No full textتهدف هذه الدراسة إلى جمع روايات حادثة رد الشمس لعلي بن أبي طالب رضي الله عنه يوم خيبر في المصادر السنية المختلفة ودراستها مع بيان موقف علماء السنة منها، ثم دراسة أسانيد هذه الروايات وجمع طرقها والحكم عليها بناء على علم أصول مصطلح الحديث وعلم الجرح والتعديل وكذا دراسة متون الروايات ونقدها نقدا علميا.This study set to collect different narrations about the incident of returning the sun for Ali bin Abi Talib, may Allah be pleased with him, on the day of Khaybar according to various Sunni sources, and treat, and explain the position of Sunni scholars about it , then study the corroborating evidences of these narrations and collect their chain of transmission(the leaning) and judge them based on Hadeeth Terminology Jarh and Ta‘dīl (narrator-accreditation and criticism) as well as the study and criticize the content of the texts based on scientific standards .

No full textمن المعلوم أن المختصر الفقهي للشيخ خليل -رحمه الله-من أهم كتب المالكية المعتمدة في التدريس والفتوى، فقد مكث في تحريره مدة خمس وعشرين سنة -كما في كتب تراجم المالكية-، ورغم ذلك وقعت له فيه بعض الهنات والهفوات؛ مما دفع بعض علماء المالكية أنْ يستدركوها عليه، وهذا هو موضوع هذا البحث الذي نستعرض فيه: حقيقة الاستدراك الفقهي، وحُكمَهُ، والغايةَ منه، وأهم الاستدراكات التي استدراكها العلماء على الشيخ خليل في مختصره، وكان من أهم النتائج المتوصل إليها، والتي ضمنتها خاتمة البحث، أنهما من باب من أبواب المختصر، إلا وللشيخ خليل - رحمه الله- فيه هفوات استدراكها عليه العلماء والشراح؛ إما بروايته لقول ضعيف في المسألة، أو إغفاله لمسائل وضوابط مهمة، أو إبهامه في العبارة مما يوقع القارئ لمختصره في إشكالات.It is well-known that Sheikh Khalil’s jurisprudential abstract (MOKHTASSAR KHALIL) - may God have mercy on him - is one of the most important Maliki books adopted in teaching and fatwa. Indeed, he stayed in editing it for twenty-five years - as in the books of Maliki biographies.
Despite this, some shortcomings and omissions occurred to him. This prompted some Maliki scholars to correct these misfortunes. This is the subject of this research in which we review: the reality of jurisprudence, its rule, its purpose and the most important corrections that scholars made to Sheikh Khalil in his “MOKHTASSAR”. One of the most important results reached, which I was included in the conclusion of this work, was that there is no chapter in the chapters of the MOKHTASSAR of Sheikh Khalil - may God have mercy on him - in which there are not lapses that scholars and commentators have corrected, either by his narration of a weak saying about the issue, or his neglect of important issues and controls, or his vagueness in the phrase, which causes the reader of the MOKHTASSAR to be confused

No full textلقد نقلت تكنولوجيا الأجهزة الذكية بتقنية اللمس وتطبيقاتها في القرن الواحد والعشرين؛ كل قواعد عمل أجهزة العلاقات العامة إلى عالم كل ما فيه له امتداد الإلكترونية والرقمنة. ليصل طريق المعلومات فائق السرعة في أحدث مراحله إلى "الذكاء SMART"، أين أصبح التوجه الآن إلى المدن الذكية، والمؤسسات الذكية والحكومات الذكية والمنظومات الذكية...الخ. ولأن مبتغى ومنتهى نشاط المؤسسات اقتصاديا بلوغ الجماهير بإدارة الصورة الذهنية للمؤسسة في اتجاه إيجابي لتحقيق تموقع سوقي قوي يتماشى مع مستحدثات بيئة الأعمال؛ جاء التوجه إلى اعتماد التشبيك الاجتماعي بيئة اقتصادية واتصالية مستحدثة لإدارة صورة المؤسسات، ما دعم بدوره التوجه إلى اعتماد "العلاقات العامة الذكية" التي وضعت حاليا بمواجهة العديد من رهانات العمل ضمن شبكات التواصل الاجتماعي للقيام بوظيفتها المحورية وهي "إدارة الصورة الذهنية للمؤسسة" مع "الجماهير"، لتواكب بيئة الأعمال والاتصالات الذكية.Into the twenty-first century, all the working rules of public relations devices have been transferred to a world in which everything has an electronic and digital extension. To reach the information high-speed road in its latest stage of "SMART", where the trend is now is moving in the direction of smart cities, smart institutions, smart governments, smart systems ...etc.
And because the objective and the ultimate goal in the economic activity of institutions is to reach the masses by managing the mental image of the institution in a positive direction to achieve a strong market position in line with the developments in the business environment, the current trend is to adopt social networking as a new economic and communication environment to manage the image of institutions.
The trend of adopting social has supported another trend that is moving towards adopting "smart public relations", which was currently placed in the face of many work bets (not clear) within social networks to fulfill its central function, which is "managing the mental image of the institution" with "the masses" and ultimatly to keep pace with the business and smart communication environment

