Terrorism in Norway: adaptation to new realities
In the article the author analyses the
tragic events in Norway: explosion in the governmental
quarter and massacre on Utoya island on July 22, 2011
became the most terrible acts of violence in the country
after World War II. The author calls into question the
words that the terrorism didn’t exist in Norway before
Anders Behring Breivik and nothing foretold such an
event. The analysis of the Norwegian far-right forces
since 1970 and Islamic threat after the act of terrorism on
September 11, 2001 showed that some political and ideological
forces of the country contributed to the development
of climate which made possible the considered
act of terrorism. The idea that the death of five Norwegians
during hostage taking in In Amenas in Algeria in
January, 2013 is considered to be one more challenge to
the Norwegian attempts to adapt to new realities of terrorism

A bridge to change: Experiences of participation in “VINN”— a motivational program for convicted women
The objective of this study was to examine women’s perceptions after participation in a motivational and gender-sensitive program (VINN) and to explore what was experienced as helpful. The qualitative data consisted of reports and transcriptions from 13 group interviews with 65 participants on probation or imprisoned in Sweden, Denmark, Russia, Estonia and Norway. The data were analysed according to systematic text condensation. The participants’ perceptions could be grouped into the following clusters: confidence and trust, deeper understanding, change and future hopes. The women appreciated the collaborative atmosphere focusing on quality of life, autonomy, strengths, coping and resources. The most beneficial experiences reported, regardless of country, were that their personal repertoires of actions were expanded during their participation, and their confidence in their ability to desist from crime and substance abuse in the future increased. The results support the program’s salutogenic approach combined with motivational interviewing as a bridge to change. Future research should investigate whether the participants report sustainability of the changes
Correctional statistics of Denmark, Finland, Iceland, Norway and Sweden 2009-2013
Exact statistical comparability is difficult to attain given that law, practice and methods
of data compilation vary between the Nordic countries. Even though present and former
members of the Nordic group of statisticians have tried to establish a high level of
comparability by carefully working out common definitions over the years, any
differences between the countries shown in this report still need to be interpreted with
caution. The reader is therefore requested to note carefully the definitions and the
footnotes to the tables.
The collection and quality assurance of national data published in this edition is a
cooperation between Susanne Hildebrandt and Ragnar Kristoffersen. A major part of the
definitions and tables were originally written in Swedish. Ragnar Kristoffersen has
authored the English text in this publication, with some assistance from his Nordic
colleagues. The group of statisticians listed below provided the national data in the
tables. Any questions concerning the national figures should be addressed to them:
