    Get PDF
Purpose: This study addressed discipline across electronic means as one of the new alternatives for traditional discipline, where the whole world is gradually transforming towards the idea of electronic public facilities and electronic governments instead of the traditional methods of administration. Indeed, the various administrations in several occasions were forced to adopt this change, especially during corona pandemic, where this was no longer a matter of luxury or administrative need. Since discipline is viewed as one of the important and sensitive administrative decisions, it is, obviously, governed by several guarantees. In this vein, the in-presence nature during interrogation, confrontation and reviewing the interrogation file are important guarantees that raise many questions concerning the discipline that is based on modern technological means. This study addressed the extent to which those procedures are valid in case they are performed via the internet.   Design/methodology/approach: The study used the analytical critical descriptive approach.   Findings: Indeed, a legislative gap was noticed in this issue during distance work. Therefore, there should be a comprehensive legal organization for electronic discipline in a similar way to most legislations that regulated distance litigation as well as using the visual and audio electronic means during the court proceedings.   Research, Practical & Social implications:  the study sheds light on the evolving landscape of discipline in the digital era and calls for a careful consideration of legal, practical, and social implications to ensure a smooth and just transition to electronic means of disciplinary decision-making.   Originality/value: The insights provided by this research contribute to a better understanding of the challenges posed by electronic disciplinary decision-making, calling for a balanced approach that ensures both efficacy and justice in the changing administrative landscape

    Get PDF
Objective: Traditional gender norms have categorized leadership as feminine or masculine. However, growing evidence reveals that women leaders have a complex combination of these traits which affects their CSR (corporate social responsibility ) strategy. This study aims to test whether femininity (stakeholder orientation) changes the effect of female CEOs on CSR in Indonesia.   Method: This study samples Indonesia Stock Exchange-listed industrial companies from 2019 to 2021, resulting in 195 observations. This study employes fixed effect regression on panel data.   Results: This study finds that female CEOs who focus stakeholder orientation improve corporate social responsibility (CSR), but those who prioritize shareholder orientation do not. The study finds that female CEOs who prioritize stakeholders favor corporate social responsibility (CSR) programs that benefit the economy and environment. This study also shows that femininity does not affect profitability and disproves the idea that feminine female CEOs are incompetent.   Conclusion: This study concludes that female CEOs in patriarchal cultures, such as Indonesia, behave similarly to male CEOs in terms of corporate social responsibility (CSR), based on the upper-echelon theory and the self-selection hypothesis. To enhance CSR, female CEOs must possess more feminine attributes, which is stakeholder orientation. Female CEOs' stakeholder orientation may affect their CSR perception in a male-dominated business environment. This study also shows that feminine female CEOs can improve CSR without hurting financial results

Understanding The Gap Between Policy and Implementation of Vocational Secondary Education To Realize Sustainable Development: The Case of East Java Province, Indonesia

