    INFORMATION TECHNOLOGY ADOPTION IN NIGERIAN LOCAL GOVERNMENT ADMINISTRATION; PERSPECTIVES CHALLENGES AND PROSPECTS

    The paper reveals the sustainable transformation of Local Government Administration in the contemporary digital age. The previous related studies merely focused on local government reforms. Therefore, this paper is to fill the literature gap by finding how local government administration will be computerized to conform with the global system and challenges of digitalization for effective service delivery, efficient administration and development. Virtually, it is discovered that local governments are in dearth of computer literate staff, computer application in operations, adequate financial resources and self-autonomy. The paper adopted the qualitative / secondary method of data collection and analysis. It used theoretical perspectives of the democratic participation, globalization, development school and localist. The study highlights the procedure, how local government evolution and reforms will culminate to digital era. Local government administration in Nigeria today is faced with problems of digitalization to cope with modern challenges of the use of computer and other electronic gadgets for effective record keeping, data processing, storage and retrieval of information. The objective of the paper focused on how local government administration will be adapted to meet the global trends of information age to attain much needed development at the grass root level. Based on these findings, the paper recommends that relative autonomy and direct funding from the federal government be guaranteed to the local governments to facilitate the adaptation and application of Information and Communication Technology (ICT) in the stream of local government administration to stimulate development at the grass root level. The paper also envisages the prospects of managing potentially millions of records which every year poses constraints to proper record keeping in Nigerian local government administrations. It is however concluded that digitalized local government administration system in Nigeria will bring rapid grass root development, efficient discharge of community services, welfare and professionalism within the milieu of local government services

    FISCAL BALANCE AND SUSTAINABLE ECONOMIC DEVELOPMENT IN NIGERIA

    This study analyzed the effects of fiscal balance on sustainable economic development in Nigeria from 1981 to 2022. Autoregressive Distributed Lag (ARDL) model was employed in estimating the variables. The ARDL results indicated that the relationship between fiscal balance and sustainable economic development followed a long-run path. The study found that fiscal balance to GDP ratio, external debt to export ratio, and public debt service to revenue ratio had negative impact on growth rate of real GDP per capita (GDPgr). Total debt stock to GDP ratio had positive effect on GDPgr. Domestic debt to domestic investments ratio and recurrent expenditure to GDP ratio exerted negative and non-significant effect on GDPgr. Debt for gross fixed capital formation as a percentage of GDPand trade openness exerted positive and significant effect on GDPgr. The study recommended that the government should focus on viable capital investments that have the potential to generate revenue that can service public debt in order not to create debt that are not sustainable. Government should take proactive measures to ensure that public debt is employed in key productive sectors of the economy to boost domestic production and enhance export receipts in foreign currency capable of repaying the externally borrowed funds. There is need for government to reduce recurrent expenditures since it does not lead directly to revenue generation, capital formation, savings and investment in such manner that it would increase economic assets, boost production, and promote sustainable economic development

    This study examined the effects of Herders farmers clashes on Girl Child Education in Numan local government area. the study reveals that as a result of the clashed, many girls’ child in numan local government are badly affected because they are being subjected to kidnaping, rape and abduction. The research also reveals that most of the reasons behind the clashes were as a result of scarce space for agricultural and grazing activities in the area and the menace has eating deeply into the fabrics of the local government. The research also highlighted the recent efforts made by Government and Non-governmental organizations in the areas affectted by Herder’s farmers clashes to improve access to Girl Child Education. some of the research objectives are: to ascertain the effects of clash on girl child education, to uncover some of the efforts made by various policy makers in tackling insecurity. It was recommended among others that religious/ traditional leaders and Community-Based Organizations should actively encourage girls' Education in their respective communities and government should be proactive in combatting insecurity in the area affected in other to improve girl child education. The methodology used in gathering information is qualitative research design such ascontent analysis from text books, journal, internet material. Conflict theory was also used a guiding frame work of the research

    UNPACKING THE LEGACY OF MILITARY RULE: HUMAN RIGHTS VIOLATIONS IN NIGERIA (1985-2007)

    This study examines the Human rights violations perpetrated during Nigeria’s Military rule from 1985 to 1999, and the lingering impact on the country’s democratic transitions from 1999 to 2007. Through a critical analysis of archival materials, interviews, and secondary sources, this research uncovers the systemic abuses, impunity, and institutional weaknesses that characterized the military era. The study reveals how the military’s draconian laws, extrajudicial killings, forced disappearances and torture, created a culture of fear and silence, which continues to influence Nigeria’s human rights landscape. The research also assesses the efforts of successive democratic governments to address these violations, including truth-telling initiatives, judicial reforms and reparations. The findings highlight the need for a more comprehensive and inclusive approach to transitional justice, institutional reform, and accountability to effectively confront and the legacy of military rule and promote sustainable human rights protection in Nigeria. The paper contributed to literature through conceptual definitions and through methodology with new insightful information

    THE UNITED NATIONS CHARTER AND THE RESPONSIBILITY TO PROTECT: INTERROGATING THE HUMANITARIAN CRISIS IN SYRIA

    The Syrian crisis which began in 2011 has left in its trail series of humanitarian catastrophe that has begged for solution. The crisis has decimated the country’s population since it started in 2011, provoking serious humanitarian crisis. The United Nations Charter gives responsibility to international community to use appropriate diplomatic and other peaceful measure in accordance with Chapter VI and VIII of the Charter to help protect populations from genocide, war crimes, ethnic cleansing and crime against humanity. In the same vein, the responsibility to protect populations from genocide and other gross forms of human rights abuse emerged in 2005 as an important global principle during the UN World Summit Outcome Document. This article examines the UN Charter and the responsibility to protect principle and x-rayed how it has impacted the Syrian crisis vis-à-vis humanitarian crisis. The paper questioned why the case of Syria is different despite having been implemented in Libya before. The paper concludes that the case of Syria is different because she is backed by a superpower, Russia and the fact that politics thrive on interest, the other superpower stand to gain nothing from Syria

