    Evaluation of green roof hydrologic performance for rainwater runoff management in Hamburg

    Adaptation to the unpreventable consequences of climate change is one of the main challenges for cities in the coming decades. Especially for urban areas, where consequences of climate change will occur concentrated, there is a need for sustainable climate change adaptation measures. Our research focusses on one example of adaptation measures: green roofs. In addition to long-term economic benefits, they offer a wide range of benefits for urban ecosystems. Besides thermal benefits, like reduction of heating and cooling costs and reduction of the urban heat island effect, green roofs improve the urban water cycle, reduce air pollution, and enhance biodiversity. In Hamburg, heavy precipitation events regularly lead to overwhelmed urban drainage systems. Such events are expected to occur more often in the future with increasingly frequent (and intense) extreme precipitation events. Therefore, rainfall-runoff measurements of an extensive green roof on the HafenCity University building are carried out to determine the water retention capacity of the roof and to estimate the potential retention during heavy precipitation events. The long-term results show rainfall-runoff relationships under various weather conditions and are important for the development of future water management strategies and to overcome doubts about the effectiveness of green roof water retention, especially related to extreme precipitation events

    Shenzhen’s New Energy Vehicles and charging infrastructure – policies, instruments and development

    Billions for green growth. Shenzhen, one of China’s richest cities and home of New Energy Vehicles (NEV) producer Build your Dreams (BYD), will invest 5 billion Yuan (804 million USD) in NEV development by the end of 2015. Especially for pure electric vehicles. The megacity is using electric mobility as an instrument to reduce carbon emissions while creating economic growth. Against the background to the negative effects of traffic-related air pollution in China, the key is to promote sustainable transport. Comprehensive solutions have been adopted in several low-carbon city projects that prioritize Transit-Oriented Development (TOD) strategies. From 2011 to 2020, Shenzhen wants to reduce carbon emissions by 40-45 %. To activate green public and private investments, the city leaders formulated several policies for New Energy Vehicles (NEV) and charging infrastructure promotion and application. With the development of existing fast charging networks from 1,100 to 1,800 piles for commercial NEVs and slow charging piles in 5 % of all residential and 10 % of all public parking spaces, policymakers hope to overcome the bottleneck constraint in a lack of charging infrastructure. From 9,392 NEVs by the end of 2014, an additional 15,000 new energy taxis, buses, municipal vehicles, e-car-sharing services and private NEVs are to be subsidized in the coming years. Several top-down policies support these goals, for example purchase or tax incentives connected with sanctions for fuel car number plates.     In collaboration with the German newspaper WELT, a team of researchers from HafenCity University Hamburg developed new views of the River Elbe, showing the riverbed in a couple of 3D interactive views and videos. These have been integrated into a multimedia special which follows the goal to give people better insights into the complex topic of the fairway adjustment of the Elbe.     Die vorliegende Arbeit untersucht das Oberhafenquartier Hamburg auf seine Qualitäten als Experimentierraum für Kreativschaffende. Unter dem Stadtentwicklungskonzept der Creative City wird der planerische Umgang mit Kreativquartieren beleuchtet. Als Aufhänger dient dabei die von Foucault entworfene Heterotopologie. Damit sollen die Notwendigkeit und der Nutzen von Räumen mit geringer Reglungsdichte und ohne starres Nutzungskonzept aufgezeigt werden. Die im bisherigen Prozess der Entwicklung des Oberhafens aufgetretenen Gegensätzlichkeiten werden in einem Dilemmata-Schaubild zusammengestellt. Die Natur der Planung als Paradoxon verstehend, wird damit ein Konzept zum situativen Umgang mit Kreativquartieren vorgestellt

