    Este trabajo explora, con fines descriptivos, la intervención de la CC colombiana en un campo hasta hace poco tiempo destinado exclusivamente al ejecutivo: las políticas públicas. Intervención que no solo ha cobrado relevancia judicial sino también social y política, por los efectos que esta produce sobre los poderes ejecutivo y legislativo. Para ello, como fundamento teórico al neo constitucionalismo que favorece tanto la constitucionalizarían del derecho como la judicialización de la política. Tiene como propósito fundamental responder al interrogante que se formula acerca del rol del juez constitucional en el proceso de la política pública. Para ello, aproxima el fundamento teórico en el que se sustenta la actuación del juez constitucional; identifica el tipo de providencia a través del cual se formaliza dicha actuación y la relación entre el poder, la política pública y el derecho; y finalmente, determina el papel que, en materia de políticas públicas, desempeña el juez constitucional.This paper explores, for descriptive purposes, the intervention of the Colombian CC in a field until recently exclusively reserved for the executive: public policies. Intervention that has not only gained judicial but also social and political relevance, due to the effects it produces on the executive and legislative powers. For this, as a theoretical foundation to neo-constitutionalism that favors both the constitutionalization of law and the judicialization of politics. Its main purpose is to answer the question that is formulated about the role of the constitutional judge in the public policy process.     Diabetes mortality and trends before 25 years of age: an analysis of the global burden of disease study 2019

    Diabetes has been identified by the UN and WHO as one of the five priority non-communicable diseases (NCDs) in their Action Plan to confront the NCDs challenge.1, 2 Prevention and management of the chronic complications in patients with diabetes involve complex, long-lasting, and costly endeavours.3 By contrast, deaths due to acute complications (ie, diabetic ketoacidosis, hyperosmolar coma, and severe hypoglycaemia), early-onset renal failure, and acute infections can be prevented through a minimal core set of actions. These include the provision of affordable insulin,4 access to health care (including glucose monitoring and promptly available services for acute decompensation), and health education (including rapid recognition and detection of type 1 diabetes and ketoacidosis).5 Since contemporary health care in high-income countries6, 7, 8 has proven to be effective in reducing mortality due to these complications it is reasonable to assume that major reductions could be seen globally if better care, including the availability of affordable insulin, were more widely provided. Many low-income and middle-income countries (LMICs) have made considerable progress in the provision of a minimal core of actions to prevent mortality due to acute complications of diabetes. For example, Brazil observed a decrease of 74·5% in deaths due to acute complications in people younger than 40 years from 1991 to 2010 following the implementation of the National Health System, which greatly increased access to care for patients with diabetes, including the provision of free insulin.9 Since mortality data are the most available health statistics worldwide, they can be used to track levels and trends in basic care for diabetes. However, deaths due to diabetes (International Classification of Diseases, revision 10 [ICD-10], codes E10–E14) are frequently further classified vaguely as due to multiple (.7) or unspecified (.8) complications, or without complications (.9), making a direct assessment of trends in deaths due to acute complications difficult.10 For example, from 1996 to 2011 in Brazil, 83·6% of deaths, after removing those due to renal disease (.2) and peripheral arterial disease (.5), were coded with uninformative .7 to .9 codes.10 However, because mortality in people younger than 25 years is probably mostly due to acute complications,11 restricting the evaluation to this age range permits a focus on avoidable causes of death

    Initial teacher training in Colombia: reflections and perspectives from a systematic review

    Educational policy in different regions of the country evidences the need to address teacher qualification processes. From this referent, this article aims to reflect on the initial teacher training in attention to pedagogical, didactic, and curricular dimensions, giving a perspective from different concepts that support the analysis. The methodological component is based on a review of documentary sources that lead to unveiling the theoretical treatment that different authors make of categories such as training, profiles, teaching competencies, and pedagogical practice. This review implies observation and content study processes that allow systematizing and arguing the findings. Among the main results, the authors agree that the initial teacher training is oriented towards the understanding of the educational reality, contemplating attributes that help them to perform adequately with marked qualities that support meaningful learning in the student.     Innovative ICT-based strategies used by teachers for the development of social competences in business administration students.

    This study is developed with the aim of diagnosing the innovative strategies based on ICT used by teachers for the development of social skills in business administration students; which were applied during the COVID 19 pandemic as a response to the change of modality launched by higher education institutions. In this case, the present study was located in the positivist paradigm, with a descriptive level, with a non-experimental, transactional field design. The sample is taken from a group of 25 teachers, who teach in the business administration program of a private university located in the city of Barranquilla, Colombia. A questionnaire consisting of a total of 15 items applied to this sample, which was validated by experts and its reliability was determined by means of the Cronbach's Alpha coefficient, yielding a value of 0.87. As a result, an average of 2.86 was obtained in the variable strategies for the development of social competences; located in the category neither appropriate nor inappropriate. These results show an important level of shortcomings in the implementation of innovative strategies based on ICT used by teachers for the development of social skills in business administration student

    Deterioro cognitivo reversible y parkinsonismo con leucoencefalopatía por fístula arteriovenosa dural craneal

