    Schon auf der UN-Konferenz für Umwelt und Entwicklung 1992 wurden die Auswirkungen des Klimawandels auf die Entwicklung der Städte erörtert. Damals lagen die Handlungsschwerpunkte auf der Eindämmung der weltweiten Treibhausgasemissionen. Seitdem wird regelmäßig debattiert, wie der Klimawandel aufgehalten werden kann und welche Maßnahmen dafür besonders geeignet sind. 2021 ist die Klimakrise immer noch nicht gelöst. Und der Klimawandel schreitet ungehindert voran. Besonders in Städten sind Mensch und Umwelt dem Klimawandel ausgesetzt. Die Auswirkungen sind vielseitig und beeinflussen alle Bereiche des Lebens. Diese Veröffentlichung befasst sich vor allem mit den sich verstärkenden Umweltauswirkungen des Klimawandels in Deutschlands wachsenden Städten. Dabei geht sie vertieft auf die stadtplanerischen Steuerungsmöglichkeiten zur umweltgerechten Klimaanpassung in Städten wie Hamburg, Berlin, Bremen und Stuttgart ein. Die Umweltprüfung bietet für die Bauleitplanung die Möglichkeit, diese Wechselwirkungen abzubilden, mit klimawandelinduzierten Unsicherheiten umzugehen und diese in die räumliche Planung zu integrieren.For cities it is becoming increasingly challenging to develop urban structures that can meet the needs of climate change as well as the need to create new housing. This challenge encompasses both the reduction of greenhouse gas emissions and the adaptation to climate affecting both known and unknown. Currently these can be described in trends for the various environmental resources. The interdependencies between the consequences of climate change and urban development increases the vulnerability of various environmental assets. To achieve climate-friendly urban development, it is essential to create spaces that contain the summer heat generation through cooling effects, preserve the natural water balance and provide vital habitats for plants and animals. For cities to be developed in a climate-friendly way it is necessary to create eco-spaces that reduce the heat island effects. This research is based on the examination of the impact of climate change on environmental resources and their interactions with urban development. Additionally, it describes the uncertainties which need to be addressed. Current events clearly show that the extent and impact of climate change cannot yet be fully assessed. Urban development and planning must tackle the consequences of climate change and the related uncertainties. It can apply the strategies of informal and formal planning instruments. Consequently, strategic environmental assessment can be used as an integrated planning tool, which helps to deal with unpredictable effects of climate change. This dissertation demonstrates how to integrate the identified approaches into the process of the strategic environmental assessment procedure in terms of both content and methodology. In this context, a schematic assessment model was developed. The analysis of practical examples shows how growing cities such as Bremen, Hamburg, Berlin and Stuttgart manage to integrate these aspects into their planning practices

    Modeling Pedestrian Flows: Agent-Based Simulations of Pedestrian Activity for Land Use Distributions in Urban Developments

    Pedestrian activity is a cornerstone for urban sustainability, with key implications for the environment, public health, social cohesion, and the local economy. Therefore, city planners, urban designers, and decision-makers require tools to predict pedestrian mobility and assess the walkability of existing or planned urban environments. For this purpose, diverse approaches have been used to analyze different inputs such as the street network configuration, density, land use mix, and the location of certain amenities. This paper focuses on the location of urban amenities as key elements for pedestrian flow prediction, and, therefore, for the success of public spaces in terms of the social life of city neighborhoods. Using agent-based modeling (ABM) and land use floor space data, this study builds a pedestrian flow model, which is applied to both existing and planned areas in the inner city of Hamburg, Germany. The pedestrian flows predicted in the planned area inform the ongoing design and planning process. The flows simulated in the existing area are compared against real-world pedestrian activity data for external validation to report the model accuracy. The results show that pedestrian flow intensity correlates to the density and diversity of amenities, among other KPIs. These correlations validate our approach and also quantify it with measurable indicators

