    Fimmta stoðin í menntakerfi sem styður við ævinám: Yfirlit um íslenskar rannsóknir og stefnuskjöl um málefnið

    In recent years, adult education has increasingly been cited as the fifth pillar of the Icelandic education system. This has happened under the influence of the ideology of lifelong learning, or that education is and will be everyone’s lifelong project that it is society’s role to support citizens to pursue meaningful learning projects at all ages and the strengthening of a vibrant national net of adult education providers. However, in Iceland, adult education is only supported by laws, regulations and financial backing for a relatively narrow target group of adults. This fact led to the government’s decision to draft a new bill on adult education. This article is written as input into the discussion around drafting such a new law on adult education (is. Framhaldsfræðsla) under the auspices of the Ministry of Social Affairs and Labour. It describes the results of an analysis of prior research into adult education in Iceland from 1998 to 2023. It compares these results with Icelandic policy documents and some writings from international organisations on the future of education. The article depicts the results of an analysis of the c. 20 peer-reviewed research papers on adult education in Iceland from this period, about 60 master’s theses and ten relevant policy papers. The articles were analysed using discourse analysis. It shows that a persistent theme in Icelandic policy documents during this period is the will of governments to raise educational attainment in Iceland and to answer the labour market’s need for skilled workers. Around 2003, about 40 % of adults had not completed upper secondary education. Here, Iceland scored lower than the average in the OECD and much lower than its neighbours. Since then, the government has set the goal that only 10 % of the adult population should have a lower educational attainment than upper secondary education. Through various actions and offerings from 2003 and regulated by law from 2010, the educational attainment of Icelandic adults has risen. The largest portion of the state’s support for adult education has been dedicated to raising the education of this target group. Today, 21 % of adults have not completed upper secondary education. Interestingly, the documents analysed are silent about other possible target groups in need of education in adulthood, such as immigrants or other vulnerable groups and their learning needs. A substantial portion of the research describes participation patterns in adult education and provides background information concerning government policies to raise educational attainment in the country. Several of the master’s theses highlight the positive impact of the tools implemented by adult education centres and participants’ satisfaction with the possibilities provided. However, the adult education system does not reach all of its stated target groups. This article’s analysis of policy papers and current thought on the future of education, especially given new societal realities, suggests that the next Icelandic law on the education of adults needs to look more broadly at adult learning offerings, develop new ideas for lifelong learning and devise ways to support adult’s learning endeavours more broadly.Fullorðinsfræðsla hefur á undanförnum árum æ oftar verið nefnd sem fimmta stoð menntakerfisins. Það hefur gerst með áhrifum hugmynda um að menntun sé og verði æviverkefni allra. Þessi grein er skrifuð sem innlegg í umræðu um mótun nýrra laga um framhaldsfræðslu á vegum Félags- og vinnumarkaðsráðuneytisins. Hún lýsir niðurstöðum greiningar á rannsóknum á sviði fullorðinsfræðslu á Íslandi árin 1998– 2023 og eru þær bornar saman við miðlæg stefnumótunarskjöl, íslensk og alþjóðleg. Um er að ræða um 20 rannsóknargreinar, um 60 meistaraverkefni og 10 stefnuskjöl. Greiningin sýnir að viðvarandi þrástef í íslenskum stefnuskjölum á þessum tíma er hækkun menntunarstigs á Íslandi og þörf atvinnulífs fyrir betur menntað fólk. Þagað er um innflytjendur og aðra viðkvæma hópa. Rannsóknirnar lýsa þátttökumynstrum í námi fullorðinna og gefa bakgrunnsupplýsingar í tengslum við stefnu stjórnvalda að hækka menntunarstig í landinu. Meistararitgerðir draga fram jákvæð áhrif af verkfærum framhaldsfræðslunnar og ánægju þátttakenda með möguleika sem framhaldsfræðslan veitti en jafnframt að framhaldsfræðslukerfið nái ekki til allra sem ættu erindi. Greining á rannsóknum og samanburður við stefnuplögg og nýjan samfélagslegan veruleika benda til að næstu lög þurfi að horfa víðar, þróa hugmyndir um ævinám og móta leiðir til að styðja við menntun fullorðinna á víðari grundvelli en hingað til

