Évaluation de la résilience des infrastructures critiques : développement des outils opérationnels
Over the last twenty years, critical infrastructures have come under increasing scrutiny, as their failure can have a major impact on the functioning of territories. This thesis aims to develop a method for assessing the resilience of critical infrastructures. This thesis focuses on the subject of critical infrastructures (its evolution, definitions, and sectors), as well as on the critical infrastructure system, the functioning of which delivers services. In studying the functioning of the critical infrastructure system under stress, the thesis focuses on four important dimensions for assessing its resilience: ‘impact’, ‘action’, ‘interdependence’ and ‘multisectorality’. The research follows an incremental method, and the thesis provided the opportunity to develop three assessment methods. The first method focuses on the ‘action’ dimension and develops a method for assessing the resilience of critical infrastructures, considering the effectiveness of the actions implemented. The second method focuses on the ‘interdependence’ dimension, assessing the cascading effects of the failure of a critical infrastructure system. The last assessment method integrates the four important dimensions and is based on four criteria: ‘effects on services and components’, ‘effectiveness of action(s)’, ‘costs of implementable action(s)’, and ‘effects caused by implementable action(s)’. These assessment methods were tested on two critical road transport infrastructures, rue Garibaldi in Part-Dieu (Lyon) and the Nantes ring road (Nantes). Finally, the thesis also develops an operational tool for each method. These tools constitute a guide for operators in charge of managing critical infrastructures. This guide describes the procedures of the assessment process, which integrates the four important dimensions structuring this doctoral researchAu cours de ces vingt dernières années, les infrastructures critiques sont l’objet d’une attention croissante, car leur défaillance peut fortement impacter le fonctionnement des territoires. Cette thèse vise à développer une méthode d’évaluation de la résilience des infrastructures critiques. Ainsi, cette thèse revient sur l’objet infrastructures critiques (son évolution, ses définitions et ses secteurs), ainsi que sur le système infrastructure critique dont le fonctionnement délivre des services. En étudiant le fonctionnement du système infrastructure critique sous contrainte, la thèse se centre sur quatre dimensions importantes de l’évaluation de sa résilience, « impact », « action », « interdépendance », et « multisectorialité ». La recherche a été menée selon une méthode incrémentale et la thèse a été l’occasion de réaliser trois méthodes d’évaluation. La première méthode se concentre sur la dimension « action » et développe une méthode d’évaluation de la résilience des infrastructures critiques considérant l’efficacité des actions mises en œuvre. La deuxième méthode se focalise sur la dimension « interdépendance », elle évalue les effets en cascade de la défaillance d’un système infrastructure critique. La dernière méthode d’évaluation intègre les quatre dimensions importantes et se fonde sur quatre critères : « effets sur les services et les composants », « efficacité d’action(s) », « coûts pour la mise en œuvre d’action(s) », « effets causés par la mise en œuvre d’action(s) ». Ces méthodes d’évaluation ont été testées sur deux infrastructures critiques de transport routier, rue Garibaldi au Part-Dieu (Lyon) et le périphérique nantais (Nantes). Enfin, la thèse développe également un outil opérationnel pour chaque méthode, ces outils forment un guide à destination des opérateurs en charge de la gestion des infrastructures critiques. Masked Spikformer: Gaussian based and Random Spike Masking for Energy-Efficient Spiking Transformers
International audienceSpiking Neural Networks (SNNs) are increasingly explored for their energy efficiency and biological plausibility, offering a compelling alternative to traditional artificial neural networks in neuromorphic applications. However, even Spikformer a fully spiking adaptation of the Transformer model, can exhibit significant computational redundancy due to excessive spike activity, resulting in non-negligible energy consumption. In this paper, we introduce Masked Spikformer, a unified framework for regulating temporal spike activity in spiking Transformers through three complementary masking strategies: Random Spike Masking (RSM), Gaussian-Based Spike Masking (GSM), and Gaussian-Based Spike Weighting (GSW). These approaches encompass both binary masking and continuous, learnable temporal weighting. Our method is integrated into fully spiking architectures and applied consistently during both training and inference. Experimental results on neuromorphic benchmarks (CIFAR10-DVS and DVS Gesture) show that the proposed masking strategies significantly reduce energy consumption while maintaining high classification performance. Notably, the best accuracy on DVS Gesture is achieved by the RSM variant with 70% masking, while GSW with centered Gaussian weighting attains the highest accuracy on CIFAR10-DVS. The RSM variant also provides the lowest energy consumption across both datasets, highlighting the effectiveness of temporal sparsity for energyefficient spiking Transformers
Le resserrement logistique pour un transport plus écologique : une étude de cas en Île-de-France
The urban remoteness of wharehouses and distribution centers, known as logistics sprawl, has been observed for several decades. According to some, this increase in distances between logistics facilities and hypercentres contributes to the environmental worsening of the transport operations, especially in densely populated territories like the Paris metropolitan area. Therefore, the question of logistics tightening – the opposite phenomenon – arises in the perspective of reducing pollutant emissions in the concerned places. This work’s objective is to clarify the “hidden” mechanisms of freight transport services. It evaluates, through a simulation, the carbon footprint and the operational efficiency of logistics tightening in the city of Paris. The input data we use come from a big courier service company that can be regarded as a strong case study when it comes to the Paris region. In our scenario, the ecological consistency of the journeys and the requirements of the transport chain can be contested. Indeed, the inner resettlement of hubs for greener deliveries suggests the actual operational scheme of the company gets closer to optimum and ironically illustrates the relevance of the current locations. Logistics sprawl mainly focuses on the last mile, but the multiple links of the chain prove such a problem is complex and each situation has its own peculiarities.L'éloignement urbain des entrepôts et des centres de distribution, connu sous le nom d'étalement logistique, est observé depuis plusieurs décennies. Mais cette augmentation des distances entre les installations logistiques et les hypercentres contribuerait à la dégradation du bilan environnemental des opérations de transport, en particulier dans les territoires densément peuplés comme l’Île-de-France. Ainsi se pose la question du resserrement logistique – le phénomène contraire – dans la perspective de réduire les émissions de polluants dans les zones concernées. L'objectif de ce travail est de clarifier certains mécanismes « cachés » du transport de marchandises. Il évalue, à travers une simulation, l'empreinte carbone et l'efficacité opérationnelle du resserrement logistique dans la ville de Paris. Les données utilisées proviennent d'une grande entreprise de messagerie et ce travail peut être considéré comme un cas d'étude significatif pour la région parisienne. Dans notre scénario, la pertinence écologique des trajets et les impératifs de la chaîne de transport s’avèrent discutables. En effet, la relocalisation des hubs en milieu urbain pour des livraisons plus vertes suggère que le schéma opérationnel actuel de l'entreprise se rapproche de l'optimum et illustre paradoxalement la cohérence des emplacements réels. L'étalement logistique se concentre principalement sur le dernier kilomètre, mais les multiples maillons de la chaîne prouvent qu'un tel problème est complexe et que chaque situation a ses spécificités

La notion de « ville sensible » revêt plusieurs aspects. Elle désigne d’abord une façon particulière de concevoir les villes. À ce titre, les professionnels de l’urbanisme développent des outils et des méthodes qui leur permettent de prendre en compte les sens et les sensations dans leurs pratiques (celles des habitants, des usagers, des professionnels). À mesure de la croissance de l’utilisation de la technologie dans la gestion urbaine, la ville sensible recouvre aussi la capacité d’une ville à capter son environnement, en matière de pratiques sociales, de phénomènes biophysiques (climat, biodiversité), mais aussi des externalités négatives de l’activité productive (pollutions, nuisances, etc.).Ce Repère biblio fait suite au projet de recherche City Senses financé par la bourse de recherche de l’ESPI (Research Grant) dont le rapport conclusif, par Hélène Morteau et Emmanuelle Gangloff, a été publié en 2024
Influencer la perception du risque cyber : résultats préliminaires et perspectives de la conception d’un cyberscore perspectives de la conception d’un cyberscore
International audienceCyber risk is increasing, with more cyberattacks causing significant consequences. Organizations respond by implementing cybersecurity strategies combining technical solutions and employee awareness. This is crucial, as human vulnerability remains the primary weakness. However, cyber risk is often underestimated, and employees bypass security best practices. To address this, we apply the Protection Motivation Theory (PMT) and the Extended Parallel Process Model (EPPM) to influence cyber risk perception. Unlike most studies, we adopt a qualitative Design Science Research (DSR) approach to emphasize fear appeal design. Our research question is: How can a fear appeal be designed to influence employees’ perception of cyber risk? Grounded in Critical Realism (CR), we identify generative mechanisms that enhance cyber risk perception, including a cyberscore format, targeting middle management and using binding communication. We develop an artifact within a banking institution, implement evaluation strategies, and present preliminary findings. This study offers theoretical, methodological, and practical contributions
Measuring road safety performance and culture: A comparative study of 39 countries
