APPROACH TO PUBLIC EXPENDITURE MANAGEMENT AND THE EFFECT OF TREASURY SINGLE ACCOUNTS SYSTEM ON PUBLIC UNIVERSITY ADMINISTRATION: A CASE STUDY OF NORTH CENTRAL UNIVERSITIES IN NIGERIA
Treasury Single Account (TSA) is an intervention policy of government that will drive revenue generation and close leakages of waste of fund in Nigeria. To achieve the goals of TSA, a unified banking structure that allows for funds and spending to be centralized by government was introduced. The study examined the effect of TSA on the Nigerian Universities to ascertain efficiency, level of acceptability to the universities and the implication of the policy to the autonomy of the universities. The study used primary data from questionnaire and it is limited to the universities in the north central geopolitical zone of Nigeria. The study employed a reconnoiter survey to identify and examine the changes in approach to public expenditure management as a result of the introduction of the TSA and its acceptability in the universities in Nigeria. A performance ratio analysis method was used to establish the change level. The findings shows that there was no significant change in value to the administration of the universities, university autonomy was eroded, bureaucratic bottlenecks increased, excess power to the CBN and too many interests on oversight functions. The study recommend improvement on TSA policy to help build efficiency in budget and performance of the public universities in Nigeria
A DETAILED REVIEW OF MULCHING: AN IMPORTANT TECHNIQUE IN AGRICULTURAL CROP PRODUCTION
Due to fast increase of the worldwide population, the requirements for foods to meet nutritional demands has risen dramatically. To fulfill the standard requirements, this necessitates increased global plant and food security. Mulches are generally among the most effective ways for increasing agricultural output while also protecting plants from certain elements that have an impact on agricultural production and yield. There are many distinct forms of mulches, but plastic mulches are perhaps the greatest extensively used globally. Plastic mulches are made up of a thin or thick covering of water-resistant substance that is liberally dispersed across farming area to keep moisture from evaporating. Plastic mulches help to minimize land degradation and offer a protection against microorganisms in soil. They are highly effective in controlling weeds & can be applied for an extended period of duration These can indeed be made manually but machinery are frequently used. Due to Pakistan’s severe river water scarcity, which were estimated at 11% in 2004 and are anticipated to reach 31% by 2025, it is imperative that certain solutions be implemented in attempt to reach peoples personal fundamental needs. Furthermore, to address the water shortage, additional holding facilities are essential. Mulches must be installed in appropriate opportunities to enhance output at the minimum cost

TRANSGENIC PLANTS TRANSFORMED FOR THEIR SIGNIFICANT ROLE IN PLANT PATHOLOGY: A REVIEW
The long-term viability of sustainable agriculture is a common concern that transcends crop processing methods. In terms of disease management, the advancements on Genetic Engineering (GE) definitely allow the rapid entry into the fields of specific and complex resistance pathways for the management of diseases and other abiotic stresses that imitate biological mechanisms if they are used accordingly. Although, acknowledging the significant advantages of GE innovations, broader concerns must be addressed, including social acceptance. When analyzing similar concerns, it is indeed significant to mention that not only various GE techniques but also that various GEs and Genetic Modification (GMs) are feasible, extending from quite small, selective genetic manipulation to the incorporation of transgenes in one species from other via cisgenics and intragenics. The applications of Transgenic Plants (TPs) transformed for disease resistance and tolerate abiotic stresses, transformed with Genes Coding (GC) for antipathogen compounds, transformed with nucleic acids that lead to resistance and to silencing of pathogen genes and production of antibodies against the pathogens have been reviewed in this review article
THE ASSOCIATION OF PEDAGOGIES AND SELECTED COVARIATES WITH PRE-SERVICE TEACHERS’ LEARNING OUTCOMES AND MOTIVATION IN PHYSICS LABORATORIES
This study focused on integration and implementation of generic components such as pedagogy, forms of laboratory, physics contents, processes skills, and nature of science in physics laboratories of college of teachers education. The study developed an alternative model of learning that guides selection and integration of generic components. In addition, guided discovery modified into three alternative approaches. Moreover, alternative approach used to select and derive covariates and dependent variables in physics laboratory work. The objective of the study was to analyze associations of independent, some selected covariates, and dependent variables with each other. The study employed tandem design phase III with quasi-experimental approach. Association study used to explore the relationship of variables. Convenience, purposive, and random samplings used to select study subjects. Due to implementation of some selected models of learning, and alternative integration of generic components in physics laboratory the association study of variables indicates that, the effect of procedural knowledge and academic performances had more direct on conceptual knowledge. In addition, using different pedagogies, conceptual knowledge, and academic performance had direct effect on procedural knowledge. Likewise, the effect of procedural knowledge and practicing process skills in physics laboratory had direct effect on motivation. Generally the study explores, an alternative approach of integrating generic components used in physics laboratory session produced unique association among independent, covariates, and depended variables with each other. Thus, when developing science/physics laboratory sessions, integration of generic components and association of students’ learning outcomes and motivation needs consideration
REVIEW ON EPIDEMIOLOGY, SAMPLING TECHNIQUES, MANAGEMENT STRATEGIES OF LATE BLIGHT (Phytophthora infestans) OF POTATO AND ITS YIELD LOSS
Late blight of potato is the most important polycyclic oomycete disease globally and is caused by Phytophtora infestans, which resulted in yield loss ranged from 5-100%. The pathogen spores can be spread via wind, rain splash, seed tubers, farm equipment, and animals. Losses due to Phytophthora infestans have been estimated to € 12 billion per annum, of which the losses in developing countries have been estimated around € 10 billion per annum. Disease assessment is done at the stage at which the crop tends to be most vulnerable to late blight epidemics, which is one to two weeks after flowering (45 to 65 days old) and each sample is assessed by the standard scale 1-100%. Late blight of potato can be managed effectively through the integration of all strategies such as removal of infected volunteer potato and other hosts, adjusting the date of planting and clean seed tuber, use of resistant varieties, seed dressing fungicides like metalaxyl, and use of Pseudomonas and Bacillus biosurfactants etc. Therefore, it is valuable to use integrated disease management to tackle the problem as best management approach.