    The goal of this study is to analyze how ideas of Icelandic classlessness mani fest themselves in public discourse. The data used are first and foremost news items and articles from the national newspaper Morgunblaðið from 1986 to 2007. Secondary data are also used for context and support. One of the main conclusions is that ideas of Iceland as a relatively classless society are widespread. Ideas about Icelandic classlessness are quite varied. The biggest common denominator is that Iceland is relatively classless compared to other societies. People mainly refer to cultural class division in this regard. Nonetheless it is quite common that people think that ideas of Icelandic classlessness are not grounded in reality, particularly as regards economic classlessness. Furthermore people feel that class division is increasing parallel to fundamental social changes, especially as the market becomes more predominant. In the same way, ideas of Icelandic classlessness have increasingly become the subject of criticism.Markmið þessarar rannsóknar er að greina hvernig hugmyndir um stéttleysi Íslendinga birtast í almennri orðræðu. Gögnin sem liggja til grundvallar eru fyrst og fremst fréttir og greinar í Morgunblaðinu frá árinu 1986 til 2007. Einnig er stuðst við afleidd gögn. Ein helsta niðurstaða rannsóknarinnar er sú að hugmyndir um að Ísland sé tiltölulega stéttlaust samfélag eru útbreiddar og margþættar. Stærsti samnefnarinn er sá að Ísland sé tiltölulega stéttlaust í samanburði við flest önnur þjóðfélög. Er þá helst miðað við menningarlega stéttaskiptingu. Samt sem áður er algengt að fólk telji að meint stéttleysi Íslendinga eigi ekki við rök að styðjast, sér í lagi efnahagslegt stéttleysi. Þá telur fólk almennt að stéttaskipting hérlendis fari vaxandi samfara örum þjóðfélagsbreytingum, ekki síst vegna aukinnar markaðsvæðingar samfélagsins.     COVID-19 brought with it extensive changes in people’s lives. The pandemic disrupted employment and home life, with the clo[1]sure of workplaces, increased remote work, and reduced services of care givers. At the initiative of Utrecht University, a multinational study entitled “Gender (In) equality in Times of COVID-19” was launched. Data were collected via a questionnaire on the effect of the pandemic on the status of parents in paid work, division of household work, care, and the reconciliation between paid work and care. The survey was conducted in Iceland by Gallup after restrictions on gatherings were lifted following the first wave in May 2020. This article examines the impact of the pandemic on gendered division of working parents with spouses regarding care and housework and reconciliation between paid work and care. In the light of previous research, the impact of the pandemic on these factors is examined depending on where work was performed, whether work was performed remotely from home or in the workplace. The main results show small gender difference in changes in where work was performed (working remotely or at the workplace). Large, gendered differences were, on the other hand, found in care work and housework, both before and after the pandemic. In accordance with recent international research on COVID-19, results suggest that with regards to housework parents became more equal after the pandemic: Fathers who worked from home, but their spouses at the workplace, increased their share of domestic work, while mothers who worked at the workplace, but their spouses worked from home, reduced their share of domestic responsibilities. Similar changes in the division of care between parents were not found. Reconciliation between paid