Lee, Sung-Won/0000-0002-3388-8339The polarization of tau leptons is measured using leptonic and hadronic tau lepton decays in Z -> tau(+)tau(-) events in proton-proton collisions at root s = 13 TeV recorded by CMS at the CERN LHC with an integrated luminosity of 36.3 fb(-1). The measured tau(-) lepton polarization at the Z boson mass pole is P-tau(Z) = -0.144 +/- 0.006 (stat) +/- 0.014 (syst) = -0.144 +/- 0.015, in good agreement with the measurement of the tau lepton asymmetry parameter of A(tau) = 0.1439 +/- 0.0043 = -P-tau(Z) at LEP. The tau lepton polarization depends on the ratio of the vector to axial-vector couplings of the tau leptons in the neutral current expression, and thus on the effective weak mixing angle sin(2)theta(eff)(W), independently of the Z boson production mechanism. The obtained value sin(2)theta(eff)(W) = 0.2319 +/- 0.0008(stat) +/- 0.0018(syst) = 0.2319 +/- 0.0019 is in good agreement with measurements at e(+)e(-) colliders.We congratulate our colleagues in the CERN accelerator departments for the excellent performance of the LHC and thank the technical and administrative staffs at CERN and at other CMS institutes for their contributions to the success of the CMS effort.     A Study on the Relationship Between the Increase in the Value of Real Estate as a Result of Zoning Planning and Implementation and the Free Dop Deduction

    Regulatory partnership share deduction, which is made with the aim of providing zoning parcels needed for the planned and licensed construction of cities and bringing the reinforcement areas in the plan to the city and the public, has been used for many years in countries with developed living standards. In Turkey, this practice dates back to a period of approximately 150 years. However, it has been applied more intensively for planned urbanization in the last half century, when urbanization has occurred rapidly in Türkiye. This study is based on the legal evaluation of the deduction of free of charge arrangement partnership share (DOP) made within the scope of land and land arrangement, which is the implementation process of the zoning plan, and the examination of the relationship between the increase in the value of the immovable property as a result of zoning planning and implementation and the free of charge DOP deduction. An arrangement area was determined as a study area in Istiklal Neighborhood of Karatay District of Konya Province. Co-proportional area based zoning plan application was made covering the immovables within the boundaries of the regulation area. In the study, 1/1000 scale zoning plan maps, property maps, land use status maps and parceling plans were used. Information and data obtained from relevant institutions were used in the analysis and interpretation phase. In the calculation of the market values of the immovables, since this area is in the location of Konya City Hospital, it is valuable in terms of residential and sub-residential commercial, since it is the preferred area of construction companies, the evaluation was made based on the construction area in the zoning (building) parcels with main artery frontage and the current market purchase and sale prices were calculated. As a result of the implementation, after the arrangement made with the area-based co-proportional distribution model on cadastral parcels, there was an increase in immovable values compared to before the arrangement, despite the amount of DOP deducted. Although the increase in value is different in many immovable properties, it is accepted that the amount deducted and stated as regulation partnership share (DOP) is the equivalent of the increase in value of immovable properties due to zoning plan implementation. In the current practice in Turkey, DOP is deducted equally from all parcels without taking into account the appreciation rates of immovable properties. The fact that the zoning parcel allocated to immovable owners is not based on value but on the basis of area, and the difference in value due to differences in the location, form and construction rights of the allocated zoning parcels undermines the principles of social justice among the owners in the regulation area.Şehirlerin planlı ve ruhsatlı yapılaşması için ihtiyacı olan imar parseli temini ve plandaki donatı alanlarının kente, kamuya kazandırılması amaçlanarak yapılan düzenleme ortaklık payı kesintisi, yaşam standartları gelişmiş ülkelerde uzun yıllardır kullanmaktadırlar. Konya İli Karatay ilçesi İstiklal Mahallesinde çalışma alanı olarak bir düzenleme sahası belirlenmiştir. Düzenleme alanı sınırlarındaki taşınmazları kapsayan eş-oran alan esaslı imar plan uygulaması yapılmıştır. Çalışmada, 1/1000 ölçekli uygulama imar plan haritalar, mülkiyet haritaları, zemin kullanım durum haritaları ve parselasyon planları kullanılmıştır. İlgili kurumlardan temin edilen bilgiler ve veriler, analiz ve yorumlama aşamasında kullanılmıştır. Taşınmazların piyasa değerlerinin hesaplanmasında ise bu alanın Konya Şehir Hastanesi lokasyonunda olması nedeniyle konut ve konut altı ticari açısından değerli olması, inşaat firmalarının tercih bölgesi olması nedeniyle ana arter cepheli imar(yapı) parsellerinde inşaat alanı esas alınarak değerlendirme yapılmış ve güncel piyasa alım- satım bedelleri hesaplanmıştır. Uygulama neticesinde, kadastro parsellerinde alan esaslı eş-oran dağıtım modeli ile yapılan düzenleme sonrasında, kesilen DOP miktarına rağmen düzenleme öncesine göre taşınmaz değerlerinde artış görülmüştür. Birçok taşınmazda değer artışı farklı olmakla birlikte kesilen ve düzenleme ortaklık payı (DOP) olarak belirtilen miktarın, imar plan uygulaması kaynaklı taşınmazlarda oluşan değer artışının karşılığı olduğu kabul edilmektedir. Türkiye'de yürürlükteki uygulamada, taşınmazlardaki değerlenme oranları dikkate alınmadan tüm parsellerden eşit oranda DOP kesilmektedir. Taşınmaz iyelerine tahsis edilen imar parseli işleminin değer üzerinden değil alan esasına göre yapılması ve tahsis edilen imar parsellerin konum, biçim ve yapılaşma haklarındaki farklılıklardan dolayı değer farklılığın düzenleme sahasındaki malikler arasında sosyal adalet ilkelerini zedelemektedir

