ARBITRATION REGULATORY ISSUE ON INTEGRITY IN LABOR-MANAGEMENT CONFLICT RESOLUTION IN THE PHILIPPINES: HOP ON OR HOP OFF?
Objectives: The research aimed to assess the role of the private sector in influencing or affecting the integrity performance of the arbitration process and the actors involved. It intended to propose a monitoring solution to the regulatory issue on integrity through public-private collaboration.
Methods: The researcher utilized purposive non-parametric study of two Philippine government agencies involved in the administration of justice in Metro Manila. They employed a descriptive survey method to identify, describe, and document the influence of stakeholders. Additionally, focus group discussions among selected practitioners/litigants from workers, employers, and lawyers, along with interviews of resource persons from various areas of justice administration, were conducted to validate and clarify survey results.
Results: The study revealed a volatile environment in labor justice administration, wherein existing mechanisms proved vulnerable to corruption. It highlighted concerns such as partiality, lack of credibility, and independence of arbitrators, which eroded public trust in the arbitration process and outcomes.
Conclusion: The study proposes a paradigm shift from the current compartmentalized and complaint-driven anti-corruption strategy to the researcher’s conceptualized “A.C.T.I.V.E. Public Service Delivery.” This approach aims to address identified integrity gaps related to vertical, horizontal, external, and developmental accountabilities. By doing so, it seeks to enhance the integrity performance of the arbitration process and restore public trust in labor justice administration
SUFFICIENCY ECONOMY LEARNING CENTERS IN SATUN PROVINCE’S ISLAND SCHOOLS: A STRATEGIC APPROACH TO CURRICULUM MANAGEMENT FOR CAREER COMPETENCY
Purpose: The aim of this study is to investigate the implementation of Sufficiency Economy Learning Centers (SELCs) in schools located on islands within Satun Province. Specifically, the study aims to explore how these SELCs strategically contribute to curriculum management, with a focus on enhancing career competency among students. Through this research, the aim is to analyze the effectiveness of integrating sufficiency economy principles into the educational framework of island schools, thereby facilitating students' acquisition of skills and knowledge essential for their future careers.
Theoretical framework: The theoretical framework for this study draws upon several key concepts and theories to provide a comprehensive understanding of the implementation of Sufficiency Economy Learning Centers (SELCs) in island schools and their impact on curriculum management for career competency.
Design/Methodology/Approach: The target groups are vocal speakers and 8 people from the Thaksin University research team; 4 people from the Primary Educational Service Area Office in Satun; 10 experts in language, science, math, and technology; 19 teachers in Ban Ko Lipe School; 30 people from community leader, village sage and interested people participating in the pilot project of learning center development; and 127 people from the evaluation of using the project.
Findings: The research findings found that one integrated SMT competency-based curriculum of Ban Ko Lipe school and online platform of SMT competency-based learning center of Ban Ko Lipe school displayed Ecotourism such as snorkeling, features of landscape, climate, high/low tide, waxing/waning moon 2) Fishing such as fishing gear, methods of catching each type aquatic animals 3) Local products such as long tail boats produced from seashore screw pines. The platform development of SMT competency-based learning of students in the Lipe island area created the administrative collaboration of the community using SMT competency-based curriculum followed the sufficiency economy philosophy of Lipe island area for the career path of the youth to have ways of life through the sufficiency economy philosophy Satun Province. The evaluation of 127 curriculum users found that the SMT level was at the highest in every aspect 1) administration 2) premises 3) learning resources 4) network.
Research, Practical & Social implications: This study examines the implementation of Sufficiency Economy Learning Centers (SELCs) in island schools in Satun Province, focusing on their impact on students' career readiness. The research uses a mixed-methods approach, combining qualitative and quantitative techniques. The findings can inform policy recommendations, guide professional development, and prompt curriculum revisions. The study also emphasizes community engagement, empowerment, and sustainable development, highlighting the importance of SELCs in promoting socio-economic resilience.

MAPPING THE LANDSCAPE TOWARDS SUSTAINABILITY: A BIBLIOMETRIC ANALYSIS OF DIGITAL LEADERSHIP AND PERFORMANCE
Purpose: The main purpose of this study is to run a bibliometric analysis in examining the trends of digital leadership and performance published in Scopus from 2016-2023.
Theoretical Framework: The study identifies the document and source types, the volume of publication over the years, countries, key authors, subject area and the most important research topics related to digital leadership and performance. The study reveals that the first research on this area was published in Scopus in 2016. Starting from 2019, the topic has gained much attention by the researchers.