    Parkinsonism and rapid cognitive impairment may have many causes, but only a few have specific treatment. Cranial dural arteriovenous fistula (DAVF) represents 10%-15% of intracranial arteriovenous malformations. Clinical manifestations depend on location and venous drainage. It is common the presence of pulsatile tinnitus, bruits and headache or headache and papilledema. Progressive cognitive decline is an unusual presentation due to bilateral thalamic edema or cortical venous hypertension. Endovascular or surgical treatment can reverse disease symptoms. We present a 74-year old man with rapidly progressive cognitive impairment and parkinsonism and a subsequent diagnosis of dural arteriovenous fistula (DAVF). Brain MRI revealed diffuse leukoencephalopathy probably attributable to elevated venous pressure. He was treated with partial embolization with Onix and left transverse sinus angioplasty. Following the procedure, there was a substantial reduction of venous pressure signs and remarkable clinical and imaging improvement, persisting at two years follow-up. This case represents an unusual presentation of DAVF. It is important to suspect the diagnosis of DAVF in cases with rapidly evolving cognitive impairment, parkinsonism and leukoencephalopathy as it can be reversible with early treatment.El parkinsonismo y deterioro cognitivo rápidamente evolutivo puede tener múltiples causas, pero solo unas pocas cuentan con un tratamiento específico. Las fístulas arteriovenosas durales (FAVD) representan el 10%-15% de las malformaciones vasculares intracraneales. Las manifestaciones clínicas dependen de la locación de la misma y del drenaje venoso. La presentación más frecuente es tinnitus, soplos y cefalea o cefalea y papiledema. El deterioro cognitivo es una presentación inusual y puede ser debido a edema bitalámico o hipertensión venosa cortical. El tratamiento endovascular o neuroquirúrgico puede revertir los síntomas. Presentamos un caso de un paciente de sexo masculino de 74 años de edad, con un cuadro de deterioro cognitivo rápidamente evolutivo y parkinsonismo con un diagnóstico subsecuente de FAVD. La resonancia de cerebro mostró leucoencefalopatía probablemente atribuible a elevación de la presión venosa intracerebral. El paciente fue tratado con embolización parcial con Onix y angioplastía del seno venoso transverso izquierdo. Posterior al procedimiento se observó una marcada mejoría clínica e imagenológica, siendo persistente a los dos años del seguimiento. Este caso representa una presentación atípica de FAVD. Es importante sospechar este diagnóstico en casos de deterioro cognitivo rápidamente evolutivo con parkinsonismo y leucoencefalopatía ya que puede ser reversible con un tratamiento temprano

    Recent geomorphological evolution of channel bar in Magdalena River (Colombia) due to natural and anthropogenic interferences

    The growing establishment of port structures in estuarine regions has resulted in alternated sedimentation patterns and new geoforms. The primary purpose of this study is to understand the recent formation and geomorphological evolution of the fluvial bar in the final portion of the Magdalena River. The geomorphological evolution analysis was made possible using Geographic Information Systems tools, satellite images, and bathymetric data. The studied bar formed and stabilized through anthropic and natural factors such as port structures (obstacles to sediment transport), channel morphology, and natural- and anthropic-caused variation to the sediment supply. The lateral bar formation, adjacent to port structures, began in 2017 with surface runoff accumulating and anchored on the riverbank since 2018. At present, the bar covers 45% of the original river width, and an approximate sediment volume worth 4,000,000 m3 has accumulated. Changes in the navigable channel result in slope modification from 2.02° to 5.36°. The construction of port structures, i.e. new pile bridges, changes the natural sediment flow, because they are obstacles, trapping sediments downstream. This period coincides with the end of a weak El Niño cycle, subsequent to a La Nina period also of low intensity, with reduced precipitation rates resulting in a decrease in flow, and therefore contributing to an increase in sedimentation. The observations suggest that it is crucial to understand the channel bars' morphology and origin to avoid possible economic and social impacts due to the disruptions in navigation

    Modeling radio wave propagation for wireless sensor networks in vegetated environments: a systematic literature review

    The use of wireless sensor networks (WSN) for monitoring variables in agricultural environments and natural forests has been increasing in recent years. However, the sizing of these systems is affected by the inaccuracy of the radio wave propagation models used, leading to possible increased costs and measurement errors. This systematic literature review (SLR) aims to identify propagation models widely used in WSN deployments in agricultural or naturally vegetated environments and their effectiveness in estimating signal losses. We also identified today’s wireless technologies most used in precision agriculture (PA) system implementations. In addition, the results of studies focused on the development of new propagation models for different environments are evaluated. Scientific and technical analysis is presented based on articles consulted in different specialized databases, which were selected according to different combinations of criteria. The results show that, in most of the application cases, vegetative models present high error values when estimating attenuation

    Fault diagnosis on electrical distribution systems based on fuzzy logic

    The occurrence of faults in distribution systems has a negative impact on society, and their effects can be reduced by fast and accurate diagnostic systems that allow to identify, locate, and correct the failures. Since the 1990s, fuzzy logic and other artificial intelligence techniques have been implemented to identify faults in distribution systems. The main objective of this paper is to perform fault diagnoses based on fuzzy logic. For conducting the study, the IEEE 34-Node Radial Test Feeder is used. The data was obtained from ATPDraw-based fault simulation on different nodes of the circuit considering three different fault resistance values of 0, 5, and 10 ohms. The fuzzy rules to identify the type of fault are defined using the magnitudes of the phase and neutral currents. All measurements are taken at the substation, and the results show that the proposed technique can perfectly identify and locate the type of failure
