    A Database for Participation Methods in Urban Development

    In order to enable appropriate citizen engagement and user participation in urban development projects, knowledge is needed about the availability of tools and methods and their applicability to the different stages of a design or planning process. However, a systematic overview of the various digital and non-digital approaches for public participation is still missing. Addressing this shortcoming, we have summarized state-of-the-art instruments for participatory urban design in Germany, and summarized them by the means of a comprehensive and comparative database. To establish the database, we have analyzed participation guidelines published by 30 German municipalities and catalogued the tools and methodologies in use there. Information could be gathered on 70 different methods and tools of different levels of complexity. The approaches were classified inter alia by the level of engagement, plus 13 other categories. All findings were compiled into a data structure, giving basic information on the methods, links to reference documents, and sample projects. Our investigation has given evidence that certain methods are well known and widely applied by municipalities and stakeholder groups, while other more ambitious approaches are used only by larger and more resourceful cities. To the latter class, many digital tools belong. – The database is intended as search tool and information base for stakeholders who want to search and compare different participatory approaches. It is a key component for a process design tool enabling planners, authorities and managers for the design of participatory processes that can correspond closely to specific contexts. Being associated to the EU H2020 project “U_CODE Urban Collective Design Environment”, the database will be launched 2017 on the project website www.u-code.eu

    The return of the siegesburg - 3D-reconstruction of a disappeared and forgotten monument

    Many Cultural Heritage (CH) monuments are destroyed in the past and they are often lost forever. If there is no contemporary metric documentation of the historic objects available, the monument and the information about this monument could be disappeared and forgotten forever. The Siegesburg (also known as Segeberg castle) located on the "Kalkberg" (Chalk Mountain) in Bad Segeberg in Northern Germany, is a typical example for such a monument, which was destroyed by Swedish troops at the end of the Thirty Years' War in 1644. This important monument was only documented by a few historic isometric maps, but the castle and even the later castle ruin were totally destructed and demolished over the last centuries and disappeared forever. Furthermore, this significant memorial is even forgotten in many people's mind. This contribution describes the physical and virtual return of the Siegesburg by 3D reconstruction using historic sources. The laboratory for Photogrammetry & Laser Scanning of the HafenCity University Hamburg conducted this project in co-operation with the museum Alt-Segeberger Bürgerhaus (Old-Segeberg town house). The process of the 3D reconstruction and visualisation of both the Kalkberg and the castle is presented in this paper

    Smart City Selling? Business Models and Corporate Approaches on the Smart City Concept

    In the era of knowledge economy and rapid technological development related to ICT, open data and IoT, cities became living laboratories where new forms of urban operations are envisioned and introduced. In this regard, cities are markets offering numerous opportunities for the private sector to introduce smart products and services. So far, a considerable amount of literature has been published regarding the theoretical as well as technical aspect of smart city models. Still, there remains a research gap in terms of in–depth empirical studies related to the involvement of the private sector into creating frameworks for a smart city design and implementing business models in cooperation with the public sector. Based on two case studies – cities of Warsaw and Hamburg, the goal of this paper is to discuss the actual involvement of the private sector in establishing smart cities. Firstly, the relation between the smart city term and actions taken, as well as corresponding business models adapted by the private sector regarding this area are discussed. Secondly, empirical case studies’ analysis based on semi–structured interviews, secondary data and desktop research was conducted. The results presented may facilitate improvements in strategic urban management and business development

    Die Untersuchung beinhaltet eine vergleichende Fallstudie mit stadtplanerischem Schwerpunkt über die im 20. Jahrhundert geplanten und gebauten neuen Hauptstädte: Canberra, Chandigarh, Islamabad, Brasilia, Gaborone, Lilongwe, Dodoma, Abuja, Putrajaya, Astana. Anspruch ihrer Erbauer war es jeweils, eine „City Beautiful“ nach den modernsten städte-baulichen und planerischen Erkenntnissen ihrer Zeit zu bauen. Daher bieten sich die Städte besonders für eine Analyse der städtebaulichen Leitbilder und stadtplanerischen Strategien im vergangenen Jahrhundert an. Die Hauptstädte werden in ausführlichen Fallstudien dargestellt. Dazu wurden Analysen von Planwerken, Literatur und Statistiken sowie zahlreiche Interviews mit Stadtplanern und Wissen-schaftlern in den Hauptstädten sowie eigene Erhebungen und Analysen vor Ort durchgeführt. Auf dieser Grundlage werden Motive und politische Ziele der Auftraggeber, die städtebaulichen Konzeptionen, das Realisierungsmanagement sowie die Umsetzung analysiert. Es werden die Probleme beim Aufbau der Städte, die Änderungen in der Planung und die aktuellen Probleme in ihrer Stadtentwicklung beschrieben. Im Überblick werden weitere Hauptstadtprojekte des 20. Jahrhunderts sowie des begonnenen 21. Jahrhundert vorgestellt. In einem Vergleich der zehn Städte wird herausgearbeitet, welche materiellen und planungsmethodischen Probleme aktuell bestehen. Abschließend wird aufge-zeigt, welches die größten Herausforderungen für die zukünftige Stadtentwicklung der Haupt-städte sind.This work comprises ten comparative case studies about the capitals planned and built in the 20th century: Canberra, Chandigarh, Islamabad, Brasilia, Gaborone, Lilongwe, Dodoma, Abuja, Putrajaya, Astana. The cities are all planned as a City Beautiful and are oriented towards the most modern and ambitious planning ideas at the time of their foundation. Therefore, they are especially suitable for an analysis of last century’s urban planning guiding principles and strategies. The case studies are based on the analysis of urban development plans, literature and statistics as well as on a large number of interviews with planners and scientists in the capital cities. The research is focused on motives and political goals of the contracting authorities, the urban concepts and the implementation management. The problems at time of foundation, the changes of strategies of planning in the meantime and the current situation in the capitals will be analyzed. As conclusion the future challenges for the urban development in the ten capitals will be identified. A few more capital cities of the 20th century and the first projects of capital cities in the 21th century will be described in an additional overview. As result of the comparison the biggest physically and methodic planning problems existing today will be pointed out. Changes of planning methods and strategies which are needed for more effective urban planning will be described

    The ¿Urban Voids? project is a multi-disciplinary academic exchange for the development of research methodologies on current dynamics of urban transformation in the agglomerations of Buenos Aires and Hamburg. Using the example of urban voids as a phenomenon of discontinuity in transformation processes helps to collect and exchange cultural and disciplinary perspectives for the development of research questions and methodological approaches in the transdisciplinary and transcultural research contexts of urban and societal transformative research. This report documents the first workshop within the ¿Urban Voids? project, carried out in Buenos Aires in March 2017.El proyecto ¿Vacíos Urbanos? propone un intercambio académico multidisciplinario focalizado en metodologías de investigación sobre dinámicas urbanas en las aglomeraciones de Hamburgo y Buenos Aires. Los vacíos urbanos, entendidos como rupturas discontinuas en los procesos de transformación urbana, ayudan a comprender e intercambiar nuevos interrogantes y abordajes de investigación en el contexto transdisciplinar y transcultural del proyecto, desde diferentes perspectivas disciplinarias de investigaciones sobre transformaciones urbanas y sociales.