 
AN OVERVIEW OF MUNICIPAL SOLID WASTE MANAGEMENT
The waste management from the previous few decades has become imperative environmental issue. The increasing population, industrialization & urbanization are the key factors associated with enormous waste production throughout the world. This review paper touches the functional elements of the Waste Management System. It is analyzed that the Solid Waste Management System (SWMS) should choose proper steps like collection, storage, processing, transport & disposal of waste so that severe impacts of waste can be minimized & the quality of life can be improved
AVIFAUNAL DIVERSITY IN URBAN ECOSYSTEMS OF NORTH MADHYA PRADESH, INDIA
The high rate of Urbanization and loss of bird habitat at the global level is increasing day by day and now due to this activity challenging ecosystem will create problems in the future because more people prefer to live in the cities. The main objective of the study was to know the current status of urban bird diversity, their habitat, and their conservation plan. Point count and Line transect methods were used for the bird survey. The various bird species with population were sighted through binocular and species identification was done by using different identification keys. Photograph of birds was taken by the Nikon DSLR camera and the GPS locations of each study site were recorded in the datasheet. The total numbers of 104 bird species were recorded from all study sites belonging to 16 orders and 48 families. In recent times some species migrated from urban to semi-urban areas because they have not existed in narrow habitats. However, some scavenger birds are seen at dead animal dumping sites. Family Columbidae was found dominant with 6% contribution followed by families like Muscicapidae, Sturnidae, Motacillidae, Scolopacidae, and Anatidae with 5% contribution each and further followed by other families with less than 5% contribution. These present results indicate that Rock dove is highly habituated in the urban ecosystem while House sparrow, Golden oriole, Grey hornbill, and Egyptian vulture are sensitive species. So they are seen as local migratory species. A conservation plan is needed to develop green belts at street level and with the maintenance of the old garden; new parks should be established in urban areas. The artificial nest (wooden nest), food (mixed grains), and water properly take place in parks. Birds are also important for the maintenance of the ecosystem because they act as an effective tool for biological pest control.  
ASSESSMENT OF HEAVY METAL BIODEGRADATION POTENTIALS OF PALM BUNCH ASH IN DIESEL OIL POLLUTED SOIL
Diesel oil pollution is a major challenge in most developing countries like Nigeria. This study was carried out to ascertain the possibility of remediating diesel oil polluted soils using palm bunch ash. Samples of garden soil with no history of diesel oil pollution were spiked with 100mL of Bonny Light diesel oil and left for two weeks to simulate a condition of major spill before adding different weights of palm bunch ash (0, P+NOPBA, 50g, 150g, 250g and 350g). 1g from each treatment was collected monthly and subjected to laboratory analysis using standard analytical methods for soil selected heavy metals contents using AAS. Preliminary results revealed alteration of chemical properties of soils, elevated heavy metals levels two weeks after spiking indicating that the soil sample had undergone slight alteration. There was a dose dependent decrease in heavy metal content of the diesel oil polluted soils with time. Mean concentration of Zinc ranged from 95.7mg/kg to 7.45mg/kg; 9590.5 to 99.83 in Fe; 3.5mg/kg 1.4mg/kg Cu; 1.45mg/kg to 0.06mg/kg Cd and 10.90mg/kg to 0.05mg/kg in Pb. Overall, net reduction in heavy metals was very low in soil left under natural attenuation (polluted untreated soil) than treated soils. This study has revealed a marked degradation of the heavy metal content of soil which indicated that palm bunch ash could be used for remediation of diesel oil polluted soil. It is recommended that palm bunch ash be replaced with conventional fertilizer in restoration of crude contaminated soil