    Application Levels of Urban Transformation Methods in Zoning Planning Studies

    Urban transformation strategies should be included in zoning plans to take precautions against disasters caused by natural events such as floods and landslides and to identify building stocks that are not earthquake resistant. This study was conducted to determine the level of consideration of the need for urban transformation in development planning processes. Environment, Urbanization and Climate Change, and AFAD Provincial Directorates, all municipalities and universities in Adana province were determined as the population of this study. In this context, questions were asked to public personnel who urban transformation law enforcers and researchers through the expert opinion form are. Participant responses were analysed with frequency and percentage values, and responses regarding importance levels were analysed on a 5-point Likert scale. The data indicated that the issue of urban transformation is not sufficiently included in development planning practices and that the actions on this issue should be carried out. We suppose that making the necessary revisions in the relevant legislation, which is the basis of urban transformation, will ensure that urban transformation takes an important place in development planning studies

LDA begins with making an inventory of the raw materials used in the production process of a product or service and the resulting environmental emissions, and ends with evaluating the environmental impacts that these inputs and outputs may create and systematically comparing the results. The construction sector uses approximately 50% of the raw materials extracted from the earth. The construction sector is one of the main causes of environmental problems, accounting for 36% of global energy use and 39% of carbon dioxide emissions resulting from energy use. In order to minimize and even prevent the resulting environmental impacts, the environmental impacts created by the product-service should be revealed concretely. For this purpose, in this thesis study, in order to minimize environmental pollution caused by cement production, the amount of clinker is reduced by 5-50% and cements with mineral additives are used. produced and samples were prepared. The mineral additives in question are; fly ash, granulated blast furnace slag and natural boza. Samples produced with different amounts of mineral additives were compared with the reference sample without additives, and the most appropriate cement mixture ratio was determined by drawing a strength-environment-cost graph. The most efficient sample in terms of strength, environment and economy was selected as DP10 (10% natural posing replacement sample) and was named economical-green cement. Two different scenarios built with this economic-green cement and Portland cement were created and it was calculated that economic-green cement reduced carbon emissions by 40118.75 kgCO2e. Thus, a cement recommendation is given for environmentally friendly, durable and economical structures.Yaşam Döngüsü Analizi (YDA); bir ürünün, hammadde temininden başlayarak üretim sürecinin ve yaşam boyunca olan hizmet aktivitesinin çevreye olan etkisini değerlendirmek ve belirleyebilmek için kullanılan bir yöntemdir. Bir ürünün ya da hizmetin üretimi sürecinde kullanılan hammaddelerin ve bununla birlikte ortaya çıkan çevresel emisyonların bir envanterinin çıkarılması ile başlayan YDA, bu girdi ve çıktıların oluşturabileceği çevresel etkilerin değerlendirilmesi ve sonuçların sistematik olarak karşılaştırılması ile sona erer. Yapı sektörü, yeryüzünden çıkarılan hammaddelerin yaklaşık %50'sini kullanmaktadır. Yapı sektörü küresel enerji kullanımının, %36'sını ve enerji kullanımı kaynaklı karbondioksit emisyonlarının %39'unu oluşturmasıyla çevre sorunlarının başlıca sebeplerindendir. Ortaya çıkan çevresel etkileri en aza indirmek dahası önüne geçebilmek için ürünün-hizmetin oluşturduğu çevresel etkiler somut bir şekilde ortaya konulmalıdır Bu amaç doğrultusunda bu tez çalışmasında, çimento üretiminden kaynaklı çevresel kirliliklerin en aza indirilmesi için klinker miktarı %5-50 arasında azaltılarak mineral katkı malzemeli çimentolar üretilmiş ve numuneler hazırlanmıştır. Söz konusu mineral katkılar; uçucu kül, granüle yüksek fırın cürufu ve doğal puzolandır. Farklı oranlarda mineral katkı ile üretilen numuneler katkısız referans numunesi ile kendi aralarında karşılaştırılmış ve bir dayanım-çevre-maaliyet grafiği çizilerek en uygun çimento karışım oranı belirlenmiştir. Dayanım-çevre ve ekonomi açısından en verimli numune DP10 (%10 doğal puzolan ikameli numune) numunesi seçilmiş ve ekonomik- yeşil çimento ismi verilmiştir.     Alışveriş Merkezlerinin Erişilebilirliğinin İrdelenmesi: Konya İli Örneği

