    Fenomeni i dhunës kibertinike dhe problematikataktuale të mbrojtjes juridiko penale ndaj saj

    Cyber violence, being a relatively new phenomenon and which includes a wide variety of crimes, as a term in itself is still dificult to be precisely defined. It is often misunderstood and not taken seriously enough. However, it may start online through internet, but often ends up outside cyber reality with devastating consequences for the victims and their families. Threats of violence, stalking, incitement to suicide, attraction of children for sexual purposes, etc. can all result in the victim’s self-harm, or physical assault by the original perpetrator. It is important to act in order to prevent cyber violence from occurring, as well as to protect the victims and bring the perpetrators before justice. Most countries are trying to recognize and acknowledge the different aspects of this phenomenn, and address them in their domestic laws. Some of them have laws that specifically address particular forms of cyber violence. Although cyberbullying has existed for several years, its specific forms seem to have only recently begun to be identified and understood. Some types of cyber violence are fully or partially addressed in international agreements, but many of them still remain unaddressed. The Council of Europe is therefore working in all its sectors (for example, through mechanisms related to the Budapest Convention, the Istanbul Convention and the Lanzarote Convention) to ensure that human rights are respected for all, even in cyberspace. It is im-portant to note that many forms of cyber-violence are already addressed in domestic or international laws by “physical world” provisions, and criminal investigations should not wait for new legislation. Thus, when computers are used to cause or facilitate violence by transmitting messages that cause psychological harm, or by advertising murder, rape, kidnapping or human traficking, such cases may be penally prosecuted (depending on the facts) under the provisions of assault, invasion of privacy, threats, extortion, pornography, or murder, stalking, domestic violence, etc. In this paper we will focus on the appearance of the phenomenon of cyber violence in Albania, the legal addressing of this phenomenon through the identification of its relevant problematics, as well as the need for intervention.Dhuna kibernetike duke qenë një fenomen relativisht i ri, i cili përfshin një shumëllojshmëri të gjerë krimesh, si term është ende i vështirë për t’u përcaktuar me saktësi.Ajo shpesh keqkuptohet dhe nuk merret seriozisht sa duhet. Megjithatë, mund të fillojë në internet, por shpesh përfundon jashtë realite-tit kibernitik me pasoja shkatërruese për viktimat dhe familjet e tyre. Kërcënimet për dhunë, përnd-jekje, nxitje për vetëvrasje, tërheqje të fëmijëve për qëllime seksuale, të gjitha mund të rezultojnë në vetëlëndimin e viktimës, ose në sulmin fizik nga autori fillestar. Është e rëndësishme të veprohet për të parandaluar shfaqjen e dhunës kibernetike dhe për të mbrojtur e sjellë drejtësi për viktimat. Shumica e vendeve po përpiqen të njohin aspektet e ndryshme të problemit dhe t’i adresojnë ato në ligjin e tyre të brendshëm. Disa prej tyre kanë ligje që trajtojnë në mënyrë specifike forma të veçanta të dhunës kibernetike. Megjithëse dhuna kibernetike ekziston prej disa vitesh, format e saj specifike duket se kanë filluar të identifikohen dhe kuptohen vetëm kohët e fundit. Disa lloje të dhunës kibernetike trajtohen plotësisht, ose pjesërisht në marrëveshjet ndërkombëtare, por shumë prej tyre mbeten përseri të pa adresuara. Prandaj Këshilli i Evropës po punon në të gjithë sektorët e tij (për shembull, përmes mekanizmave që lidhen me Konventën e Budapestit, Konventën e Stambollit dhe Konventën e Lanzarotes) për të siguruar që të drejtat e njeriut të respektohen edhe në hapësirën kibernetike, për të gjithë.Është e rëndësishme të theksojmë se shumë forma të dhunës kibernetike janë tashmë të adresuara në ligjin vendas ose ndërkombëtar nga dispozitat e «botës fizike» dhe hetimet penale nuk duhet të presin vetëm legjislacionin e ri. Kështu, kur kompjuterët përdoren për të shkaktuar ose lehtësuar dhunën nëpërmjet transmetimit të mesazheve që shkaktojnë dëme psikologjike, ose nëpërmjet reklamave për vrasje, përdhunim, rrëmbim ose trafikim të qenieve njerëzore, raste të tilla mund të ndiqen penalisht (në varësi të fakteve të tyre) si sulm, shkelje e privatësisë, kanosje, zhvatje, pornografi, ose vrasje, përndjekja, dhuna në familje, etj.     