International audienceMonitoring of road safety performance is essential to effectively address the global road safety problem. Consistent and accurate monitoring allows policymakers to assess the effectiveness of current safety measures, identify emerging risk factors, and develop targeted interventions. Different key performance indicators can be used to monitor road safety performance. In addition to the traditional road safety indicators based on the number of fatalities or injured people in road traffic crashes, complementary road safety performance indicators can be used in relation to vehicles, infrastructure or road users' behaviour.The E-Survey of Road Users' Attitudes (ESRA) is an online survey that aims to collect and analyse comparable data on road safety performance and traffic safety culture across the world. In its three editions (from 2015 to 2023) ESRA has included data from more than 120,000 road users from a total of 68 different countries. This paper focuses on data from the third edition of the ESRA survey (ESRA3), which was conducted in 2023 across 39 countries and includes answers from over 37,000 road users. The objectives are to provide an overview of the ESRA3 survey methodology and to present results related to several road safety topics, such as drink-driving, speeding, or distraction, across different types of road users: car drivers, pedestrians, cyclists, and moped riders/motorcyclists. It examines multiple dimensions of risky behaviours in traffic, including self-declared behaviours, personal acceptability of unsafe behaviours, and support for policy measures.Results show low acceptability of unsafe traffic behaviours like speeding, drink-driving, fatigued driving or using a mobile phone while driving a car – less than 5 % of respondents considered these behaviours acceptable. Notwithstanding the low acceptability, a high percentage of car drivers declared engaging in risky behaviours in traffic: speeding within built-up areas was declared by 37 % to 47 % of car drivers, using a mobile phone by 22 % to 32 %, fatigued driving by 18 % to 20 %, and driving under the influence of alcohol by 10 % to 14 %. As for vulnerable road users, distraction (reading messages/checking social media or listening to music through headphones) was the most declared risky behaviour by pedestrians, the non-use of helmet the most declared by cyclists, and speeding the most declared by moped riders and motorcyclists. Most respondents support policy measures to restrict risky behaviour.The ESRA survey offers a unique database and provides policy makers and researchers with valuable insights into public perception of road safety
Ce que l’(agro)écologisation des projets de recherche produit sur différentes catégories professionnelles et leurs interactions au sein d’INRAE : étude de cas à partir du projet LAPOESIE
International audienceThis case study aims to examine how agro-ecological and interdisciplinary framework transforms research objects and recomposes professional identities within the French national research institute INRAE. We are interested in how the project affects the staff of two "specialized" research units, one in plant production (fruit arboriculture), the other in animal production (rabbit farming). In line with science and technology studies, the article shows on the one hand that people committed to agroecology develop "deviant" research practices in relation to their disciplinary scientific socializations, and on the other hand face institutional obstacles linked to the organization of the institute and the compartmentalization between plant and animal production. The project's agro-ecological and interdisciplinary framework thus generates a number of shifts, frictions and recompositions leading to changes in the way research is perceived and carried out as well as the professions associated with it.À travers une étude de cas, nous proposons d’aborder la transition agroécologique sous l’angle de l’évolution des objets de recherche et de la recomposition des identités professionnelles qu’elle produit au sein de l'Institut national de recherche pour l'agriculture, l'alimentation et l'environnement (INRAE) en France. Nous nous intéressons ainsi à la manière dont le projet affecte les agents de deux unités de recherche « spécialisées », l’une en productions végétales (arboriculture fruitière), l’autre en productions animales (cuniculture). S’inscrivant dans une perspective de sociologie des sciences et des techniques, l’article montre d'une part que les agents engagés dans la voie de l’agroécologie développent des pratiques de recherche « déviantes » au regard de leurs socialisations scientifiques disciplinaires et, d'autre part, qu'ils font face à des obstacles institutionnels liés à l’organisation de l’institut et au cloisonnement structurel entre productions végétales et animales. Le cadre de travail agroécologique et interdisciplinaire du projet génère ainsi un certain nombre de décalages, frictions et recompositions conduisant à des évolutions dans les manières de percevoir et d’exercer la recherche ainsi que les métiers qui y sont associés
Two-Prey Predator Model with Holling Type-II Functional Response and Multiple Delays: Hop-bifurcation Analysis, Parameters Estimation, and Capture Prediction
International audienceEcosystems with higher prey diversity often exhibit greater resilience to environmental disturbances. Unlike previous studies, the originality of our work lies in the simultaneous incorporation of both gestation and maturation delays within the predator-prey system. This study examines a two-prey predator model incorporating a Holling Type-II functional response with three distinct delays, representing the maturation periods of each prey species and the gestation period of the predator. Our findings highlight the intricate interplay between maturation and gestation delays in regulating population oscillations and predator efficiency. We establish conditions for the stability of feasible equilibrium points and reveal the influence of delays on predator-prey interactions. In addition, statistical methods are developed for parameter estimation and prediction of capture probabilities between the two prey species. To illustrate the practical applicability of the theoretical results, we present numerical simulations, demonstrating the effectiveness of the model in capturing the dynamics of such ecological systems
