Regional Governance of Labour Inspection: Lessons from Banten Province
Introduction: Labor inspection has become one of the essential studies since the emergence of labor issues as a part of the public interest. Protection, guarantees and compliance with la-bor norms are the focus of realizing good labor conditions. The governance of labor inspection also functions as a mechanism for law enforcement, protection and guarantees for fulfilling labour norms. Labor inspection is carried out as internal control in the workplace and external control as a public function of the central and regional governments.
Theoretical Reference Framework: According to management perspective, the control func-tion within the organization has two main points: system/process and strategic human re-sources (Efendi & Poernomo, 2019). This concept includes three things: setting standards, comparing activities carried out based on the standards, and improvement.
Method: This study using qualitative research method by presenting naturalistic empirical da-ta.
Results: This study provides important lessons that leadership is the key and balance control-ler in unifying different interests in the governance system for implementing labor inspection at the regional level. Also, values mutually agreed upon by stakeholders, including the regional government, employers, and worker/trade unions, must be continuously institutionalized. It includes the dynamics of deliberation among stakeholders, division of responsibilities, re-source capacity, knowledge and experience between the actors involved, and adaptation to possible uncertainties and risks.
Discussion and Conclusions: Lessons learned from the study on implementing labour inspec-tion in Banten Province show the complexity of governance on various sides. Low institution-al linkages and planning between the local and central government and inadequate law en-forcement lead to weak inspection accountability and less transparent inspection implementa-tion
Validity of Metacognitive Awareness Inventory as A Measuring Tool for Metacognitive Ability in Mathematics Problem Solving
Purpose: The purpose of this study was to explore various theories about metacognition, especially the measurement of metacognition using the Metacognition Awareness Inventory (MAI) and its relation to problem solving. The goal of this research is to describe the validity of the metacognition ability instrument in solving mathematical problems that require metacognition awareness.
Theoretical Framework: Problem solving is an essential part of the mathematics learning process. Metacognition becomes an important issue along with the trend of 21st century learning. Metacognition is important in achieving student cognitive learning outcomes, specifically in increasing the effectiveness of learning strategies. Many methods have been used to assess metacognition, including questionnaires, interviews, analysis of thinking-aloud protocols, observations, awareness-raising tasks, diaries, and autobiographies. The Metacognition Awareness Inventory is one tool for determining the level of student metacognition (MAI).
Method: Various studies related to metacognition have been carried out. This is a descriptive leather research to assess and obtain a valid quality instrument to characterize metacognitive ability in solving mathematical problems. Five Evaluation Experts in Mathematics Education validated the instruments. Expert judgment is used to validate constructs using the Objective Concruence Index assessment. MAI are also empirically validated by using 157 high school students as respondents.
Results: According to the results and research findings, MAI has eight indicators: 1) declarative knowledge, 2) procedural knowledge, 3) conditional knowledge, 4) planning, 5) information management, 6) monitoring, 7) debugging, and 8) evaluation. Cronbach's alpha = 0.671) was declared reliable for measuring students' metacognitive awareness. To obtain a truly valid instrument, several points of the MAI statement on the components must be improved: (1) procedural knowledge; (2) planning; and (3) information management. Furthermore, performance assessment through student activities or activities during learning is required to confirm MAI results and students' metacognitive knowledge.
Conclusions: MAI meets the construct validity criteria, especially in terms of content validation and internal consistency (reliability), by maintaining 51 statements from the original questionnaire. Overall, MAI that has been compiled is valued valid and reliable to be used as a metacognition assessment instrument in solving mathematical problems. It can be concluded that the MAI is a valid instrument in measuring metacognition in problem solving
Applying the Dimensions of the Total Quality Management as an Approach for Improving the Performance of the Public Administration – from the Perspective of the Employees at the Ministry of Social Affairs in Kuwait
Purpose: The present study aimed to answer the main question that is related to the extent of applying the dimensions of the total quality management at the Ministry of Social Affairs in Kuwait. It also aimed to identify the challenges faced by the Ministry of Social Affairs in Kuwait when applying those dimensions.
