Kształtowanie kompetencji komunikacyjnych w aspekcie psychologicznym w zarządzaniu bezpieczeństwem państwa

State security management, like any organisation, requires not only the provision of appropriate forces and resources but also the proper transmission of information and messages. Only the ability to send and receive messages correctly ensures efficient implementation of assigned tasks, their understanding, and execution. For the process of managing them to proceed properly, it is essential to follow the rules of interpersonal communication. In this context, it is necessary to further define the elements of communication competence. They can be divided into five psychological and linguistic components. They are also determinants of proper communication (i.e. correct, appropriate, and at the same time effective). These include having a high level of communication awareness, presenting a high communication culture, active listening, using appropriate feedback,, and avoiding communication barriers. The results of research on the communication competences of the surveyed students allow us to draw the conclusion that their level of communication awareness is too low, which is a quite a disturbing phenomenon, because it is the awareness of mistakes made or deficiencies and ignorance in the discussed area that is an essential element of improving communication competence. The multitude of aspects for which communication competences are of great importance is almost unlimited, and therefore emphasing the need for their guided development and improvement is a priority.

No full textThe Russian intervention in Syria has been the first act of a considerable scale since 1991 of a direct involvement of the Armed Forces of the Russian Federation in a military conflict on a territory not included in the former Soviet Union. At the same time, it became the first operation in the history of the Russian Federation (and formerly the USSR) in which a leading role – both in the composition of the military contingent addressed there, as well as in relation to the results of actions – played the air force. This publication focuses on the genesis and the different phases of the engagement of combat aircraft of the mentioned type of armed forces in the initial stage of Russian intervention, as well as an attempt to assess the reasons for the exceptional effectiveness of the operation on the course of the entire war.Rosyjska interwencja w Syrii jest pierwszym od 1991 roku aktem o znacznej skali bezpośredniego zaangażowania Sił Zbrojnych Federacji Rosyjskiej w konflikcie militarnym na terytorium nie wchodzącym w skład byłego Związku Radzieckiego a zarazem pierwszą operacją w historii FR (i wcześniej ZSRR), w którym wiodącą rolę – zarówno w składzie skierowanego tam kontyngentu wojskowego, jak i w odniesieniu do rezultatów działań – odegrały siły powietrzne. Get PDFThe aim of the study is to analyze the functioning of task groups within the structures of the State Fire Service and to present the basic specialist activities carried out under the National Fire and Rescue System. On the other hand, the research problem was expressed in the form of the following question: How is the State Fire Service prepared for the implementation of specialized rescue operations? The article presents a division into the scope of basic and specialized rescue activities, such as technical rescue, high-altitude rescue, chemical and ecological rescue, search and rescue and water and diving rescue. The functioning of these rescue groups, which were created on the basis of the need to eliminate specific threats within separate areas of rescue, was analyzed. On this basis, conclusions were drawn.Celem opracowania jest analiza funkcjonowania grup zadaniowych znajdujących się w strukturach Państwowej Straży Pożarnej oraz przedstawienie podstawowych działań specjalistycznych realizowanych w ramach Krajowego Systemu Ratowniczo-Gaśniczy. Natomiast problem badawczy zastał wyrażony w postaci następującego pytania: Jak PSP jest przygotowana do realizacji specjalistycznych działań ratowniczych? W artykule przedstawiono podział na zakres podstawowych i specjalistycznych działań ratowniczych, takich jak ratownictwo techniczne, ratownictwo wysokościowe, ratownictwo chemiczno-ekologiczne, działania poszukiwawczo-ratownicze i ratownictwo wodno-nurkowe. Poddano analizie funkcjonowanie tych grup ratowniczych, które powstały na podstawie potrzeby likwidacji swoistych zagrożeń w ramach odrębnych dziedzin ratownictwa. Get PDFTopicality of a subject-matter “Burden of proof in major court proceedings” is based on ambiguous understanding of the standard of proof in legal practice, that is, of the moment when a fact is considered to be proven or unproven. Goal of an article is to research legal regulation of burden of proof in civil procedure, administrative procedure, administrative offence procedure and criminal procedure law and to determine standard of burdens of proof within each of these procedures. Burden of proof, or duty to prove a claimed fact, is an essential element of any evidentiary proceedings. Determination of standard of proof is ambiguously understood issue in legal theory and especially in legal practice. Ambiguous understanding of standard of proof in legal practice may cause determination of unproven facts as proven or vice versa, or even lead to finding innocent persons as guilty. Author, by researching burden of proof in so-called major court proceedings, provides an explanation on legal aspects of its standards.Aktualność tematyki ciężaru dowodu w ważniejszych postępowaniach sądowych” opiera się na niejednoznacznym pojmowaniu standardu dowodowego w praktyce prawniczej, czyli momentu, w którym fakt uznaje się za udowodniony lub nieudowodniony. Celem artykułu jest zbadanie regulacji prawnych ciężaru dowodu w procedurze cywilnej, postępowaniu administracyjnym, postępowaniu w sprawie wykroczeń administracyjnych i procedurze karnej oraz określenie standardów ciężaru dowodu w ramach każdego z tych postępowań. Ciężar dowodu lub obowiązek udowodnienia twierdzonego faktu jest istotnym elementem każdego postępowania dowodowego. Określenie standardu dowodowego jest zagadnieniem niejednoznacznie rozumianym w teorii prawa, a zwłaszcza w praktyce prawniczej. Niejednoznaczne rozumienie standardu dowodowego w praktyce prawniczej może prowadzić do uznania nieudowodnionych faktów za udowodnione lub odwrotnie, a nawet doprowadzić do uznania winnymi osób za niewinne. It is divided into various categories, such as weak AI, strong AI, machine learning, neural networks, and general artificial intelligence. AI has a tremendous impact on various aspects of human life, including industry, transpor-tation, medicine, commerce, agriculture, and education. In education, AI can support students through personalized learning, adaptive learning, speech and text recognition, assistive technologies, identification of students\u27 weaknesses, as well as fostering collabora-tion and communication. The implementation of AI in inclusive education can provide more effective teaching methods, tailor the learning process to individual students\u27 needs, and support students with various difficulties in fully participating in the educational process. However, there are also risks involved, such as a potential lack of critical thinking and empathy in students, as well as dependency on technology, which requires attention and appropriate remedial action.
Sztuczna inteligencja to dziedzina informatyki, skupiająca się na tworzeniu pro-gramów i systemów komputerowych zdolnych do wykonywania zadań wymagających inteligencji ludzkiej. Jest to badanie i określanie reguł rządzących inteligentnymi zachowaniami człowieka, które wykorzystuje się w algorytmach i programach. Sztuczna inteligencja ma za zadanie rozwiązywanie problemów, podejmowanie decyzji, uczenie się na podstawie danych, rozumienie języka naturalnego, przetwarzanie obrazów i dźwięków oraz wiele innych.
