Kecskemét klímavédő várospolitikája
Get PDFAs a consequence of climate change, the rapidly rising average temperatures, disproportionately extreme and simultaneously decreasing precipitation are increasingly influencing the operational conditions and livability of cities in a significant way. One of the key urban policy challenges of the 21st century is to explore all available tools that can help combat these adverse factors. The study presents climate-conscious urban policy in Kecskemét, which aims to address local challenges posed by climate change through the combined application of regulatory and operational urban development tools. In addition to promoting economic growth, the city places great emphasis on environmental sustainability, focusing not only on transforming transport infrastructure, establishing sub-centers, and utilizing brownfield areas, but also on developing green and blue infrastructure. The authors highlight how climate awareness is integrated into the city\u27s urban planning principles and implemented through physical and social interventions, supporting the realization of the compact city model and contributing to the reduction of Kecskemét’s climate footprint.A klímaváltozás következményeként rohamtempóban emelkedő átlaghőmérséklet, aránytalanul és szélsőségesen érkező, ugyanakkor egyre csökkenő csapadék a városok üzemeltetési feltételeit és élhetőségét egyre meghatározóbb módon befolyásolja. A 21. század egyik fontos várospolitikai kihívása mindazon eszköztár feltárása, amely elősegíti a küzdelmet ezen kedvezőtlen tényezők ellen. A tanulmány Kecskemét klímavédő várospolitikáját mutatja be, amely a szabályozói és operatív városfejlesztési eszközök együttes alkalmazásával kíván válaszokat adni a klímaváltozás helyi kihívásaira. A város a gazdasági fejlődés mellett kiemelt figyelmet fordít a környezeti fenntarthatóságra, így a közlekedési infrastruktúra átalakítása, az alközpontok kialakítása és a barnamezős területek hasznosítása mellett a zöld- és kékinfrastruktúra fejlesztésére is hangsúlyt helyez. A publikációban a szerzők bemutatják, hogyan érvényesül a klímatudatosság a város településrendezési alapelveiben, valamint a fizikai és társadalmi beavatkozások során, ezzel elősegítve a kompakt város modelljének megvalósítását és Kecskemét klímalábnyomának csökkentését

Get PDFDefence is a national cause in which the entire society must participate. Therefore, it is necessary to establish a reserve force, mainly composed of volunteers, that is adequately sized and well trained to effectively support a national force of regular service members. Reserve forces have a long tradition in the history of Hungary. However, after the change of regime and the suspension of conscription, this form of servitude became obsolete. Its revival began at the beginning of the 21st century, with the introduction of several reserve systems. As a result, more than 11,000 reservists serve in the Hungarian Defence Forces today. This study will present the tasks of reservists and the benefits of this form of service for the Hungarian Defence Forces, serving personnel, and the civilian community.A honvédelem olyan nemzeti ügy, amelyben az egész társadalomnak részt kell vállalnia. Ezért szükséges egy olyan, főleg önkéntesekből álló, megfelelő méretű és jól kiképzett tartalékos erő létrehozása, amely hatékonyan tudja támogatni a hivatásos és szerződéses katonákból álló nemzeti haderőt. A tartalékos erőknek komoly hagyományai vannak Magyarország történelmében. A rendszerváltást és a sorkatonaság felfüggesztését követően azonban ez a szolgálati forma tetszhalott állapotba került, újraélesztése a 21. század elején kezdődött meg. Az elmúlt két évtizedben több tartalékos szolgálati formát is bevezettek, eredményeként napjainkban több mint 11 ezer tartalékos katona teljesít szolgálatot. 35 Years of Development and Regulation of Private Security in Slovenia – Between Strengths, Opportunities and Risks
Get PDFModern private security has been developing in Slovenia for the past 35 years. During these years, it has been heavily regulated, as no other security organisation or activity has been subject to three laws in such a short period of time. Compared to EU countries, Slovenian private security is well regulated, as evidenced by some international studies. Our research findings reveal several strengths of private security regulation in Slovenia, but even more opportunities and risks that will need to be addressed in the future regulation of this field

Get PDFThe article aims to shed light on the legal (mainly legislative) implications of the food sovereignty movement as an agricultural policy paradigm. Food sovereignty grew out of a movement in the second half of the 1990s, whose proponents defined themselves as the counterpart of increasingly globalised food supply chains. In this article, after presenting the main elements of the food sovereignty paradigm, I will focus on two main themes. On the one hand, what sovereignty in food sovereignty means, who is sovereign in the first place; and on the other hand, what ideas and desires the proponents of the paradigm have for a well-functioning agriculture and food system. This will be followed by an examination, through the example of the Hungarian legal system, of the legal consequences if one aims to build a legal framework for agriculture based on the principles of the paradigm. As Hungarian law must necessarily operate within the framework of EU law, it is also important to explore the scope given to Member States to implement elements of the paradigm at national level. Finally, I will make some further proposals that could advance the implementation of food sovereignty in domestic context.A tanulmány célja, hogy az élelmiszer-szuverenitás mint agrárpolitikai paradigma jogi (elsősorban jogalkotási) következményeit megvilágítsa. Az élelmiszer-szuverenitás az 1990-esévek második felében mozgalmi keretekből nőtte ki magát, amelynek képviselői az egyre inkább globalizálódó élelmiszer-ellátási láncok ellenlábasaként határozták meg önmagukat. A cikkben, miután bemutatom az élelmiszer-szuverenitás paradigmájának legfőbb elemeit, két fő témakört bontok ki. Egyrészt azt, hogy mit jelent(het) a szuverenitás az élelmiszer-szuverenitásban, ki egyáltalán a szuverén; másrészt pedig azt, hogy a paradigma támogatóinak milyen elképzelései és kívánalmai vannak a jól és megfelelően működő mezőgazdaságról és élelmiszerrendszerről. Ezt követi annak vizsgálata a magyar jogrendszer példáján keresztül, hogy milyen jogi következmények fakadnak abból, ha az agrárpolitikai döntéshozók a paradigma elvein alapulva kívánják felépíteni az agráriumra vonatkozó jogi szabályozást. Mivel a magyar jognak szükségszerűen az uniós jog adta keretek között kell operálnia, azt is fontos feltárni, hogy milyen tagállami mozgástér adott a paradigma egy-egy elemének nemzeti megvalósítására. Road Safety Concerns Related to the Overtaking Side Distance of Cyclists: – Examples of the Széchenyi Chain Bridge and Határ út in Budapest
Get PDFIn Hungary, the issue of maintaining the overtaking lateral distance has been persistent among cyclists and law enforcement officers over the last 5 years. Opinions are also divided among road users as to the dangers of keeping or not keeping the lateral distance and, if the danger is real, what can be done to improve road safety. However, this issue can also be approached from the perspective of what factors might influence the ability of faster, motorised drivers to maintain this (perceived) safe lateral distance. In addition, it is legitimate to ask whether the degree of danger posed by different categories of vehicles and by different routes supports the importance of maintaining a lateral distance at different locations. In this study, I conducted an empirical data collection in downtown environment with scientific accuracy to gain insight into drivers’ side distance keeping attitudes on Széchenyi Chain Bridge and Határ út in Budapest. As a result of the measurements, it has been shown that overtaking on the Chain Bridge at similar lane widths with a continuous line also occurs, while maintaining a smaller overtaking lateral distance. This result could be used as input for a possible traffic engineering revision in the future

Get PDFThe paper sheds light on the multidisciplinary nature of the career, and presents the major disciplines that have examined the topic. The theoretical models presented here can be used as a starting point for empirical studies of police careers and intra-organisational mobility. In addition to describing the main approaches of career research, the paper marks that which approach can have explanatory power for certain intra-organizational phenomenon of police force. The study aims to provide an alternative to the existing approaches in the field of police science, which scientific theories can be used to interpret the different career phenomena in the police organisation.A tanulmány a karrier jelenségének multidiszciplináris jellegét világítja meg, bemutatja a témát vizsgáló nagyobb tudományterületeket és azok fókuszát. Az ismertetett elméleti modellek kiindulópontként szolgálhatnak a rendőri karrier és a szervezeten belüli mobilitás empirikus vizsgálatához. A témát tárgyaló főbb irányzatok ismertetése mellett megjelöli, hogy az adott irányzat mely szervezeten belüli jelenség, folyamat esetében bír magyarázó erővel. A tanulmány alternatívát kíván nyújtani, hogy a hazai rendészettudományban már jelen lévő megközelítések mellett milyen tudományos elméletek mentén értelmezhetők a rendőrség szervezetében megfigyelhető különböző karrierjelenségek

The SWOT Analysis of 3D Printing Capability in the Hungarian Defence Forces
Get PDFThe purpose of the research presented in the article is to conduct a SWOT analysis of additive manufacturing technology, with a special focus on 3D printing capabilities within the Hungarian Defence Forces. In the first part of the paper, we introduce the most dynamically evolving type of additive manufacturing processes today, 3D printing technology, along with its properties and potential applications. Following this, we outline the strategic goals and the advantages that enhance supply security, which support the legitimacy of 3D printing as a manufacturing process in the execution of military tasks.