    Distortion Effects in Equal Area Unit Maps

    Maps that correctly represent the geographic size and shape of regions, taking into account scaling and generalization, have the disadvantage that small regions can easily be overlooked or not seen at all. Hence, for some map use tasks where small regions are of importance, alternative map types are needed. One option is the so-called equal area unit maps (EAUMs), where every enumeration unit has the same area size, possibly also the same basic shape such as squares or hexagons. The geometrical distortion of EAUMs, however, leads to a more difficult search for regions as well as a falsification of topological relationships and spatial patterns. To describe these distortions, a set of analytical measures is proposed. But it turns out that the expressiveness of these measures is rather limited. To better understand and to model the influence of distortions, two user studies were conducted. The study on the search in EAUMs (also with the aim of reconstruct the search strategies of the users) revealed how important it is to consider the local topology (e.g. corner or border positions of regions) during the generation process. With regard to pattern identification, it could be shown that EAUMs significantly increase the detection rate of local extreme values. On the other hand, global lateral gradients or geostatistical hot spots often get blurred or even lost. As a consequence, a task-oriented selection of map types and further developments are recommended.Karten, die unter Beachtung des Maßstabes und der Generalisierung die geographische Größe und Form von Regionen korrekt wiedergeben, haben den Nachteil, dass kleine Regionen leicht übersehen oder gar nicht gesehen werden. Daher werden für einige Kartennutzungsaufgaben, bei denen kleine Regionen von Bedeutung sind, alternative Kartentypen benötigt. Eine Option sind sogenannte Equal Area Unit Maps (EAUMs), bei denen jede Einheit dieselbe Flächengröße und zumeist auch dieselbe Grundform wie Quadrate oder Hexagone besitzt. Die geometrische Verzerrung von EAUMs führt jedoch zu einer schwierigeren Suche nach Regionen sowie zu einer Verfälschung topologischer Beziehungen und räumlicher Muster. Um diese Verzerrungen zu beschreiben, wird ein Satz von analytischen Maßzahlen vorgeschlagen. Es zeigt sich jedoch, dass die Aussagekraft dieser Maßzahlen eher begrenzt ist. Um den Einfluss von Verzerrungen besser verstehen und modellieren zu können, wurden zwei Anwenderstudien durchgeführt. Die Studie zur Suche in EAUMs (auch mit dem Ziel, die Suchstrategien der Benutzer nachzuvollziehen) ergab, wie wichtig es ist, die lokale Topologie (z. B. Eck- oder Randpositionen von Regionen) während des Generierungsprozesses zu berücksichtigen. In Bezug auf die Identifikation räumlicher Muster konnte gezeigt werden, dass EAUMs die Erkennungsrate lokaler Extremwerte signifikant erhöhen. Andererseits verschwimmen globale laterale Gradienten oder geostatistische Hot Spots häufig oder gehen sogar verloren. Infolgedessen werden eine aufgabenorientierte Auswahl von Kartentypen sowie weitere Entwicklungen empfohlen

    Performing the playful City : Eine ethnographische Exploration bewegend-spielerischer Raumaneignung durch Parkour

    Als Gegenkultur verdeutlicht die Bewegungsphilosophie des Parkour, auch als Kunst der freien Fortbewegung bezeichnet, nicht nur unkonventionelle Spielräume im Stadtraum, sondern kontrastiert auch herkömmliche Tendenzen im Design, in der Steuerung, der Funktion und Organisation öffentlicher Räume. Anhand der ethnographischen Exploration bewegend-spielerischer Raumaneignung werden materielle und immaterielle urbane Möglichkeitsfelder aufgezeigt und neben der Stadtgestalt auch der Diskurs über die Stadt Hamburg als „Global Active City“ kritisch beleuchtet. „Performing the playful City“ legt den Fokus darauf, ein Gespür für die „Greifbarkeit“ von Stadt und die Verkörperung des urbanen (Un-)Möglichen zu entwickeln. Die dreimonatige Feldforschung mit einer Gruppe frei trainierender Traceure zeigt auf, wie urbane Landschaft zu Fuß entdeckt, mittels eines besonderen Blicks gesehen und in der praktischen Aneignung neu interpretiert wird. Dabei werden multifunktionale Spielräume generiert, materialisierte Machtlogiken unterwandert und Freiheitsgedanken in einer ungewohnten Selbstverständlichkeit verkörpert. Konzipierte Räume werden re-codiert und vermeintlich nutzlose Orte neu erobert. Somit kommt es zu einer Auflockerung der räumlichen Textur, zu einer Transformation und Manipulation räumlicher Alltagsgegenstände. Doch nicht nur räumliche Strukturen, sondern auch soziale Normen werden in Frage gestellt. Die unkonventionelle Gebrauchsweise urbaner Räume verweist auf Grauzonen zwischen öffentlich und privat, aber auch sozial akzeptiertem und nicht toleriertem Verhalten. Die untersuchte Bewegungspraxis erweist sich schließlich als eine performative Kritik einseitiger Raumnutzung und normativer Ordnung. Vor dem Hintergrund der zunehmenden Reglementierung, Institutionalisierung und Kommerzialisierung wird zudem die Vereinnahmung der scheinbar „freien“ Bewegungsdisziplin sowie ihre Entwicklung hin zu einem sich abzeichnenden Trend der (Selbst-)Sportifizierung von Stadt nachgezeichnet. Problematisiert werden somit nicht nur die Phänomenologie der Bewegung im Stadtraum, sondern auch dominierende Gestaltungs- und Governance-Logiken. „Performing the playful City“ ist ein Plädoyer für die spielerische Stadt(-Gestaltung) und setzt anhand der aufgezeigten Designing-In-Logiken ein Zeichen für den Mehrwert Design-geleiteter Forschung