    PARTY POLITICS AND ELECTIONS IN KOGI STATE BETWEEN 1999 AND 2015: A CASE STUDY OF THE PEOPLES DEMOCRATIC PARTY

    Politics is a way of life and democracy has come to be seen as the world best practice in fair and equitable representation. This paper therefore tries to unravel the history, party politics and democracy in Kogi State especially in Nigeria’s Fourth Republic, the nature and history of the Peoples Democratic Party (PDP), one of the dominant political parties in the state in the period under review. Understanding the major political features of the state apparatus of the party is a big step in unraveling the dynamics of party politics in the state. In so doing, this paper deployed historical methodology and usedboth primary and secondary sources. This study examined the emergence of the Peoples Democratic party in the state as well as some major factors responsible for the success of the party in the 2003 elections and thereafter. It further highlighted some factors responsible for the defeat in the 2015 elections respectively. The paper argues that the major factor that influenced politics in Kogi state are ethnic issues or what is known as ethnic politics between the three major ethnic groups of Ebira, Igala and Okun. Intra-party squabbles and struggle for hegemony is also a factor among other factors. Findings in the paper reveal that these internal issues and personality clashes played a serious role in the party’s success and failure in elective positions within the state during the period under consideration. Thus, internal crisis, occasioned by personality clashes and ethnicity is a major factor that affects party politics in Kogi state

    INTERNATIONAL NON-GOVERNMENTAL ORGANIZATIONS AND HUMANITARIAN RESPONSE IN NORTH EAST NIGERIA: UNOCHA IN PERSPECTIVE (2016 - 2022)

    The Boko Haram insurgency in North-East(NE) Nigeria continues into its 12th year. The conflict and insecurity have displaced millions of people, devastated agricultural production and other livelihoods, cut off essential services, and caused a crisis of protection. Since 2016, humanitarian organizations have been working in support of the Government of Nigeria to robustly scale up the life-saving support response to population in crisis. International non-governmental organizations (INGOs) are increasingly playing vital role in humanitarian response around the world. This perspective emphasizes that enhanced efforts to address the root cause of conflicts are a priority to addressing humanitarian crises through coordinating activities of state and non-state actors. This study, therefore, assess the role of Office of the Coordination of Humanitarian Affairs (OCHA) in humanitarian response across the North-east Nigeria from 2016 to 2022. The study relied on secondary source of data obtained from OCHA websites. The study adopts the human needs theory as its framework. This theory believes that conflict is a tragic expression of unmet human needs which implies that all actions undertaken by human beings are attempts to satisfy their needs and means of livelihood. The findings of the study highlight the key role of OCHA in humanitarian information management, coordination, advocacy, policy and financing has contributed tremendously to the life-saving programming effort to help the people affected by the Boko Haram conflict in NE Nigeria to recover and regain their dignity. The paper recommends that the humanitarian actors in NE Nigeria should establish robust information database for excellent impact assessment, evidence-based policy and better value for money programming

    PUBLIC POLICY AND INEQUALITY IN NIGERIA: AN INTERROGATION

    Inequality is a pressing issue in many societies and Nigeria in particular and policymakers face the challenge of creating effective policies to address it. This is why people-based policymaking is germane in developing policies that are tailored to the specific needs of different groups. Hence, addressing the root causes of inequality, it is possible to create a more just and equitable society for all. The paper adopts a qualitative research design, drawing on secondary sources such as policy documents, scholarly articles, official reports, relevant blog post, newspapers and books to examine the correlation and impact of public policy on inequality in Nigeria. Using content analysis, the study identified themes and patterns in the sourced secondary data and equally interpret the findings using the Pareto principle which states that a small number of causes are responsible for the majority of outcomes, can help to identify the most important factors that need to be addressed. The study recommends that the government should prioritize the fight against systematic corruption in Nigeria by allowing the principle of the rule of law prevail. The study also recommends for an increase in funding for social safety net programs, such as unemployment benefit, food assistance, in order to help reduce poverty and inequality

    In the contemporary time, the mission of every country in the entire continent is to provide employment support for women who are in one disadvantaged position or the other. As a result of this, many programmes are designed to help in this capacity. However, looking at women empowerment from the past, can one really say that women are not empowered particularly in Africa and in Yorùbá society in Nigeria to be specific even from the time of the gods to the present time? This question is important because there were notable figures (women) in the history of the Yorùbá society then and now that were/are greatly empowered. Aje, the goddess of wealth in Ìwòrìtúrúpọ̀n, Ẹlẹ́kọdèrè in Ìrósùn Méjì, Ẹfúnṣetán Aníwúrà, the Ìyálóde Ibadan of her time, Ẹfúnroyè Tinúbú, Ayé the powerful rich lady of Adó Èkìtì just to mention a few were women that were greatly empowered. In fact, there were no women in the past who were not one way or the other empowered in various businesses. One may be tempted to ask, what is the missing link between the past and the present that necessitated the shout for the women empowerment today for the sake of future? Have all the programmes so designed been able to cater for women empowerment? These were the questions this paper tries to interrogate by interviewing 30 women, 20 men in the city of Ibadan and their opinions content analysed. The study revealed that empowerment is not new to African and the agitation thus, has foreign hands, and product of intellectual poverty considering the fact that the structure of African society is an organised one based on gender roles. The paper therefore, recommends that we should value where and how the Creator placed us rather than looking for what is not lost
