    Sought, found. The results of the area search

    FindingPlaces is a collaborative project of the HafenCity University Hamburg in conjunction with the city of Hamburg. In workshops during the period from 26 May to 15 July 2016, citizens of Hamburg searched on an interactive city model (a so called CityScope) for public areas suitable for the erection of refugee accommodations. The mission: to find areas enabling the accommodation of 20,000 refugees in total. The workshops were moderated by steg Hamburg (Stadterneuerungs- und Stadtentwicklungsgesellschaft Hamburg [Urban Renewal and Urban Development Corporation Hamburg]) and carried out academically by the HafenCity University Hamburg. Additionally, representatives of the city districts as well as of the Zentraler Koordinierungsstab Flüchtlinge (ZKF) [Central Coordination Unit for Refugees] supported the discussions with their expert knowledge. The participants proposed specific areas and discussed the advantages and disadvantages in depth. Furnished with their comments and a recommendation for a certain number of accommodation places, the suggestions were sent to the city for assessment. The city examined the areas within 14 days. The inspection results were published online at www.findingplaces.hamburg. The inspection result and the comments on an area were also stored in the interactive model so that subsequent workshop participants could retrace which parcels of land had already been discussed with what result. After examination by the city, 44 areas remained that appeared suitable according to the initial assessment for a temporary development with refugee accommodations. The recommendations of the workshop participants for these areas cover about 6,500 accommodation places. This corresponds to approximately the number of refugees who are currently still living in precarious accommodation situations, such as building supply stores or initial reception sites and who already have a claim to a follow-up accommodation. Im Zeitraum vom 26. Mai bis zum 15. Juli 2016 haben Hamburgerinnen und Hamburger in Workshops an einem interaktiven Stadtmodell (ein sogenanntes CityScope) nach öffentlichen Flächen gesucht, die sich zur Errichtung von Flüchtlingsunterkünften eignen. Die Aufgabe: Flächen finden, die die Unterbringung von insgesamt 20 000 Flüchtlingen ermöglichen. Die Workshops wurden von der steg Hamburg (Stadterneuerungs- und Stadtentwicklungsgesellschaft Hamburg) moderiert und von der HafenCity Universität Hamburg wissenschaftlich durchgeführt. Zusätzlich unterstützten Vertreterinnen und Vertreter der Bezirke sowie des Zentralen Koordinierungsstabs Flüchtlinge (ZKF) mit ihrem Fachwissen die Diskussionen. Die Teilnehmerinnen und Teilnehmer haben konkrete Flächen vorgeschlagen und ausführlich die Vor- und Nachteile diskutiert. Mit ihren Kommentaren und einer Empfehlung für eine bestimmte Anzahl von Unterbringungsplätzen versehen, wurden die Vorschläge zur Prüfung an die Stadt geschickt. Die Stadt hat die Flächen innerhalb von 14 Tagen geprüft. Die Prüfergebnisse wurden online unter www.findingplaces.hamburg veröffentlicht. Das Prüfergebnis und die Kommentare zu einer Fläche wurden auch im interaktiven Modell gespeichert, so dass nachfolgende Workshopteilnehmerinnen und -teilnehmer nachvollziehen konnten, welche Grundstücke bereits mit welchem Ergebnis besprochen wurden. Nach der Prüfung durch die Stadt sind 44 Flächen verblieben, die sich nach der Ersteinschätzung als geeignet für eine temporäre Bebauung mit Flüchtlingsunterkünften zeigen. Die Empfehlungen der Workshopteilnehmerinnen und -teilnehmer für diese Flächen liegen bei rund 6 500 Unterbringungsplätzen. Das entspricht in etwa der Anzahl von Flüchtlingen, die zurzeit noch in prekären Unterbringungssituationen wie Baumärkten oder Erstaufnahmen leben müssen und bereits einen Anspruch auf eine Folgeunterkunft haben. Der Fokus liegt dabei auf Plattenbauteilen aus Brettsperrholz und OSB in der Anwendung als Dacheindeckung und Geschossdecke. Ziel der Arbeit ist es, für beide Werkstoffe und Anwendungsgebiete Vordimensionierungswerkzeuge zu entwickeln, die sich möglichst allgemein und mit geringem rechnerischem Aufwand anwenden lassen. Dabei besteht die Herausforderung, dass möglichst universell anwendbare Formeln oder Diagramme anhand von spezieller Bemessungssituationen entwickelt werden müssen

    How to involve inhabitants in urban design planning by using digital tools? An overview on a state of the art, key challenges and promising approaches

    Different cases of public disagreement in different European countries have shown recently that perusing a thorough planning process is by no means a guarantee for a broad public acceptance of an envisioned urban project. Consequently, the employment of digital media and tools to enable participation of inhabitants in urban planning processes on a massive scale is a promising, but currently not comprehensively analyzed approach. Our research activities are intended to gain an overview on a state of the art of research on communication channels, methods and best practices as well as to identify key challenges and promising strategies and tools to overcome these challenges with specific regards to large numbers of users and digital supported approaches. The latter aspects comprise the investigation of phenomena like participant selection, framing effects and gamified approaches for digital-mediated participatory processes as well as native language processing techniques to examine opinions as well as ideas of relevance from massive public feedback. To examine, we performed literature reviews of several hundred research articles, investigated cases in Germany, France and the Netherlands by interviews and workshops with stakeholders and employed methods of prototyping to conceptualize, develop and assess some promising approaches such as sentiment analysis in detail