    The disabled population worldwide is too high to be ignored. This multiplicity requires making arrangements for disabled individuals in many aspects, from official areas to social areas. These regulations consist mostly of issues that concern architects. Firstly, within the scope of acclimatization, it is aimed to set out the necessary conditions for individuals with disabilities and mobility disabilities to adapt to society and have equal access to public spaces. For this purpose, in order to better understand the subject, the concepts of 'disability, mobility restriction, shopping center and accessibility' were defined and related to the study. Disability groups were evaluated and explained under the headings of 'mental, hearing, visual, orthopedic disabilities and language and speech disorders'. In the following sections of the study, the articles and theses made on accessibility were summarized and the parts directly related to this research were detailed. The importance of studies aimed at improving the quality of life of disabled people was emphasized. Within the scope of this study, qualitative research method and descriptive analysis technique were used. In the field study of the thesis, 4 large shopping malls located in Konya were selected as samples and evaluated according to the standards in the Accessibility Guide. In this direction, the study includes Novaland Shopping Mall, Kulesite Shopping Mall, Konya M1 Shopping Mall and Kentplaza Shopping Mall. Legal regulations related to accessibility in the world and in Turkey (Universal Declaration of Human Rights, Law on Persons with Disabilities, Accessibility Monitoring and Supervision Regulation) were examined. The necessity of accessibility in accordance with the objectives of these international and national regulations was emphasized. The basic design rules, building entrances, parking lots, doors, windows, toilets, circulation areas, alarm-installation-marking issues within the scope of the Accessibility Guide are explained. However, Novaland Shopping Mall, Kulesite Shopping Mall, Konya M1 shopping Mall and Kentplaza Shopping Mall were evaluated in terms of whether they are accessible on the basis of disabled groups. Building entrances, circulation areas, toilets, parking lots and social areas were examined; positive and negative aspects were identified. As a result of the study, it has been revealed that shopping malls in Konya are generally inadequate in terms of accessibility. Suggestions for improvement were presented on issues such as transportation, orientation, toilets, social areas. The necessity of providing accessibility for the integration of disabled individuals into society was emphasized. Bu düzenlemeler, çoğunlukla mimarları ilgilendiren konulardan oluşmaktadır. Öncelikle alışma kapsamında engelli ve hareket kısıtlılığı olan bireylerin topluma uyum sağlaması ve kamusal alanlara eşit erişebilmesi için gerekli koşulların ortaya konması amaçlanmıştır. Bu amaçla konunun daha iyi anlaşılması için 'engelli, hareket kısıtlılığı, alışveriş merkezi ve erişilebilirlik' kavramları tanımlanmış ve çalışmayla ilişkilendirilmiştir. Engelli grupları, 'zihinsel, işitme, görme, ortopedik engeller ile dil ve konuşma bozuklukları' başlıkları altında değerlendirilip açıklanmıştır. Çalışmanın ilerleyen bölümlerinde erişilebilirlik konusunda yapılmış makaleler ve tezler özetlenerek bu araştırma ile doğrudan ilişkili kısımları detaylandırılmıştır. Engelli bireylerin yaşam kalitesini artırmaya yönelik çalışmaların