What about diplomas?
In an earlier paper (Karmel, 2022) the author argued that an issue for overall skill formation is that diplomas are losing their salience in Vocational Education and Training (VET) with the number funded by Government declining. It seems to the author that this is an issue of fundamental importance for the VET sector, because diplomas represent the skilled end of what VET is offering. To abandon diplomas would residualise the sector to training for lower skilled jobs and allow universities to have a monopoly of vocational education at the post-certificate level. Surely, this is not a good thing. In this paper, the author put diplomas under the microscope, and look at what they are, who does them, how numbers are trending, and how outcomes have fared.Mackenzie Research InstituteMackenzie Research Institute, Advisory Boar