work and care deteriorated with the pandemic, more so among parents of young children and parents who worked at home. Regression analysis shows that reconciliation of paid work and care deteriorated especially among mothers who worked remotely from home. This is in accordance with international research.COVID-19 hafði í för með sér meiriháttar breytingar á högum fólks. Faraldurinn raskaði atvinnu- og heimilislífi með lokun vinnustaða, aukinni heimavinnu og skertri þjónustu umönnunaraðila. Að frumkvæði Utrecht-háskólans var hrint úr vör fjölþjóðlegri rannsókn sem ber heitið „Gender (In)equality in Times of COVID-19“. Lagður var spurningalisti fyrir foreldra um aðstæður þeirra í launaðri vinnu, skiptingu heimilisstarfa og umönnunar og samþættingu launavinnu og umönnunarábyrgðar, auk fleiri þátta. Á Íslandi var könnunin framkvæmd af Gallup eftir að samkomubanni lauk í kjölfar fyrstu bylgju í maí 2020. Í þessari grein eru áhrif farsóttarinnar á verkaskiptingu starfandi foreldra í sambúð skoðuð hvað varðar umönnun, heimilisstörf og samþættingu launavinnu og umönnunarábyrgðar. Í ljósi erlendra niðurstaðna eru áhrif farsóttarinnar á þessa þætti greind eftir því hvar foreldrar inntu starf sitt af hendi í farsóttinni; hvort þeir unnu fjarvinnu heima eða unnu áfram á vinnustaðnum. Meginniðurstöður sýna að lítill kynbundinn munur kemur fram varðandi það hvort fólk vann fjarvinnu heima eða á vinnustaðnum. Mikill kynbundinn munur kom á hinn bóginn fram hvað varðar umönnun og heimilisstörf, bæði fyrir farsóttina og eftir að hún skall á. Í samræmi við nýlegar erlendar rannsóknir á áhrifum COVID-19 benda niðurstöður til þess að skipting heimilisstarfa milli feðra og mæðra hafi orðið jafnari við faraldurinn: Feður sem unnu heima sem áttu maka sem unnu áfram á vinnustaðnum juku hlutdeild sína í heimilisstörfum og mæður sem unnu á vinnustaðnum en áttu maka sem vann heima drógu úr hlutdeild sinni. Ekki urðu sams konar breytingar á hvernig foreldrar deildu með sér umönnun barna. Samþætting launavinnu og umönnunarábyrgðar varð erfiðari eftir farsóttina og gekk verr hjá foreldrum ungra barna og hjá foreldrum sem unnu heima. Niðurstaða fjölbreytugreiningar sýnir að samþætting launavinnu og umönnunarábyrgðar versnaði sérstaklega meðal mæðra sem unnu fjarvinnu heima og er það í samræmi við erlendar rannsóknir

    Viðbrögð stjórnvalda um heim allan til að sporna við útbreiðslu kórónuveirunnar hafa haft víðtæk áhrif og þau hafa meðal annars fært okkur heim sanninn um hversu hreyfanleiki fólks frá einum stað til annars er snar þáttur í menningu samtímans. Víða um lönd voru settar hömlur á ferðir fólks, landsvæði, bæir og borgir lokaðar fyrir umferð til að hefta útbreiðslu sjúkdómsins, og jafnvel komið á útgöngubanni. Flughafnir sem áður voru iðandi af mannlífi alla daga ársins tæmdust nær fyrirvaralaust og eins og hendi væri veifað hafa þessar umferðarmiðstöðvar samtímans orðið að draugabæjum. Sú hversdagslega athöfn að bregða sér bæjarleið landa og heimshluta á milli í ýmsum erindagjörðum var skyndilega miklum takmörkum háð. Samneyti og öll hreyfing þar sem annað fólk var á ferli varð mögulega lífhættuleg og með tveggja metra reglunni fékk nálægð við annað fólk nýja merkingu. Hreyfanleiki fólks, sem er svo ríkur þáttur í því hvernig nútíminn er skilgreindur, var skyndilega skertur með nýjum hætti. Skorður við tilfærslu fólks frá einum stað til annars hafa raunar um langt skeið verið einkenni nútímans, eins og hin hliðin á hreyfanleikanum. Stór hluti mannkyns hefur átt harla litla aðild að þessari menningu hreyfanleikans. Þótt ýmsir sæti færis eða hrekist til að flýja heimahagana eru margir eftir sem áður fjötraðir við átthagana af fátækt, múrum og mærum. Það sem er nýtt á vormánuðum 2020 er að með viðbrögðum við veirunni hefur hinn betur stæði hluti heimsbyggðarinnar líka verið kyrrsettur með ófyrirséðum afleiðingum fyrir heilu atvinnugreinarnar og efnahagslíf ríkja

