    Currently, Kazakhstan is focusing on the development of regional media, since it is possible in the regions to conduct effective information work on the formation of public opinion and social consciousness, as well as to preserve social, cultural and national identity. Regional Kazakh media have begun to use market mechanisms, such as their own promotional activities, as well as new communication technologies – telephone hotlines, meetings with readers, audience polls, etc. Kazakh regional editions differ in terms of their integrity, audience, versatility and depth in the coverage of local news and events.Obecnie w Kazachstanie widać postępujący rozwój mediów regionalnych. Prowadzą one w regionach efektywną pracę informując i kształtując opinię publiczną i świadomość społeczną, w celu zachowania tożsamości społecznej, kulturowej i narodowej. Kazachskie regionalne media zaczęły wykorzystywać mechanizmy rynkowe, takie jak rozwój własnych działań promocyjnych, a także nowe technologie komunikacyjne, jak infolinie, spotkania z czytelnikami, badania oglądalności itp.     The aim of this publication is to depart from traditional perspectives and research methods in international relations and to take an attempt to analyze the process of modernization of Turkey through the prism of Objects – fez, hat and hijab. The starting point for the deliberations is Bruno Latour’s Object-oriented ontology which’s essence is statement that dichotomy between these what belong to social world and those what is material is completely unfounded. The Objects are indeed the ground and support for fragile relations and processes and create a so-called nonhuman factor, which is subject of interest of posthuman perspective.     Czy potrzebna jest nowa reforma podziału administracyjnego? Głos w dyskusji na temat reformy samorządu

    Przetaczająca się przez różne środowiska w Polsce: samorządowców, naukowców zajmujących się tą problematyką, polityków szczebla centralnego dyskusja na temat konieczności przeprowadzenia reformy podziału administracyjnego państwa polskiego skłania do dokonania oglądu sytuacyjnego. Wszelkie dyskusje jakie się w tej chwili toczą – z jednej strony – na poziomie władzy centralnej, a konkretnie w sejmie na temat powiatu metropolitalnego wydają się być oderwane od rzeczywistości i nakazują zadać pytanie czemu mają te próby przeforsowania ustawy służyć? Dodać należy, że negatywne stanowisko w tej sprawie zajął m.in. rząd oraz liczne grono samorządowców. Z drugiej zaś strony pojawiają się głosy o likwidacji wzorem Republiki Czeskiej powiatów, czy też propozycja powrotu do koncepcji podziału na 49 województw. Czy Polskę stać na kolejny eksperyment administracyjny? Reforma administracyjna to nie tylko szczeble administracji, to także problem zarządzania państwem.     Wolność akademicka należy do tych wolności, które stosunkowo późno doczekały się sformułowania zarówno w międzynarodowych, jak i krajowych aktach normatywnych. Na wolność akademicką składa się w pierwszym rzędzie wolność nauczania i badań dla nauczycieli akademickich, a więc głoszenie własnych poglądów i prowadzenie badań zgodnie z wymogami naukowości i nakazami sumienia; wolność wyboru metod i problematyki badawczej, ogłaszania i publikowania wyników; możność uprawiania tzw. czystej nauki, zmierzającej wyłącznie do pogłębiania wiedzy i osiągnięcia prawdy w danej dziedzinie bez oglądania się na jakiekolwiek względy utylitarne. Po drugie elementem tej wolności jest prawo studentów do swobodnego studiowania i dochodzenia do wiedzy, tj. wolnego wyboru uniwersytetu, przedmiotu studiów, nauczycieli akademickich. Po trzecie wreszcie składnikiem wolności akademickiej jest pełna autonomia wewnętrzna i zewnętrzna uniwersytetu w postaci wyboru władz, obsady katedr, egzaminów, własnego sądownictwa zajmującego się wykroczeniami przeciwko regulaminom uniwersyteckim, w tym wolność od nieuprawnionych ingerencji lub restrykcji ze strony władz publicznych. Dyskusyjne są granice wolności akademickich, formułowane zwłaszcza w okresie wojen. Przyjmuje się, że wytyczają granice wolności akademickiej względy etyczne, interes publiczny i państwowy. wolność akademicka uznawana jest jako immamentna cecha uniwersytetu, a jej treścią są rozległe uprawnienia statutowe o charakterze samorządowym, autonomia oraz wolność nauki i nauczania. Autonomia winna być pojmowana jako uprawnienie do samookreślenia i samego decydowania uniwersytetu, a szczerzej ujmując uczelni wyższej, o sobie. Wolność akademicka pozwalać ma także na korzystanie przez uczonych z prawa wolności słowa oraz z możliwości podejmowania działalności w rozmaitych organizacjach politycznych i społecznych. Prawa te gwarantowane są zarówno w aktach prawa międzynarodowego, jak i w prawie wewnętrznym państw demokratycznych wszystkim obywatelom. Oczywiście wolność akademicka, jak wszelka wolność – o czym niestety się dość często zapomina zwłaszcza w odniesieniu do wolności prasy – nie ma charakteru nieograniczonego. W literaturze wskazuje się na jej ograniczenia zewnętrzne, które sprowadzają się do zakazu przekazywania wiedzy nieaktualnej oraz treści, które zostały skutecznie obalone w toku dyskursu naukowego. Potrzeba sformułowania instytucjonalnych podstaw wolności akademickiej była wielokrotnie dyskutowana i formułowana w rozmaitych dokumentach. W Wielkiej Karcie Uniwersytetów Europejskich określono katalog najistotniejszych zasad tworzących razem wolność akademicką, a mianowicie: autonomię, jedność, wolność i uniwersalność, przy czym najważniejszą wagę wśród nich przywiązuje się do zasady autonomii. Potwierdza to Deklaracja Erfurcka w sprawie autonomii wyższych uczelni. W europejskim prawie regionalnym wolność akademicka została wyraźnie sformułowana w zdaniu 2 art. 13 Karty Praw Podstawowych Unii Europejskiej.Wolność akademicka należy do tych wolności, które stosunkowo późno doczekały się sformułowania zarówno w międzynarodowych, jak i krajowych aktach normatywnych.     