Get PDFInternational cooperation and international law pay particular attention to safety, especially with regard to hazardous substances. In the last century, cooperation agreements and, later on, actual cooperation between different organisations and countries to prevent major industrial accidents involving dangerous substances have been established. Several international and regional legalregimes have been accepted. One of the most important of these is the EU Seveso Directives on the prevention, investigation and control of major accidents involving dangerous substances. We have to make our safety and the protection of our physical and mental health an importantconsideration. We must conclude that, unfortunately, the number of accidents cannot be reduced to zero. These are also the reasons why great emphasis must be placed on regulating and making safer the use of chemicals in agriculture, since they affect everyone indirectly if they are used inappropriately and damage our crops and livestock, and through them, ourselves.A nemzetközi együttműködések és a nemzetközi jog kiemelt figyelmet fordít a biztonságra, legfőképp a veszélyes anyagokra. Az elmúlt évszázadban megindultak az együttműködési megállapodások, később pedig a tényleges együttműködések a különböző szervezetek és országok között a veszélyes anyagokkal kapcsolatos súlyos ipari balesetek megelőzése érdekében. Létrejött több nemzetközi és regionális jogi szabályzó. Ezek közül az egyik legfontosabb helyre kell tennünk a veszélyes anyagokkal kapcsolatos súlyos balesetek megelőzéséről, a balesetek kivizsgálásáról, ellenőrzéséről szóló EU Seveso irányelveket. Súlyos katasztrófák kellettek ahhoz, hogy a Seveso irányelvek létrejöjjenek, fejlődjenek. Meg kell állapítanunk, hogy a balesetek száma sajnos nem csökkenthető nullára. Ezek miatt is kell nagy hangsúlyt fektetni a mezőgazdaságban alkalmazott vegyi anyagok szabályozására és biztonságosabbá tételére, hiszen közvetett módon mindenkire hatással vannak, ha nem megfelelő módon használjuk őket, és károsodnak haszonnövényeink, valamint haszonállataink, rajtuk keresztül pedig mi magunk is

Get PDFNowadays, mining is becoming increasingly valued, as mines of various types provide a large part of the raw materials needed for construction. In order to ensure a continuous supply of extraction and raw materials, new areas need to be identified and opened up. However, some of these new areas may contain security risks such as explosive remnants of war. If we look back to the events of the World War II, there was perhaps no area in Europe that was not affected by the preparation or execution of some act of war. The warring parties deployed a full arsenal of weapons, some of which still pose a threat today. The various types of bombs, mines, projectiles and grenades were only partially operational. Explosive devices that were simply left behind or unexploded were buried beneath the surface, and continue to pose a growing threat to this day (almost eight decades later). The dismantling and disposal of the left-behind and often very poorly recovered explosive devices has been ongoing ever since. The problems of finding explosive devices and munitions tend to occur in areas where there has been no previous investment, construction or earthworks

In the half-century since the first round of enlargement, the transposition of thousands of pages of legislation has been accompanied by the harmonisation of laws and the incorporation of other values, along with indicators of economic maturity. In the wake of the first two enlargements, the credibility of the European Union was under threat in the eyes of the political elite and society in the applicant countries, and reforms were introduced to avoid disillusionment. The sluggishness of enlargement in the Western Balkans and the aftermath of recent Russian aggression in Ukraine have redefined the course of enlargement policy with any significant acceleration yet to occur
Measuring the Implementation of Deliberative Practices in Decision-Making
Get PDFAccording to deliberative democracy theories, decisions taken by citizens through deliberation have greater legitimacy for those concerned. It may therefore be worth examining to what extent and at what level the decisions and recommendations of deliberative bodies are taken into account in the decision-making process of a given country. The paper presents a metric which, based on the analysis of specific aspects – the embeddedness of already implemented practices in decision-making, their deliberative level and the scope of the practices – indicates the extent to which a given country applies the results of deliberative bodies’ deliberations to the decision-making process. The metric was tested on a sample of 27 EU Member States and four groups were identified in terms of the embeddedness of deliberative practices in decision-making: Laggards, Emergers, Aspirers and Exemplaries