    Icelandic doctors responded to the financial crisis of 2008 by emigrating in great numbers. Between 2009 and 2014, 330 doctors emigrated from Iceland, while only 140 doctors returned. Consequently, Iceland witnessed the sharpest increase in inhabitants per doctor in its history, which resulted in a crisis within the healthcare sector. The article looks at how the structure of the labour market influences Icelandic doctors’ migratory decision-making. I argue that professional standards are equally important to wages as a factor influencing the doctors’ mobility and migratory trajectories, and that the main problem revolves around the work environment, particularly the structure of the healthcare system itself. The research is based on in-depth interviews with 20 doctors who have worked abroad but moved back to Iceland, 10 doctors who are working abroad with no plans to move back, and 15 policy makers within the healthcare sector.Læknar brugðust við áhrifum efnahagshrunsins 2008 með því að flytja af landi brott í miklum mæli. Á árunum 2009–2014 fluttu 330 læknar frá Íslandi á meðan einungis 140 læknar fluttu heim á sama tíma. Í kjölfarið fækkaði læknum meira en áður hefur sést hérlendis sé miðað við íbúa á hvern lækni. Þetta leiddi til erfiðleika innan heilbrigðiskerfisins. Í greininni eru áhrif vinnumarkaðarins á heimkomu íslenskra lækna erlendis frá skoðuð, sér í lagi hvernig þeir atvinnumöguleikar, sem í boði eru hvetja eða letja lækna til þess að flytja aftur heim. Þegar ástæður brottflutnings og heimkomu eru skoðaðar kemur í ljós að faglegur metnaður skiptir álíka miklu máli og laun til að útskýra hreyfanleika lækna. Meginvandamálið er fyrst og fremst tengt vinnuumhverfinu og þá sérstaklega sjálfu heilbrigðiskerfinu og uppbyggingu þess. Rannsóknin byggir á djúpviðtölum við 20 lækna sem hafa starfað erlendis en flutt aftur heim, 10 lækna sem starfa erlendis og sjá ekki fyrir sér að flytja heim og 15 aðila sem starfa í stjórnsýslu innan heilbrigðiskerfisins

    Rural Iceland is popular among foreign volunteers, who perform a variety of jobs in exchange for food and housing. Those who recruit volunteers are accused of breaching collective agreements and wage theft when volunteers work in economic activities or on farms. The article aims to answer the question: Promote voluntary work done by foreign or domestic volunteers, localities that participated in the project “Fragile Communities” or do they take jobs from people who would want to live there if there were job opportunities? Data was collected in four areas included in the project “Fragile Communities”. During the fall of 2022 and spring of 2023, about 30 people were interviewed, and advertisements for volunteers were analysed. The interviewees agreed on respecting the labour market rules, independent of whether the volunteers were domestic or foreign. The context of voluntary work was seen as necessary and acceptable to disrespect principles of collective agreements, competition, and professional knowledge if it would benefit society. The idea of foreign volunteers taking paid jobs from local people was rejected. The interviewees agreed that voluntary work is vital to rural areas and a prerequisite for the communities.Dreifbýli Íslands er vinsæll viðkomustaður erlendra sjálfboðaliða sem gegna fjölbreyttum störfum í stað fæðis og húsnæðis. Aðilar sem ráða til sín sjálfboðaliða eru sakaðir um brot á kjarasamningum og launaþjófnað, vinni sjálfboðaliðar í efnahgslegri starfsemi og á lögbýlum. Markmið greinarinnar er að svara spurningunni: Efla sjálfboðastörf, unnin af erlendum eða innlendum sjálfboðaliðum, byggðarlög sem tóku þátt í verkefninu Brothættar byggðir eða taka þau störf frá fólki sem vildi búa þar ef atvinnutækifæri væru fyrir hendi? Gagna var aflað í fjórum byggðum sem tóku þátt í verkefninu Brothættar byggðir. Haustið 2022 og vorið 2023 voru tekin viðtöl við um 30 einstaklinga. Jafnframt voru auglýsingar greindar, þar sem óskað er eftir sjálfboðaliðum. Viðmælendur sammæltust um þá meginreglu að virða kjarasamninga og að sjálfboðaliðar gengju hvorki í störf fagfólks né skekktu samkeppni á vinnumarkaði. Skipti þá engu hvort þeir væru innlendir eða erlendir. Samhengi sjálfboða[1]starfanna þótti þó mikilvægt og sjálfsagt að víkja frá meginreglum um kjarasamninga, samkeppni og fagþekkingu ef störfin væru samfélaginu til hagsbóta og yrðu ekki framkvæmd án aðkomu sjálfboðaliða. Viðmælendur höfnuðu því að erlendir sjálfboðaliðar tækju launuð störf frá heimafólki. Þeir töldu að sjálfboðastörfin væru byggðarlögunum mikilvæg og í raun forsenda og lífæð hvers samfélag

