Doctrine by Necessity: Analysing Russia’s Nuclear Strategy Modification in the Era of Hypersonic Weapons
Get PDFThis study examines Russia’s 2024 nuclear doctrine modification in the context of its technological advancements and strategic challenges between 2020–2024. Drawing on the Nuclear Scepticism Theory and the Conventional Balance of Forces thesis, the analysis demonstrates that Russia’s doctrinal changes represent a deliberate lowering of the nuclear threshold driven primarily by conventional military considerations rather than technological developments. While Russia emphasises its hypersonic weapons capabilities, the article reveals that doctrinal shifts correlate more closely with conventional military challenges exposed during the Ukraine war than with advances in weapons systems. The findings contribute to our understanding of how states adjust their nuclear strategies in response to conventional military pressures despite possessing sophisticated military technologies

Get PDFThe aim of the study is to present the theory of the "fog of war," its background, and subsequently draw a parallel between the characteristics, causes, and circumstances of uncertainty surrounding warfare in the past and present. The central thread of this work is the notion that uncertainty will always remain an inherent part of warfare – eliminating it entirely is scarcely possible. However, it is crucial to recognize whether the very methods and tools we employ to enhance our clarity might, in fact, serve only to thicken that very fog.A tanulmány célja ismertetni a „háború köde” elméletét, annak hátterét, majd ezután párhuzamba állítani a múlt és a jelen hadviselését övező bizonytalanság jellemvonásait, okait és körülményeit. Az írás vezérfonala az a gondolat, hogy a háborúkat övező bizonytalanság mindig a hadviselés szerves része lesz, ezt kiküszöbölni aligha lehet. Within this framework, the three countries collaborate on areas that are expected to shape the future of the arms race, such as artificial intelligence, quantum technology, and hypersonic systems. Education in Police Training: A Case Study of the European Training Platform on Domestic Violence

This study underscores the transformative potential of digital education in improving police training using the European Training Platform on Domestic Violence as a case study. The study employs a multiple-methods approach, combining a case study analysis of the platform’s architecture, modules and features with a scoping review of the literature on digital education in police training. It draws on constructivist principles and the SCRUM framework to analyse the platform’s pedagogical approach. The analysis highlights the platform’s strengths in promoting active engagement, critical thinking and continuous professional development. It also reveals the potential of digital education to foster collaboration, knowledge sharing and proactive intervention in addressing domestic violence. This research underscores the transformative potential of digital education for police training, offering insights into how digital platforms can be leveraged to enhance professional development and improve responses to critical issues like domestic violence