    Urbane Kleingärten im Fokus von Stadtentwicklung : Übersetzungen eines mehrschichtigen Stadtraumes

    Kleingärten in verdichteten europäischen Städten sind zunehmend Druck ausgesetzt, ihre Existenz und ihr Nutzungsrecht gegenüber alternativen Ansprüchen zu legitimieren. Als Problem wird dabei artikuliert, dass sich die Kleingartenareale auf städtischem Boden befinden und damit ein grünes Allgemeingut darstellen, allerdings nur von einer begrenzten Anzahl von Pächter_innen genutzt werden. Damit wird eine private Nutzung auf öffentlichem Land postuliert. Aufbauend auf einer qualitativen Untersuchung zu Kleingartenumnutzungen in Hamburg und Basel und dem Wertordnungskonzept des Soziologen Laurent Thévenot, argumentiert der Aufsatz für die Begrenztheit dieser Sichtweise. Stattdessen werden Kleingärten als spezifischer grüner Stadtraum, der zwischen privaten und öffentlichen Grenzziehungen zu verorten ist und vielfältige Bezüge erlaubt, konzeptualisiert. Der Artikel folgert, dass Planungskonflikte um Kleingärten Ausdruck der Übersetzungen von persönlichen Raumbezügen in ein politisches issue sind und als Verhandlungen eines mehrschichtigen Raumes als commons zu verstehen sind

    Sea-Level Rise in Northern Germany: A GIS-Based Simulation and Visualization

    The future sea-level rise caused by climate change will lead to coastal regions being flooded and ecological and socio-economic systems being disrupted. This study examines the question of how the sea-level rise in Northern Germany can be simulated on a regional level and visualized as a media map. The simulation is based on the TanDEM-X digital elevation model, IDW interpolated current measurements of the sea level and the vertical land movement, as well as regional sea surface elevation projections for the year 2100. Two different climate scenarios were applied based on IPCC forecasts. Particular attention was paid to transforming elevation systems into orthometric heights. In addition, the uncertainties existing in the simulation of future developments were quantified and visualized. Depending on the applied scenario, an area between 1061 and 9004 km2 will be inundated. Accordingly, the affected population varies between 5477 and 626,880 people. The calculation of the inundated areas reveals serious differences; between the various climate scenarios, as well as between the North and Baltic coasts, but above all between the assumption of a stable coastal protection on the one hand and a dike breach on the other. Based on the requirements of journalistic cartography and the specific requirements of the German broadcasting company Norddeutscher Rundfunk (NDR), static maps were developed, which will be shown as a sequence starting with the least and ending with the most severe possible impact.In Folge des zukünftigen klimawandelbedingten Meeresspiegelanstiegs werden Küstenregionen überflutet und ökologische sowie sozioökonomische Systeme gestört. Die vorliegende Studie untersucht, wie der Meeresspiegelanstieg in Norddeutschland auf regionaler Ebene simuliert und als Medienkarte visualisiert werden kann. Die Simulation wird auf Basis des digitalen Höhenmodells TanDEM-X, mittels IDW interpolierten Messungen des aktuellen Meeresspiegels und der vertikalen Landbewegung sowie regionalen Prognosen zur Meeresoberflächenhöhe im Jahr 2100 erstellt. Auf Grundlage der IPCC-Prognosen wird auf zwei unterschiedliche Klimaszenarien eingegangen. Insbesondere wird darauf geachtet, dass Höhensysteme in orthometrische Höhen transformiert werden. Außerdem werden die bei der Simulation zukünftiger Entwicklungen bestehenden Unsicherheiten quantifiziert und visualisiert. Je nach angewendetem Szenario ist eine Fläche zwischen ca. 1061 und 10,116 km2 betroffen. Dementsprechend schwankt die betroffene Bevölkerung zwischen 5477 und 753,656 Menschen. Bei der Berechnung der Überflutungsflächen zeigen sich gravierende Unterschiede—zum einen zwischen Nord- und Ostseeküste, zum anderen zwischen den verschiedenen Klimaszenarien, besonders aber zwischen der Annahme eines standhaltenden Küstenschutzes und eines Deichbruchs. Ausgehend von den Anforderungen der journalistischen Kartographie sowie weiteren spezifischen Anforderungen des NDR werden statische Karten entwickelt, die als Sequenz beginnend mit den geringsten und abschließend mit den schlimmstmöglichen Auswirkungen gezeigt werden sollen