The Metropolitanate of Berat originates from the apostolic years. The southern branch of the Egnatia Road passed through Apollo at the station the Romans called Clodiana. The Christianization of Apollonia is thought to have been done in the first century after Christ by the apostle Paul, who handed Marin to the episcopal rank. In the Codex of the Jerusalem Library, Marini is ranked 56th after St. Qesar, the bishop of Durrës. At the time of Diocletian, in the c. II AD the city of Berat was included in the province of New Epirus. In the 5th century, Pulqeria, the sister of Theodos the Great, ascended the throne of the Byzantine Empire. She married the elder Marcian and they visited the city of Antipatrea (Beratin), which she baptized with her name Πουλχεριούπολις (Pulqeriopolis), which means the city of Pulqueria. In 860 Berat was engulfed by the first wave of the Bulgarian invasion, which lasted until 927. Despite the invasion by the barbarians, the population continued to preserve the Christian faith. The greatness of Christianity in the lands of Illyria made even the Bulgarian conquerors embrace the Christian religion. After this year, Byzantine rule returned to Berat, which continued until 969. After this year, the second wave of the Bulgarian invasion began, which continued until 1018. At this time, the Bulgarians called Berat Belgrade, which means city of white. In the letter that the Pope of Rome John XII sends to Boris of the Bulgarians, he appreciates Belgrade as an important episcopal seat. Ajo u martua me plakun Marcian dhe vizituan qytetin e Antipatreas (Beratin), të cilin e pagëzoi me emrin e saj Πουλχεριούπολις (Pulqeriopolis), që do të thotë qyteti i Pulqerias. Më 860 Beratin e përfshiu vala e parë e pushtimit bullgar, që zgjati deri në vitin 927. Megjithë pushtimin prej barbarëve, popullsia vazhdoi ta ruante besimin e krishterë. Madhështia e krishterimit në trevat e Ilirisë bëri që edhe pushtuesit bullgarë të përqafonin fenë kristiane. Pas këtij viti në Berat u rikthye sundimi bizantin, që vazhdoi deri në vitin 969. Pas këtij viti filloi vala e dytë e pushtimit bullgar, që vazhdoi deri në vitin 1018. Në këtë kohë bulgarët Beratin e quajtën Beligrad, që do të thotë qytet i bardhë. Në letër që papa i Romës Joani XII i dërgon Borisit të bullgarëve e vlerëson Beligradin si një seli të rëndësishme episkopale. Ndërsa Theofilakti i Ohrit e vlerëson episkopin e Beratit si “një njeri që shkëlqen nga dijet”. Me krijimin e Kryeepiskopatës së Ohrit më 1020, Berati kaloi në juridiksionin e kësaj episkopate. Me rënien e Perandorisë Bizantine më 1204, Berati u bë një nga selitë më të rëndësishme të Despotatit të Epirit. Në vitin 1417 Berati pushtohet nga osmanët gjatë sundimit të sulltan Mehmet Ngadhënjimtarit. Emrin Berat e mori në vitin 1431, në kohën e pushtimit osman. Pra fillimisht quhej Antipatrea, në vijim Pulqeriopolis, Belgrad dhe më në fund Berat

That’s why we fully appreciate Daja’s vocabulary as a great science work of Albanian diaspore. It already has a respectfull place on Library of Albanologic Fund. Sadulla Zendeli has honored with his work albanian community in Sweden. He is a great example of the vitality, already existing within Albanian nation. His sons even though on very difficult conditions and full of sorrows far away from their country with great dignity have been able to line themselves on a par with democratic and modern societies, where fortune punished them to live. Daja is a fine example of a human who didn’t start and finish his life live weeping a familiar tune:” How terrible emigration is” He has a purpose on himself of enhancing his personal and national honor with respectful scientific works.Scientific works of Daja, as well as his whole activity: creative, artistic, poetic prosaic, fine arts, music, sports and science of him and other creative minds of Albanian community in Sweden fill all of us with pride. They fill with pride Albanian diaspora in general where ever they live. Naturally they fill with pride our nation’s, freedom loving and culture loving. Swedish-Albanian dictionary is a connecting bridge between two cultures: Albanian and Swedish like, a cooperation bridge between two nations valuing and appreciating each-other.Fjalorët janë vepra të vështira për t’u hartuar e krijuar. Ndaj ata janë të rrallë dhe nuk mund të krijohen çdo gjashtë muaj ose çdo një vit. Pikërisht për këtë, ne e vlerësojmë Fjalorin e Dajës, një vepër të madhe shkencore të diasporës shqiptare, që zë tashmë vendin e saj të nderuar, në bibliotekën e Fondit albanologjik. Me veprën dhe veprimtarinë e tij, Sadulla Zendeli i bën nder bashkësisë shqiptare në Suedi.     