Bilan De La Première Transplantation D’arbres De Ficus (ficus Retusa) En Algérie
No full textRésumé Le projet du tramway d’Alger a nécessité d’énormes aménagements urbains tout le long de son itinéraire dont le déplacement de 518 arbres centenaires de ficus (Ficus retusa) d’Hussein Dey (Alger-Est) vers plusieurs sites dans le centre Algérois. Cette vaste opération de transplantation, la première du genre en Algérie réalisée en février 2009. Juste après, l’opération a été renouvelée à Oran en septembre. Cette opération s’inscrit en droite ligne pour la préservation du patrimoine forestier et qui est devenue une priorité pour les collectivités locales et un objectif pour le développement urbain. La réussite de l’opération de transplantation, permet de sauvegarder un bon nombre de grands arbres des centres urbains qui cherchent à s\u27aménager ou à s\u27urbaniser. Le seul bilan réalisé jusqu’à présent sur cette opération fait ressortir un taux de réussite qui varie de 47 à 97 % selon les sites. Cette opération réalisée dans l’urgence a induit une lutte contre la pollution urbaine, l’embellissement du réseau routier, la diminution considérable des températures estivales et l’amélioration du cadre de vie des citoyens. La réussite de l’opération doit respecter rigoureusement les consignes strictes d’exécution et de chronologie des différentes opérations techniques d’extraction, de transport, de plantation et de suivi. Report of the first transplantation of ficus trees (Ficus retusa) in Algeria Abstract The Algiers tram project required enormous urban development along its route, including the relocation of 518 hundred year old ficus (Ficus retusa) trees from Hussein Dey (Algiers-Est) to several sites in central Algiers. This vast transplant operation, the first of its kind in Algeria, carried out in February 2009. Immediately after, the operation was repeated in Oran in September. This operation is in line with the preservation of the forest heritage and which has become a priority for local communities and an objective for urban development. The success of the transplant operation makes it possible to save a good number of large trees in urban centers seeking to develop or urbanize. The only assessment carried out so far on this operation shows a success rate that varies from 47 to 97 % depending on the site. This emergency operation led to a fight against urban pollution, the improvement of the road network, the considerable reduction in summer temperatures and the improvement of the living environment of citizens. The success of the operation must strictly adhere to the strict instructions for the execution and timing of the various technical operations of extraction, transport, planting and monitoring. Diagnosing the Objectives of Algeria\u27s Ministry of Higher Education and Scientific Research Portfolio (2022-2025)
No full textتهدف هذه الدراسة إلى تشخيص أهداف محفظة برامج وزارة التعليم العالي والبحث العلمي للفترة (2022-2025) وتقييم متطلباتها، فتم الاعتماد على المنهج الوصفي التحليلي لتحديد كيفية وضع الأهداف الاستراتيجية حسب القانون العضوي 18-15، وتحليل تطور أرصدة الاعتمادات مع تبريرها وقياس نتائجها من خلال مؤشرات الأداء الموضوعة.
خلصت الدراسة في النهاية أن الأهداف البرامجية يتم تشكيلها بناءاً على النتائج المتوقعة والاعتمادات المالية المتاحة، وتحقيقها يتطلب تسيير الموارد المالية والبشرية بفعالية،وكل مسؤول برنامج يحدد وفق استراتيجية محددة،فقد اعتمدت وزارة التعليم العالي في تسيير محفظتها على متابعة نتائجها وقياسها استناداً لمؤشرات النجاعة والفعالية (رقمنة الخدمات البيداغوجية بروغرس)؛ مؤشرات الكمية (التأطير البيداغوجي)ومؤشرات النوعية (مشاريع البحث والتكوين).This studyaims todiagnose, the objectives of the ministry of higher education and scientific research’s program portfolio for the period (2022-2025), and evaluate their requirements, adopting a descriptive analytical approach to determine how strategic objectives were established according to Organic Law 18-15, and to analyze the evolution of credit balances along with their justification and measurement of outcomes through established performance indicators.
In conclusion, the study found that program objectives are shaped based on expected outcomes and available financial appropriations. Achieving these objectives requires effective management of financial and human resources, with each program manager defining goals according to a specific strategy, The Ministry of Higher Education has relied on monitoring and measuring the outcomes of its portfolio based on indicators of efficiency and effectiveness (Digitization of pedagogical services), quantitative indicators(pedagogical supervision), and qualitative indicators (research projects and formation).