önemi vurgulanmıştır. Bu çalışmanın kapsamında nitel araştırma yöntemi ve betimsel analiz tekniği kullanılmıştır. Tezin alan çalışmasında Konya'da bulunan 4 büyük AVM örneklem olarak seçilmiş, Erişilebilirlik Kılavuzu'ndaki standartlara göre değerlendirilmiştir. Bu doğrultuda çalışma; Novaland AVM, Kulesite AVM, Konya M1 AVM ve Kentplaza AVM'yi kapsamaktadır. Dünyada ve Türkiye'de erişilebilirlikle ilgili yasal düzenlemeler (İnsan Hakları Evrensel Bildirisi, Engelliler Hakkında Kanun, Erişilebilirlik İzleme ve Denetleme Yönetmeliği) incelenmiştir. Bu uluslararası ve ulusal düzenlemelerin hedefledikleri amaçlar eşliğinde erişilebilirliğin gerekliliği vurgulanmıştır. Erişilebilirlik Kılavuzu kapsamındaki temel tasarım kuralları, bina girişleri, otoparklar, kapılar, pencereler, tuvaletler, dolaşım alanları, alarm-tesisat-işaretleme gibi konular açıklanmıştır. Bununla beraber Novaland AVM, Kulesite AVM, Konya M1 AVM ve Kentplaza AVM engelli grupları temelinde erişilebilir olup olmamaları açısından değerlendirilmiştir. Bina girişleri, dolaşım alanları, tuvaletler, otoparklar ve sosyal alanlar incelenmiş; olumlu ve olumsuz yönler tespit edilmiştir. Çalışma sonucunda Konya'daki AVM'lerin erişilebilirlik açısından genel olarak yetersiz olduğu ortaya konmuştur.     The Effect of Cutting Direction and Water Based Varnish Type on Sound Absorption Coefficient in Some Native Wood Species

    Noise which could be defined as disturbing sound, is becoming a major problem depending with developing technology. Controlling the noise helps raising the quality of life to higher levels. Although the intensity of the noise is not at a level that will affect human health, it should be reduced or eliminated, for better life standart. Due to the adverse effects of the noise level on health; the acoustic properties of living areas require serious consideration. Sound absorption coefficients of the materials used in the interior play an important role in providing sensory comfort depending on the volume. Natural and artificial wood are commonly used materials in interior design, especially in the construction of partition elements. In addition, wood is natural material and it has some important advantages and disadvantages. In this study the sound absorption coefficients of eastern beech and scotch pine trees, which are the most preferred materials in in-terior design, were investigated. For this pupose, these wood materials were cut superficially and radially according to the intersection directions, then the sample surfaces were varnished with one and two component water-based varnishes that do not contain solvent-based resin. The sound absorption coefficients of the ob-tained samples were determined by the impedance tube method and the results were compared statistically. It has been investigated that the obtained results could be evaluated statistically within the frequency values, besides, different results could be obtained according to the characteristics of natural wood materials, the direc-tion of intersection and water-based varnish types. According to the findings obtained as a result of the study, it has been suggested that if natural wood material is used indoors, the superficial cross-section of East beech wood should be used according to the direction of intersection, and a two-component varnish should be used according to the varnish type

    Investigation of the Effect of Annual Average Temperature and Precipitation Changes on Cors-Tr Stations: the Case of Kstm Station

