Alcohol problems among prisoners: subgroup variations, concurrent drug problems, and treatment needs
Background/Aims: Alcohol problems in the prison population are understudied, underdetected, and undertreated. Our aims were to identify subgroups of inmates whose pre-prison drinking behavior indicated a high need for alcohol-related interventions, to assess the prevalence of concurrent alcohol and drug problems, and to compare dual-dependent inmates and those who were alcohol-dependent alone with respect to the severity of their drinking problems. Methods: Data stemmed from the nationwide Norwegian Offender Mental Health and Addiction (NorMA) study. Both male (n = 1,356) and female (n = 90) inmates took part in the study, representing about 40% of the prison population in Norway at the time of the data collection (2013–2014). Pre-prison substance use problems were assessed using the Alcohol Use Disorders Identification Test (AUDIT) and the Drug Use Disorders Identification Test (DUDIT). Results: A majority (55%) had an AUDIT positive screen (score ≥8), which is indicative of alcohol problems of some severity, and 18% were possible alcohol-dependent (score ≥20). A positive screen was associated with younger age, lower education, violent offending, driving while intoxicated (DWI), and previous criminal convictions. Two-thirds (68%) of those who screened positive on the AUDIT had also a DUDIT positive screen (score ≥6), and a similar overlap between possible alcohol dependence and possible drug dependence (score ≥25) was observed. Inmates with possible dual dependence (12% of all) had higher mean scores on the AUDIT than those with possible alcohol dependence only (7% of all). Conclusions: More than half of the prisoners in Norway had AUDIT scores that indicated they could benefit from alcohol-related interventions, and the prevalence was elevated in younger, less educated groups of previously convicted DWI, and violent offenders. En "normal" frihetsberøvelse : Et kritisk blikk på Kriminalomsorgens prinsipp om normalitet
Bachelor i straffegjennomføringNormalitetsprinsippet er en viktig del av Kriminalomsorgens verdigrunnlag og normalitetsprinsippet som begrep ble første gang presentert i St. Meld. Nr. 37 (2007-2008).
Begrepet normalitet er sammensatt og ladet, og gir rom for ulik forståelse og tolkning. I oppgaven er følgende problemstilling utviklet: Hvordan beskrives prinsippet om normalitet i St. Meld. Nr. 37, og på hvilke måter kan prinsippet forstås med utgangspunkt i begrepet makt.
Metoden som er anvendt i oppgaven er inspirert av kritisk tekstanalyse med et hermeneutisk fortegn, og formålet er å utforske et mulig underliggende budskap og skape ny forståelse av prinsippet. Normalitetsprinsippet drøftes i oppgaven i lys av ulike maktteorier, især Webers legitime makt og Bourdieus begreper om symbolsk makt og doxa. Hovedfunnene er at normalitetsprinsippet må forstås knyttet til en historisk og internasjonal kontekst, at begrepene normalitet og likhet knyttes sammen, og at prinsippet om normalitet selvfølgeliggjøres gjennom stortingsmeldingen.The normality principle is an important part of the Norwegian Correctional Service's values and the normality principle as a concept was first presented in bill before Parliament nr. 37 (2007-2008).
The concept of normality is complex and charged, and allows for different understanding and interpretations. This thesis discusses the following problem: How the normality principle is described in bill before Parliament nr. 37, and in what ways the principle can be understood by using the concept of power.
The method used in the thesis is inspired by critical text analysis with a hermeneutic basis, and the purpose is to explore a possible underlying message and create a new understanding of the principle. The normality principle is discussed in this thesis in the light of various theories of power, especially Weber's legitimate authority and Bourdieu's concepts of symbolic power and doxa. The main findings are that the normality principle must be understood in connection with a historical and international context, that the concepts of normality and equality are linked, and that the normality principle is presented as a given in the bill to Parliament
Styringsparametere og resultatmåling - rettesnor mot samfunnsoppdraget?
Bachelor i straffegjennomføringOverordnet tema for denne litteraturstudien er mål- og resultatstyring i kriminalomsorgen.