    The M1 project “Sustainable development and the role of inter-municipal cooperation. A case study on Lüneburg Region” focused on the region of Lüneburg, situated in the German state of Lower Saxony. The region consists of the city of Lüneburg and its surrounding predominantly rural areas. In 2014 the city of Lüneburg was nominated for the German sustainability award as one of the three most sustainable middle-sized cities in Germany because of its achievements in its several local sustainability initiatives. Most of the local activities currently exist within the administrative boundaries of the city of Lüneburg. The cooperation between the city and the rest of the smaller municipalities and the rural parts of the region is apparently non-suffi cient. Therefore, the focus of this project was the strengthening of the cooperation between the city of Lüneburg and its surrounding municipalities and rural parts in order to achieve the sustainable development of the whole region. Recognising the diff erent existing strengths in the focus area through the thoroughly analysis of the region, the project provides a strategy to valorise and address these emerging trends towards a sustainable model of development for the entire region. Starting from the existing and well-working bilateral cooperation models of sustainable development in the region, the focus of the strategy is in further consolidating this model and providing a new model of network cooperation for the future, involving several local non-governmental actors from diff erent fields and administrative levels in the Lüneburg Region. All in all, the developed strategy for achieving a sustainable development for the whole region is based on a bottom-up approach which is strengthened by the top-down framework of inter-municipal cooperation in the end

    Wechselwirkungen zwischen Klimaschutz und Klimaanpassungsmaßnahmen in der Regionalplanung

    Der Klimawandel erfuhr in den letzten Jahrzehnten zunehmend an Aufmerksamkeit. Sowohl Klimaschutz als auch Klimaanpassung gewannen in der Wissenschaft, sowie in den letzten Jahren vermehrt auch in der regionalplanerischen Praxis an Bedeutung. Gleichzeitig stellen sie neue, bisher nicht betrachtete Anforderungen an die Regionalplanung, wie z. B. eine überregionale Betrachtung von Klimafolgen, daraus resultierende Anpassungsnotwendigkeiten oder den Umgang mit Unsicherheiten. Nicht nur die Deutsche Anpassungsstrategie (DAS) misst der Regionalplanung als Querschnittsplanung eine hohe Bedeutung zur Bewältigung der Herausforderungen des Klimawandels bei (Bundesregierung 2008, 42). Aufgrund ihrer regionsbezogenen Sichtweise wird sie auch aus der Perspektive der Forschung als wichtige Entscheidungs- und Koordinierungsebene sowohl für die Klimaanpassung als auch für den Klimaschutz bezeichnet. Denn die Maßnahmen beider Strategien weisen häufig einen überörtlichen Bezug auf (ARL 2009a, 9; Birkmann et al. 2010, 5, 19; Frommer 2009, 129; Schlipf, Herlitzius & Frommer 2008, 77). Die Erhebung des Forschungsstandes identifiziert zwei Erkenntnislücken. Zum Einen existieren für die regionalplanerische Ebene bisher keine Erhebungen dahingehend, ob und in wie fern die Maßnahmen zum Klimaschutz und zur Klimaanpassung sich gegenseitig negativ oder positiv beeinflussen könnten (BMVBS 2010a, 81). Weiterhin beschreibt die Literatur keine geeignete methodische Herangehensweise zur Analyse derartiger Wechselwirkungen. Die Arbeit formuliert daher zwei Erkenntnisfelder. Das inhaltliche konzentriert sich auf die Erhebung von Wechselwirkungen zwischen regionalplanerischen Klimaschutz- und Klimaanpassungsmaßnahmen. Ausgehend von den zehn durch die Ministerkonferenz für Raumordnung (MRKO) für Klimaschutz und Klimaanpassung genannten Handlungsfelder erfolgt für jedes Handlungsfeld die Wahl einer Maßnahme. Die zugrunde liegende Annahme ist, dass eine Wechselwirkung sich durch eine Verschneidung der regionalen Bedeutung und des regionalen Einflusses einer Maßnahme ergibt. Um die Bedeutung und den Einfluss zu erheben, wird für das methodische Erkenntnisfeld ein Analyserahmen erstellt, bestehend aus Methodenkomponenten des Analytical Hierarchy Process (AHP) und der Sensitvitätsanalyse. Der AHP ermittelt einen Bedeutungskoeffizienten, der das Gewicht einer Maßnahme aus Sicht der Regionalplanung darstellt. Das Vorgehen ermöglicht es, die Maßnahmen entsprechend ihrer regionalen Relevanz in einer Rangfolge abzubilden. Anhand der Sensitivitätsanalyse werden folgend die gegenseitigen Einflüsse zwischen den Maßnahmen aufgezeigt. Die Bewertungen erlauben die Ableitung verschiedener Rollen, die den Maßnahmen eine aktive, reaktive, kritische oder