    In this study, the effects of meteorological changes on the point positioning of CORS-TR stations were investigated. For this purpose, KURU, SINP, BOYT, CORU, CANK, CMLD, KRBK, KSTM stations were selected. The KSTM station was taken as unknown and adjusted based on other stations. Seasonal normal values of KSTM station in Kastamonu province covering the years 2016-2020 were examined in terms of temperature and precipitation amount. These values were determined according to the minimum, maximum and average value criteria by using T ; uuml;rkiye State Meteorological Service data. For the calculations, IGS-standardized RINEX data of the stations for 5 years and 12 months between 2016 and 2020 and for 10 days on the 11th th and 20th th days of each month were used. All calculations were processed with Leica Geo Office v8.x. The calculated coordinates were compared with the current coordinates of CORS-TR at the same epoch and examined according to annual temperature and precipitation. In the analyzes, it was tested by statistical method whether all measurements were compatible. When it was examined whether the temperature changes were statistically significant, it was observed that the test values were calculated according to the temperature changes were below the test distribution limit at 95% confidence interval. When it was examined whether the precipitation changes were statistically significant, it was observed that the test values were calculated according to the precipitation changes were below the test distribution limit at 95% confidence interval.The authors declare that no funding was used in the study

    Material Representativeness of a Polymer Matrix Doped With Nanoparticles as the Random Speckle Pattern for Digital Volume Correlation of Fibre-Reinforced Composites

    Combining tomographic imaging with digital volume correlation allows in-situ 3D strain mapping, leading to a quantitative assessment of damage mechanisms and associated material properties in structural materials. Being based on pattern recognition, digital volume correlation is well-suited for materials with intrinsic and stable microstructural heterogeneity, such as certain biological tissues. Unfortunately, conventional polymers and fibre-reinforced polymer composites lack the required heterogeneity. Recently, solutions like doping the polymers with particles have been explored to overcome this limitation. The particles embedded in the polymer matrix provide a random, volumetric speckle pattern, acting as displacement trackers for the digital volume correlation algorithm. However, the particles might influence the mechanical and rheological behaviour of the polymer, which is detrimental in investigations of the composite material properties. This paper investigates the mechanical, mechanistic, and rheological representativeness of an epoxy doped with two types of sub-micrometre particles optimised for digital volume correlation.     Radiolarian and Planktonic Foraminiferal Biochronology of the Soğukçam Limestone Group, Elmadağ Olistostrome, and Unaz Formation (ankara Region, Central Türkiye): Insights Into the Cretaceous Evolution of the Sakarya Continent and Overlying Units

    The Ankara region (central T ; uuml;rkiye) comprises a part of the Sakarya Terrane and the accretionary remnants inherited from the Izmir-Ankara-Erzincan (IAE) branch of the Northern Neotethys. The Sakarya Terrane is characterized by a pre-Jurassic basement overlain by Jurassic-Cretaceous sedimentary assemblages, collectively known as the Sakarya Continent Cover. In this study, we aim to elucidate the Jurassic-Cretaceous evolution of the Sakarya Terrane through detailed geological mapping in the regions of Haymana, Yakac ; imath;k, north of Alag ; ouml;z and west of Memlik, located to the west and southwest of Ankara city, central T ; uuml;rkiye. By analyzing radiolarian and planktonic foraminiferal assemblages, we provide precise dating for three key lithological units: the So ; gbreve;uk ; ccedil;am Limestone Group (part of the Sakarya Continent Cover), the Elmada ; gbreve; Olistostrome, and the Unaz Formation (from the overlying units). The oldest rock unit exposed in the Haymana region, south of Ankara city, is the Bilecik Limestone Group, consisting of Tithonian to lower Berriasian platform carbonates. A drowning unconformity separates the Bilecik Limestone Group from the overlying middle Berriasian-uppermost Albian So ; gbreve;uk ; ccedil;am Limestone Group, which has been elevated to "group" status in this study. The So ; gbreve;uk ; ccedil;am Limestone Group is subdivided into two formations-the Seyran Formation and the Akkaya Formation- separated by a disconformity surface. The Seyran Formation, at the base, consists of middle Berriasian limestone breccia in a micritic pelagic matrix, and upper Berriasian-lower Aptian micritic clayey, cherty pelagic limestones with abundant and diverse radiolarians in its upper part. The disconformity between the Seyran and Akkaya formations represents a small depositional gap corresponding to the middle to late Aptian. The lower part of the Akkaya Formation contains lower to middle Albian debris flow deposits while the upper part is composed of clayey pelagic limestones rich in glauconite and planktonic foraminifers, dating to the latest Albian. Overall, the Akkaya Formation is roughly assigned to the Albian stage