This research paper aims to diagnose the reality of cultural security in light of the digital dimension of globalization, and to determine the best way to reduce the largest possible number of technological and digital threats and risks to cultural specificities and to uncover the differential variable that makes these threats and risks a source of opportunities and gains in order to achieve the equation of a "safe digital culture". For this reason, the descriptive and analytical approach was relied upon, to show that reliance on partnership and transparency between the actors in the digital cultural insurance process at various levels (state and non-state, official and unofficial) in Governance Standards Framework

No full textبالاعتماد على العديد من المصادر البحثيّة المتخصّصة، يهدف المقال إلى التعريف بنموذج إدارة القيمة العامّة وتطبيقاته على المستوى المحلّي، من خلال البحث في أهمّ التغييرات التي تطرأ على مفهوم الخدمة العامّة وهيكلتها الإدارية، وما هي المفاهيم والعناصر الأساسية التي يقوم عليها النموذج؟ ثمّ ما هي الإضافة التي يقدّمها اتّجاه عملية استدامة تحديث إدارة الحكم العام بهدف دعم وتحسين جودة الخدمات العامّة والأنشطة الإنمائيّة على المستوى المحلّي؟ تفترض المقاربة الجديدة المزيد من التفاعلات مع الفواعل المتعدّدة داخل القطاع العام وخارجه على حدٍّ سواء، وإيلاء مزيد من التركيز على التعاون الفعّال وتطوير الشراكات، مع الإبقاء على الدور المركزي للحكومة كسلطة نهائيّة اتّجاه جميع عمليات التنميّة. النتيجة الأساسيّة للبحث، هي أنّ مقاربة القيمة العامّة تقدّم فلسفة تسييريّة جديدة تتغير من خلالها الثقافة الإدارية للمنظّمات العامّة وبنية اشتغالها وتفرض على المسيّرين اكتساب مهارات جديدة للعمل بفعالية في الاستجابة لمتطلبات الخدمة العامّة الناجحة. Abstract: This article aims to define public value management model and its applications at the local level, by looking into the most important changes that appear in the concept of public service and its administrative structure, then what are the basic notions and elements on which the model stands? Furthermore, what it can add to the continuity of development and modernization of public governance in order to support and improve the quality of public services and development activities at the local level? As a result, the public value approach introduces a new management philosophy that enhances the effectiveness of responding to a successful public service

No full textتناولت الدراسة إشكالية إدارة المعرفة ومدى تأثير أبعادها في اتخاذ القرار في المؤسسة الاقتصادية. ولاختبار صحة الفرضيات المطروحة، أجريت دراسة ميدانية بمؤسسة توزيع الأدوية بالتجزئة – بسكرة، من خلال توزيع استمارة استبيانية وتحليل البيانات باستخدام برنامج SPSS. وبينما كشفت الدراسة عن وجود أثر ذو دلالة إحصائية لتخزين ونقل المعرفة في اتخاذ القرار بالمؤسسة المدروسة، لم يكن هناك أي أثر لتوليد وتطبيق المعرفة في اتخاذ القرار، مما يؤكد على ضرورة اهتمام متخذي القرار بهذين البعدين الاستراتيجيين لإكساب المؤسسة محل الدراسة ميزة تنافسية. Abstract: The study examined the problem of knowledge management and its impact on decision-making in the economic enterprise. To test the validity of the research hypotheses, a field study was conducted at the medicines retail distribution enterprise - Biskra, by designing a questionnaire and analyzing data using SPSS. While the study revealed a statistically significant effect for storing and transmitting knowledge on decision-making in the studied enterprise, there was no effect of the generation and application of knowledge on decision-making, which emphasizes the need to pay attention to these two strategic dimensions to give the studied enterprise a competitive advantage
