Seventy years of dialogue, of incessant search for truth and the construction of theological and interdisciplinary knowledge. Seventy years that have allowed us to grow as a community of faith and a sense of synod, always open to dialogue. L'institutionnalité régionale face à la quatrième révolution industrielle : transition vers la gouvernance numérique
Get PDFSince its creation, the Central American Integration System (SICA) has directed its efforts towards strengthening regional institutionality, whose function lies in decision-making and cooperation among its member states. Consequently, the objective of this article is to analyse the strengthening of regional institutionality through the construction of digital governance, starting with the identification of challenges facing the region, such as the digital divide between member countries, and also incorporating the role that civil society should play in the process, followed by a proposal for a digital governance scheme developed under an integral vision, the latter on the understanding that its strategic implementation will contribute to its main goal: the institutional strengthening of the System.Desde su creación, el Sistema de Integración Centroamericana (SICA) ha dirigido sus esfuerzos al fortalecimiento de la institucionalidad regional, cuya función radica en la adopción de decisiones y la cooperación entre sus Estados miembros. Por consiguiente, el presente artículo tiene por objetivo analizar el fortalecimiento de la institucionalidad regional a través de la construcción de una gobernanza digital, partiendo de la identificación de desafíos que afronta la región, tal como es el caso de la brecha digital existente entre los países miembros, también incorpora el papel que la sociedad civil debe jugar en el proceso, y posteriormente se presenta una propuesta de esquema de gobernanza digital elaborada bajo una visión integral, esta última en el entendido que su implementación estratégica coadyuvará en su principal fin; el fortalecimiento institucional del SistemaDepuis sa création, le Système d'intégration centraméricain (SICA) a orienté ses efforts vers le renforcement de l'institutionnalité régionale, dont la fonction réside dans la prise de décision et la coopération entre ses États membres. Par conséquent, l'objectif de cet article est d'analyser le renforcement de l'institutionnalité régionale à travers la construction de la gouvernance numérique, en commençant par l'identification des défis auxquels la région est confrontée, tels que la fracture numérique entre les pays membres, et en incorporant également le rôle que la société civile devrait jouer dans le processus, suivi d'une proposition de schéma de gouvernance numérique développé dans une vision intégrale, ce dernier étant entendu que sa mise en œuvre stratégique contribuera à son objectif principal : le renforcement institutionnel du Système
La Fundación ETEA para el Desarrollo y la Cooperación: buceando en su prehistoria
Get PDFIt has been 20 years since the constitution of the ETEA Foundation for Development and Cooperation. Its creation was a decision of the Society of Jesus of Andalusia to give it a personality of its own and different from ETEA, where it had been incubating. The Foundation was born to strengthen and consolidate a line of action that had already been in existence for a long time and had left a considerable mark on ETEA. That is why what we propose in these pages is not to present the history of the Foundation, but to go back to its prehistory, to go into its history. In this previous stage we will find, not only what preceded it, but also what were its roots, its initial inspiration. This inspiration has not lost its validity in the 20 years of the Foundation’s life, although it has had to adapt to the changing circumstances of our world and of cooperation, and also of ETEA’s own evolution until it became Loyola Andalucía University.Se ha cumplido los 20 años desde la constitución de la Fundación ETEA para el Desarrollo y la Cooperación. Su creación fue una decisión de la Compañía de Jesús de Andalucía para darle una personalidad propia y distinta de ETEA, donde se había ido incubando. La Fundación nacía para fortalecer y consolidar una línea de acción que tenía ya un largo recorrido y que había dejado una impronta considerable en ETEA. Por eso lo que nos proponemos en estas páginas no es presentar la historia de la Fundación, sino remontarnos a su prehistoria, adentrarnos en ella. En esa etapa anterior encontraremos, no solo lo que la precedió, sino lo que fueron sus raíces, su inspiración inicial2. Esta inspiración no ha perdido su vigencia en los 20 años de vida de la Fundación, aunque ha tenido que adaptarse a las circunstancias cambiantes de nuestro mundo y de la cooperación, y también de la propia evolución de ETEA hasta convertirse en la Universidad Loyola Andalucía.Cela fait 20 ans que la Fondation ETEA pour le Développement et la Coopération a été créée. Sa création a été décidée par la Compagnie de Jésus d’Andalousie pour lui donner une personnalité propre et différente de celle de l’ETEA, où elle avait été incubée. La Fondation est née pour renforcer et consolider une ligne d’action qui existait déjà depuis longtemps et qui avait laissé une empreinte considérable sur l’ETEA. C’est pourquoi ce que nous proposons dans ces pages n’est pas de présenter l’histoire de la Fondation, mais de remonter à sa préhistoire, d’entrer dans son histoire. Dans cette étape antérieure, nous trouverons non seulement ce qui l’a précédée, mais aussi quelles ont été ses racines, son inspiration initiale. Cette inspiration n’a pas perdu sa validité au cours des 20 années de vie de la Fondation, bien qu’elle ait dû s’adapter aux circonstances changeantes de notre monde et de la coopération, ainsi qu’à l’évolution de l’ETEA elle–même jusqu’à ce qu’elle devienne l’Université Loyola Andalucía
Blockchain et tokenisation : opportunités et défis pour l’Amérique centrale
Get PDFThis work contextualizes an innovative and disruptive alternative to expand the commercialization of agricultural products through the use of emerging technologies such as Blockchain & Tokenization, through the Security Token Offering; as an opportunity for the Central American region to venture into alternative markets and with underlying assets backed by the token. Likewise, some challenges that the region faces in order to implement this type of solutions are described, through the analysis of structured secondary data, information collected from various sources such as the World Bank, The Economist Group or Statista, showing the challenges that central governments of Central America must face in the search for new alternatives for marketing products, in an era called the Fourth Industrial Revolution.Este trabajo contextualiza una alternativa innovadora y disruptiva para ampliar la comercialización de productos del agro a través del uso de tecnologías emergentes como Blockchain y la Tokenización, mediante la Oferta de Token de Seguridad; como una oportunidad para la región centroamericana de incursionar en mercados alternativos y con activos subyacentes respaldados por el token. Asimismo, se describen algunos retos que afronta la región para poder implementar este tipo de soluciones, a través del análisis de datos secundarios estructurados, información recabada de diversas fuentes como el Banco Mundial, The Economist Group o Statista, mostrando los desafíos que los gobiernos centrales de Centroamérica deben de afrontar en la búsqueda de nuevas alternativas de comercialización de productos, en una era denominada como la Cuarta Revolución Industrial.Ce document contextualise une alternative innovante et disruptive pour étendre la commercialisation des produits agricoles grâce à l’utilisation de technologies émergentes telles que la blockchain et la tokenisation, à travers le Security Token Offering ; comme une opportunité pour la région d’Amérique centrale de s’aventurer sur des marchés alternatifs et avec des actifs sous-jacents soutenus par le jeton. Il décrit également certains défis auxquels la région est confrontée pour mettre en œuvre ce type de solutions, grâce à l’analyse de données secondaires structurées, d’informations recueillies auprès de diverses sources telles que la Banque mondiale, The Economist Group ou Statista, montrant les défis auxquels les gouvernements centraux d’Amérique centrale doivent faire face dans la recherche de nouvelles alternatives pour la commercialisation des produits, à une époque connue sous le nom de Quatrième révolution industrielle