    Impact of dynamical thermal behaviour of external constructions on indoor temperature in warm locations: The case of Sao Carlos, Brazil

    In warm locations the effect that (strong) solar radiation is first absorbed on the outer surface, then transferred through the construction materials and finally arrives at the inner surface heating it up may be remarkable. The corresponding physical models describe this dynamical thermal behaviour, which is described by the quantities decrement factor (also known as temperature-amplitude-damping) and delay. There are two measures to reduce negative effects; thermal insulation and thermal inertness (mass). The paper investigates this effect in the warm and humid climate of Sao Carlos, Brazil. A typical living room is defined and both traditional and contemporary external wall constructions are proposed and assessed in regard to their thermal behaviour. The corresponding local standards NBR 15575 and 15220 give thresholds for stationary and dynami- cal physical behaviour. The proposed constructions were assessed, and it was found they fulfil all the obligatory NBR 15575 standards (U-value and thermal storage mass) but not the wider recommendations of NBR 15220. All constructions were also assessed with the European standard ISO 13786 that describes the dynamical physical behaviour precisely, whereas the Brazilian standards use approximate formulas. The selected room was investigated with the transient simulation software Primero-Comfort and the resulting indoor operative temperatures were assessed. Traditional constructions (brick) show very good values, whereas contemporary constructions (concrete slab, hollow concrete element) do not. The differences in indoor operative temperature lie in the range of two degrees, especially for the daily peaks. Furthermore, wood-based constructions were proposed and simulated. The room already behaved better with the simplest construction (two sheets of plywood) than contemporary constructions. A filling with 5 cm thermal insulation leads to very good values. Finally, recommendations for the currently used standards are given. Only the quantities of ISO13786 correlate well with the results; it describes the physical behaviour well and should be used to derive thresholds. NBR 15220 describes the decrement delay in satisfying correlation with the results but fails in the corresponding quantity for the decrement factor. Additionally, the obligatory NBR 15575 excludes light wood-based constructions even though such constructions behave well in the regarded climate. Both standards should be adapted

    Urban Regeneration of Large Housing Estates Post-Socialism in Niš, Serbia : Resource Effecient Planning in the Urban-Societal Context

    This publication analyzes the challenges and opportunities in housing that arose in the post-socialist transition period in the city of Niš, Serbia. The joint research project between HafenCity University and the Technical University of Niš proposes urban interventions for the Krive Livade district in Niš, designed to initiate a renewal process for the aging housing estates. The research is a result of close cooperation with local researchers and a comprehensive analysis of local conditions. From the management of public spaces to the activation of the local population and the supply of renewable energy systems, the projects take up different aspects of urbanism to use them as a basis for improving the quality of life for the local inhabitants of Niš. The focal points are based on the five central components of the master program “Resource Efficiency in Architecture and Planning” (REAP): Climate and Energy, Materials and Waste, Water, Energy Efficiency and Governance. Although the projects are tailored to the characteristics of Krive Livade, they have been developed with the explicit aim of serving as blueprints for projects in similar urban environments, in the Balkan region and beyond

    Predictive Skill Assessment for Land Water Storage in CMIP5 Decadal Hindcasts by a Global Reconstruction of GRACE Satellite Data

    The evaluation of decadal climate predictions against observations is crucial for their benefit to stakeholders. While the skill of such forecasts has been verified for several atmospheric variables, land-hydrological states such as terrestrial water storage (TWS) have not been extensively investigated yet due to a lack of long observational records. Anomalies of TWS are globally observed with the satellite missions GRACE (2002 - 2017) and GRACE-FO (since 2018). By means of a GRACE-like reconstruction of TWS available over 41 years, we demonstrate that this data type can be used to evaluate the skill of decadal prediction experiments made available from different Earth System Models as part of both CMIP5 and CMIP6. Analysis of correlation and root-mean-square deviation (RMSD) reveals that for the global land average the initialized simulations outperform the historical experiments in the first three forecast years. This predominance originates mainly from equatorial regions where we assume a longer influence of initialization due to longer soil memory times. Evaluated for individual grid cells, the initialization has a largely positive effect on the forecast year 1 TWS states, however, a general grid-scale prediction skill for TWS of more than two years could not be identified in this study for CMIP5. First results from decadal hindcasts of three CMIP6 models indicate a predictive skill comparable to CMIP5 for the multi-model mean in general, and a distinct positive influence of the improved soil-hydrology scheme implemented in the MPI-ESM for CMIP6 in particular