Design/methodology/approach: Our sample is composed of all documents related to digital leadership and performance published in Scopus. A bibliometric assessment revealed that there were 46 documents listed in Scopus from 2016 to June 2023. Of these, one document has been removed due to incomplete information available in the database. Thus, only 45 documents were analysed. VOSviewer and Microsoft Excel were employed for data analysis.
Findings: The results revealed that of these 45 documents, journal article is the most frequent type and source of document. Starting from 2019, the research on the studied areas has garnered much attention as the number of publications and citations has started to accelerate. Interestingly, 20 of these articles were published in Malaysia and Indonesia. Based on the top cited articles on digital leadership indicated that besides its impact on business performance, researchers also have placed much attention on the performance within the academic institutions. Finally, the trend of digital leadership research is starting to embark on the areas of innovation, green environmental science, energy and engineering.
Research, Practical & Social implications: The researchers suggest for future research agenda and emphasize the contributions which will guide scholars who want to initiate research in digital leadership and performance.
Originality/value: Digital leadership is the new form of leadership in this digital society. A bibliometric analysis provides significant findings of existing research and significant researchers in this topic and provides potential avenues for future research
APPLICATION OF LAW NUMBER 35 OF 2009 CONCERNING NARCOTICS; CASE STUDY OF DECISIONS IN SERANG DISTRICT COURT
Purpose: This research investigates the impact of different interpretations of Indonesian Law on narcotics crimes, focusing on Articles 112 and 127. It examines court decisions to understand evidence application and distinguish between possession and self-use of narcotics. The aim is to improve consistency, fairness, and effectiveness in combating narcotics crimes.
Theoretical Framework: This research uses legal and criminological theories to analyze the interpretation and application of law in narcotics crimes. Interpretivism focuses on language, judicial precedent, and societal norms, while legal positivism emphasizes formal rules. Labeling theory suggests inconsistent application can lead to stigmatization and marginalization. Social learning theory suggests discrepancies in law interpretation can influence perceptions and attitudes.
Design/Methodology/Approach: This research uses a mixed-methods approach, combining normative and sociological juridical methods, with a statutory approach, to explore the interpretation and application of law in narcotics cases. It uses a literature review, document analysis, and qualitative data analysis to identify patterns, discrepancies, and trends in narcotics law interpretation. The study aims to provide a comprehensive understanding of societal implications and criminogenic factors in narcotics cases.
Findings: The research reveals significant discrepancies in the interpretation and application of Articles 112 and 127 of Law Number 35 of 2009 concerning Narcotics, leading to inconsistent treatment and punishment of perpetrators. This inconsistency contributes to criminogenic factors and perpetuates social stigmas, hindering efforts to address underlying issues and promote rehabilitation and harm reduction strategies.
Research, Practical & Social Implication: The research highlights the complexities of narcotics laws, emphasizing the need for further research on factors influencing legal interpretations and the societal impacts of inconsistent enforcement practices. It also emphasizes the need for enhanced training for law enforcement and a multi-faceted approach to address social inequalities and promote fairness.
Originality/Value: This research explores the impact of varying interpretations of narcotics laws on legal outcomes and societal dynamics. It integrates legal and sociological perspectives, analyzing court decisions to understand the complexities of narcotics offenses. The findings have practical implications for legal practitioners, law enforcement agencies, and policymakers, advancing scholarly understanding and informing policy
ANALYSIS MODEL OF SOCIO-CULTURAL ENVIRONMENT ON CRIMINALITY RATE: A RURAL CASE STUDY
Objective: Criminality in Indonesia is still a serious problem that threatens public safety and order. A study was conducted to analyze how improving the socio-cultural environment can reduce crime in Indonesia.
Method: This study uses primary data obtained from 100 respondents who are detainees in several police stations, and uses logistic regression analysis to test the influence of several socio-cultural environmental factors.
Results: The results of the analysis show that the social environment in the form of increased employment, family relationships, and ethnicity can reduce the incidence of repeat criminality in Indonesia. This finding highlights that it is necessary to pay attention to socio-cultural environmental factors in designing crime prevention and response policies.
Conclusion: The conclusion of this study is that special attention should be paid to factors such as employment, family relations, and ethnicity in crime prevention and control efforts.
