No full textСтаття присвячена висвітленню основних етапів власного педагогічного дослідження з проектування індивідуалізованого навчання студентів вищої математики з використанням можливостей соціальних медіа. Ми згодні з педагогам, що феномен індивідуалізації навчання набуває актуальності з появою дітей «digital-native», народжених у світі технологій, сучасні здобувачі освіти відрізняються від своїх попередників, адже вони народились і розвиваються у середовищі великого обсягу інформації, основними каналами комунікації для них є соціальні медіа. Під терміном «соціальні медіа» ми розуміємо сукупність інтернет-сервісів та платформ, які надають можливість користувачам здійснювати комунікацію, споживати, створювати й розповсюджувати контент. Головним завданням педагогів сьогодні ми вбачаємо у можливості «говорити зі студентом його мовою» за допомогою соціальних медіа. Авторами описано три етапи власного педагогічного дослідження, яке проходило у Державному податковому університеті під час навчання вищої математики здобувачів освіти першого року навчання. На першому етапі дослідження здійснювалось вивчення стану проблеми, виявлення основних вимог щодо до організації індивідуалізованого навчання, основних тенденцій, зокрема, шляхів використання соціальних медіа. Було проведено опитування і виявлено найпопулярніші серед студентів соціальні медіа. На другому етапі педагогічного дослідження авторами було створено та упроваджено у навчальний процес математичний навчальний акаунт в Instagram (@mathclub_dpu), математичну спільноту у Telegram та групові чати з вищої математики для студентів у Viber. На третьому етапі здійснювалось оцінювання створених математичних спільнот у різних месенджерах, навчального математичного акаунту у Instagram та удосконалення методики їх застосування у освітньому процесі здобувачів першого курсу Державного податкового університету під час навчання вищої математики. Студентам (64 особи) було запропоновано пройти завершальне опитування у Google Forms. Результати опитування доводять позитивний вплив застосування соціальних медіа у навчання вищої математики.The article is dedicated to describing the key stages of a pedagogical research project focused on designing individualized higher mathematics training for university students with applying of social media tools. Authors agree with educators that the phenomenon of individualized teaching is gaining relevance due to the emergence of “digital-native” students those born into a world of advanced technologies. Contemporary learners differ significantly from previous generations, as they grow and develop in an environment saturated with information, and their primary channels of communication use social media platforms. The term “social media” we understand as a set of internet-based services and platforms that allow users to communicate, consume, create, and disseminate content. Authors believe that one of the key tasks of modern educators is to “speak the students’ language” by using social media as a pedagogical tool. The authors describe three stages of their pedagogical research conducted at the Tax State University during the higher mathematics training of first-year students. At the first stage, the study focused on identifying the current state of the problem, defining the key requirements for organizing individualized learning, and exploring trends of the integration of social media in education. A survey was conducted to identify the most popular social media platforms among students. During the second stage, the researchers created and implemented several social media-based educational tools into the learning process. These included a mathematics-themed Instagram account (@mathclub_dpu), a mathematics community in Telegram, and higher mathematics group chats on Viber. At the third stage, the effectiveness of the created mathematics communities and platforms was assessed. The study focused on evaluating the applying of various messengers and the Instagram learning account, as well as refining the methodology for their integration into the educational process for higher mathematics training of the first-year students at the Tax State University. A final survey was conducted via Google Forms, with participation from 64 students. The survey results demonstrated a positive impact of using social media in the higher mathematics teaching

Визначено основні засади забезпечення довгострокової стійкості міських територій у контексті глобальних змін, цифрової трансформації та адаптації до динамічного зовнішнього середовища. На основі проведеного аналізу наукових підходів сформовано концептуальну модель сталого міського розвитку, що ґрунтується на поєднанні адаптивного управління, цифрових інновацій, соціального підприємництва та екологічної стійкості. Розглянуто механізми їхньої взаємодії в контексті міського розвитку, підвищення якості життя населення й ефективного використання ресурсів.The dissertation provides a comprehensive theoretical and methodological substantiation of the concept of sustainable urban development in Ukraine, considering modern economic, environmental, social, and technological challenges. The fundamental principles for ensuring the long-term stability of urban areas in the context of global changes, digital transformation, and adaptation to a dynamic external environment have been identified. Based on an analysis of scientific approaches, a conceptual model of sustainable urban development has been formulated, grounded in the combination of adaptive management, digital innovations, social entrepreneurship, and environmental sustainability. The mechanisms of their interaction are considered in the context of urban development, improving the quality of life of the population, and the efficient use of resources

