Mehrheitswahl als Ausweg? Zur Debatte um die Reform des österreichischen Wahlsystems
Dieser Beitrag greift die Debatte um die Reform des österreichischen Wahlsystems auf und diskutiert kontrafaktisch mögliche politische Konsequenzen eines Mehrheitswahlsystems. Die Argumentation wird in vier wesentlichen Schritten vorgetragen: (1) Die Diskussion um die Vorzüge und Defizite von Mehrheits- und Konsensdemokratie benennt und diskutiert Maßstäbe zur Bewertung unterschiedlicher Wahlsystemtypen. (2) Der folgende Abschnitt passt diese Diskussion in den Kontext der österreichischen Politik ein und diskutiert Argumente, die für oder gegen unterschiedliche Reformprojekte vorgetragen werden. Dabei liegt ein Schwerpunkt auf der relativen Mehrheitswahl in Einerwahlkreisen. (3) Die empirischen Abschnitte beginnen mit möglichen psychologischen Effekten der relativen Mehrheitswahl in Österreich. (4) Schließlich werden potenzielle mechanische Effekte eines Mehrheitswahlsystems untersucht und durch kontrafaktische Simulationsmodelle bestimmt
Im Netz der Abgeordneten
Die in den vergangenen Jahren beschleunigte Ausdifferenzierung und Vermehrung computervermittelter, digitaler Medienangebote sowie deren verstärkte Nutzung seitens immer größer werdender Teile der Bevölkerung hat wiederholt Anlass für Spekulationen über eine Neujustierung des kommunikativen Beziehungsgeflechts von politischen RepräsentantInnen und Repräsentierten gegeben. Dabei haben im Fokus der Debatte um die „elektronische Demokratie“ zumeist die technischen Potenziale sowie der Umgang der BürgerInnen mit interaktiven politischen Kommunikationskanälen gestanden. Der „Angebotsseite“, also den Aktivitäten politischer AkteurInnen „im Netz“, und insbesondere den dahinter stehenden Motiven ist demgegenüber vergleichsweise wenig Aufmerksamkeit geschenkt worden. Vor diesem Hintergrund widmet sich der vorliegende Beitrag den Einstellungen der Abgeordneten gegenüber dem Internet. Dies geschieht auf Basis einer repräsentativen Befragung unter den Nationalratsmitgliedern und den Abgeordneten der österreichischen Länderparlamente. Die empirischen Befunde deuten darauf hin, dass die ParlamentarierInnen zum Großteil bereits „im Netz“ angekommen sind. Allerdings zeichnet sich derzeit eine Art Digital Divide ab, der sich alters- und sozialisationsbedingt quer durch die parlamentarischen Reihen zieht
Historians confront space
This essay seeks to analyze how historians have treated the concept of space as an analytical category, by focusing on three spatial concepts: frontiers, Europe and the world. The argument proceeds along several lines: first that historians have long been engaged in debating the interaction of geography and culture, thus foreshadowing the “spatial turn,” second, that representative figures in different specialties have been working away against a Eurocentric conceptualization of space and third that in order to achieve these ends they have employed theoretical insights from the social sciences. The essay concludes that the spatial turn has provided a fresh perspectives on the ways in which space has been conceived by employing terms like frontiers and place to illuminate cultural categories, but that there is a danger for historians that this “turn” can lead into imprecise or abstract formulations that lose their heuristic possibilities
Reliability and the Border. Czech Borderlands Discourse, 1945–49
Immediately after the World War II, the new borderlands population in Czech Lands was confronted with the notion of a community of ‘reliable citizens’ capable of protecting the frontier and, consequently, the security of the nation and the state. Its logical counterpart was the cleansing and removal of all unwanted and unreliable inhabitants. This was not only state policy: Even more radical demands for cleansing and resettlement where articulated by the local Czech-speaking population, especially by the new settlers in the borderlands. In the first two post-war years, these demands were directed mostly against the remaining Germans and other non-Slav ethnic groups. With time, however, it also affected other citizens and social groups. The rhetoric of recomposing society and eliminating alien elements remained the same after the Communist takeover in February 1948. From this perspective, the Communist dictatorship was not an import, but rather an answer to a demand for purification, which had been articulated by a large part of the society
The sick as biological citizens? How patient-user organizations reconfigure the field of health and illness