Research Implications: A well-integrated policy strategy can also help reduce crime rates in an area
NAVIGATING THE JOURNEY TO PEACE: A STUDY OF ASSIMILATION AND REINTEGRATION OF EX-OFFENDERS OF TERRORISM
Objective: This research aims to investigate and analyze the assimilation models of ex-offenders of terrorism and identify the factors that drive them to participate willingly in the process of social reintegration.
Theoretical Framework: Using the segmented assimilation theory developed by Porter and Zou, this study examines the movement of former convicts through various institutions and social and economic activities has led to their acceptance by society or if they need to follow a different trajectory.
Method: A qualitative descriptive ap proach, coupled with the phenomenological method, was employed to gain profound insights into the lived experience of 15 former convicts hailing from diverse districts and cities in Central Java, Indonesia. To collect the data, we conduct interviews individually and in group to gain extensive their trajectory experiences for peace.
Results and Discussion: The results of the study indicate that two trajectory models occur in society as a way of returning former terrorists to a peaceful path: (a) the independent model and (b) the institutional model. The independent model focuses on individual roles and initiatives in the ex-offender communicating with the community through family, friends, or community leaders and religious paths to gain the trust of the intended social community.
Research Implications: This study provides valuable insights into the mechanisms of social reintegration for ex-offenders of terrorism, highlighting the importance of both individual initiatives and institutional support in facilitating successful assimilation into society.
Originality/Value: The study offers an original contribution to the field by examining the specific assimilation trajectories of ex-terrorists, providing a nuanced understanding of the social reintegration process and identifying key factors that influence successful reintegration
IDENTIFICATION AND PRIORITIZATION OF CLIMATE RESILIENT URBAN GOVERNANCE INDICATORS FOR VULNERABLE CITIES OF BANGLADESH: INSIGHTS FROM THE LOCAL STAKEHOLDERS & THE EXPERTS OPINION
Objective: Amidst urbanization, prioritizing resilience is crucial for climate adaptation. A climate-resilient urban governance framework evaluates risks, forms resilience, and mitigates climate change impacts. This research intends to identify vital indicators for resilient urban governance in of Bangladesh, aiding climate risk reduction and supporting community resilience.
Theoretical Framework: This study fills a research gap in prior studies by investigating urban governance in Bangladesh's vulnerable cities through governance and climate resilience theories. It recognizes crucial indicators for resilient governance, focusing on stakeholder participation and public engagement. Through literature review and the Delphi survey, it strengthens policy development, signifying climate resilience and adaptive capacity in nation’s urban regions.
Method: The study encompasses an extensive literature review and engagement with diverse stakeholders through focus group discussions and in-depth interviews. The Delphi survey method was utilized to discover the pivotal climate resilience indicators in urban governance based on various experts' perspectives, with data analysis encompassing sorting and Likert scale assessment to highlight the most important indicators of a climate-resilient governance system.
Results and Discussion: The study highlights the critical influence of the most essential indicators on the advancement of urban good governance factors informed by stakeholders and experts to foster accountability, transparency, and resilience in urban governance practices.
Research Implications: This study contributes to the field by providing a structured approach for identifying and prioritizing indicators of climate resilient urban governance of Bangladesh. It furnishes urban planners and legislators in crafting targeted.Objetivo: En medio de la urbanización, priorizar la resiliencia es crucial para la adaptación al clima. Un marco de gobernanza urbana resiliente al clima evalúa los riesgos, genera resiliencia y mitiga los impactos del cambio climático. Esta investigación pretende identificar indicadores vitales para una gobernanza urbana resiliente en Bangladesh, ayudando a la reducción del riesgo climático y apoyando la resiliencia comunitaria.

THE CONSTITUTIVE ROLE OF THE ADMINISTRATIVE JUDGE BETWEEN LEGAL SECURITY REQUIREMENTS AND DEVELOPMENT IMPERATIVES
Objective: This study aims to shed light on the role of the administrative judge in achieving legal security. It begins by highlighting the role of the administrative judge as a source of legal principles and his relationship with legal security. Then, it addresses the guarantees of enshrining legal security within this role by highlighting the legal controls related to issuing, retracting, and unifying foundational decisions. Subsequently, it discusses the problems hindering the realization of the concept of legal security and the proposed solutions, especially those ensuring the balance between the requirements of the evolution of judicial jurisprudence and the stability of legal principles.
Methods: This study relies on a set of scientific research methods, most notably the analytical method, which involves analyzing legal texts related to the organization of the judicial reasoning process. Additionally, the descriptive method is used to describe the reality of administrative judicial reasoning. At times, the comparative method is also employed, comparing legal texts as a result of ongoing legal developments.