puffernde Rolle zuweisen. Die Erhebung der empirischen Daten erfolgte mittels einer halbstandardisierten Befragung der regionalen Planungsstellen in Deutschland. Die Auswertung der Befragung bietet zum einen Erkenntnisse über die Wahrnehmung von Klimaanpassungs- und Klimaschutzmaßnahmen. Des Weiteren zeigt sie mögliche Konflikte und Synergien zwischen den zehn untersuchten Maßnahmen auf. Für jede Maßnahme wird ein Interaktionspotenzial definiert. Vor dem Hintergrund der Komplexitätstheorie werden die Ergebnisse abschließend erörtert. Die Ergebnisse aus der Erhebung münden in einer Reflexion des Rollen- und Steuerungsverständnisses der Regionalplanung. Demnach ergeben sich Wechselwirkungen zwischen den regionalplanerischen Maßnahmen nicht ausschließlich in Abhängigkeit vom Planungsobjekt, sondern gestalten sich ebenso vor dem Hintergrund des Planungssubjektes dar. Die Erkenntnisse dieser Arbeit werden anhand von fünf Kernaussagen zusammenfassend dargestellt.Climate change has gained increasing attention in recent years. Both climate mitigation and climate adaptation have become more and more important in science as well as regional planning practice. Simultaneously, they pose new challenges for the regional planning practice. This includes for example considering climate change impacts on a supra-regional level, the resulting need for adaptation and dealing with uncertainties of climate predictions. Therefore, the German Adaption Strategy (DAS) emphasises the importance of regional planning in its function as a cross-sectoral planning institution and attributes high importance for a successful management of climate change challenges to it (Bundesregierung 2008, 42). Also research considers regional planning as a crucial level for coordination and decision-making, due to its region-oriented and supra-local perspective. Measures of both strategies - mitigation and adaptation - often are characterized by their supra-local implications (ARL 2009a, 9; Birkmann et al. 2010, 5, 19; Frommer 2009, 129; Schlipf, Herlitzius & Frommer 2008, 77). Given the current state of research two knowledge gaps were identified. Firstly, so far no analysis of possible interactions between climate mitigation and adaptation measures for the regional planning level in Germany has been conducted (BMVBS 2010a, 81). Secondly, no suitable methodological approach for characterising interactions between different measures could be identified in the existing literature. Based on these first insights two research areas were defined. The first one addresses the content, analysing possible interactions between mitigation and adaption measures for regional planning. Based on the ten actions fields for mitigation and adaptation determined by the conference of ministers for spatial planning (MKRO), one measure per field is chosen. The underlying assumption here is that an interaction is the result, intersecting regional importance and regional influence of a measure. The degree of importance and influence will be analysed within the developed coherent analytical framework. This framework combines methodical components from the Analytical Hierarchy Process (AHP) and the Sensitivity Analysis developed by Frederic Vester. The AHP determines a coefficient for the importance of measures based on a pairwise comparison. The value obtained constitutes the weighting of each measure, as a result of the assessment made by the interviewed regional planners. Using components of the AHP allows ranking the measures in relation to their regional importance. Components of the Sensitivity Analysis on the other hand enable identifying the reciprocal impact between measures. Based on a pairwise comparison of measures different roles will be derived, assigning each measure an active, passive, critical or buffering capacity. For collecting the empirical data, a semi-structured survey addressing regional planning institutions in Germany is used. The analysis of the survey provides insights into the planners’ perception of the importance of climate mitigation and adaptation measures on the one hand and on the other hand into the reciprocity between them. Thus possible conflicts and synergies among the ten evaluated measures can be determined. Based on the research outcome, for each measure an interaction potential will be defined. Finally the research results will be reflected against the background of complexity theory. The outcomes induce a critical reflection of the regional planner’s self- and governance-perception. According to that, interactions between regional planning measures are not solely a result of measures and thus planning object, but are influenced additionally by the regional planning framework, thus the planning subject. Consequently, interactions are much more a qualitative result of the interplay between various regional factors.     City-Airport Hamburg: Ein mit der Stadt gewachsener Flughafen? Entstehung, Kontroversen, Eigenschaften, Potenziale und Herausforderungen

    Anlass der Arbeit sind die zunehmenden Interessenkonflikte zwischen Stadt und Flughafen infolge der Liberalisierung des europäischen Luftverkehrsmarktes und des Wachstums des internationalen Luftverkehrs in Deutschland. Seit den 1990er Jahren bauen Politik und Wirtschaft das deutsche Flughafennetz weiter aus. Für sie sind Flughäfen nicht mehr nur reine Verkehrsbauwerke, sondern auch globale Geschäftszentren, bedeutende Unternehmen, wichtige Arbeitsstätten und ökonomische Treiber der Städte und Regionen. Planung und Städtebau fördern die expansive Entwicklung von Flughäfen und sehen sie als Aufgabe und Chance. Sie formulieren moderne Konzepte neuartiger stadtähnlicher Gebilde, die räumlich getrennt und unabhängig von den Städten existieren und gut für den Luftverkehr funktionieren. Doch die planerische, räumliche, bauliche und gestalterische Umsetzung der wirtschaftspolitischen Ziele verzögert sich oder scheitert gar aufgrund der zunehmenden Komplexität der urbanen Wirklichkeiten. Aus-, Neu- und Umbau von Flughäfen stoßen bei Anrainern, Kommunen und Umweltorganisationen auf Widerstand. Sie beklagen den zunehmenden Luftverkehr, nächtlichen Flughafenbetrieb, anwachsenden Fluglärm, enormen Flächenverbrauch, explodierende Kosten, CO2-Emissionen und Havarierisiken. Die Planung und Entwicklung von Flughäfen braucht Jahrzehnte – gleichzeitig verlieren Flughäfen immer mehr an Akzeptanz in der Zivilgesellschaft. Angesichts dieser Problematik beleuchtet und reflektiert die vorliegende Arbeit für die Disziplinen Städtebau und Planung die Schnittstelle zwischen Stadt und Flughafen. Sie formuliert die These, dass Flughäfen in Deutschland wieder stärker mit Städten räumlich integriert und relational zu denken, zu planen und zu gestalten sind. Um diese These zu überprüfen, die Beziehung von Stadt und Flughafen zu reflektieren und den Wirkungszusammenhang zu beleuchten, untersucht sie einen in der Stadt räumlich integrierten Flughafen, den Stadtflughafen Hamburg. Mithilfe eines sozialtheoretischen Forschungsansatzes beschreibt sie coevolutionär, interdisziplinär und prozessual anhand der Schlüsselakteure, ihrer Interessen und Handlungen den integrierenden Transformationsprozess. Sie stellt dar, wie der Flughafen Hamburg sich zusammen mit der Stadt räumlich, ökonomisch, ökologisch, technologisch und sozial an die Dynamik des internationalen Luftverkehrs anpasst. Sie untersucht die spezifische Funktionsweise des Stadt-flughafens, seine Potenziale und die Herausforderungen, denen er sich stellen muss. Die zentrale Erkenntnis der Arbeit lautet, dass der räumlich integrierte Flughafen der Stadt in vielerlei Hinsicht besser dient als räumlich getrennt entwickelte und geplante Flughäfen. Gerade die räumlich integrierte Anordnung des Flughafens im Stadtstaat Hamburg motiviert die Stadt und den Flughafenbetreiber, wenn es darum geht, kooperativ eine wirksame verkehrliche Vernetzung mit global operierenden Fluggesellschaften zu garantieren und Konflikte und Spannungen mit Flughafenanrainern und Fluggesellschaften unter Mitwirkung der Disziplinen Planung und Städtebau zu reduzieren. Zudem gewinnt die Arbeit für die Disziplinen Planung und Städtebau Wissen über die Umstände für die ungleiche und arbeitsteilige Entwicklung von Flughäfen in Deutschland. Sie konstatiert, dass weiterer Forschungs- und Handlungsbedarf in diesem Forschungsfeld besteht. Für die Fallstudie Hamburg schlägt sie die funktionale und bauliche Ausgestaltung und Qualifizierung der Schnittstelle Stadt und Flughafen vor. Für die angespannten deutschen Stadt-Flughafen-Schnittstellen plädiert sie für eine stärkere Dezentralisierung und Lokalisierung der Luftverkehrswirtschaft. Den Schlüsselakteuren der Luftverkehrswirtschaft schlägt sie diesbezüglich weiterführende Forschungsfragen vor.This study deals with conflicts of interest between cities and airports that are increasing due to the liberalization of the European aviation market and the growth of international air travel in Germany. Since the 1990s, economic and policy actors have been planning and implementing the expansion of the German airport network. For these actors, airports are more than infrastructure; they comprise global business centers, renowned corporations, important places of work and economic drivers of cities and regions. Urban planning and design support the expansive development of airports, and view them both as a commission and an opportunity. These disciplines formulate modern concepts for new kinds of airport-friendly cities that exist spatially separated from and independently of cities, and serve the purposes of air travel accordingly. However, achieving such economical-political goals in terms of planning, space, construction and design is delayed or fails due to the increasing complexity of urban realities. The expansion, construction and transformation of airports leads to resistance among neighbors, communities, and environmental organizations. They criticize the increase of air travel, nighttime airport operation and aviation noise, as well as the enormous space consumption, exploding costs, CO2 emissions and the risk of aviation disasters. The planning and development of airports takes decades until completion, and airports are losing more and more acceptance within civil society. Against this background, the author’s research offers insight on the interface between cities and airports from the perspective of urban planning and design disciplines. It posits that airports in Germany need to (re-)integrate with cities in a stronger way, and therefore require a relational conceptualization, planning and design process. To pursue this thesis, to research its field of interrelations and to discuss the respective roles of actors, the study focuses on an airport that is spatially integrated into its city, the City Airport of Hamburg. Based on a social theory oriented research approach, the study describes the related integrative transformation process from a co-evolutionary and interdisciplinary viewpoint with regards to the key actors involved, their interests and actions in time and space. It analyzes the way the city of Hamburg and its airport co-adapt to the dynamics of international air travel in spatial, economical, ecological, technological and social terms. It therefore deals with the specific modes of function, potentials and challenges the City Airport comprises and is confronted with. The conclusion is made that the spatially integrated airport is used by and serves the city more intensely and diversely than airports that are spatially separated from cities. Further, it is particularly the spatially integrated situation of the airport within the city-state of Hamburg that specifically motivates the city and the airport operator to achieve and guarantee a cooperative and effective infrastructural networking with global airlines. This enables a reduction of conflict and tension between airport neighbors and airlines – by including urban planning and design disciplines. The study presents lessons learned to the urban planning and design disciplines on the circumstances of the uneven and division of labor-oriented development of airports in Germany, and points out future research needs. For the Hamburg case study, it proposes a means of qualification of the interface of city and airport in terms of function, construction, and design. For the current city-airport interfaces in Germany that are subject to similar patterns of stress, it calls for a stronger decentralization and localization of the aviation business, and formulates related future research questions for key actors

    Innerstädtische Gebäudeaufstockungen in Hamburg : konstruktive, rechtliche und gestalterische Rahmenbedingungen

    Das Wachstum deutscher Städte wie Hamburg, Berlin oder München generiert einen erhöhten innerstädtischen Wohnungsbedarf, der aufgrund knappem Baulandes und wenigen Neubauwohnungen nicht gedeckt wird. Infolgedessen steigen die Immobilienpreise und das städtische Wohnen wird besonders für Neuankömmlinge immer teurer. Sozioökonomische Verdrängungsprozesses sind die Folge. Die städtische Nachverdichtung mittels Gebäudeaufstockungen kann diesem Phänomen entgegenwirken, da Gebäudeaufstockungen zusätzlichen Wohnraum generieren, ohne zusätzliches Bauland zu verbrauchen, im Bauprozess zwar die Hausbewohner beeinträchtigen, die soziale Struktur des Hauses nicht zwangsläufig verändern und auf die zahlreichen innerstädtischen Bauten der nicht gewinnorientierten Wohnungsbaugenossenschaften gebaut werden könnten. Mit dieser Arbeit sollen wissenschaftlich fundierte Erkenntnisse zu den technischen, rechtlichen und gestalterischen Rahmenbedingungen von innerstädtischen Gebäudeaufstockungen in Hamburg gewonnen werden, um Entscheidungsprozesse in Bezug auf Gebäudeaufstockungen zu erleichtern. Hierzu wurde die historische Entwicklung der Hamburger Wohnungsbauten und deren Bauteile von 1870-1970 erforscht und in Modellen dargestellt. Anschließend wurden die für Gebäudeaufstockungen relevanten Bauteile, Fundamente, Wände und Decken analysiert und im Hinblick auf eine Gebäudeaufstockung konstruktiv bewertet. Auf Grundlage der Analyse aktueller baukonstruktiver und baurechtlicher Anforderungen an Gebäudeaufstockungen wurden deren grundsätzlichen konstruktiven Eigenschaften bestimmt. Anschließend wurden Konstruktionssysteme ermittelt und Konstruktionsbeispiele entwickelt, die den konstruktiven Zwängen der historischen Bestandsbauten und den aktuellen Anforderungen an Gebäudeaufstockungen entsprechen. Abschließend wurde eine Methode dargestellt, die es erlaubt, frühzeitig auf Grundlage einer räumlichen Kontextanalyse erste gestalterische Vorgaben zu treffen. Hierbei hat sich gezeigt, dass die historischen hamburgischen Baukonstruktionen bis zum Ende des zweiten Weltkrieges nicht den Bauregeln anderer deutscher Länder entsprechen und im Vergleich statisch deutlich schmaler dimensioniert sind. In Hamburg können historische Bauten unter statischen Gesichtspunkten nicht grundsätzlich aufgestockt werden. Unter baurechtlichen Gesichtspunkten könnte jeder hamburgische Wohnungsbau, der vor 2006 fertiggestellt wurde, aufgestockt werden, solange dessen höchstes Geschoß nicht höher als 22 m ist. Die statische Untersuchung des Bestandsbaus ist projektentscheidend und sollte frühzeitig erfolgen. Birgt der Bestandsbau statische Reserven, sollte die Gebäudeaufstockung als Leichtbau geplant werden. Leichtbaukonstruktionen die den hamburgischen Rahmenbedingungen entsprechen, sind hier beispielhaft aufgeführt.Urban growth in German cities like Hamburg, Berlin or Munich generates a high demand for housing which consequently boosts urban real estate prices and gentrification at large. Settling in urban environments becomes more unaffordable for people in particular at the low to average income level. Urban redensification by building on top of existing buildings can counteract this process, because it generates additional housing without dissipating expensive building plots and affecting the resident’s social structure. Applied to historical cooperative buildings in Hamburg it could generate many non-profit organised and thus affordable dwellings. This paper elaborates on existing scientific knowledge about the constructive, legal and design aspects of urban building expansion. The paper will give a directive in order to facilitate promoter’s decisions to build atop of existing buildings. Therefore, at first, the historical development of Hamburg’s residential buildings between 1870 and 1970 and their constructive components were investigated and visualized in schemes. The constructive aspects of the historical building parts, foundations, bearing walls and slabs were analysed and evaluated with regard to potential building expansion. The actual legal and technical requirements for rooftop construction were analysed and associated constructive properties for rooftop construction defined. In a next step the paper discusses corresponding constructive systems according to actual requirements and according the basic parameters of the existing fabric. Finally a design strategy was developed based on an urban and architectural analysis of the existing environment. Until the end of the Second World War, Hamburg’s building codes were very different and lean in content compared to other German building regulations. Therefor Hamburg’s buildings can’t generally be expanded; a structural analysis of the existing building stock should initiate the project of expansion. The legal circumstances permit the expansion of all residential buildings lower than 22m and raised before 2006. If the existing structure can bear additional loads, the elevation should be designed with a Lightweight construction. Some lightweight constructions are typical conditions, which are exemplified within this paper