Get PDFThe complex phenomenon of modern terrorism is constantly evolving, posing challenges not only to counterterrorism units and first response forces, but also researchers in the field and teachers of terrorism studies and counterterrorism.
This paper will review the historical development of modern terrorism, global and regional trends, and the strategies and tactics of terrorist groups and individuals, counterterrorism strategies and responses to those changes. After a review of theoretical and historical background, we will focus on the challenges and opportunities in teaching theoretical knowledge about terrorism and counterterrorism methods. The presentation of the subject in higher education may differ in many respects from classical teaching methods and tools, and therefore case studies and best practices from home and abroad will be presented. Methods that promote interactive, experiential, cooperative and collaborative learning will be presented. The theoretical basis for this is the pedagogical school of problem-based learning and teaching.
In addition to education, there is a clear need to provide an overview on the research of terrorism and its methodological issues and possibilities on that field, for example regarding innovative research tools, including big data analysis, network analysis and artificial intelligence, which allow for better understanding and potentially even the forecasting of terrorist activities.
The aim of the study is to provide a comprehensive overview of the current state of terrorism in modern times and to present innovative approaches that can contribute to a better understanding of the phenomenon of terrorism
A szexuális erőszakkal társult emberölések bemutatása
Get PDFHomicides always deserve special attention from the investigative authorities and law enforcement agencies. This is especially true for those cases which, for some reason, are committed with strange, sometimes bizarre elements. Sexual homicide, as a criminological term, fortunately has a low prevalence in Hungary, but due to its specific nature, it is definitely necessary to write about it. The aim of this study is to present the basic nature, epidemiological and criminological aspects of sexual homicides with a review of the relevant literature.
Sexual homicides are crimes with low prevalence worldwide, despite this we encounter a large number of international empirical studies that use qualitative methodology to examine the phenomenon in the most detailed and complex way. Homicides associated with sexual violence raise many, mainly conceptual questions to which no answers have been found so far. However, there is no question that due to the high level of danger to society and the special circumstances of the commission of the sexual homicides, it is essential to learn about the act and the most important aspects of the sexual homicides from which law enforcement practice can also benefit greatly. The identified results can be used in offender profiling and in the application of special investigative support procedures.Az emberölés cselekmények minden esetben kiemelt figyelmet érdemelnek a nyomozóhatóság részéről is. Különösen igaz ez azokra az esetekre, amelyeket valamilyen oknál fogva különös, olykor bizarr elemekkel követnek el. Annak ellenére, hogy a szexuális emberölés hazánkban alacsony prevalenciájú bűncselekmény, sajátos jellege miatt mindenképpen szükséges írni róla. Jelen tanulmány célja bemutatni a szexuális emberölések alapvető jellegét, epidemiológiai és kriminológiai aspektusait, szakirodalmi áttekintés segítségével.
A szexuális emberölés cselekmény világszerte alacsony prevalenciájú bűncselekmény, ennek ellenére szép számmal találkozunk olyan nemzetközi empirikus kutatásokkal, amelyek kvalitatív módszertant alkalmazva igyekeznek minél részletesebben és minél komplexebb módon vizsgálni a jelenséget. A szexuális erőszakkal társult emberölések számos, főként konceptualitásbeli kérdést vetnek fel, amire ez idáig nem sikerült válaszokat találni. Ugyanakkor nem kérdés, hogy kiemelt társadalomra való veszélyessége, valamint az elkövetés speciális körülményei okán elengedhetetlen, hogy megismerjük a cselekményt és annak fontosabb aspektusait, amiből a rendészeti-rendvédelmi gyakorlat is nagyban profitálhat. Az azonosított eredmények többek között jól felhasználhatók az elkövetői profilalkotás során, valamint további speciális nyomozástámogató eljárások alkalmazásakor

Get PDFThe study examines the system of private security in Germany and investigates whether security can be measured, as well as the effectiveness of the WISIND method in this measurement. In our research, we scrutinised both international and German literature, seeking to answer how WISIND, as an economic security indicator, can be applied to measure security, and how security measurement is possible in the field of crime.
The relevance of the topic is undeniable, as various events occurring in society increasingly amplify citizens’ desire for security, which can no longer be guaranteed without the close cooperation of law enforcement agencies with the private security industry. WISIND, as an indicator, is a method applicable in many areas of socio-economic life, including the field of crime, for measuring security.A tanulmány a németországi magánbiztonság rendszerének bemutatását követően azt vizsgálja, hogy a biztoság mérhető-e, és a mérésben a WISIND módszer mennyire hatékony. Kutatásunk során a nemzetközi, valamint a német szakirodalmat vettük górcső alá, és arra kerestük a választ, hogy a WISIND mint gazdaságbiztonsági indikátor hogyan alkalmazható a biztonság mérésében, valamint azt, hogy a biztonság mérése bűnügyi területen miképpen lehetséges.
A téma aktualitása megkérdőjelezhetetlen, hiszen a társadalomban bekövetkező különféle események hatására egyre inkább felerősödik az állampolgárokban a biztonság utáni vágy, amelynek garantálása ma már a rendvédelmi szerveknek a magánbiztonsági iparral való szoros együttműködése nélkül nem lehetséges. The Civil Guard: Legislation on the Auxiliary Police
Get PDFIn the field of public security activities, volunteers play a significant role, of which we can see many examples both domestically and abroad. In our country, the civil police is the organisation that has the legal authority to carry out social crime prevention activities as an element of complementary policing. The author of the study undertakes to present, as a practicing law enforcement professional and civil police leader – after a brief look at the establishment of the movement and its reasons – the most important previous and currently running priority programs of the civil police, their reasons, implementation and significance. The author wishes to contribute to the comprehensive scientific research and mapping of the operation of the civil police, recognising the fact that the researched topic of crime prevention, civil participation in maintaining public order and public safety is a timely issue, that under the current circumstances, the role of civil police is an indispensable aid to the police, and that the priority programs contribute to the high-quality performance of civil police tasks, thereby improving the subjective sense of security of citizens. A necessary element of research conducted on this topic is the discussion of the above questions