    Aðskilin búseta: Búsetumynstur pólskra innflytjenda í Reykjavík

    This article examines the residential segregation of polish immigrants in Reykjavik relative to people with and Icelandic background living there. Residential segregation gives indications about how well the immigrant group has integrated into their host society and has implications for immigrant well-being as well as future opportunities for their children. The analysis presented are descriptive statistics, correlation coefficients and indexes of dissimilarity used to compare residential patterns of polish immigrants with people with an Icelandic background on the basis of Reykjavik city school districts. The results suggest that the residential segregation of polish immigrants in Reykjavik is low to moderate. Nevertheless, there are two areas in Reykjavik where Polish immigrants are concentrated. In one area the immigrants tend to have lower incomes and have lived in Iceland for a shorter time than in the other area. The Polish immigrants with the longest stay and the highest incomes, however, tend to live in areas with few other Polish immigrants. The results align most closely with theories of segmented assimilation. However, they may also reflect a particular phase in the integration of Polish immigrants into Icelandic society that in the long-run may develop more in line with classical assimilation theory.Í þessari grein er fjallað um búsetumynstur pólskra innflytjenda í Reykjavík í samanburði við borgarbúa með íslenskan bakgrunn út frá. Búsetumynstur innflytjenda gefa vísbendingu um aðlögun þeirra að og inngildingu í samfélagið sem þeir flytja til og getur að auki haft umtalsverð áhrif á lífsgæði þeirra og framtíðarmöguleika barna þeirra. Niðurstöðurnar byggja á skráargögnum Hagstofu Íslands. Auk lýsandi tölfræði og fylgnigreininga er notast við svokallaða ólíkindavísitölu (e. index of dissimilarity) til að bera saman búsetumynstur eftir skólahverfum Reykjavíkurborgar. Horft er til þess hvernig fjárhagur innflytjenda og lengd búsetu hefur áhrif á búsetumynstur. Niðurstöðurnar benda til þess að aðskilnaður pólskra innflytjenda og íbúa með íslenskan bakgrunn sé með minna móti en engu að síður séu tvö svæði innan Reykjavíkur sem skera sig úr með há hlutföll íbúa af pólskum uppruna. Í öðru hverfinu eru innflytjendur með lægri tekjur og sem hafa dvalið skemur á Íslandi en í hinu hverfinu er hópurinn tekjuhærri og hefur búið hér lengur. Pólskir innflytjendur hafa almennt tilhneigingu til að búa í tekjulægri hverfum. Þeir sem hafa búið lengst á Íslandi og hafa hæstu tekjurnar búa hins vegar á svæðum þar sem pólskir innflytjendur eru fáir. Niðurstöðurnar eru helst í samræmi við kenningar um lagskipta aðlögun en hugsanlega er það tímabundinn fasi í aðlögun og inngildingu pólskra innflytjenda og í frekari rannsóknum á búsetumynstrum hópsins er nauðsynlegt að taka tillit til fjölbreytileika hópsins

    The article discusses the development of religious freedom in Iceland in the period 1874–1915.In 1874 the king of Denmark granted Icelanders a constitution which covered their internal affairs. Among the rights it granted was the freedom to leave the Evangelical-Lutheran faith and form religious communities and congregations associated with other Christian denominations. However, nothing in the constitution indicated that it was permitted to stand outside all religious organizations and thereby reject religion, or embrace atheism.In 1886 the Parliament (Alþingi) passed a law on the status of those who had left the national church. The law guaranteed the rights of those who had taken advantage of the rights that the constitution granted and had left the Evangelical-Lutheran church.Freedom to stand outside all religious associations was granted (indirectly) by an amendment to the constitution in 1915. This marked the end of the first period of development of religious freedom in Iceland.Með stjórnarskránni 1874 var landsmönnum heimilað að snúa baki við evangelísk-lútherskri trúarhefð og bindast samtökum um