    Kronik dejeneratif bir eklem rahatsızlığı olan osteoartrit (OA), vücudun farklı bölgelerinde çeşitli nedenlerle ortaya çıkabilmektedir. En yaygın hastalık türü olan diz OA, hem halk sağlığı üzerinde olumsuz bir etkiye hem de sosyal ekonomi üzerinde ciddi bir yüke neden olmakta ve röntgen görüntülerinde derecelendirilmesi zorlu bir konu teşkil etmektedir. Bu sorunu ele almak için, tez çalışmasının ana amacını oluşturan optimize edilmiş transfer öğrenme tabanlı modeller hem çoklu hem de ikili kategorizasyon görevleri üzerinde kapsamlı bir şekilde incelenmektedir. Transfer öğrenme modellerinin hiperparametre düzenlemesi, ayrık ve sürekli bir optimizasyon problemi olarak ele alınmakta ve bu rekabetçi – nonlineer polinomal problemi verimli bir şekilde çözmek için gelişmiş optimizasyon yöntemleri karşılaştırılmaktadır. X-ray diz OA görüntülerini sınıflandırmak için dört etkili optimizasyon yöntemi (ASPSO, KDA-PSO, KYA, MSGO) ve dört etkin transfer öğrenme modeli (MobileNetV2, ResNet18, ResNet50, ShuffleNet) kullanılarak on altı optimize edilmiş mimari tasarlanmıştır. Hem ikili hem de çok sınıflı kategorizasyonlar üzerine yapılan deneylere göre MSGO algoritmasının yüksek performans sağladığı ve transfer öğrenme tabanlı modellerin hiperparametre ayarlaması için en kararlı yöntem olduğu görülmüştür. Ayrıca MobileNetV2 ve ResNet tabanlı modellerin, artık blokların kullanımı sayesinde yüksek doğruluk oranları elde edebildiği ve X-ray görüntüleme temelli sınıflandırma için daha uygun olduğu tespit edilmiştir. Sonuç olarak; ResNet50-MSGO ve MobileNetV2-KYA mimarileri ortalama doğruluk temelli değerlendirmelere göre çoklu sınıflama için sırasıyla %93,15 ve %93,29 başarı kaydederken, ResNet18-KDA-PSO ve MobileNetV2-MSGO mimarileri ikili sınıflama için en yüksek doğruluk skorunu (%99,43) sağlamışlardır.Osteoarthritis (OA), a chronic degenerative joint disorder, can occur in different parts of the body for various reasons. As the most common type of disease, knee OA (KOA) causes both a negative impact on public health and a serious burden on the social economy of which grading constitutes a challenging issue on X-ray images. In this paper, to handle this issue, the optimized transfer learning-based models are extensively examined which constitute the main aim of our paper on both multi- and binary-categorization tasks. The hyperparameter arrangement of transfer learning (TL) models is handled as a discrete ; continuous optimization problem, and state-of-the-art optimization methods are chosen and compared to efficiently solve this competitive – NP-hard problem. Sixteen optimized architectures are designed using four influential optimization methods (ASPSO, CDW-PSO, CSA, MSGO) and four effective TL models (MobileNetV2, ResNet18, ResNet50, ShuffleNet) to classify the X-ray KOA images. Regarding the experiments on both binary and multiclass categorizations, it's seen that the MSGO algorithm arises as the robust method to be considered for hyperparameter tuning of TL-based models by achieving high performance. In addition, it's seen that MobileNetV2 and ResNet-based models come to the forefront of X-ray imaging-based classification by achieving high accuracy rates due to the usage of residual blocks. Consequently, in terms of mean accuracy, ResNet50-MSGO and MobileNetV2-CSA respectively record 93.15% and 93.29% success rates on multiclass categorization, whilst ResNet18-CDW-PSO and MobileNetV2-MSGO provide the same highest score (99.43%) on binary categorization
