    Prezydent Ukrainy a Krajowa Rada Ukrainy Radiofonii i Telewizji

    This paper discusses the importance, organization, legal framework and history of an organ of state authority in Ukraine, namely the National Council for Television and Radio Broadcasting. The paper analyzes Ukrainian legal acts regulating the activity of organs in the realm of information. The purpose of the study is to explain the structure of the organs of executive power in the realm of the media and the process of their establishment and development. It also presents the powers of the President with respect to the National Council. The study aims to determine the status, position and function of the present government institution in the Ukrainian press system. Given this main aim, it is necessary to present the National Council as a legitimate institution regulated by a series of legitimizing provisions. It is of no lesser importance to determine and describe mutual relations between legal regulations and the activities of the National Board.     Skutki „pomarańczowej rewolucji” na Ukrainie i ich znaczenie w wyborach prezydenckich 2010 roku

    The events that took place in Ukraine in November and December 2004 entered history as the ‘Orange Revolution.’ The accuracy of the notion of ‘revolution’ in this case raises certain doubts, though. The absence of fundamental alterations in the social and political system of the state does not allow us to describe these events as revolutionary. The emergence of national conscience, political will and the qualitative change of the entire society’s legal culture, all of which have obviously taken place there, are considered to be another step in Ukrainian evolution towards democracy. Referring to the ‘figure – ground’ principle of the Gestalt theory it can be claimed that in 2004 the need for freedom of speech promoted democracy as ‘the figure’ against‘the ground’ of economic needs that were fulfilled at a sufficient, albeit not the highest level. Having achieved its objective the society began to feel a deficiency of basic needs.     Wybrane aspekty ustrojowe samorządu terytorialnego na Ukrainie i w Polsce

    This paper presents the significance of the issues related to the activity of territorial self-government for the social and economic development of Ukraine. The efficient operation of self-government in any country is unfeasible without financial resources. Polish experience in the development of territorial self-government is particularly valuable in relation to the reform of Ukraine’s self-government. The paper outlines the differences in the structure and operation of territorial self-government in both countries. The paper is concluded with numerous observations on the direction of selected reforms of Ukrainian self-government. It shows the weaknesses of local self-government in Ukraine, which result from the lack of decentralization of finance and the small amount of state-collected taxes.     The return of the subsidiarity principle in the process of shaping a new image of Europe brings a fresh the ‘old thinking’ to whichWestern civilization has contributed. subsdiarity principle was applied under different social and political circumstances. The focal point of the subsidiarity principle is a human – an individual with his social nature and potential for shaping the space around him.