    Wie können Bürgerbeteiligungsverfahren durchgeführt werden, damit die BürgerInnen einen angemessen Einfluss auf die Straßenbäume innerhalb von Straßenplanungsverfahren nehmen? Der Schwerpunkt der Thesis liegt auf Planungen des Landesbetrieb Straßen, Brücken und Gewässer (LSBG). Dies ermöglicht die Untersuchung von Praxisbeispielen in Hamburg und damit den Planungsvorgang und die Einwirkung von Bürgerbeteiligungsverfahren auf die Planung. Als Beispiele dienen die Umgestaltung des Kreisels Klosterstern und der angrenzenden Straßen Eppendorfer Baum und Rothenbaumchaussee, im Bezirk Eimsbüttel. Sowie die Überplanung des Straßenzuges Krausestraße - Mühlenstraße - Brauhausstraße - Hammer Straße, welcher in den Bezirken Hamburg-Nord und Wandsbek liegt. Die Bachelorthesis entsteht im Rahmen des Verbundprojektes „Stadtbäume im Klimawandel“ (SiK): Klimafolgen-Monitoring und Anpassung“.     Entwurf und Implementation einer Daten-Schnittstelle zum Betrieb des Laserscanners VLP-16 an einem Raspberry Pi

    Die vorliegende Arbeit ist Teil eines Projektes, das den modular austauschbaren Betrieb verschiedenster Sensorsysteme an einem Multikopter erlauben soll. Im Speziellen wird hier die Datenschnittstelle von einem Kompakt-Laserscanner Velodyne Lidar Puck VLP-16 zu einem Einplatinencomputer Raspberry Pi entwickelt und implementiert. Der Scanner selbst liefert hierbei die Daten in einem proprietären, binären Format. Diese sollen dann in ein einfach lesbares Format, beispielsweise eine ASCII-Datei, umgewandelt und gespeichert werden. Außerdem benötigen die Daten einem eindeutigen Zeitstempel, um diese später mit den anderen Sensorsystemen verknüpfen zu können. Diese Datentransformation sollte möglichst simultan zur Aufnahme erfolgen. Auch Teil der Arbeit ist die Schaffung einer Steuerung der Laserscanneraufnahme. Hierfür wurde ein Bedienmodul erstellt, welches am Raspberry Pi direkt angeschlossen werden kann, sowie eine Weboberfläche entwickelt, die die Steuerung während des Fluges ermöglichen soll

    Urban density for a carbon free city in different climates

    In a carbon free city, the energy demand, including thermal energy (heating, cooling and hot water), power (ventilation and artificial light) in buildings and transport, need to be covered by the renewables gained on site or in the surrounding area outside of the town. This means a huge compensating area is required for harvesting renewable energy. This paper aims to explore the urban density that could potentially achieve the balance among three requirements: energy saving, land saving, and human scale. By holding constant of building type, estate size, thermal energy system, power harvesting system, lighting system and traffic energy (electric car), different scenarios of urban density in various climate zones were compared. The results show that, although increasing urban density by increasing number of storey does reduce transportation energy consumption, the rate of decreased transportation energy consumption slows down as the number of storey increases. Also, artificial light will reach saturation (100% of hours of use) with increased number of storeys and, therefore, increase building energy consumption. For cold or moderate climates, the optimal scenario would be 4 to 6 storeys with street width of 25m. For the hot and humid climates, the optimal choice would be 6 to 8 storeys and the effect of urban density on the land-use requirement is larger than the effect of compensating area because heating is power-based. These optimal ranges of number of storey provide good daylight access and also fall into the range of human scale

    Everyday state of emergency. The influence of French counterterroristsecurity measures on public spaces in Paris

    This work investigates the influence of counterterrorist measures on public spaces in Paris. It starts with a theoretical background on securitisation and militarisation in urban spaces and highlighting historic events in the French context related to the topic. Then, the work focuses on two major security tools of the French counterterrorist apparatus: a) the Vigipirate plan – the main national permanent counterterrorist security plan –; and b) the state of emergency – a legal tool that gives extra power to the executive branch and police forces, put into force since the November 2015 attacks in the Île-de-France region. Observing the process of decision and implementation of these measures, a list of involved actors is identified, which gives bases to understand the application of security measures in the physical spaces of the city. The observation of 47 sites in the metropolitan area of Paris lead to the identification of 26 security elements playing different roles to the counterterrorist security. These different manifestations of the security framework are seen in depth in three spaces of Paris: Forum des Halles, Gare du Nord and Place de la République. A highly frequented commercial centre, the Europe’s largest railway station and one of the most social and political representative square of the city reveal to what extend the counterterrorist measures affect the everyday life in Paris. They also serve as a fundament to question the French counterterrorist security apparatus and its potential uses beyond the combat against terrorism