The paper analyses the student campaign of civil disobedience organised in October 1990 and later named ‘the granite revolution.’ During the ‘granite revolution,’ students demonstrated their socio-political awareness, taking decisions of key importance at that time.     Formal theories of international relations in the 20th century dominated in the studies of world policy. The collapse of the European continental empires, ideological separation of the world, two world wars, competition of authoritarianism and liberalism, crisis and fall of the socialist regimes all contributed to the revision of theoretical approaches in international relations studies. The collapse of the Soviet Union strengthened the illusion of the end of history and the triumph of universal values of liberalism, human rights and freedoms. The nationalistic, religious and ethnic conflicts of the 1990s and 2010s destroyed the hopes and optimism of liberals. The methodological and theoretical transformations of the humanities in the second half of the 20th century led to the erosion of traditional forms of knowledge about world policy, and the categories of ‘discourse,’ ‘imagination’ and ‘invention’ became universal for their analysis. The author analyses current international processes in the context of political imagination. The current statuses of the US and Russia are analysed as prescribed and imagined. World politics is imagined in terms of discourse. The dominance of Western centrism in the political, formal languages of the contemporary superpowers promotes the emergence of new actors which were earlier ignored. The process of the imagination and invention of the modern world is incomplete, and the numbers of the world’s leading actors are still unstable.W XX wieku w badaniach polityki globalnej dominowały formalne teorie stosunków międzynarodowych. Upadek europejskich imperiów, ideologiczny podział świata, dwie wojny światowe, współzawodnictwo systemów autorytarnych i liberalnych, wreszcie kryzys i upadek reżimów socjalistycznych spowodowały konieczność weryfikacji teoretycznego podejścia do badań stosunków międzynarodowych. Upadek Związku Radzieckiego umocnił złudzenie końca historii i triumfu odniesionego przez uniwersalne wartości liberalizmu, praw i wolności człowieka. Jednak konflikty o podłożu narodowościowym, religijnym i etnicznym z ostatniej dekady XX w. i pierwszej dekady XXI w. położyły kres liberalnym nadziejom i optymizmowi. Metodologiczne i teoretyczne przekształcenia nauk humanistycznych w drugiej połowie XX w. doprowadziły do erozji tradycyjnej wiedzy o polityce światowej, a kategorie „dyskursu”, „wyobraźni” i „wynalazku” stały się uniwersalnymi narzędziami jej analizy. Autor analizuje aktualne procesy międzynarodowe w kontekście wyobraźni politycznej. Analizie poddany zostaje aktualny – deklarowany i wyobrażony – status Stanów Zjednoczonych i Rosji. Polityka światowa zostaje wyobrażona w kategoriach dyskursu. Dominacja zachodniego centryzmu w formalnym języku politycznym, jakim posługują się obecne supermocarstwa, sprzyja wyłonieniu nowych, uprzednio ignorowanych aktorów.     The prognostications and forecasts concerning Russia, the nature of the Russian state and its socio-political life are frequently characterized by the extreme or even dichotomous polarization, contradiction and volatility. The reasons and explanation for this can be sought both in the objective (the features of Russian reality) and subjective (the ways of how it is perceived, conceptualized and problematized) factors, which coexist and mutually define one another.The prognostications and forecasts concerning Russia, the nature of the Russian state and its socio-political life are frequently characterized by the extreme or even dichotomous polarization, contradiction and volatility.     This text reflects on the role of the global market, defined as the space where various relations between states and private entities take place. The following examples are provided in the case of the latter: private arbitration, rating agencies, International Standard Organisation, The Internet Corporation for Assigned Names and Numbers, and Codex Alimentarius Commission. The market is depicted in the context of a number of economic and financial phenomena constituting the contemporary face of globalization. The article also presents the diverging standpoints of researchers as concerns the role attributed to the market in global governance as the space of activities of non-state entities, especially considering the fact that – as a more and more vital holder of power exceeding that of state powers – private structures are acquiring broad autonomy within national and international law. Thereby, they become important regulators of jurisdiction and the international economy. From this perspective, globalization leads to the extension of the scope of rules regulating more and more fields of economic activity conducted beyond national borders. The further weakening of the role states have in relation to market powers and entities involved in a broad range of actions in economy, trade, and international finances is therefore plausible.This text reflects on the role of the global market, defined as the space where various relations between states and private entities take place.