iðkun annars konar trúar. Trúfrelsið var þó takmarkað þar sem ekki var heimilt að standa utan allra trúfélaga og hafna átrúnaði þar með. Nærtækast er að líta svo á að trúfrelsið hafi einkum átt að tryggja kristnum kirkjudeildum frelsi til að starfa í landinu.Var fljótt tekið að benda á að staða fólks sem ekki samsamaði sig þjóðkirkjunni væri óljós og réttindi þess þröng, trúfrelsi hefði því í raun ekki komist á í landinu.Stærsta skrefið í trúfrelsisátt sem stigið var á tímabilinu kom fram í lögum um utanþjóð-kirkjufólk frá 1886 en þau tóku til allra helstu atriðanna sem talin voru skerða trúfrelsið: prestsverk unnin af forstöðumönnum í söfnuðum utan þjóðkirkjunnar skyldu hafa sömu lögformlegu þýðingu og athafnir þjóðkirkjupresta; þau sem guldu til trúfélags eða safnaðar utan þjóðkirkju urðu gjaldfrjáls gagnvart henni og fólki voru tryggð þau réttindi að geta gengið í borgaralegt hjónaband ef annað hjónaefna eða þau bæði væru utan þjóðkirkju. Kristnum trúfélögum var þar með tryggt víðtækt frelsi til starfs.Lögin sniðu einstaklingum aftur á móti þröngan stakk. Einkanlega kom þetta fram í tilviki fólks sem ekki gekk í trúfélag sem hafði á að skipa forstöðumanni með konunglega stað-festingu. Strangt til tekið ber enda fremur að líta svo á að slík staða utan trúfélaga hafi frekar verið umborin en að beinlínis hafi verið leyfilegt að taka sér hana til langframa og lýsa þar með yfir trúleysi. Fólk sem þessa stöðu hafði taldist enda að nokkru leyti til þjóðkirkjunnar þar sem það var ekki undanskilið neinu gjaldi til hennar. Því virðist ljóst að sú stefnumótun sem fram fór á tímabilinu hafi falið í sér trúarlegt félagafrelsi í ríkara mæli en trúarlegt einstaklingsfrelsi. Þróun trúfrelsis á tímabilinu virðist því að öllu leyti hafa rúmast innan svokallaðrar dissenter-hefðar. Olli skylda þeirra sem stóðu utan allra trúfélaga til að greiða þjóðkirkjunni eigi að síður gjöld mestu þar um.Árið 1915 var trúfrelsið loks útvíkkað þannig að heimilt varð að standa utan allra trúfélaga. Með þessu urðu mikilvæg straumhvörf þar sem trúfrelsið tók nú bæði til trúarlegs félaga-frelsis og einstaklingsfrelsis

    The United Nations Convention on the Rights of the Child (UNCRC) is an international human rights agreement concerning children. It embodies the idea that every child should be recognised, respected, and protected as a rights holder and a unique and valuable human being. All rights are important and cannot be taken away.According to article twelve in the UNCRC, children have the right to give their opinions freely on issues that affect them, and adults should listen and take children seriously. Scholars believe that article twelve is the most tenuous children’s right. Research shows that most children do not know their rights and do not necessarily voice them as adults do. Despite that, decisions relating to children’s matters are often made without consulting with them.Increasing emphasis is placed on the rights and participation of children. Still, to ensure their rights under the convention, it is important that everyone, children, and adults, know about it. By 2030, all local authorities in Iceland should have started the implementation of the UNCRC. One way is to use UNICEF’s concept of Rights Respecting School. A Right Respecting School is a community where children’s rights are learned, taught, practised, respected, protected, and promoted. According to research, the implementation of the UNCRC does have a positive effect on all aspects of school life; children become more engaged in school decision-making. In addition, research shows that children have more positive attitudes toward diversity in society.This study aims to shed light on children’s experience and knowledge of democratic participation and to research the benefits of education about UNCRC in schools. Participants in the study were 43 students in 4th and 8th grade, attending four primary schools in Akureyri and Eyjafjarðarsveit, who participated in focus group interviews consisting of 5–6 in each group. Thematic analysis was used to analyse the data by reading, rereading, and systematically coding interviews. This analysis revealed two themes: knowledge of the