Language Planning in Action : Singapore's Multilingual and Bilingual Policy
Get PDFapplication/pdfJournal ArticleLanguage planning is a time - and society - specific activity; any inquiry into the practices of language planning requires an awareness of the peculiar and historical context in which language planning measures emerged and were implemented, and the sociopolitical effects of these policies. The aim of this paper is to describe the language planning policies adopted by the Singapore government. An overview of the sociopolitical background will first be provided, followed by an explanation of the sociolinguistic situation in Singapore. In addition, there will be detailed discussion of the multilingual and bilingual language planning policies implemented by the Singapore government, and the ways in which these two policies have evolved and changed. In addition, the importance of English in the linguistic ecology of Singapore will also be discussed. The paper concludes that language planning in Singapore is primarily motivated by the view that language is both an economic resource as well as an emblem of culture that necessitates careful planning by the Singapore government.journal articl

Archiving Self-Access : Methodological considerations
Get PDFapplication/pdfJournal ArticleThis study has illustrated how a long-term ethnographic approach of archiving data and profiling its key participants represents an effective means of revealing perceptions of a new Self-Access Learning Center (SALC) within a university in Japan. This on-going process of conducting qualitative interviews and conversational narratives with center staff, accompanied by student questionnaires, has required methodological reduction of the large amount of ensuing data. Such a process is achieved by a combination of crystallization of themes emerging from dialogues, and analysis of questionnaire data from various perspectives. This methodology reflects the researchers' wishes to investigate the self-access center where they work in a manner more locally situated, co-constructive and, importantly, in one which accords voice and agency to peripheral SALC stakeholders. As a study for the purpose of the continuous improvement of practice, the triangulated methodology employed to gather and analyze data can be adopted by other self-access centers seeking a rich, diverse body of evidence and an analytical framework to respond to the pedagogical and institutional environment where they operate.journal articl
Japanese Ideas of Asian Regionalism

Japan's location is often divided between those arguing that Japan is inside Aisa and those arguing it is outside Asia. Japanese ideas of Asian regionalism are thus immensely varied. This article details a number of Japanese ideas on Asian regionalism with author/agency, scope and method specified. Special mention is made of weak integration of government agencies, thus causing proliferation of many Japanese ideas within Asia. With the increasing self-assertiveness of China, the apparent peaking out of American hegemony, and the steady rise of non-Chinese Asians, Japan tries to maintain enduring alliance with the United States, to invigorate interdependence with China, and to reinvent new relationships with the countries of the East Asian Summit. Japanese ideas of Asian regionalism take those templates as guidelines to develop new ideas of Asian regionalism.journal articl