We used theARDL model, as result we find that is there is a long-run relationship between the variables. However, none of the following variables has a significant impact on economic growth in Algeria: mobile cellular telephone subscriptions, internet users, patent applications, or scientific and technical journal articles. We find that there is a positive and significant short-run relationship between the number of articles, mobile subscriptions, and economic growth

No full textThe objective of the research is to model the demand for money and evaluate the influence of incorporating tourism variable into the money demand. It uses traditional econometric techniques and descriptive analytical methods. The findings indicate that income has a positive impact on money demand; a one-Riyal increase in income results in an average increase in money demand of 28.7Riyals. Additionally, there is a negative impact of the interest rates on money demand; a one-unit increase in the interest rates leads to a 17090.16Riyal increase in money demand. Furthermore, tourism has a significant negative impact on money demand; a one-Riyal increase in tourists\u27 expenditure results in an average decrease in money demand of 0.98Riyals. Inflation does not have a significant impact on money demand

The case relates to adopting the participatory democracy approach as an innovative mechanism that serves to achieve The required local development. Talking about local development is associated with the preparation and embodiment of the contents of municipal development plans, which are considered the reference for projects that respond to the requirements of the population, and in accordance with the methodology of the Capdel program that was applied in the model municipality of Ouled Ben Abdelkader, where the approach to the contribution of civil society with its various actors in management was adopted. Local participation by structuring it within the so-called Municipal Advisory Council, which is considered the first official experience in the practices of local groups, as the latter worked with the Municipal People’s Council to formulate the municipal plan of a generation according to an innovative and comprehensive methodology. As a result of this research paper, the methodology of the “CAPDEL” partnership program can be considered as the best international participatory management methodologies that will give a qualitative leap in the practices of local groups that will respond to the requirements of local development, and this is if what is stated in the municipal development plan for a new generation is applied on the ground.

No full textThe objective of this research paper is to clarify the general framework of innovation in organizations in terms of concept and importance, identify its types, factors affecting it and its basic sources, explain how organizations become more innovative, clarify the method of measuring innovation within organizations, in addition to analyzing the relationship between Algerian investments in Innovation and innovation outcomes.The results of the study showed that Algeria’s performance in the field of innovation is lower than expectations regarding its level of development during the year 2022, with it occupying 115th place out of 132 countries. However, its performance was above average for the group of lower middle-income countries in terms of human capital and research. It ranked fifth (5) out of 132 countries in terms of gross capital formation as a percentage of gross domestic product, reaching 32%, which is a high percentage that is considered a strength for innovation and investment together

Get PDFThe main objective of this article is to analyze the relationship between the digital economy andAlgerian economic growth, so that it has become an engine of productivity and competitiveness,represented by fixed telephone subscriptions, mobile cellular subscriptions, and fixed broadbandsubscriptions as main variables of this modeling during the period 1995-2021. For this purpose, amodel was estimated following the econometric methodology that represents the Co-integration ofJ-J and the study of the existence of a short-run error correction.The results show that the fixed telephone subscriptions has a significant positive effect on economicgrowth in Algeria, on the other hand the mobile cellular subscriptions and fixed broadbandsubscriptions have significant negative effects.L’objectif principal de cet article consiste à analyser la relation entre l’économie numérique et lacroissance économiques Algérienne, au point de devenir un moteur de productivité et decompétitivité, représentées sous formes des abonnements téléphoniques fixes, abonnementscellulaires mobiles, et les abonnements haut débit fixe comme des variables principales de cetteModélisation pendant la période 1995-2021. No full textThis study aims to highlight the impact of fluctuations in the Algerian dinar exchange rate on thebalance of payments balance during the period (2000-2020), using the standard approach,specifically VAR models, in addition to highlighting the nature of the relationship between them.The study concluded that there is a weak relationship between the exchange rate and the balance ofpayments, which confirms that there are other factors that affect the balance of payments balance.Therefore, changes in the exchange rate do not affect the improvement of the overall balance ofpayments, while oil prices contributed significantly to the stability of the balance of payments
علاقة أسعار النفط والتضخم في الجزائر: The relationship between oil prices and inflation in Algeria
Get PDFThis study examined the relationship between oil price changes and the inflation rate in Algeria from February 1994 to January 2022 using NARDL and the wavelets method. Based on wald test, our results fail to capture asymmetries in the relationship between oil price and inflation in the long run. On the contrary, we report a significant relationship between oil price shock increases and the inflation rate down in the short run. In contrast, there was a significant relationship between oil price reduction and the increased inflation rate. Finally, we find that wavelet coherence detects almost the relationship direction of oil prices to the inflation rate, indicating strong co-movement under the Covid19 period.
