SMEs (Mittelstand) and the SME Policy in Postwar West Germany and Their Significance in Consideration of the Competitive Order as Well as Structural and Regional Policies (Part 1)
This paper first discusses the expansion and diversification of SMEs in postwar West Germany, which consisted not only of the historically formed businesses of Mittelstand, such as skilled Handwerk, craft industries and retailers, but also various small and mediumsized manufacturers and trading firms that developed during the high economic growth periods of postwar West Germany, mainly in the decades of the 1950s and 1960s. Secondly, the consciousness of these family firms is analyzed based on the research report on SMEs in the northwestern region of Germany, drawn up in roughly 1960 to examine the competitive situation between SMEs and big businesses. Thirdly, the paper examines the problems of the SME policy, which began with the credit supply actions taken by the federal and state governments in the 1950s and thereafter gradually changed to a more comprehensive one. The significance of SMEs and the SME policy is researched in consideration of the competitive order as well as structural and regional policies.
This part of the paper explores three types of consciousness among SME managers. While the first type was found mostly in the fields of small but independent Handwerk and retailers in partly declining sectors operating with selffinanced capital in their local or provincial market, the second type, mainly located in cities or densely populated area, competed against each other and big businesses. The last type of SME managers tried to positively expand their businesses in the age of economic development supported by externally financed capital and governmental aid.
The paper’s focus then turns to considering the relationship between SMEs and the economic order of postwar Germany, represented in particular by the anti-cartel law, Gesetz gegen Wettbewerbsbeschränkungen, enacted in 1957. Though the law was approved as a compromise between the principle of prohibiting monopolies (competitive markets) on the one hand and the principle of preventing abuse or the demand from big businesses for larger fields of exclusion from application on the other, the law could not meet the needs of SMEs in the last years of the 1950s because of their diversity and dispersion. In the 1970s, due to structural and recovery policies during the first recession in the postwar period, and regional policies to economically strengthen the country’s weakly structured regions, West Germany’s economy resolved to use the significance of SMEs to improve their growth potential. Properties of Homothetic Robust Epstein-Zin Utility
This study assumes homothetic robust Epstein-Zin (HREZ) utility and proves that if the relative risk aversion is greater than or equal to the elasticity of intertemporal substitution, then HREZ utility is homothetic stochastic differential utility. The study then derives a normalized representation in which the normalized aggregator is convex in its utility argument. The observational indistinguishability among HREZ utilities, ambiguity aversion, risk aversion, and preferences for information are analyzed. Furthermore, by leveraging the convexity of the normalized aggregator in lieu of the uniform Lipschitz condition, it is proven that HREZ utility is increasing, time consistent, and homothetic.technical repor