The history of humanity has recognized major figures that with their views and vision have left deep traces in the social mainstream and development of a community, but also colossus who have transcended the geographic-blood line of boundaries and have become the heritage of humanity, the colossus of the human race. Such is our Pejan (Mehmed Akif 1873-1936), a monumental poet and thinker who inspired the cause of a nation and of a believing community (Ummah), a giant of a particular soul, personality, character and morality, a great idealist, one of the “constellation of Albanian writers who gave major works to Ottoman culture” 339]. Mehmed Akif, as a “child of cataclysms”, one who experienced with sadness dissolve a mega-empire, for a whole period in Turkey and other Ottoman territories, because of the ideological assessment criteria, was not treated as he should, but he remains listed in Albanian and Turkish history as the man who knew to have his say during the time. The need for his course emerges, in particular, in our time, when we are experiencing a severe nationwide and Islamic-wide crisis. But this cataclysm made him more mature, gave him the impetus to seek the causes and the ways out. He experienced the deep disappointment and concern of the collapse of the ideals. It can be said that the environment, education and learning he got, had great influence on his development as a poet, as a man and as a society-builder through his poetic discourse. He made the experienced periods of Ottoman society eternal in his masterpiece Safahat. Pejani papers, who is considered the “nightingale of Islam” and the symbol of Islamic thought of a whole period, interpret the past and the future and will never lose their value because they are written with spirit, and are constructive and nonconformist poetry. In this work, the author makes an Islamic sociology and anthropology, based on the universal principles of humanism, knowledge and tolerance, which aims at creating harmony between the society and the divine teachings. He is the originator of social organic solidarity, of social equilibrium based on an Islamic modus vivendi, he is an ummetist, anticesarian and anti-despotist, he is against depersonalization and desocialization. The poetic opus of Pejani is a masterpiece that should be near to all those who do social engineering, from politicians to the members of the academic world, university teachers, scientists of various profiles, particularly writers, sociologists and anthropologists, Islamologist and theologians. The reading of this opus helps both in the study of the history of a wider society and in the way how the social trends are perceived by a shiny Albanian-Ottoman head who provides a map and a social project upon which functional society is to be built. It is a disgrace for a nation not to adopt such a great thinker as this in different texts and pages of Albanian literature, where there are included anonymous names and it appears to have no room or such a giant as Pejani, for a poet and social architect of major dimensions. We suggest scientific institutions to deal more with Akifian creativity, to work in popularization of his deeds.Historia e njerëzimit njeh figura madhore që me pikëpamjet dhe vizionin e tyre kanë lënë gjurmë të thella në rrjedhat dhe zhvillimin shoqëror të një bashkësie, por edhe kolosë që kanë kapërcyer kufijtë e vijës gjeografiko-gjakore dhe janë shndërruar në trashëgimi të njerëzimit, në kolosë të racës njerëzore. I tillë është edhe Pejani ynë (Mehmed Akifi 1873-1936), poet dhe mendimtar që ka frymëzuar kauzën e një kombi dhe të një bashkësie besimore (ummeti), një vigan i shpirtit, personalitetit, karakterit dhe moralit të veçantë, një idealist i madh, një nga “plejada e shkrimtarëve shqiptarë që i dhanë vepra madhore kulturës osmane”. Mehmed Akifi, si një “fëmijë i kataklizmave”, njeri që ka përjetuar me trishtim zhbërjen e një mega-perandorie, një periudhë të tërë si në Turqi ashtu edhe në trojet tjera osmane, për shkak të kriterit vlerësues ideologjik, u trajtua shtrembër. Ai mbahet mend në historinë turke dhe shqiptare si njeriu që diti që kohës t’ia thotë fjalën e vet. Nevoja për kursin e tij del në shesh në veçanti në kohën tonë, kur përjetohet një krizë e rëndë gjithëkombëtare dhe gjithëislame. Por kjo kataklizmë atë e kë bërë më të pjekur, e ka nxitur të kërkojë shkaqet dhe rrugëdaljet. Ai ka përjetuar zhgënjimin dhe brengën e thellë të rrënimit të idealeve. Mund të thuhet se mjedisi dhe edukata e arsimi që ka marrë kanë ndikim të madh në zhvillimin e tij si poet, si njeri dhe si shoqëri-ndërtues përmes ligjëratës poetike. Ai i ka bërë të amshueshme periudhat e përjetuara të shoqërisë osmane në kryeveprën e tij Safahat.Gazetat e Pejanit, i cili konsiderohet si “bilbili i slamit” dhe simboli i mendimit islam të një periudhe të tërë, interpretojnë të shkuarën dhe të ardhmen dhe nuk do ta humbasin kurrë vlerën e tyre sepse janë shkruar me shpirt, janë poezi konstruktive dhe jokonformiste. Në këtë vepër, autori bën një sociologji dhe antropologji islame, bazuar në parimet universale të humanizmit, dijes dhe tolerancës, e cila synon krijimin e harmonisë ndërmjet shoqërisë dhe mesazheve hyjnore. Ai është themeluesi i solidaritetit organik shoqëror, ai është një ummetist, anticesar dhe antidespotist, është kundër depersonalizimit dhe desocializimit.Opusi poetik i Pejanit është një kryevepër që duhet ta lexojnë të gjithë ata që merren me çështjet sociale, që nga politikanët e deri te anëtarët e botës akademike, pedagogët universitarë, shkencëtarët e profileve të ndryshme, veçanërisht shkrimtarët, sociologët dhe antropologët, islamologët dhe teologët.Leximi i këtij opusi pasuron lexuesin me njohuri rreth historisë së një shoqërie më të gjerë, ashtu edhe rreth mënyrës se si përceptohen prirjet shoqërore nga një mendje e ndritur shqiptaro-osmane, e cila ofron një projekt social mbi të cilin do të ndërtohet shoqëria funksionale.  