A JURUDICAL ASSESSMENT OF THE BLUE ECONOMY\u27S CONTRIBUTION TO RURA COMMUNITIES\u27 SUSTAINABLE DEVELOPMENT IN LIGHT OF NATURAL RESOURCES\u27 POTENTIAL FOR GLOBAL APPLICATION BASED ON LOCAL WISDOM
The blue economy, a sustainable development concept focused on the responsible use of marine resources, holds potential to empower sustainable development in rural society, particularly by using their natural resource potential for global reach while anchoring in local wisdom. This study analyses the juridical framework and implementation of the blue economy within Indonesia\u27s rural society, exploring how blue economy can use their natural resources for global engagement while upholding local wisdom principles. Utilizing a normative legal research method, this study examines applicable legal provisions. Analysis reveals that while existing laws such as Law No. 27/2007 on Coastal Areas and Small Islands and Law No. 31/2004 on Fisheries touch upon the blue economy, the juridical regulation of the blue economy in Indonesia is still inadequate in scope and depth to support sustainable development in rural society. The existing regulations lack clarity and require strengthening, particularly on decentralized resource management within rural society, types of marine-based economic ventures, community participation in decision-making, and collaborative efforts between rural society, governments, and the private sector. To unlock the full potential of the blue economy for rural development, robust legal frameworks are necessary. This entails clarifying and strengthening existing regulations, with particular focus on empowering rural society through decentralized resource management and active participation in decision-making. Additionally, in fostering diverse marine-based economic activities and enhancing collaboration among rural society, governments and the private sector are crucial. Furthermore, enhancing rural society ability and knowledge concerning the blue economy, alongside continued support from the government and private sector, are vital for overcoming challenges in sustainable natural resource management

IMPLEMENTATION OF NON PENAL POLICY AGAINST NON-FULFILLMENT OF SHIP SEAVAILABILITY AND SAFETY
In accordance with Law Number 17 of 2008 concerning Shipping, this thesis addresses the implementation of non-punitive measures against the non- fulfillment of a ship\u27s seaworthiness and safety requirements in shipping. One social issue is that a large number of ships continue to fall short of the legally stipulated eligibility requirements. Naturally, the goal of this research is to determine how non-punitive measures might be applied to prevent non-compliance with shipworthiness and safety requirements and to lessen the number of shipworthiness and safety infractions in general. The study gathers information through document studies, interviews, and observations. Based on the current issues, it can be concluded that high maintenance and operating costs, along with supporting variables like crew members\u27 poor maintenance skills and aging safety equipment, are the primary causes of the failure to meet shipworthiness and safety requirements. Ships must be declared seaworthy, which is defined as meeting the requirements for ship safety, preventing pollution from ships, manning, loading lines, loading, crew welfare, passenger health, ship legal status, safety management, preventing pollution from ships, and ship security management for sailing in specific waters, as per Law No. 17 of 2008. Violations of the ship\u27s safety and seaworthiness may subject the offenders to articles 302 and 303 of the Shipping Law. However, in order to reduce infractions, the government must use non-penal policies, such as offering subsidies to fulfill ship safety and seaworthiness requirements. Therefore, it follows that having a government should help to lower the number of incidents involving ship and maritime safety infractions

Enhancing Hard Anodization ff Aluminum 1100 using Variated Concentration and Aeration in 20% Sulfuric and Phosphoric Acid Electrolytes
Aluminum is widely used in manufacturing, especially in automotive and aerospace, due to its light weight and easy form, although it is worn. The purpose of this research is to get the highest layer formation efficiency. During the application, hard anodizing creates a new layer in the form of a anatural protective layer on the metal surface. In hard anodized aluminum, the specimen sanded, degreasing with base, and acid neutralization. Then, hard anodizing is performed by connecting the workpiece to the positive pole and the cathode to the negative pole with a current density of 3A/dm² for 30 minutes in an electrolyte solution at a temperature of 5°C. The variations used are the mixture composition between sulfuric acid (concentration 15% - 20%) and low concentration phosphoric acid (0%, 1%, 2%, 3%, 4%, 5%) which are differentiated into aerated and non-aerated systems. Then weigh the anodized work piece to determine the weight gain of the metal due to the formed layer. The weight of the obtained layer is used to determine the efficiency of the formation of oxide layer. The best layer formation efficiency is found in the sulfuric acid - phosphoric acid concentration variation (15% - 1%) in the aerated system at 73.47%. While the non aerated system at 73.28%. The aerated condition shows superior results compared to the non-aerated system, yielding better efficiency values than the non-aerated system.