Theoretical Framework: It is divided into two main parts that are preceded by the background of the study. Those two main parts are followed with the (conclusion) part. The first part includes a conceptual framework about total quality management (TQM). It includes a discussion about the meaning of the term (total quality management). It identifies the dimensions of total quality management. The second part of the study presents the results of the field investigation. Those results identify the views of the employees at the Ministry of Social Affairs in Kuwait about the application of the dimensions of the total quality management.
Method/design/approach: When passing the questionnaire forms, the researcher of the present study made sure that the sampled employees at the Ministry of Social Affairs at Kuwait vary in terms of characteristics. He passed questionnaire forms to 600 employees at the latter ministry. The latter employees represent 10 % of all the employees who were working at the latter ministry during the period (May, 2023 – August, 2023). 507 questionnaire forms were retrieved. After examining the retrieved forms, it was found that 400 forms are fully answered.
Results and conclusion: The researcher of the present study reached several results. Those results reflect the weakness of the process of applying the dimensions of the total quality management at the Ministry of Social Affairs in Kuwait.
Research implications: The researcher concentrates on testing the dimensions of the total quality management as an approach for improving the performance of the public administration.

The Role of Employees’ Attitude Towards Quality Improvement Through the Mediating Effect of Leadership
Purpose: This study investigates the intricate relationships among employee attitude, leadership, and quality improvement within organizational contexts. Leveraging a robust analytical framework, the research examines the mediating effect of leadership between employee attitudes and quality improvement.
Theoretical reference: The resource-based view serves as a managerial framework employed to identify the strategic resources that a company can leverage to attain a lasting competitive advantage.
Methods: Applying a cross-sectional survey methodology, structured questionnaires were distributed to employees within the private sector of Saudi Arabia. The data analysis was conducted utilizing the PLS-based structural equation modeling method.
Results and conclusion: The findings affirm the hypothesis that positive employee attitudes significantly shape effective leadership. Moreover, the study illuminates the influential role of employee attitudes in steering quality improvement initiatives. The interconnectedness of these constructs underscores the importance of cultivating a positive workplace culture to foster both effective leadership and continuous quality enhancement.
Implications of research: This study contributes valuable insights to the understanding of organizational dynamics, emphasizing the pivotal role of positive employee attitudes in shaping effective leadership and driving quality improvement efforts. Practical implications extend to human resource management, leadership development, and organizational policy formulation.
Originality/value: The study offers actionable insights for creating a workplace environment conducive to organizational excellence
Local Identity in Traditional food Packaging As Regional Identity. (Case Study: Gabin Biscuit Packaging in Samarinda)
Purpose: The main objective of this manuscript is to determine the typical icons of the city of Samarinda which will be applied in the visual appearance of traditional food packaging as souvenirs.
Theoretical framework: The function of packaging has evolved along with packaging developments and technology. From its initial function as a container, one of its functions is to display the identity of the region where the product comes from through its visual appearance.
Method: This research uses a mix method. Initial data was obtained from the questionnaire and then discussed through FGD involving experts in the fields of history, tourism and design. Next, it is processed with the NVivo application to illustrate the decision framework of the analysis results by coding the data according to a classification scheme that allows identification of regional icons that will be applied in packaging.
Findings: Samarinda traditional icons which were obtained would be displayed on the packaging. They are the religious, culinary, bahari and shopping tourism groups, which are revealed in the form of shopping tourism icons, fauna, typical motifs, taglines, religious tourism, marine tourism, natural tourism and infrastructure.
Research, Practical & Social implications: This paper will be useful for parties of similar interest, especially in the Samarinda area, who want to design souvenir packaging that displays regional identity in its visual appearance.