Është turp për kombin tonë që të mos e kemi një mendimtar kaq të madh në tekste dhe faqe të ndryshme të letërsisë shqipe, ku përfshihen emra anonimë e nuk ka vend për një poet dhe sociolog të tillë.     Educational and religious work in the framework of its program should always contain the only true idea that man was actually created to recognize his Creator, God Almighty. All the tools that lead to this objective are blessed by Him, otherwise they would be cursed. God Almighty created the world with all its beauty and benefits for man, but unfortunately in the context of civilization and social development, youth are abusing the freedoms of its rights by dealing with excessive amusement games, pride, greed, envy and negative habits like smoking, alcohol, drugs, prostitution and gambling are damaging the image of society. To prevent this is required an intellectual and religious intervention, to bring the public to a smooth and controlled life based on a particular order. Religion will be the reference of all cultural aspects of Islamic education. This is the education of soul nourishing, is the human content, while vices are greed and the lust control. When the reasoning leads, man is capable of performing divine operation that is appointed by God Almighty, but is not always the case. The young people are becoming victims of trafficking and prostitution. Family is moving each day towards its dissolution with divorce, mainly because of adultery. Unfortunately, the tragic victims of these social problems are the children. Right here is where the religious institution should intervene, with its specialized framework to explain the consequences of this phenomenon and to prevent it. Religion with faith in God is the only remedy. What religion can’t do, law can. It should therefore react with the most effective methods available to raise awareness of Islamic society in educating the young generation with Islamic moral education rates.Puna arsimore dhe fetare në kuadër të programit të saj duhet gjithmonë të përmbajë idenë e vetme të vërtetë se njeriu është krijuar në të vërtetë për të njohur Krijuesin e tij, Zotin e Madhërishëm. Zoti krijoi botën me të gjithë bukurinë dhe avantazhet e saj për njeriun, por, për fat të keq, në kontekstin e civilizimit dhe zhvillimit shoqëror, rinia po abuzon me "lirinë" e saj duke u marrë me lojëra, lakmi, zili dhe me vese, si: duhani, alkooli, drogërat, prostitucioni dhe lojërat e fatit, të cilat po e dëmtojnë shoqërinë. Përndryshe, të rinjtë po bëhen viktimë e tregtisë dhe prostitucionit. Familja po lëviz çdo ditë drejt shpërbërjes së saj për shkak të divorceve. Për fat të keq, viktimat e këtyre problemeve shoqërore janë fëmijët. Këtu është vendi ku institucioni fetar duhet të ndërhyjë, me kornizën e tij të specializuar për të shpjeguar pasojat e këtij fenomeni dhe për ta parandaluar atë. I vetmi shërim është besimi në Zotin, që është barrikada mbrojtëse ndaj gjithë dukurive negative në shoqëri.     Përshkrimi i udhëtimeve të Evlija Çelebiut nëpër Çamëri e Mollosi

    The Halveti Turkish shaikh Evliya Çelebi, has travelled three times in Albanian land - named Arnavutllùk, during the rule of the Ottoman Sultanate: in 1660 through its northern part, in 1662 through its middle, while in 1670 through its south; the last part consists of Çamëria and Mollosía. This article focuses only on the description of Evliya Çelebi travels through these two regions. Çamëri was called the terrestrial streak by the Ionian Sea, which extends 110-115 km from the Gulf of Preveza northward and extends 36 km from promenade eastward, all covered within an area of about 4140 km². Dodon – Mali i Gjerë east-ridge separates it from Mollosía, territory with an area of over 5,000 km².Evlija Çelebi toured throughout the territories of Çamëria, who were then part of the Albanian trunk land, like no other foreign travelers. This gave him the opportunity to know in detail each show and behavior of everyday life: language, trends, especially those most favorites: manhood, bravery, loyalty to word promises, generosity, mercy, etc. With few words, he became their most perfect cognitive. He notes: “All Albanians speak Albanian, language unlike any other language ... It is wonderful language which they speak with devotion and politeness when addressing each