Results: It is concluded that the constitutive role of the administrative judge contributes to achieving legal security. The importance of this role is particularly heightened in the field of administrative legislation, considering the deficiencies and ambiguities that characterize it, in addition to it being one of the most rapidly evolving areas of law. However, the matter is not without some practical problems, due to the fluctuation and contradiction of judicial interpretations, which undermines the concept of legal security.
Conclusion: The constitutive role of the administrative judge is considered a crucial guarantee for achieving the concept of legal security. This role manifests in the sense that the administrative judge, through the process of judicial reasoning, seeks to address deficiencies, remove ambiguities, and keep pace with developments, all of which are essential aspects of legal security. Given the challenges posed by the reality of judicial reasoning, particularly concerning the fluctuation and contradiction of judicial interpretations, it necessitates a reconsideration of the legal organization of the reasoning process and a focus on the specialization of the administrative judge. Most importantly, there is a need to enhance the guarantees that ensure a balance between the requirements of the evolution of judicial reasoning and the stability requirements of legal principles
IMPACT OF SUSTAINABLE SUPPLY CHAIN IN GHANA'S PHARMACEUTICAL SECTOR ON UPSTREAM PHARMACEUTICAL INDUSTRY
Purposes: In today's business landscape, success isn't solely reliant on financial goals. Adapting to the global economy is crucial for a company's viability. Stakeholders prioritize business sustainability, evident in empirical studies exploring sustainable supply chain management theories in the sector. The study aimed to assess how Sustainable Supply Chain in Ghana's Pharmaceutical Sector influences firm performance within the upstream industry.
Method: The study was conducted in the accessible southern part of Ghana, known for its concentration of pharmaceutical companies. Specifically, individuals involved in procurement and supply chain activities within these companies were selected for inclusion in the study. The study used quantitative methods to explore Sustainable Supply Chain Management (SSCM) in the upstream pharmaceutical industry. Out of 2000, 210 managers were randomly sampled, and SPSS Version 26 was employed for structural equation modeling (SEM) analysis.
Results and Conclusion: The study found that there was a significant relationship between SSCM and supply chain performance (SSCMP). Besides, the study found moderation impact between Top Management Commitment (TMC) and SSCM and SSCMP respectively. Pharmaceutical companies should not solely focus on economic performance; rather, strategic efforts and policies must prioritize sustainability. Top management commitment is crucial for enhancing supply chain performance. Their dedication ensures the integration of Sustainable Supply Chain Management (SSCM) with strategic objectives, embedding sustainability across the entire supply chain, from procurement to distribution.
Research Implication: Top management should drive sustainability strategy, integrating it into operations and fostering a culture of sustainability for robust Sustainable Supply Chain Management in the pharmaceutical upstream sector.
Originality/Value: the study leverages on the theoretical understanding of upper echelon theory to provide empirical evidence on the impact of top management commitments on performance of supply chain which hitherto has been scarcely deployed in recent years
TOP MANAGEMENT ROLE IN ENSURING SUSTAINABLE SUPPLY CHAIN MANAGEMENT PRACTICES: EXPLORATORY REVIEW OF LITERATURE
Purpose: Top management plays a crucial role in implementing Sustainable Supply Chain Management (SSCM) practices, especially in developing countries, by driving performance, securing resources, and promoting necessary changes. This study explores how top management's commitment and strategic leadership impact SSCM adoption and implementation in developing countries like Ghana, where SSCM adoption rates are low and empirical research is lacking.
Method: Using a qualitative research design and a systematic literature review from the SCOPUS database, the study analyzes peer-reviewed studies from 2010 onwards.
Results and Conclusion: Findings reveal that top management's commitment to sustainability fosters organizational responsibility, innovation, and compliance with ethical standards, encouraging proactive approaches to opportunities, market adaptation, and green practices.
Research Implication: These insights provide practical recommendations for improving performance, building trust, and achieving sustainable development goals, contributing significantly to the understanding of SSCM practices and their positive impact on organizational performance.
Originality/Value: By leveraging empirical work this study builds analytical patterns on issues that relate with management roles and sustainable supply chain management. The standardized assessment of the issues provides a trustworthy result as this study does not entirely rely on the exclusive opinion of the researchers but is based on standard deduction of the role of managers in ensuring the adoption of sustainable supply chain management within industries