Get PDFThe aim of this paper is to compare the research findings of the two authors on the reform of the police occupational culture and its organisational restructuring.
The first is a survey commissioned by the then National Police Commissioner in 2009 as part of the Police Strategic Planning process to inform the strategic concept for the transformation of the occupational culture of policing, and the subsequent empirical data collection among Master\u27s students at the Police College. The second study is part of the doctoral research "Prospects of reform and community-based operation in the Hungarian police" and examines the results of 19 interviews with police leaders of a Hungarian county on the interpretation of security, the assessment of cooperativeness and the definition of public security problems.
The two authors\u27 research on different target groups, significantly separated in time, led to different results. The first concludes by proposing a complete reform of the law enforcement system, while the second calls for an evolution of the internal professional processes that affect the functioning of law enforcement. The two different approaches, however, reach a number of similar conclusions regarding the state of the police and the points of intervention.
The comparison of the two studies in one study shows that there is no significant disagreement between experts in the field of police education and practitioners in the field of policing as regards the functioning of the police. The fundamental difference in their positions is in the way and extent of change, which, given the common goal, does not seem to be an irresolvable conflict.
A tanulmány célja a két szerzőnek a rendőrség foglalkozási kultúrájával és szervezeti átalakítására vonatkozó reformmal kapcsolatos kutatási eredményeinek összevetése. Az első az akkori országos rendőrfőkapitány által 2009-bena rendészeti stratégiaalkotás részeként megrendelt kutatás a rendészeti foglalkozási kultúra átalakításának stratégiai koncepcióját megalapozó felmérés, valamint ezt követően a Rendőrtiszti Főiskola mesterszakos hallgatói körében végzett empirikus adatfelvétel eredményeit tartalmazza. A második „A reform és a közösség alapú működés kilátásai a magyar rendőrségen” című doktori kutatás részeként egy magyar vármegye rendőri vezetőinek körében a biztonság értelmezése, az együttműködési készség felmérése és a közbiztonsági problémák definiálása tárgyában készített 19 interjú eredményeinek vizsgálata.A két szerző különböző célcsoportokon elvégzett, egymástól időben jelentősen elkülönülő kutatása különböző eredményekre vezetett. Az első végkövetkeztetéseként a rendészeti rendszer teljes reformját javasolja, míg a második alapvetően a rendészet működését érintő belső szakmai folyamatok evolúcióját tartja szükségesnek. A két különböző megközelítés azonban a rendőrség állapotát, a beavatkozási pontokat érintően számos hasonló megállapításra jut.A két kutatás egy tanulmányban történő összevetése rámutat, hogy a rendészeti oktatásban és a rendészet gyakorló művelésében jártas szakemberek között a rendőrség működését érintően nincs jelentős ellentmondás. Álláspontjaikban az alapvető eltérés a változtatás módjában és mértékében mutatkozik meg, ez pedig – tekintve a közös célt – egyáltalán nem tűnik feloldhatatlan ellentétnek

The HUNOR rescue team, which searched for survivors for a week after the earthquake in Turkey, will be presented. The physiological and psychological strain is not negligible, so the article also makes a short detour about aftercare. At the end of the article, all the development directions that can contribute to the enhanced protection of a rescue team will be discussed, both in terms of personal protective equipment and organisational and health preparedness

Information exchanges and the informationenvironment itself have a significant impact on everyday life, in relation to which the exploration of the potential of a multidimensional virtual space has become topical. In the present day, a complex capability has been associated around a well-known word, metaverse, which is still a nascent and formative segment in the innovative processes of high technologies. My aim is to define the civilian and military concepts of metaverse by examining the already published technical documentation on metaverse. A coherent, conceptual analysis covering all related segments is an important starting point for theinterpretation of the topic. By looking at the historical background, the main objectives, the requirements and the expected technologies, it will be possible to understand metaverse from both a civilian and a military perspective.Társadalmunkban intenzív fejlesztések tapasztalhatók számos területen, ami az emberek információs környezetének megváltozásával jár. Az információcserék és maga az információs környezet jelentősen befolyásolja a mindennapokat, aminek vonatkozásában a többdimenziós virtuális tér lehetőségeinek feltárása is aktuálissá vált. A jelenkorban egy már közismert szó, a metaverzum köré egy komplex képesség lett társítva, amely, mondhatni, még alakulóban lévő, formálódó szegmens a csúcstechnológiák innovatív folyamataiban. A metaverzummal kapcsolatos, már publikált szakmai dokumentációk vizsgálatával célom meghatározni a metaverzum civil és katonai fogalmát. Egy egységes, minden kapcsolódó szegmensre kiterjedő fogalmi vizsgálat a téma értelmezésének fontos kiindulópontja. A történeti előzmények, a főbb célok, az elvárható követelmények és technológiák vizsgálatával a metaverzum civil és katonai oldalról is értelmezhetővé válik