Oppgaven har problemstillingen: På hvilken måte er styringsparametere satt av kriminalomsorgsdirektoratet egnet til å bedømme måloppnåelse når det gjelder kriminalomsorgens målsettinger? Og hvordan blir styringsparameterne forankret og fulgt opp i den daglige driften i fengslene?
Noen utvalgte styringsparametere er vurdert om mot fem kriterier som bør ligge til grunn ved utforming av disse. Drøftingen er gjort med bakgrunn i tidligere forskning på området, samt med egne yrkeserfaringer som eksempler. Et sentralt funn er at styringsparameterne, slik de er utformet i dag, er dårlig egnet til å bedømme måloppnåelse på målsettingene. Samtidig kan de bli egnet med noen justeringer, eller i samarbeid med nye parametere. Forankringen, og oppfølgingen av parameterne i det daglige, reduseres ofte til fokus på ambisjonsnivå. Her kunne ansatte i førstelinjen i større grad blitt tatt med i de faglige evalueringene rundt styringsparameterne.The main theme for this literature study is management by objectives in the Norwegian Correctional Service. The topic question is: In what way are key performance indicators set by the Directorate of Norwegian Correction Service suitable for assessing achievement of the objectives of the correctional service? And how are the key performance indicators anchored and followed up in the daily operation of the prisons?
Some selected key performance indicators have been assessed against five criteria which should form the basis for designing these. The discussion has been made on the basis of previous research in the field, as well as with own experiences as examples. A key finding is that the performance indicators, as they are designed today, are poorly suited to assessing the achievement of the objectives. At the same time, they may be suitable with some adjustments, or in collaboration with new indicators. The anchoring, and the follow-up of the indicators in daily operations, is often reduced to a focus on the level of ambition. Here, ground-level employees could to a greater extent have been included in the evaluations around the key performance indicators

Kontaktbetjentordningen - på tide med en revisjon?
Bachelor i straffegjennomføringDenne bacheloroppgaven er en litteraturstudie som tar utgangspunkt i eksisterende kvalitativ og kvantitativ fengselsforskning for å undersøke hvorvidt dagens kontaktbetjentordning i norske fengsler fungerer etter hensikten, og hva som eventuelt hemmer og fremmer en god utøvelse av kontaktbetjentarbeidet.
Kontaktbetjentordningen som plattform er velkjent og kontaktbetjentrollen er en etter hvert integrert del av det å være fengselsbetjent. Samtidig viser oppgaven at det er store variasjoner i hvordan kontaktbetjentarbeidet utføres og oppleves, både fra ansattes og innsattes perspektiv.
Kontaktbetjentordningen har ikke vært gjenstand for en grundig evaluering etter implementeringen, og til tross for at kontaktbetjenten ofte omtales som en viktig bidragsyter i innsattes endringsprosess, vet vi lite om i hvilken grad kontaktbetjentordningen har en effekt i dette endringsarbeidet.
Formålet med oppgaven er å sette søkelys på kontaktbetjentordningens potensiale og de til dels uklare og varierende rammebetingelsene for systematisk påvirkningsarbeid.This presented bachelor thesis is a literature study based on existing qualitative and quantitative prison research. Its aim is to investigate whether the current personal officer scheme (POS) works as intended in Norwegian high security prisons. This will also address the issue of what possibly inhibits or promotes good practice of the personal officers’ work.
The POS as a platform, is well known and the personal officer role is an increasingly central part of being a prison officer. Simultaneously this thesis reveals that there are large variations regarding how the personal officer work is carried out and experienced, from both the employees and the inmates’ perspectives. Since its inception, the POS has not been the subject of a thorough evaluation, even though the personal officer is often referred to as an important contributor in the inmates’ reform process. Thus, we have little data about the extent to which the POS affects the rehabilitation process. The presented information will shed light on the potential of the POS and the vague, often ambiguous framework, regulating systematic rehabilitation work