United Nations Convention on the Rights of the Child and the children’s experience of creating a class agreement.The main results of this study are that when participants are taught the content of the rights granted by the Convention on the Rights of the Child and seem to understand it. The children participating did not always understand where their knowledge came from and, in some cases, had difficulty putting their thoughts into words. From their point of view, all children, regardless of circumstances and abilities, should be equal and therefore equally important. Participants who attended schools that were part of UNICEF’s Rights Respecting School had a greater understanding of human rights and a better vocabulary to explain terms related to children’s rights. Also, students in 4th grade could distinguish between their rights and privileges.Every fall, each class in all the schools creates a class agreement, but how the agreement is implemented varies by class and school. Children in 4th grade, regardless of school, and in 8th grade in the Right Respecting School felt their voices were heard regarding the class agreement. Meanwhile, the children in 8th grade who were not in the Right Respecting School felt their thoughts and opinions were not respected.It can be concluded that education is the foundation for implementing the UNCRC. Therefore, everyone must know children’s rights so their voices can be given weight within society.Barnasáttmáli Sameinuðu þjóðanna er alþjóðlegur mannréttindasamningur sem snertir börn. Sáttmálinn felur í sér viðurkenningu á að börn þarfnist sérstakrar verndar umfram fullorðna og á að tryggja börnum vernd gegn ofbeldi, tækifæri og áhrifamátt. Fræðimenn telja að sá réttur barna sem eigi hvað mest undir högg að sækja varði lýðræðisákvæði hans. Meðal annars er algengt að ákvarðanir sem tengjast málefnum barna séu teknar án samráðs við þau. Síaukin áhersla er lögð á réttindi og þátttöku barna en til að tryggja réttindi þeirra í samræmi við sáttmálann er mikilvægt að allir; börn og fullorðnir, þekki til hans. Fyrir árið 2030 eiga öll sveitarfélög hér á landi að hafa hafið markvissa innleiðingu Barnasáttmálans og er ein leið til þess að nýta hugmyndafræði svonefnds réttindaskóla. Samkvæmt rannsóknum getur innleiðing sáttmálans haft jákvæð áhrif á skólastarf í heild sinni og aukið þekkingu barna á réttindum sínum. Markmið rannsóknarinnar er að varpa ljósi á reynslu og þekkingu barna á lýðræðislegri þátttöku og ávinning af fræðslu í skólum um Barnasáttmálann. Tekin voru rýnihópaviðtöl við 43 börn úr 4. og 8. bekk fjögurra skóla á Akureyri og í Eyjafjarðarsveit. Helstu niðurstöður sýna að þátttakendur virðast kunna skil á innihaldi þeirra réttinda sem Barnasáttmálinn veitir og er skilningur þeirra almennt góður. Börn í réttindaskóla höfðu fengið meiri fræðslu sem skilaði sér í auknum skilningi. Þrátt fyrir góða viðleitni í skólastarfi til að auka þátttöku nemenda í ákvörðunum virtist hún í sumum tilfellum einungis fela í sér táknræna þátttöku þeirra. Álykta má að fræðsla sé forsenda þess að innleiðing Barnasáttmálans njóti velgengni og er von okkar að þessi rannsókn stuðli að jákvæðara viðhorfi til skoðana og þátttöku barna

    The topic of this chapter is the work of kindergarten and elementary school teacher Ásta Egilsdóttir. It shows a teacher who worked professionally and was interested in constantly examining and reflecting on her work to improve and develop it. She seemed to be able to reach students with various topics that piqued their interest. Qualitative research methods are used, and data is obtained through interviews with Ásta and a document review of diverse data she has recorded about her teaching and the students’ learning: lesson plans, stories and photographs from school activities. Her goal has always been that no one is passive in her classroom. This means that she emphasises the activity of students in their own learning based on the interest and ability of each individual as long as the learning and teaching align with the learning standards of the primary school curriculum. Three of Ásta’s main teaching subjects were chosen, showing her professionalism and progressive