Правові рамки кібербезпеки та політика захисту кіберпростору Республіки Польща
No full textСтаття присвячена дослідженню формування польської правової доктрини кібербезпеки та особливостям державної політики в сфері захисту кіберпростору Республіки Польща. Можна стверджувати, що Польська Республіка приділяє питанням кібербезпеки постійну увагу: відповідальність за забезпечення кібербезпеки розподілена переважно між двома міністерствами. Захист цивільного кіберпростору Польщі є одним з головних пріоритетів та прерогатив Міністерства цифрових технологій, військовий кіберпростір знаходиться в компетенції Міністерства національної оборони. Констатовано, що Польська Республіка в галузі кібербезпеки зосереджує основні зусилля на наступних основних напрямках: 1) розробка національної системи кібербезпеки; збільшення національного потенціалу для забезпечення безпеки в кіберпросторі; 2) підвищення рівня стійкості інформаційних систем державного управління та приватного сектору, а також забезпечення можливості ефективно запобігати інцидентам та реагувати на них; 3) підвищення обізнаності та компетентності громадськості в галузі кібербезпеки; 4) побудова сильної міжнародної позиції Республіки Польща в галузі кібербезпеки. Відзначено, що польські законодавці виявили певне протиріччя між забезпеченням, з одного боку, належного рівня захисту інформаційних систем, а з іншого, можливістю обмеження громадянських свобод у кіберпросторі. Позиція законодавця відносно таких обмежень: вони можуть бути запроваджені лише за умови, що кібер-захист не може бути забезпечений іншим чином. Автори вважають, що забезпечення кібербезпеки має стратегічне значення для Польщі. Зроблено висновок, що Республіка прагне будувати державну політику захисту кіберпростору шляхом підвищення рівня стійкості до кіберзагроз, посилення захисту інформації в державному, військовому та приватному секторах, а також поширення знань та передового досвіду серед підприємців та населення. «Закон про національну кібербезпеку» 2018 року започаткував процес імплементації в польське законодавство першого загальноєвропейського законодавчого акту про кібербезпеку (Директива NIS).The article is devoted to the study of the formation of the Polish legal doctrine of cybersecurity and the features of state policy in the field of cyberspace protection of the Republic of Poland. It can be argued that the Republic of Poland pays constant attention to cybersecurity issues: responsibility for ensuring cybersecurity is divided mainly between two ministries. The protection of Poland's civilian cyberspace is one of the main priorities and prerogatives of the Ministry of Digital Technologies, while military cyberspace is the responsibility of the Ministry of National Defense. It was noted that the Republic of Poland focuses its main efforts in the field of cybersecurity on the following main areas: 1) development of a national cybersecurity system; increasing the national potential for ensuring security in cyberspace; 2) increasing the level of resilience of information systems of public administration and the private sector, as well as ensuring the ability to effectively prevent and respond to incidents; 3) increasing public awareness and competence in the field of cybersecurity; 4) building a strong international position of the Republic of Poland in the field of cybersecurity. It is noted that Polish legislators have identified a certain contradiction between ensuring, on the one hand, an adequate level of protection of information systems, and, on the other, the possibility of restricting civil liberties in cyberspace. The legislator's position regarding such restrictions is that they can be introduced only if cyber protection cannot be ensured in any other way. The authors believe that ensuring cybersecurity is of strategic importance for Poland. It is concluded that the Republic of Poland seeks to build a state policy for the protection of cyberspace by increasing the level of resilience to cyber threats, strengthening information protection in the public, military and private sectors, as well as disseminating knowledge and best practices among entrepreneurs and the population. The 2018 ‘Act on National Cybersecurity’ initiated the process of implementing the first pan-European legislative act on cybersecurity (NIS Directive) into Polish law

In conditions of war and chronic overload, medical workers are subject to constant stress due to increased workload, information tension, the need to make responsible decisions in critical situations. Підходи до правового регулювання штучного інтелекту в судово-експертній діяльності
No full textУ статті розглянуто питання необхідності правового регулювання використання технологій штучного інтелекту в судово-експертній діяльності України. Здійснено аналіз міжнародного та світового досвіду, зокрема Регламенту ЄС щодо регулювання ШІ, а також національних ініціатив, серед яких Концепція розвитку штучного інтелекту та Дорожня карта законодавчого регулювання ШІ. Розкрито особливості застосування ШІ в експертній практиці. Вказано, що експертна сфера не є пріоритетною в регулюванні ШІ в Україні, але потребує уваги, щоб забезпечити якісну реформу та інтеграцію в європейське правове поле. Обґрунтовано актуальність впровадження поетапного національного регулювання ШІ в судово-експертній діяльності на основі рекомендацій «м’якого права» з подальшим ухваленням спеціального закону в сфері ШІ. Запропоновано правила, якими необхідно послуговуватися в процесі формування нормативного поля впровадження ШІ в судово-експертну діяльність.Artificial Intelligence (AI) has become a central theme in today's information landscape, driven by rapid technological progress and widespread accessibility. Modern AI technologies enhance task efficiency and hold great potential for advancing various aspects of social life, including daily use in apps, smart devices, and automated systems. Ukrainians actively engage with AI, as evidenced by a 2024 Kantar Ukraine survey targeting residents in urban areas, where the majority (73%) express a positive attitude toward AI and its role in improving life. Applications of in AI in the country include creative sectors, security, banking, medicine, and logistics. While AI offers significant innovation and economic benefits, concerns around ethics, legality, national security, and human rights remain prominent. Researchers like Nick Bostrom warn of long-term risks associated with AI development, advocating for global regulatory frameworks to ensure ethical deployment. In this context, legal regulation of AI has emerged as a burning issue globally and nationally. In the EU, the 2024 AI Act introduces a risk-based approach categorizing AI applications into varying levels of risk, from unacceptable to high, limited, and minimal risk. Ukraine seeks to align with this model as part of its European integration efforts, despite limited resources exacerbated by ongoing war. Ukrainian institutions, such as the Ministry of Digital Transformation, have initiated a step-by-step approach towards AI regulation including drafting soft-law instruments like White Papers and sector-specific recommendations for public administration, media, education, and judiciary. A noteworthy area of exploration is AI integration into specialized fields, such as forensic expertise, where ethical and practical challenges persist. Therefore, developing comprehensive legal standards, supported by international cooperation and best practices, is integral to safe AI deployment and Ukraine's future leadership in digital governance