other with honor.” Among other things he extols the Albanian’s hospitality; writing: “A foreigner, even a stranger, in Albania is welcome in any home to speak and he can stay there as he wishes. The owner of the house, if the necessary food is missing to satisfy newcomers, he will leave his rifle - the most precious and vital to him and his family - as a guarantee to get all he needs to satisfy the guest.” He reflected his observations one by one in the book “Evliya Çelebi Seyyahatnamesî”. In it appear all the phenomena of social and economic life of our country: history, geography, agriculture, handicraft, trade, political and religious organization, customs, culture, legends, etc.., which he describes with surprising candor and detail. The book, from all points of view: social, economic and political life is a rich treasure to light the history of the Albanian people and its regions currently outside the political borders of Albania.Evliya Çelebi has described everything that caught the eye: mountains heights, the size of towns and villages, has carefully measured the length and breadth of palaces, mosques and churches, has described with special attention without leaving anything out the constructions of the time, closely observed the life of the people, language, religion, customs. He is the greatest of all medieval Muslim tourists, going ahead off Al-Mesudi, Ibn Al-Fadlan, Al-Idrisì, Ibn Al-Batuta etc.Shehu helvetjan turk, Evlija Çelebiu qarkulloi tri herë nëpër tokën shqiptare, që asokohe ishte në përbërjen e Sulltanatit Osman dhe emërtohej Arnavutllùk: më 1660 nëpër pjesën e saj veriore, më 1662 nëpër të mesmen, ndërsa më 1670 nëpër jugun e saj. Kjo pjesë përbëhet nga Çamëria dhe Mollosia. Çamëria, ose brezi tokësor anës Detit Jon, zgjatet 110-115 km nga Gjiri i Prevezës drejt veriut dhe shtrihet 36 km nga buzëdeti drejt lindjes, duke u përmbledhur brenda një sipërfaqeje prej rreth 4140 km². Kurrizi malor lindor Dodonë-Mali i Gjerë e veçon nga Mollosia, trevë me sipërfaqe mbi 5000 km². Evlija Çelebiu shëtiti anë e kënd nëpër tërë viset që asokohe përbënin trungun tokësor shqiptar, ashtu si asnjë udhëtar tjetër i huaj. Kjo i dha atij mundësi që të njihte me imtësi çdo shfaqje a sjellje të jetës së përditshme: gjuhën, prirjet, sidomos ato më të parapëlqyerat: burrërinë, trimërinë, besnikërinë ndaj fjalëdhënies, zemërgjerësinë, mëshirën etj. Shkurt, u bë njohësi më i mirë i tyre. Ai vëren: "Tërë shqiptarët flasin shqip, gjuhë e pangjashme me asnjë gjuhë tjetër…Është gjuhë e mrekullueshme, të cilën ata e flasin me përkushtim (devocion) dhe mirësjellje kur njeri-tjetrit i drejtohen me nderim". Ndër të tjera ai ngreh në qiell mikpritjen e shqiptarëve; Në "Sejjahatnamesi" thotë: "I huaji, qoftë edhe fare i panjohur, në Shqipëri është i mirëpritur në cilëndo shtëpi që të flasë dhe se ai mund të rrijë atje sa të dojë. Të zotit të shtëpisë, nëse i mungojnë ushqimet e domosdoshme për të kënaqur të ardhurin, arrin të lërë peng edhe pushkën –mjetin më të çmueshëm dhe jetik për të dhe familjen e tij- për të marrë ç’i duhet". Vëzhgimet e veta ai i pasqyroi një për një në librin "Evlijja Çelebi Sejjahatnamesî". Në të shfaqen të gjitha dukuritë e jetës shoqërore dhe ekonomike të vendit tonë: histori, gjeografi, bujqësi, zejtari, tregti, organizim politik dhe fetar, zakone, kulturë, legjenda etj., të cilat i përshkruan me çiltërsì e hollësi të papritura. Libri, nga të gjitha pikëpamjet: shoqërore, ekonomike dhe politike, është një thesar i pasur për të hedhur dritë mbi historinë e popullit shqiptar dhe rajonet e tij që aktualisht janë jashtë kufijve politikë të Shqipërisë. Evlija Çelebiu ka përshkruar gjithçka i ka zënë syri: Lartësitë e maleve, madhësinë e qyteteve e të fshatrave, ka matur me kujdes gjatësinë dhe gjërësinë e fortesave, të xhamive e të kishave, ka përshkruar me kujdes të veçantë e pa mungesa ndërtesat e kohës, ka vëzhguar me vëmendje jetën e popujve, gjuhën, fenë, zakonet. Ai është më i madhi i të gjithë turistëve muslimanë të Mesjetës, duke ua kaluar edhe Messeudiut, Ibn-i Fadlanit, Idrisìut, Ibn-i Metutas etj

    Long ago emerged from the press "English-Albanian Dictionary“, compiled by Prof. Dr. Hajri Shehu, researcher at the Institute of Linguistics and Literature. I am pleased to say that the dictionary has high claims such as scientific lexicographical treatment, cognitive scientific value, school and teaching practice, and why not translating values. It is interesting and significant to emphasize that the author has devoted his work to his pupils and students. Dictionary has over 30 000 words, about 90 000 definitions and over 150 000 illustrative quotes. Vocabulary is also for those who know much, and for those who know less. It reveals standard English and of course, standard Albanian in translation column. It helps the user to read, speak and write in English. It is the