Based on a qualitative two-cased study of patient-user organizations, this article claims that some of the forms of sociality that have emerged in recent decades are changing the landscape of citizenship in the field of health and illness. Findings show that politicised and radical patient-user organizations can effectively challenge biopolitical governmentality, its medical institutions, as well as its configuration of power/knowledge and forms of subjectivation by using what we consider to be affirmative biopolitical strategies
Vierzig Jahre globaler Ressourcenverbrauch: Ein Überblick aktueller Debatten
40 years ago, the well known “Limits to Growth: A report to the Club of Rome” has been published. The following article provides an overview on various aspects of global resource use since 1972. Changes in the global division of labour, and a more difficult resource extraction are current developments that will exert more pressure on sources and sinks of global social metabolism, leading to higher resource prices and slowing down economic growth. Results of the original models indicate, that the standard run scenario shows most similarities with real world developments since 1972. This scenario leads to a breakdown of the industrial system, and a subsequent collapse of the global population in the middle of the 21st century. This overview shows that previous efforts of a re-routing of global resource use towards sustainability were hardly successful, and therefore asks for more appropriate political measures.1972 wurden erstmals „Die Grenzen des Wachstums“ modelliert. Der vorliegende Artikel fasst aktuelle wissenschaftliche Literatur zusammen, die verschiedene Aspekte des globalen Ressourcenverbrauchs analysiert: Die Veränderung in der globalen Arbeitsteilung und eine zunehmend aufwendigere Extraktion von Ressourcen sind aktuelle Zuspitzungen, wodurch Quellen und Senken gesellschaftlichen Stoffwechsels zunehmend belastet, Rohstoffpreise ansteigen und ökonomisches Wachstum verlangsamt werden. Die Ergebnisse dieser Untersuchungen deuten darauf hin, dass das 1972 als „standard run“ betitelte Szenario am ehesten den realen Entwicklungen bis heute entspricht. Dieses Szenario mündet in der Mitte des 21. Jahrhunderts in einem Zusammenbruch der Industrieproduktion und einem Kollaps des Bevölkerungssystems. Der Überblick macht also auch deutlich, dass bisherige Versuche eines Gegensteuerns in Richtung eines nachhaltigeren Umgangs mit Ressourcen nur wenig erfolgreich waren, und stellt zuletzt die Frage nach angemesseneren politischen Maßnahmen
Tintenfische. "Bologna" und die Professoren
Tintenfische und Professoren haben eines gemeinsam - beide wissen, wie man Tinte einsetzt, um Wolken zu produzieren, die verhindern, dass andere etwas sehen, was sie nicht sehen sollen. Gerade deutsche Professoren haben sich dieser Technik ausgiebig bedient, als ihnen abverlangt wurde, die sog. Bologna-Reform umzusetzen - eine Reform, die den Lehrbetrieb, so wie sie ihn kannten, tiefgreifend verändern sollte. Wie sich schnell gezeigt hat, liegt der Haken an Bologna darin: Nimmt man das Vorhaben ernst, dann entwertet es wesentliche - intellektuelle wie habituelle, individuelle wie institutionelle - Investitionen, die dem professoralen Lebensstils sein Gepräge geben. So wurde aus dem gesetzlichen Auftrag eine unvertretbare Zumutung und unerträgliche Einmischung. Bald jeder fühlte sich schikaniert, dachte an innere Emigration, wenn nicht gar offene Verweigerung und erfand für diese Renitenz ein nobleres Anliegen als den eigenen Komfort. Die Reformer verfügten über genügend Macht, um sicherzustellen, dass das Gesetz dem Buchstaben nach befolgt wurde; seinen Kritikern ist es derweil gelungen, ihm den Geist auszutreiben. ENGLISH:Octopuses - Bologna and the ProfessorsProfessors and octopuses have one thing in common: they both know how to use ink in order to produce clouds that hide the truth from those not supposed to see it. German professors in particular made ample use of this technique when they were required by law to plement the so-called Bologna-reform, a wide-ranging overhaul of most elements of teaching “as they knew it”. As quickly became evident, the hitch with Bologna is this: if taken seriously, it cannot but devalue essential investments, intellectual was well as habitual, individual as well as institutional, that have “framed” the professorial way of life. Hence this new policy was considered an unreasonable demand and an intolerable intrusion. Almost everyone felt victimized, pondered inner emigration or even open resistance, and invented nobler causes to stand up for than his own comfort. The reformers were in a position to enforce compliance with the letter, if not the spirit, of the law. In return, their opponents did what was in their power - while adhering to the letter, they killed the spirit
