Development of Civil Engineering Management Models Based on Community Participation: A Scoping Review in Timor Leste
Infrastructure development plays a crucial role in promoting economic growth and social welfare, particularly in developing countries such as Timor Leste. However, infrastructure projects in such contexts often face technical, managerial, and social challenges that limit their effectiveness and sustainability. One of the key issues identified is the limited integration of community participation within civil engineering management practices. This study aims to systematically map and analyze existing literature on participatory-based civil engineering management models for infrastructure development through a scoping review approach.
This research adopts a qualitative scoping review methodology following established review frameworks to identify, select, and synthesize relevant peer-reviewed studies published over the past decade. Academic databases including Google Scholar, Scopus, and ScienceDirect were used to retrieve literature focusing on civil engineering management, community participation, and infrastructure development in developing countries. The selected studies were analyzed thematically to identify key trends, model components, and research gaps.
The findings indicate that although community participation is widely recognized as an important factor in enhancing project relevance, sustainability, and social acceptance, its implementation within civil engineering management remains fragmented and largely confined to the planning stage. Moreover, existing models tend to emphasize technical and managerial efficiency while insufficiently integrating participatory and social dimensions. In the context of Timor Leste, these limitations are further compounded by institutional capacity constraints and post-conflict governance challenges.
This study concludes that there is a critical need for a comprehensive and context-sensitive civil engineering management model that integrates technical rigor with meaningful community participation across all stages of infrastructure development. The results of this scoping review provide a conceptual foundation for future empirical research and offer practical insights for policymakers and practitioners aiming to achieve inclusive and sustainable infrastructure development in Timor Leste and similar developing country contexts

Creativity Pattern of Problem Posing in Mathematics for Moderately Capable Students in Cross-Situations
This study aims to describe the pattern of creativity in mathematical problem posing among students with moderate mathematical ability across different situations. Creativity is analyzed through three indicators: fluency, flexibility, and novelty. This qualitative descriptive study involved students of the Primary School Teacher Education Program (PGSD) at Universitas Negeri Makassar, selected using purposive sampling based on moderate mathematical ability test results. Data were collected through mathematical problem-posing tasks involving free, semi structured, and structured situations, supported by semi-structured interviews. The findings indicate that students with moderate mathematical ability demonstrate relatively consistent fluency across situations, as they are able to generate several relevant mathematical problems. However, flexibility and novelty are limited and fluctuate depending on the characteristics of the situation. Free and semi-structured situations provide more opportunities for idea variation, while structured situations tend to restrict creativity, resulting in routine and procedural problems. These results highlight the importance of designing adaptive problem posing situations to support the development of students’ mathematical creativity. These results suggest that instructional designs incorporating adaptive and balanced problem posing situations are essential to support the development of flexibility and novelty in students’ mathematical creativity
Chemical and Physical Characteristics of Soils under Maize (Zea mays L.) Cultivation in Pulubala District, Gorontalo Regency
Soil fertility is a key factor influencing maize productivity, particularly in intensive agricultural areas. This study aimed to evaluate the chemical and physical soil properties of maize (Zea mays L.) fields in Pulubala District, Gorontalo Regency, Indonesia. The study was conducted from April to May 2025 in three maize-growing villages, namely Mulyonegoro, Puncak, and Molalahu. Soil samples were collected using a diagonal sampling technique at a depth of 0–30 cm. Soil physical properties analyzed included texture, bulk density, and water content, while chemical properties comprised soil pH, organic carbon, total nitrogen, available phosphorus (Olsen P₂O₅), exchangeable potassium, cation exchange capacity, and base saturation. The results indicated that soils in the study area were generally slightly acidic, with low organic carbon, low available phosphorus, and low base saturation, despite moderate nitrogen and high potassium availability. These conditions indicate that low organic matter content and phosphorus deficiency are the main limiting factors for soil fertility in the maize fields of Pulubala District. Integrated soil management practices, including organic matter application and balanced fertilization, are required to improve soil quality and support sustainable maize production