table dictionary, but at the same time, the portable one. Finally, we think that the Dictionary gives the users also the language education, and in particular, lexicography, definitions, helps the user to recognize the English language, how to use vocabulary and especially how to use the word, what are the notes that restrict the use of a word, a meaning and etc.. Concluding my valuation, I would like to say it is indeed a dictionary to learn English in the true sense of the word. For this reason, we believe that it will be widely used.Kohë më parë doli nga shtypi “Fjalor anglisht-shqip”, hartuar nga prof. dr. Hajri Shehu, punonjës shkencor në Institutin e Gjuhësisë dhe të Letërsisë. Me kënaqësi mund të them se fjalori ka mëtime të larta, trajtim leksikografik shkencor, vlera shkencore njohëse, praktike e didaktike e pse jo, edhe përkthimore. Është interesante dhe domethënëse të theksohet se autori ia ka kushtuar veprën e tij nxënësve dhe studentëve të tij. Fjalori ka mbi 30 000 fjalë, mbi 90 000 kuptime dhe mbi 150 000 thënie ilustruese. Fjalori është edhe për ata që dinë shumë, edhe për ata që dinë më pak, apo pak. Ai shpalos anglishten standarde dhe, sigurisht, edhe shqipen standarde në shtyllën përkthimore. Ai e ndihmon përdoruesin të lexojë, të flasë e të shkruajë në gjuhën angleze. Si përfundim, mendoj se ky fjalor i jep përdoruesit edhe edukatën gjuhësore e sidomos leksikografike, domethënë e ndihmon përdoruesin ta njohë gjuhën angleze, ta përdorë fjalorin e veçanërisht të dijë si ta përdorë fjalën, ç’janë shënimet që kufizojnë përdorimin e një fjale, të një kuptimi etj. Duke e përfunduar vlerësimin tim, do të doja të thosha se është vërtet një fjalor që ndihmon për të mësuar gjuhën angleze në kuptimin e plotë të fjalës.     Interest for scientific research on Nezim and his literary work started in the second half of the XIXth century.Initiator of this interest was the German Albanologist Han.In this way, Nezim and his literary work were raised to the international level of scientific interest, before being put under discussion in the national level. In the ’30-ies of the XXth century, Albanian researchers’ interest for Nezim and his literary work yielded the first serious results, first of all, thanks to the interest and research work of Abdullah Ferhati (1889-1939) from Berati.Ferhati found an incomplete copy of Divan in Albanian of Nezim, which, after performing their transliteration, he published in parts in the “Zani i Nalte” magazine. So, the eight songs that were published earlier by Han and the copy of Divan published by Ferhati were the sole point of reference for the study and evaluation of his work to date later. Whereas some time ago, it was published the work of Abdullah Hamiti, Nezim Frakulla and his Divan in Albanian, which presents the full version of Divan of Nezim published up to date. After finishing his studies, Nezim turned back to Berat, where he found a suitable environment to develop his literary work. By that time, Berat had a quite active intellectual stratum.Nonetheless, primary and irreplaceable role in the development of intellectual and literary life was played by the local nobility, which, likewise in other Albanian centers, was in the forefront of political, economic and cultural developments. In Berat, during the first half of the XVIIIth century, this role has been played successfully by the noble family Vlora, progeny of which our poet was. For some time Nezim engaged in administrative service, maybe as Secretary of Divan (Administrative Council) of the Sanjacbey Ismail Pashe Velabishti (b. 1722-d. 1763), a poet who created under the poetical penname “Derviş”, great donor and vakef-donor, mecek and relative of Nezim. In 1745, Nezim leaves Berat and settles in Istanbul, where he also died, struck by the plague epidemic in 1759. He left behind six works:1) Divan in Persian, arranged in 1747; 2) Divan in Ottoman, arranged in 1747; 3)“Mynsheāt”, a work in the field of stylistics (insha) in prose; 4) Divan in Albanian, lacking year of completion; 5) Albanian-Turkish Vocabulary compiled in verses; 6) Divan II in Ottoman, arranged in 1753. Highly evaluating the mission of poet in society, Nazism threw the first step towards the elevation of the Albanian poetry to the level of literary theoretical discourse. Nezim Frakulla, with the great and pure love he showed for his fatherland, Albanian language and especially for wisdom and emancipation, paved the way to the Albanian illuminist thought.Interesimi kërkimor-shkencor për Nezimin dhe veprën e tij letrare nisi në gjysmën e dytë të shek. XIX. Nismëtar i këtyre interesimeve qe albanologu gjerman Han. Ai, në vitin 1854, botoi tetë këngë të Nezimit, të cilat ia kishte mbledhur Kristoforidhi, nga goja e popullit të Elbasanit, dhe njëherit shfaqi vlerësimet e para për krijimtarinë e tij poetike, me çka hapi