Ordningen er ikke lenger midlertidig, men har blitt et fast tiltak som er bakt inn i kriminalomsorgen. I lys av samtalene vi har hatt med involverte parter, mener vi at dette er et klokt valg og at mentorordningen er et positivt bidrag i kampen mot radikalisering og voldelig ekstremisme og i arbeidet med rehabiliteringen av radikaliserte innsatte

    The Norwegian drug court model - an alternative to incarceration for criminal drug addicts

    Several countries have established special penalties for drug addicts as a part of the fight against drug-related crime. Experiences from Ireland and Scotland inspired the Norwegian Drug Courtmodel, even if the legal systems are different. There is, however, a general understanding of the correlation between crime and drug abuse,4 and the constant need to strengthen and establish measures for drug addicts who commit crime.     The Norwegian approach to electronic monitoring : Changing the system and making a difference

Ten years later, more than half of all offenders are starting their sentence outside of prison, mainly due to the increasing use of EM.     Forfatterne går igjennom de siste års bruk av samfunnsstraff og straffereaksjonens fremvekst i lovgivningen. Bruken av samfunnsstraff går ned, samtidig som en stadig større andel ubetingede fengselsdommer gjennomføres utenfor fengsel med elektronisk kontroll. I praksis innebærer det at kriminalomsorgen i større grad enn domstolen beslutter om straff skal gjennomføres utenfor fengsel. For blant annet å gjenopprette maktbalansen mellom domstol og forvaltning i strafferettspleien mener forfatterne at bruken av samfunnsstraff bør økes. Det krever tiltak fra lovgiveren. Tiltak som foreslås er signaler om at nye lovbruddskategorier kan tas inn under samfunnsstraffens anvendelsesområde, fjerning av kravet om samtykke, og en harmonisering av alle de frihetsinnskrenkende straffereaksjonene samfunnsstraff, narkotikaprogram, program mot ruspåvirket kjøring, ungdomsoppfølging og ungdomsstraff. Straffereaksjonene er blitt til og revidert til ulik tid, slik at det har oppstått flere utilsiktede forskjeller. En harmonisering vil kunne gi domfelte tilgang til flere tiltak under straffegjennomføringen, og trolig også styrke kriminalitetsforebyggingen.     Intimate partner homicide in Norway 1990–2012 : identifying risk factors through structured risk assessment, court documents, and interviews with bereaved

    To explore possible risk factors for intimate partner homicide by combining structured risk assessment based on information available in court documents and individual risk assessment provided through interviews with the bereaved. Method: The aim of this study was to scrutinize intimate partner homicide (IPH) situations and interactions within a retrospective, mixed methods design. All IPHs in Norway that had received a final legal judgment from 1990 to 2012 (N = 177) were included. Quantitative data was extracted through structured investigation of the court documents. Risk factors were identified from three validated risk assessment instruments. Qualitative data were retrieved from interviews with a sample of bereaved (n = 12). Results: The IPH distribution was biased toward low socioeconomic status. Previous intimate partner violence (IPV) was identified in 7 out of 10 IPH incidents. Observed risk by the bereaved was infrequently communicated to health care, police, or support services. Individuals who did communicate risk found that professionals underestimated the reported risk and did not act on their warnings. Conclusions: The majority of IPHs did not occur without warning signs. To prevent IPH, structured risk assessments and knowledge of family and friends’ perceptions of risk is essential.     Intimate partner homicide, immigration and citizenship : evidence from Norway 1990–2012

    Intimate partner homicides (IPH) are fatal violent attacks perpetrated by intimate partners. Immigrants are overrepresented in the IPH statistics as both perpetrators and victims. If explanatory factors for this are not studied, immigrants may be stigmatized. The present study investigates whether IPHs committed by immigrant perpetrators have characteristics that differentiate them from IPHs committed by the native majority of IPH perpetrators. All IPHs in Norway from 1990 to 2012 (N = 177) were included. Quantitative data were extracted through structured investigation of court documents. Information concerning risk factors (previous intimate partner violence and sociodemographic, contextual and clinical factors) was drawn from three validated risk assessment instruments. Univariate analysis and multivariate logistic regression analyses were conducted. When adjusted for other group differences, very few differences remained in the multivariate models. IPHs perpetrated by immigrants differed from cases with native perpetrators on modus operandi and ascribed motives and resulted in longer sentences than IPHs with native perpetrators. This study indicates considerable similarities in IPHs perpetrated by immigrants and natives. Findings indicating that IPHs by immigrants were perceived differently in the justice system need further investigation.
