Objective: The research intends to offer a prescription or model for a legal strategy that balances the objectives of health and human welfare to limit disease pandemics in the future.   Method: The legal approach model was created by examining the achievements, failures, and variables affecting the execution of policies in the provinces of East Java and West Sumatra utilizing effective and responsive legislation. The research method used is empirical research with a socio-legal approach to see the effectiveness of law enforcement in society. Data were collected from organized research subjects through interviews and literature studies on COVID-19 control regulations, then analyzed qualitatively.   Results and Conclusion: As a result, policies in the Provinces of East Java and West Sumatra, apart from synergizing with central government policies, also make additional efforts and innovations according to specific local characteristics and involve all elements of the Pentahelix community, as well as regional jargon. The harmonious legal approach model is composed of legal effectiveness based on (1) the substance of the regulations, including clear rules, rewards, and sanctions; (2) the institutional structure of the COVID-19 task force, which was formed down to the micro level, including the addition of law enforcement groups and teams; and (3) legal culture or community compliance forms through communication, law enforcement, the involvement of community leaders, and legal pluralism. Responsive law is a means of public aspirations, namely: (1) mainstreaming people's safety without neglecting economic interests, welfare, or human rights violations; (2) law is state-centered in an emergency context but is limited by human rights and the legal system; (3) the principle of openness to public aspirations and participation; (4) complying with the principle of forward fulfillment; (5) preventing moral hazard, abuse of authority, and corrupt acts taking advantage of crises; 6) active community involvement, involvement of community leaders, and upholding Indonesian values. The implementation of the COVID-19 countermeasures policy in the Provinces of East Java and West Sumatra has succeeded in controlling the transmission of the virus effectively   Research Implications: The research results can provide valuable input for public policy makers, especially in the development of more effective regulations and policies in controlling pandemic diseases. It can help the Indonesian government to update and strengthen the existing legal framework

    Get PDF
Purpose: The purpose of this research is profound and vital: to seek to understand the relationship between road safety management and preventive culture in the face of traffic accidents, focused on the city of Chachapoyas, Peru.   Theoretical Framework: Sheds light on an alarming panorama worldwide. Deficiencies in road safety management, evidenced in areas such as infrastructure, vehicle condition, victim care and in institutional management itself, are an urgent call for attention. The current preventive culture leaves much to be desired, with measures that, although present, do not achieve the expected effectiveness. Drivers show negligent attitudes, vehicles have technical deficiencies and factors such as driving under the influence of substances aggravate the problem.   Design / Methodology / Approach: applied research was chosen. The structure of this study was based on a non-experimental cross-sectional correlational design. The sample was carefully selected, composed of 61 workers of the transit regulatory agency.   Results: The results were not encouraging. It was found that road safety management is rated at a worrying 71% at an inadequate level. At the same time, accident prevention culture reached 69% in the same category. Statistical indicators, such as Kendall's Tau-b and Spearman's Rho, support the relevance of these results.   Research, practical and societal implications: Research is even more exciting when considering the impact of technology on road safety and driver psychology. How do safety systems adapt and evolve? What is the driver's reaction to these innovations? From a more human perspective, understanding driver motivations and attitudes is vital for future interventions. The practical and societal implications of this study are enormous. It highlights the imperative need to review our institutions and regulations. It is not enough to establish policies; their effective implementation must be ensured. At the same time, it shows the importance of educational campaigns, infrastructure improvement and a rigorous review of vehicle regulations.   Originality / Value: The originality and value of this study lies in its focus on Chachapoyas, Peru, an analysis that, despite its geographic specificity, may offer valuable insights for other regions. The combination of technological and psychological aspects of road safety presents a rich and promising avenue of research

El modelo ideal de adquisición de tierras y compensación para el desarrollo de infraestructura (interés público) basado en Pancasila