Originality/value: Icons typical of Samarinda which can be displayed in souvenir packaging so that they can act as ambassadors for the region
Improving Pilot Competence Through Flying Practice Learning Using Flight Simulator at the Indonesia Civil Pilot Academy of Banyuwangi
Objective: Indonesia Pilot Academy of Banyuwangi uses simulators to improve pilots' capabilities and maintain their skills. The pilot training process includes theoretical study, flight simulator and practical training. A total of eight simulators are available, including two ALSIMs and three each of the Redbird TD2 and FMX 1000. Using a simulator reduces the risk of flying in realistic conditions. Therefore, the purpose of this study is to measure the degree of effectiveness of practical flight learning, assess students' perceptions of practical flight learning, and analyze the impact of practical flight learning using a flight simulator on students' decision-making and processing abilities. Improving school pilot skills during aviation emergencies. The career of a pilot is Indonesia Pilot Academy of Banyuwangi.
Method: As part of our research, we chose a quantitative research approach to objectively analyze the improvement of pilot capabilities through practical flight courses on a flight simulator at the Indonesia Pilot Academy of Banyuwangi. The main data sources are 23 flight instructors and 34 students at the Indonesian Pilot Academy in Banyuwangi. Secondary data sources, on the other hand, consist of sources that go beyond words and actions, such as written notes. These written sources can be divided into book and scholarly journal sources, archival data sources, personal documents, and official documents. In this study, the authors used a variety of documents, including documents that provide information on the number of flight instructors and student pilots currently using simulators.
Results: Pilot skill development is progressing well through direct practice on flight simulators at the Banyuwangi Pilot Academy in Indonesia. This can be seen through metrics related to key improvement areas that increase flight simulation proficiency. Analyzing the previous discussion, if one considers the impact of various other factors in the questionnaire results on improving pilot abilities through practical flying courses, it can be concluded that helping to improve abilities through flight simulators is a commendable simulator.
Conclusions: Improving pilot skills through direct hands-on flight simulator training at Indonesia Pilot Academy of Banyuwangi has proven successful. This success is measured by several criteria such as: good institutional management, pleasant training experience, qualified flight instructors, suitable flight simulators, suitable courses, discipline and achievement of flight objectives. Additionally, implementing a flight simulator training device (FSTD) helps maintain flight authorization and skills. The Indonesian Banyuwangi Aviation Academy uses FSTD for educational, research and community purposes. While simulator training has its benefits, it's worth noting that certain pilot skills require compliance with applicable regulations and actual flight experience
Readiness Level of Bureaucratic Apparatus and its Impact on Online-Based Community Socio-Economic Development Program Services; Evidence from Tebing Tinggi City, Indonesia
Background: The online-based social-economic development program has emerged as a prevalent bureaucratic service model in Indonesia, particularly at the municipal government level. The model has not been consistent across all service units despite the implementation in several agencies providing bureaucratic service. Therefore, this research aims to analyze the factors affecting the readiness of the community and apparatus in the implementation of the online-based government bureaucracy service model.
Method: The research with focus of research on the online-based government bureaucratic service system. This research uses descriptive and explanatory methods with a quantitative approach. Descriptive research is a study to describe in detail a particular phenomenon.
Results: The results show that understanding, technology mastery, mental and moral guidance, formal and informal education, as well as material and non-material incentives have a positive and significant impact on the readiness of the community and apparatus in providing online-based bureaucracy service. Furthermore, online-based social-economic development program services can accelerate the role of the community and apparatus in developing urban areas.
Conclusion: Tebing Tinggi City government and other similar city governments should focus and increase their attention to efforts to increase mastery of technology and moral development in the bureaucratic service apparatus, as well as build a performance-based equitable material incentive system. Improving the three aspects of apparatus readiness will encourage the realization of better community socio-economic development program services
PERSONAL DATA IN THE DIGITAL AGE: AN OVERVIEW STUDY IN VIETNAM
Purpose: In today's era, the fourth industrial revolution, coupled with the remarkable development of information and communication technology, has shifted all human activities to the digital platform. However, personal data digitization and storage methods have risks related to data security and ensuring user privacy. This study comprehensively examines the prevailing legal framework and explores the associated challenges related to personal data protection in Vietnam.
Study methodology: Examining legal documents issued by the State is highly significant, and decrees and circulars are essential legal texts utilized in the research process. In addition to the legal bases that are considered the basis for analysis and evaluation, interdisciplinary research methods are used such as dialectical materialism methodology, analysis-synthesis, logic-history, induction-interpretation, etc.