diskutimin dhe vlerësimin shkencor jo vetëm për Nezimin dhe krijimtarinë e tij, por edhe për dukurinë letrare shqipe alhamiado. Kështu Nezimi dhe vepra e tij letrare u ngritën në rrafshin ndërkombëtar të interesimit shkencor, përpara se të shtroheshin për diskutim në rrafshin kombëtar. Në vitet 30 të shek. XX, interesimi i studiuesve shqiptarë për Nezimin dhe veprën e tij letrare shënoi rezultatet e para serioze, në radhë të parë, falë interesimit dhe punës kërkimore të beratasit Abdullah Ferhati (1889-1939). Ferhati gjeti një kopje jo të plotë të Divanit shqip të Nezimit, të cilën e transkriptoi dhe e botoi pjesë-pjesë në revistën “Zani i Naltë”, në vitin 1938. Kështu që tetë këngët e Nezimit që kishte botuar Hani më herët dhe kopja e Divanit që e botoi Ferhati, qenë pikëmbështetja e vetme për studimin dhe vlerësimin e veprës së tij deri tani vonë. Ndërsa kohë më parë u botua vepra e Abdullah Hamitit, Nezim Frakulla dhe Divani i tij shqip, e cila paraqet versionin më të plotë të Divanit të Nezimit që u botua deri tani. Pas mbarimit të studimeve, Nezimi u kthye në Berat ku gjeti një mjedis të përshtatshëm për të zhvilluar veprimtarinë e tij letrare.Berati asokohe kishte një shtresë intelektuale mjaftë aktive. Rol parësor dhe të pazëvendësueshëm në zhvillimin e jetës intelektuale dhe letrare, gjithsesi, ka pasur fisnikëria vendëse e cila në Berat, sikundër dhe në qendrat e tjera shqiptare, ka qenë në pararojë të zhvillimeve politike, ekonomike dhe kulturore. Në Berat, gjatë gjysmës së parë të shek. XVIII këtë rol e ka luajtur me shumë sukses familja fisnike Vlora, pinjoll i së cilës ishte poeti ynë. Nezimi një kohë qe inkuadruar në shërbimin administrativ, mbase si sekretar i Divanit (këshillit administrativ), të sanxhakbeut Ismail Pashë Velabishti (l. 1722- vd. 1763), poet që krijonte me pseudonimin poetik “Dervish”, donator dhe vakuflënës i madh, mecen dhe farefis i Nezimit. Në vitin 1745 Nezimi e lëshon Beratin dhe vendoset në Stamboll, ku edhe ka vdekur, i goditur nga epidema e murtajës, në vitin 1759. Pas vetes ai ka lënë gjashtë vepra:1) Divani persisht, i sistemuar në vitin 1747;2) Divani I osmanisht, i sistemuar në vitin 1747;3)“Mynsheāt”, vepër nga fusha e stilistikës (insha) në prozë;4) Divani shqip, pa vit përfundimi;5) Fjalorthi shqip-turqisht i përpiluar në vargje;6) Divani II osmanisht, i sistemuar në vitin 1753. Duke vlerësuar lart misionin e poetit në shoqëri, Nezimi hodhi hapin e parë drejt ngritjes së poezisë shqipe në rrafshin e ligjërimit teorik letrar.     The democracy requires citizens with specific qualities. It is important that they should be masters of themselves, jealous for their freedom and autonomy and keen in cooperating with others. It is not democratic to spread hatred and fanaticism. This remains a very important principle of democratic society.There is no need for lengthy comments, but I would like to cite an advice of Tocqueville for the European politicians, which he brought from the U.S. experience: “It is said that the sovereigns of our time require making great things with people. I would like them to dream a little more how to make great people; that they appreciate much more the work and the worker and remember continuously that a nation can not remain strong for a long time, when everyone is individually weak and has not found the social forms that can make a vigorous nation, but forming uncourageous and faded citizens”. Albanian thinkers of the years ‘30 also sought this from the political elites of the time: the formation of the citizen. They understood that democracy needed citizens. But who is the type of man that is far from being citizen, whom they saw as an obstacle for social development? He is the type of man who has developed in himself “the instincts of resentment and then those of admiration, and especially the instinct of superiority and enforcement on others. He is wobbly on every side. He does never care to learn what he should know and what he would nicely learn. Nevertheless, not knowing what he wants, what he does, what he says, he votes, shouts, requests, orders as if he knows what he does. Anywhere where he clings, it is the lowest point, self-conceited and half-witted. So, from the noisy lowland of his half-ness or of a quarter of his wisdom and of his knowledge, all lies and fraud, one day he will suddenly fall easily, without feeling, in blinding devotion and in the darkness fanaticism”. All of this derives from the mental and moral poverty, from the lack of the sense of self-responsibility and the lack of a collective consciousness and which results in the “ criminal sleep of pride and cunning serpent of self-beguilement, having neither metaphysical concerns nor even patriotic ones. “The Albanian, would Mitat Frashëri write, has a strongly developed personal ambition; this ambition is brother and sister of vanity”. What is the