisation, provide a timely framework in which to explore the potential integration of hybrid human-AI translation systems within public sector bodies. This study specifically investigates the feasibility and benefits of tiered translation workflows, in which human editors, reviewers, and/or proofreaders refine AI-generated translations. These hybrid methods aim to combine the strengths of AI technologies and human expertise to achieve the best possible translation quality. The research draws on an analysis of international best practices, Algeria’s national language policies, current digital infrastructure capabilities and existing regulatory frameworks. The paper assesses Algeria’s readiness to adopt these advanced translation technologies, ensuring compliance with ethical considerations, linguistic diversity and legal standards. Furthermore, the paper identifies key operational challenges, including technological limitations, workforce training needs, and policy gaps. To address these challenges, the study proposes strategic recommendations for the responsible and effective adoption of AI in Algeria’s multilingual governance. These include enhancing digital translation services, strengthening AI infrastructure, and establishing a dedicated national translation body. This body would play a crucial role in shaping national language policies; such as decisions around localisation, foreignisation, and the gradual linguistic transition from French to English, in addition to overseeing the integration and ethical use of advanced AI technologies like NMT and LLMs across governmental institutions
Obsolete Words and Lexical Ignorance: a Lexical-etymological Study on Sarah\u27s Laughter between the Qur\u27an and the Bible
This research aims to clarify two concepts, namely lexical ignorance and obsolete words, through a lexical-etymological analysis of the Arabic verb (ḍaḥikat) used in the story of Sarah and glad tidings of Isaac in the Qur’an, as well as the Hebrew word (צְחֹ֕ק ṣə-ḥōq) which was translated as (laughter) in the Bible from the same story. We started this study with a brief explanation of the two concepts: lexical ignorance and obsolete words, and their relation to the problematic of metaphor (al-majāz) in the Qur’an. Then, guided by the documentation provided by ancient Arabic dictionaries, we reviewed the Arabic root (ḌḤK) and the vocabulary derived from it. The meaning of the verb (ḍaḥikat) used in the Qur\u27an was also reviewed, along with the arguments offered by commentators and linguists. Additionally, we explored a new hypothesis regarding the etymology of the name "Sarah" in light of the Quranic context, while discussing the meaning of the Hebrew word (צְחֹ֕ק ṣə-ḥōq) and its relation to the root (S/Ḥ/Q) in the Bible, and proposing new translations consistent with the reinterpretation of the Qur’anic verb (ḍaḥikat) that we introduced.
 
Understanding Undergraduate Students’ Attitudes Toward Oral Presentations in EFL Classrooms: A Case Study of the English Department at Hassiba Benbouali University of Chlef
Oral presentation skills are critical in Higher Education Institutions, as they are often used to assess students’ knowledge and understanding of a topic. Students\u27 attitudes towards oral presentation play an integral role in their development of these skills in a foreign language context. Therefore, the purpose of this study is to investigate the attitudes of third-year EFL students in the Module of Linguistics at the English Department of Hassiba Benbouali University in Chlef, Algeria, concerning their experiences with oral presentations. It also seeks to identify the challenges that hinder the preparation and delivery of oral presentations. A quantitative approach was used to address the research questions. An online survey questionnaire was used as the principal tool for gathering data.Google Form Application was used to deliver the closed-ended questionnaire to a random sample of 115. Only eighty-five 3rd year students participated in the study during the second semester of the academic year 2022–2023. The findings showed that most of the students had positive attitudes towards oral presentations, although they faced some challenges during preparation and delivery, such as memorisation, selection of relevant information, speaking anxiety and fear of embarrassment in front of their classmates. The findings suggest the need for curriculum developers and teachers to enhance the effective integration of oral presentations across linguistics, literature, and translation courses at universities.The study concludes with important pedagogical implications and recommends that future researchers adopt a mixed-methods design to provide a comprehensive understanding of students’ attitudes toward oral presentations in EFL classroom context
Considérations autour de l’expérience de la perte dans la production girodienne
The aim of this article is to reveal the ontological mutation undergone by the characters in three literary productions by Ryad Girod, an Algerian author of the extreme contemporary. Ravissements, Les yeux de Mansour and La fin qui nous attend are three texts revolving around the experience of loss: loss of speech in Ravissements, loss of life in Les yeux de Mansour and loss of humanity in La fin qui nous attend. The subjective experience of immaterial loss is examined in the light of a poetics of detachment capable of revealing to the characters the vital dimensions of their existence. Withdrawal reveals itself to be a vector of knowledge, founding a modified relationship with oneself and the world. The reconsideration of the spoken word is a decisive step in the discernment of characters to establish a new approach to the world, in resonance with the contingencies shaking their logical understanding of facts. The rationality governing the contemporary world is gradually replaced by an intuitive approach, leading to a new relationship with oneself, with others and with the world. This change in existential posture also engenders a new perception of time, understood in terms of duration rather than in terms of its decantation into divisible units. It also leads the characters to ontological and axiological reflections, revealing the intense philosophical potential of Ryad Girod\u27s works. The strictly cerebral approach is gradually giving way to a more immediate, intuitive knowledge, in an attempt to make a deep connection with the quintessence of inanimate and animate beings.La réflexion menée dans cet article a pour objectif de révéler la mutation ontologique opérée chez les personnages de trois productions littéraires de Ryad Girod, auteur algérien de l’extrême contemporain. Ravissements, Les yeux de Mansour et La fin qui nous attend, trois textes gravitant autour de l’expérience de la perte : de parole essentiellement dans Ravissements ; de vie dans Les yeux de Mansour surtout, et d’humanité dans La fin qui nous attend principalement. L’expérience subjective de la perte immatérielle est interrogée à la lumière d’une poétique de détachement à même de révéler aux personnages les dimensions vitales à leur existence. Ce retrait s’y révèle un vecteur de connaissance fondateur d’un rapport modifié à soi et au monde. La reconsidération de la parole est une étape décisive dans l’entreprise de discernement des personnages soucieux d’asseoir une nouvelle approche du monde, en résonnance avec les contingences ébranlant leur compréhension logique des faits. A la rationalité gouvernant le monde contemporain se substitue peu à peu une approche intuitive jusqu’à atteindre un nouveau rapport à soi, aux autres et au monde. Ce changement de posture existentielle engendre aussi une nouvelle perception du temps compris en termes de durée et non selon sa décantation en unités divisibles. Il mène également les personnages à des réflexions ontologiques et axiologiques révélant l’intense potentiel philosophique des ouvrages de Ryad Girod. La démarche strictement cérébrale se retranche peu à peu à la faveur d’une connaissance intuitive, plus immédiate, dans une tentative de connexion profonde avec la quintessence des êtres inanimés et animés.