    No full text
Objective: This study aims to examine and encourage the transition  of the ideal model of procurement and compensation for losses that have been generalized in the form of money in the context of land acquisition for public interest or infrastructure development. This study examines the role of law in the form of regulations regulating the provision of compensation in land acquisition for infrastructure development not only limited to the form of money but justified in the form of share ownership. To ensure welfare, balance and justice that reflect the values of Pancasila, for landowners, the ideal compensation model is given in the form of share ownership to residents who release their land. While the number of shares granted can be deliberated by the parties.    Method: The method used is normative juridical with a conceptual approach and a statutory approach.   Results and Conclusions: From the results of the study shows that the land acquisition mechanism is carried out through land rights release institutions to meet the criteria of subjects in acquiring land acquired not through transfer of rights but based on land controlled by the state so that the consequence is to provide compensation, Thus, an ideal land acquisition model through buying and selling or exchange is not possible. The ideal model can be adopted by land banks in carrying out their activities in the future, so that land acquisition for public interest or infrastructure development can run according to government needs.   Originality / Value: This research contributes to the ideal model and sustainability of land acquisition for public interest by proposing the concept of compensation using shares in response to changes in the dynamics of national land management and sustainable economic development of communities in accordance with the values of Pancasila. This research underscores the importance of political commitment in encouraging investment models and community compensation, so that the paradigm of society develops. The value of this study lies in offering new perspectives and potential solutions to the mechanism of land acquisition in the public interest.

Poorer households spend a large proportion of their income on basic needs, including food. However, as their income increases, they divert more of their income towards buying higher quality goods and services, thereby reducing the proportion that goes into food.   Method: This research was conducted on 30 clove farming communities using a purposive sampling technique. In in-depth interviews, all informants responded to the researcher's questions using precise, in-depth, and easy-to-understand phrases. Data analysis was carried out by reducing data, presenting data and drawing conclusions and verification.   Result and Conclusion: The results showed that the average proportion of non-food expenditure to total household expenditure of clove farmers in the study locations was 54.45%, while the proportion of food consumption expenditure to total expenditure was 45.55%. This suggests that non-food consumption spending accounts for a significant portion of farmer household expenditure. Meanwhile, the average energy and protein consumption of rice farming households was 1995.81 kcal/person/day and 88.65 grams/person/day, respectively.   Implication Of Research: These findings imply that clove farmers have a sufficient amount of energy and protein. It may be stated that clove farmers in the research area have very excellent food security, with no food insecure households

Identification Of Pyrite In The Peat Ecosystem of Khg Batang Rokan Kiri-Batang Sosa, Riau Province-Indonesia

    Get PDF
Objective: The substratum or mineral material under the peat layer is the material taken at the end of the drill; it can be quartz sand, clay, pyrite sediment, granite, lime, or others. One indicator of peatland damage is the discovery of Pyrite, especially in the substratum layer. Identification of sediment outcrops of pyrite content, estimating the extent of distribution of exposed pyrite sediments. Outcrops of oxidized Pyrite can lower the pH of the soil to very acidic. Increased acidity in peat soils and the conversion of organic matter into organic acid acids also occur due to pyrite oxidation (Fe2S). When oxidized, Pyrite as a marine sediment will produce excessive H+ ions so that the pH can drop to 2.0-3.0.   Methods: The documentation of field survey points based on GPS coordinates and land elevation readings, photos of land cover taken from four angles to depict the field situation, images from soil drilling, Pyrite tests, pH Substratum, EC Substratum, groundwater pH, TDS groundwater, TMAT (groundwater level), channel drainage, pH of channel water, EC of channel water, and TDS of channel water all support the data in the tally sheet.   Results: This study aims to identify the location of pyrite exposure in peatland ecosystems in KHG Batang Rokan Kiri-Batang Sosa, Riau Province-Indonesia. The results showed that 10 of the 622 drill points found Pyrite, elevation height between 12-24 m asl, groundwater level between 0-84 cm, peat depth between 234-676 cm, and groundwater pH ranging from 3-4.3. Based on the results of this study, peat management identified as pyrite sediment requires more attention, mainly so that the pyrite layer is not exposed and is not oxidized, which hurts increasing soil acidity.   Conclusions: Among the conclusions that can be drawn is that pyrite layers have been found at peat depths ranging from 234-676 cm, according to the findings of field studies (medium to deep peat category). Ten of the 622 drill sites were discovered to be represented by pyrite sediments along the Rokan River. Pyrite sediment dispersion tends to concentrate, suggesting the existence of pyrite layers. To prevent the pyrite layer from being exposed, which lowers soil acidity and can harm both the environment and the soil, pyrite peat sites must be managed carefully.   Research Implications: Natural peatland drainage and conversion also impact peat soils' physical and chemical properties, increasing the likelihood of fires, hazy air pollution, and carbon emissions.   Originality/value: Identification of Pyrite In The Peat Ecosystem Of Khg Batang Rokan Kiri-Batang Sosa, Riau Province-Indonesia