worst of vanity for young people? “Vanity provides human envy, which makes him not bear another one better, smarter, more affluent, more honorable than himself. Vanity is the vice, the much spread disease among Albanian boys; it is the seed from which will come the deficiencies and subsequent offenses. Vanity contracts the heart, and quenches the spirit, makes the man tough and wild, and departs him away from society and from the association”. Unfortunately, until now, we have not taken from the politician the criterion of assessment – the effectiveness.Man, who has not become a citizen yet, forgets this criterion and is confused in an absurd type of reasoning.Failures are justified with the predecessor and the reasoning continues with the terms of the devil and angel.We would have moved forward, but Satan hinders us. It is forgotten the basic concept of democratic governance: that of responsibility, which is personal responsibility and not a collective one, as it is being dealt so far. With the concept of collective responsibility, insecurity, injustice and corruption will increase and democracy, as a governance system, will be compromised. The thinkers of the years ‘30 demanded more responsibility from politicians’ class, especially in conditions of poverty that prevailed at that time in the Albanian society. Without a common work of the political thought and activity it can not be created a truly national social conscience and if people do not have such awareness, then, there will be no force to stop abuses. The education of conscience remains a priority task for that time and for now.Ringjallja e jetës mendore të popullit duhet për të krijuar njeriun-qytetar. Ky përbën shqetësimin kryesor të mendimtarëve shqiptarë të periudhës së Rilindjes, kur shtrohej çështja e ndërtimit të shtetit shqiptar. Që ky shtet të bëhej demokratik, duhej të formohej qytetari. Është me interes të kujtojmë një parim të rëndësishëm të shoqërisë demokratike, që lidhet me qytetarinë. Qytetaria është burimi i pushtetit në sferën publike. Mund të jesh anëtar i një shoqërie, pa qenë qytetar i saj. Në qoftë se qytetari nuk ka akces në sferën publike, duke mbetur i mbyllur në sferën private, ai nuk mund të ushtrojë presionin ndaj qeveritarëve. Një demokraci kërkon qytetarë me cilësi specifike. Është e rëndësishme që ata të jenë zot të vetvetes, xhelozë për lirinë dhe autonominë e tyre dhe të prirur për të bashkëpunuar me të tjerët. Nuk është demokratike të përhapësh urrejtjen dhe fanatizmin. Ky mbetet një parim shumë i rëndësishëm për shoqërinë demokratike. Për këtë nuk ka nevojë për komente të gjata, por do të doja të citoja një këshillë të Tokëvilit për politikanët evropianë, që ai e nxori nga përvoja amerikane: “Thuhet se sovranët e kohës sonë kërkojnë që të bëjnë me njerëzit gjëra të mëdha. Do të dëshiroja që ata të ëndërrojnë pak më shumë se si të bëjnë njerëz të mëdhenj; që ata të çmojnë më pak veprën dhe punëtorin dhe të kujtohen pareshtur që një komb nuk mund të mbetet i fortë, për një kohë të gjatë, kur çdo njeri është i dobët individualisht dhe nuk ka gjetur format sociale që të mund ta bëjë një popull energjik, duke e formuar me qytetarë të paguximshëm dhe të flashkët”. Mithat Frashëri do të shkruante: “Shqiptari ka ambicion personal fort të zhvilluarë; ky ambicion është vëlla e motër me kotësinë”. Cila është e keqja e kotësisë për të rinjtë? “Kotësia i jep nakar njeriut, e bën që të mos durojë një tjatrë më të mirë, më të diturë, më të pasurë, më të nderuarë se vetveten e tij. Kotësia është vesi, sëmundja më e përhapur në djemtë shqiptarë: ajo është fara prej së cilës do të dalin të metat dhe fajet e pastajmë. Kotësia e ngurr zemrën, e ftoh shpirtin, e bën njerinë të ashpër dhe të egrë, e largon nga shoqëria dhe prej shoqërimi”. E vetmja rrugë për të dalë nga kjo gjendje historike pa krye është që të ecim përpara duke e shpejtuar hapin për të kombinuar në sytë e njerëzve interesin personal me atë të kombit. Në qoftë se shoqëria përfshihet vetëm nga një vlerë përfitimi dhe nuk i mbështet institucionet mbi nocionet e përgjegjësisë dhe të drejtësisë, demokracia mbetet e kërcënuar. Duket sikur mendimtarët shqiptarë të viteve ’30 donin t’i flisnin popullit tonë se sa e vështirë ishte liria dhe sidomos liria shoqërore, ashtu si dikur Rusoi: “Liria është një ushqim me shumë lëng, por me një tretje të fortë; duhen stomakë shumë të shëndetshëm për ta përballuar… Liri e shenjtë dhe krenare! Në qoftë se këta njerëz të shkretë do të mund të të njihnin, në qoftë se ata do e dinin se me çfarë çmimi të fitojnë dhe të ruajnë; në qoftë se ata do e ndjenin se ligjet e tua janë shumë më të forta nga ç’është dhuna e egër e tiranëve, shpirtërat e tyre të dobët, skllevër të pasioneve që duhen ndrydhur, do të ta kenë frikën njëqind herë më shumë se skllavërisë; ata do t’i largohen me tmerr asaj si një barrë gati për ta flakur"