Results and Discussion: The current legal framework on personal data protection in Vietnam has various shortcomings that must be addressed through appropriate amendments and supplements aligning with international standards. The challenges in implementing this legal framework in Vietnam must also be clarified to find solutions.
Recommendations: Securing personal data is of utmost importance because if data is stolen, it can lead to severe financial losses, the risk of extortion, fraud, asset misappropriation, defamation, infringement of dignity, honor, sexual harassment..., causing both material and psychological consequences, directly affecting the rights and legitimate interests of organizations, businesses, and individuals. Therefore, first and foremost, each needs to ensure the security of their data to prevent data theft, ensure the integrity of personal information, protect privacy rights, and avoid the consequences and risks that arise when personal data is disclosed, leaked or stolen
Governing The Power Of Neoliberalism Government With People's Economics In The Welfare Of The Community (Study Of People-Owned Shops Or Tomira In Kulon Progo District, Yogyakarta Special Region, Indonesia)
Objective: The aims of this research are; (1) to explore governing the power of a neoliberal government with a people's economic orientation in improving the welfare of society; (2) to describe and explore the characteristics of a neoliberal government with a people's economic orientation in improving the welfare of society; (3) Exploring the regional government context of Kulon Progo Regency which provides space for neoliberal government practices with a people's economic orientation.
Theoretical framework: Barry Ferguson defines governing power as the government's actions related to the economy where the government has a monopoly over many activities, even though the government is only one competitor of economic activity apart from business actors and society (Ferguson 2020a). This research does not use the word governance but uses the word governing from Barry Ferguson, which places the term governing as the act of government monopolizing all forms of economic activity. According to David Harvey, neoliberalism is a form of government that supports the private property rights of each individual, the supremacy of law, free market institutions, and free trade (Hervey 2007). Rizal Ramli defines neoliberalism as an economic system and policy that prioritizes economic growth, not human development (Ramli 2014). Meanwhile, Kwik Kian Gie defines neoliberalism as an economic system that does not require government intervention (Gie 2022). In this research, neoliberal government with a people's economic orientation can be seen from; (1) a regional government policy model that prioritizes economic growth, not human development (Ramli 2014); (2) a government that does not use power to empower society (Eko 2022); (3) a government that prioritizes market mechanisms rather than a small economy with limited capital (Mubyarto 2014); (4) a government that does not make the people the owner of economic sovereignty and only makes the people the object of the market; (5) a government that does not use its power to protect small communities from the onslaught of liberal capitalism. Meanwhile, a people's economy is defined as an economic system that is more oriented towards human development such as community empowerment (Ramli 2014).
Method: This research is exploratory qualitative research with a case study research approach. Exploratory qualitative research is considered a form of research that does not just describe cases that occur but also explores how the cases occurred (Hardani at al 2020). The case raised in this research is a People's Owned Store or ToMiRa in Kulon Progo Regency, Special Region of Yogyakarta which was transformed by the local government from an Alfamart and Indomaret franchise store into ToMiRa. Data was collected using observation techniques, in-depth interviews, focus group discussions (FGD), and document searches related to ToMiRa policies and operationalization in the research field. Data analysis uses interpretive techniques, where the data is analyzed using triangulation techniques, namely the technique of combining observation data, interview data, and document data (Abdussamad 2021).
Results and conclusions: The results of this research found that; (1) the actions of the neoliberal government in Kulon Progo Regency, Special Region of Yogyakarta, are aimed at people's economics so that its expansion can be accepted by society at large; (2) in carrying out market expansion, neoliberalism which has a popular economic orientation uses the power of local governments to influence the community not to protest and reject ToMiRa; (3) the actions of the neoliberal government with a people's economic orientation, only using the jargon of People's Owned Stores (ToMiRa) as a strategy to gain public sympathy to obtain high electoral votes in the 2017 regional head elections; (4) regional government with a neoliberalism pattern with a popular economic direction prefers the route of economic growth rather than human development in improving the welfare of society