school work. They are the following: The use of unit blocks in learning and teaching, visual organisation and learning centres and students’ participation in learning. Social studies are the starting point of the students’ learning while playing with the unit blocks, but other subjects are then integrated into the learning process as it develops. Students are allowed to be active and creative in thinking in relation to their needs for free play, which is used as a means of learning and motivation for learning. The experience quickly taught Ásta that organisations with study centres had many advantages over seatwork and controlled teaching. The main advantage was that the students were much more active in the learning centres than in desk jobs since learning in centres is generally activity-oriented and the learning environment is diverse. Ásta organised them based on Howard Gardner’s Theory of Multiple Intelligences to appeal to the students’ diverse needs, developmental factors, and different abilities. One of the ways to reach a diverse group of students is to use visual day planning and graphic and often tangible instructions. Ásta says such an arrangement has made her class management easier over the years. It often appeals to students better than verbal instructions and explanations. This applies, for example, to students with a limited vocabulary or difficulty concentrating and those with Icelandic as a second language. In this way, students understand and often remember concepts and subjects they deal with better within school. When Ásta’s attitude towards the organisation of school work and education for all is examined, it can be seen how she meets the different needs of a diverse group of students and works on her own professional development as a teacher. Ásta succeeds in this in her teaching, where she is the teacher who learns simultaneously as the students through her active participation in their learning process. This is a pedagogy that benefits both students and teachers. Ásta meets the students’ interest and works with them professionally and safely, demonstrating democratic working methods. She has thought about her work professionally and thoroughly. Stories and pictures from Ásta’s school work show how she organised the students’ learning and teaching. They show that Ásta is a responsive teacher who respects her students by responding to their ideas that are created in the classroom. She uses such opportunities for learning within the framework of the curriculum.Hér er greint frá störfum leik- og grunnskólakennarans Ástu Egilsdóttur, kennara sem vann af fagmennsku og miklum áhuga á að skoða starf sitt og ígrunda það í þeim tilgangi að vera stöðugt að bæta það og þróa. Ásta starfaði lengst af við Grundaskóla á Akranesi. Hún þótti ná vel til nemenda með fjölbreyttum viðfangsefnum sem vöktu áhuga þeirra. Í greininni er fjallað um á hvern hátt kennarinn Ásta styrkti fagmennsku sína. Eigindlegar rannsóknaraðferðir voru notaðar og gagna aflað með viðtölum við Ástu en auk þess var gerð skjalarýni á fjölbreyttum gögnum sem hún hefur skráð um kennslu sína og nám nemenda, svo sem kennsluáætlunum, sögum og ljósmyndum úr skólastarfi. Unnið var úr gögnunum í samráði við Ástu þar sem megináherslur hennar í starfi eru hafðar til hliðsjónar. Hún hefur ávallt haft það að markmiði að enginn sé aðgerðalaus í skólastofunni. Í því fólst áhersla á virkni nemenda í eigin námi út frá áhuga og getu hvers og eins, ásamt ábyrgð, um leið og námið og kennslan samræmdist hæfniviðmiðum aðalnámskrár grunnskóla. Valin voru þrjú af meginviðfangsefnum Ástu í kennslu sem sýna fagmennsku hennar og framsækið skólastarf. Þau eru eftirfarandi: Nám og kennsla með einingakubbum (e. unit blocks); Sjónrænt skipulag – stundatafla og bekkjarreglur; Námsstöðvar og virkni nemenda í námi. Birtar eru sögur og myndir úr skólastarfi hjá Ástu sem sýna dæmi um hvernig hún skipulagði nám nemenda og kennslu með hliðsjón af megináherslum sínum og leitaðist við að tengja þau kennslufræðilegri umræðu. Dæmin sýna vel að Ásta var viðbragðssnjall kennari sem bar virðingu fyrir nemendum sínum með því að bregðast við hugmyndum þeirra í kennslustofunni.