    Get PDF
Introduction: This research aims to analyze and describe the gap between vocational secondary education policies in East Java Province, Indonesia, and the actual situation to realize sustainable development. It is hoped that a regulation can be the right solution to improve the quality of vocational secondary school education and adapt to technological developments and the industry and business world needs. The articles in East Java Governor Regulation Number 22 of 2017 concerning the Revitalization Acceleration of Vocational High Schools in East Java Province still become a serious problem that needs attention. Policy implementation problems of vocational secondary education in East Java Province have not yet been resolved properly, including: (1) lack of communication between schools and the business world and industry caused the difficulty for schools in getting partners. However, this situation impacts students at the time they carry out industrial work practices. Even if they succeed in getting a partner, other problems often happen such as a mismatch between the skills program at school and the substance of the work carried out in industrial work practices. Besides, the duration of industrial work practice is inadequate, because it is generally practiced for less than 1 semester, and quite a few only happened within 3 months; (2) not all residents in East Java have access to quality vocational secondary education services due to the limited capacity of people with weak economic backgrounds, limited number of schools, and limited school capacity; (3) shortage of teachers both in number and competence; (4) there is still a long waiting period for vocational high school graduates to enter the workforce.   Theoretical framework: In general, the task of implementation is to establish a link that allows the goals of public policies to be realized as outcomes of governmental activity (Grindle, 2017). Policy implementation is the meaning of implementing laws where various actors, organizations, procedures, and techniques work together to achieve policies or program goals. (Stewart, Jr., J., Hedge, D.M., & Lester, 2008). Implementation is the process of translating policy into action. The implementation process is complicated and complex (Barrett, 2004). This needs to be understood because the implementation process involves the interaction of many variables as well as formulating delivery activity mechanisms. Complexity in the process often raises several problems. Edward III (1980) revealed that "Because the four factors are operating simultaneously and interacting with each other to aid or hinder policy implementation the ideal approach would be to reflect this complexity by discussing them all at once." This means that policy implementation works simultaneously and interacts with each other to support and hinder policy implementation, so the ideal approach is to reflect complexity by discussing factors that support the success of policy implementation which include communication, resources, implementing attitudes (disposition), and bureaucratic structures. The policy implementation model can be explained and analyzed by looking for relationships among the dimensions that form it, so it can explain an effective implementation.   Method: The research method used is qualitative conducted through interviews, observation, and document data. Interviews were conducted by stakeholders from the public and private sectors at regional and local levels. Researchers conducted document analysis related to regulations on the revitalization of vocational secondary education.   Results and Conclusions: The research results show the high rate of educated unemployment is caused by several aspects. Many vocational high schools do not have job training centers and 55 percent of vocational high schools do not have laboratories. However, not all aspects are strong, such as communication, human resources, implementing attitudes, and bureaucratic structure. Moreover, researchers found that a lack of coordination among actors caused the implementation process to run imperfectly

Objective: Accentuation of trademarks makes the business competition even tighter, both from large companies and newly established companies. Having a trademark makes consumers interested in buying the goods or services offered. Trademark bullying is defined as intimidation from large companies to small companies regarding their trademarks, which could result in the bankruptcy of the newly established company. So this research discusses the concept of bullying in Indonesia and how to overcome brand bullying in Indonesia.   Methods: This research is descriptive in nature with a normative juridical type of research, using a statutory approach and a conceptual approach. Data was collected through a literature study, and then analyzed qualitatively.   Results: This research shows, firstly, that the concept of bullying in Indonesia is carried out through intimidation, which starts with summons to small companies and results in the deletion of trademarks and can result in company bankruptcy which causes a lot of loss of income and permanent consumers. Second, efforts to overcome trademark bullying in Indonesia use preventive and repressive legal protection.   Conclusions: Preventive protection is carried out by conducting outreach by related institutions to prevent trademark violations and repressive protection in the form of criminal, civil and administrative protection in order to achieve justice, certainty and legal benefits

Objective: Low nutritional status of children may lead to nutritional problems, such as stunting or wasting. Therefore, stunting and wasting management are important to avoid the negative effects on toddlers' growth and to prevent future decreased productivity of the individuals. The Geographically Weighted Bivariate Poisson Regression (GWBGPR), is an effort to support stunting and wasting management by determining the influential factors to assist the governments in improving the community's nutritional status.   Method: This non-reactive unobtrusive method applied the secondary data from the Health Agency of Southern-East Sulawesi Province. The data were about the stunting and wasting cases. The unit analyses were the sub-districts in the province, 222 districts.   Results: The GWBGPR model obtained 12 regional groups for the stunting cases and 17 regional groups for the wasting case with the most influential factors such as the newly born weight, the percentage of 6-month-old babies with exclusive breast milk, the percentage of toddlers with complete primary immunization, the percentage of toddlers with vitamin A, the percentage of toddlers suffering from acute respiratory syndrome, and the percentage of toddlers suffering from diarrhea which often occurs in the southern region of Southeast Sulawesi Province.   Coclusions: The coefficients of the influencing factors explain that every additional 1% will increase the average number of stunting and wasting cases according to the coefficient value of each sub-district area assuming other variables are constant in the sub-district area which is significant
