Legile lui Duverger. Influenta sistemelor electorale asupra sistemelor de partid

The article builds on the famous Duverger’s Laws, established in the 1950s regarding the influence of electoral systems on party systems. Duverger’s work gave rise to extensive debates. The critics question not just the patterns proposed by Duverger, but also his methodology: whether it is really possible to talk about true social “laws”, which can be verified and falsified. The present article tries to clarify the relationship between the electoral systems and the party systems summing up the most important contributions that have enriched the social sciences in the past half century

Technomorphic Dystopias: Westworld. A Hermeneutic Case-Study on the Relation between Ideology, Ontology and Art

Supposedly, every ideology comes along with its own epistemological and artistic proclivities. The stronger version of this claim, today quite frequently met, would be that ideologies dictate their own version of truth. If that were so, ideologies would constitute ideationally self-sufficient monads, with no possibilities of interaction. As this is quite evidently not the case, it means that there is a pre-and transideological space that enables such interaction. I would hold that this is ontology, i.e. the general understanding of Being, that subjacently encompasses everything having to do with ideology, epistemology, and art. In other words, changes in ontology induce changes in the latter three that interreflect and eventually feed back into ontology. Given its dialectical closeness to all four, the hermeneutic object chosen in this article for the illustration of this argument is Jonathan Nolan and Lisa Joy’s sci-fi dystopianutopia Westworld. On the theoretical side, the paper drew heavily on the works of Mannheim, Heidegger, Gadamer, and Marcuse

Problema asigurarii obiectivitatii evaluarii politicilor publice

    No full text
The goal of this paper is to advance a solution for ensuring the objectivity of public policy assessments. The solution consists in running all the evaluation processes having in mind a theoretical model. This way, the assessors will clarify all the aspects of a public policy and the main directions that should be followed in order to give a proper and adequate evaluation. Although there are many forms of assessing a public policy, the need of reporting the outcomes and outputs to the causality relations that explain their emergence remains

Common Governance and Socialist Cooperative Institutions in Romanian Agriculture*

The main objective of this paper aims the distribution of finite resources under the imperatives of collectivist institutions and a governance based on the precepts of socializing the means of society. In the first instance theoretical formulas will be used that propose methodologies for governing the common goods from the ostromian perspective (Ostrom, 2007) and alternatives for overcoming the dilemmas of collective action starting from basic concepts (Hardin, 1968), respectively forms of government that can overcomes the excesses of users of common goods that inexorably lead to the spoiling and depletion of existing resources. Complementary to this preliminary discussion necessary for further operationalization I will use the theoretical model that explains, as an extension, the typology and functionality of natural resources and according to this link between combined theoretical models I will determine what type of asset each institutional form proposed for governing assets mentioned above. The final section will be dedicated to determining which type of institutional alternative, for the governance of common resources, is joined by the socialist ideological approach when talking about the collectivization of agriculture and the institutional form that agricultural associations must take, respectively in which typology could allocate the goods, following the de facto analysis of the agricultural collectivist type organization for the socialist period, in the same way of working – identifying institutional arrangements, typology of goods, in order to identify possible inconsistencies between the normative, declarative ideological model and its implementation in real social space. The study starts from the socialist ideological assumptions regarding the governance of agricultural households and tries to test whether the factual representation of agricultural cooperatives in Romania and implicitly in the general ideological project overlaps and fulfills the theoretical aspirations regarding the collectivization of agriculture. For these it will be considered to formulate research questions and consult the extensive bibliography in the field of agricultural groups proposed by the socialist frame of reference

Politizarea fenomenului prostitutiei in Romania. Cadru juridic si politici publice

    No full text
Prostitution is considered to be a large social phenomenon which has survived all forms of social and political organization and which implies a lot of risks: of public health (infections with STD, HIV/AIDS, B or C hepatitis), drug abuse, criminality, violating human rights, social insurance and health services. Varying with the social and political context in which prostitution was placed, the state adopted different ways of politicizing this phenomenon, from abolishing to legalizing it under specific conditions and recommendations. The main instrument that the state uses in order to politicize the prostitution is the legal frame based on a series of laws and stipulations that place prostitution either in the array of delinquency or of social acceptanc

Assessing Representative Democracy: the Need of New Mechanisms of Political Representation

Western neo-liberal Democracies are often and shortly characterized by having a representative procedure of participation in the public sphere of life, determining a self-ruled form of political regime, affirming the sovereignty of the people in a specific territory; an economic welfare system; political institutions that administrate and organize public life based on their citizen´s confidence; public security and order. Yet, the lack of political representation of local communities, or at least their sense of ineffectiveness of the representative system to respond to their needs, promotes their alienation fromnational political systems and weakens it. It is a vicious circle, i.e., the political system does not adequately represent the political communities, and these, if not represented, weakens the political system and its ability to respond to the needs of local communities. Our intent is to show that breaking this vicious circle means strengthening democracy with new mechanisms of political representation

The United States and the European Union continue to use security strategy made during the Bush Administration. A retrospective look over the key concepts of the post 9/11 era and their relevance in a globalized world of risks and threats is imperative with a view to the making of a Obama-like US Security Strategy and the replacement/revision of the EU Security Strategy in the wake of the Lisbon Treaty adoption

Legitimitatea dizidentei. Nesupunerea civica si ratiunea publica rawlsiana

The tension between fundamental human rights and democratic (majoritarian) legitimacy is both critical and analytically rich for contemporary normative theories of democracy – and for the issue of morally acceptable civil disobedience as well. I briefly discuss the challenge this tension raises for three of themainstream approaches to this issue, namely republicanism, liberalism and deliberative democracy. I move then to a detailed account of the early Rawlsian justification of civil disobedience, and in the third step of my argument I advance the idea that Rawls’ theory of public reason offers a particularly strong framework for understanding disobedience as an effective means for promoting justice and legitimacy in contemporary democracies