 
Universalizing Science Literacy: How To Transcend Deficit Models Of Teaching And Learning
Student attrition figures are a hidden metric in universities. They signify institutional failure, inhibit branding and marketing campaigns, and displace blame onto individual students. Behind the thousands of cases of attrition are individual stories of shame, guilt, failure, confusion, and lost future hopes and aspirations. This article explores how students – in and through their diversity - can be supported to succeed. Critiquing the deficit model of teaching and learning and deploying both universal design and the abundance model of teaching and learning, this article provides new strategies for student success. We offer innovative methodologies to understand and enable productive pathways for students through a curriculum. The goal is to enhance and enliven science education and demonstrate the gift and power of well qualified university academics aligning innovative research and teaching
Cultural Barriers And New Technologies Of Translation: Using Omega T In Translating Idioms
Technologies of translation have known an impressive interest of translators and researchers. The world seems very small due to the latest advancement of technology. This development raised the need for translation to overcome language barriers. English, for instance, is considered as the language of international communication. This state of affairs increases the demands for translation from and into English. In order to respond to the huge number of translation demands, many translators choose to employ machine translation and computer aided translation tools. These technologies have undoubtedly contributed in delivering good and fast translation. However, some problems have been seen concerning the quality of translation. One of the main disadvantages of translation technologies is rendering effective meaning in cultural contexts. This paper aims to spotlight on the major problems of translating cultural aspects using technologies of translation. It tries to investigate the case of translating idioms from English into Arabic using translation memory tools, precisely Omega T as an assisting tool. Therefore, an experiment was designed at the department of English to examine the students’ performance. The findings revealed that the use of Omega T plays a significant role in enhancing the quality of students’ translation of idioms
L’enseignement En Ligne à L’université Algérienne à L’heure Du Covid-19 : Entre Apport Et Difficultés D’appropriation
Dès l’apparition des premiers cas de la pandémie (covid-19) en Algérie le mois de février 2020, les autorités supérieures du pays ont décidé la fermeture immédiate des établissements scolaires publiques ou privées et aussi de toutes les universités et se diriger vitalement vers le confinement. En effet, toutes les activités (économiques, sportives, culturelles et sociales) ont été gelées. Ainsi, l’avenir des élèves et des étudiants devenaient à ce moment-là en danger et il fallait trouver alors une alternative pour faire face à cette situation exceptionnelle. S’inspirant des expériences des autres pays voisins ou autres dans le monde, l’Algérie a eu recours à l’enseignement à distance comme solution susceptible de permettre d’une part, aux enseignants d’accomplir et achever les différentes activités pédagogiques en cette conjoncture et d’autre part, offrir la possibilité aux étudiants de passer leurs examens finaux pour pouvoir accéder au niveau supérieur ou décrocher leurs diplômes de licence ou de master en fin d’année. Cet article a pour objectif principal de mettre la lumière sur la contribution que pourrait donner les diverses plateformes employées dans l’enseignement à distance à l’université algérienne comme Facebook, Google Meet, Classroom, Zoom, Moodle, et surtout montrer leur rôle durant la période difficile du covid-19 et ce, et pour l’enseignant et pour l’étudiant. الترجمة النسوية و فعل المقاومة
تعتبر القضية النسوية من الحركات التي أثارتها الترجمة في أواخر القرن العشرين عندما شبهت ماري شامبرلين هيمنة الرجل على المرأة بسيطرة النص المُترجم على النص الأصلي، و من هنا توالت الدراسات حول الترجمة و الجندر لتغدو الترجمة النسوية وسيلة للتنديد بتهميش المرأة و حقوقها وسلاحا لإعلاء صوت النساء وإبراز مكانتهن في المجتمع، حيث استخدمت المترجمات النسويات العربيات – على غرار المترجمات الغربيات - عدة استراتيجيات لمقاومة الهيمنة الذكورية وفرض الوجود النسوي في نشاطهن الترجمي. و هكذا جاءت الترجمة النسوية كردة فعل اتجاه الرقابة الذكورية و اللغة الرجالية اللتين همشتا إبداعات المرأة و بصمتها في المؤلفات. بالإضافة إلى هذا فإن الترجمة النسوية أعطت للمترجم دورا جديدا يتمثل في تبنى القضايا التي يسودها القمع واللامساوة، فهي تقف دائما إلى جانب الطرف الخاضع لسيطرة الآخ
