A Study of the Omnibus Law Method in Law Establishment in Indonesia
Simplifying complex regulations to encourage investment and employment has made the Omnibus Law method in the Job Creation Act, which was initially believed to accommodate investment and employment, have a very noble purpose. However, the Formation of the Law must adhere to the formation procedures outlined in law number 12 of 2011 regarding the Formation of laws and regulations. In reality, law number 11 of 2020 about employment creation, an example of the omnibus legislative technique, is not in conformity with the formation procedure envisioned by law number 12 of 2011. The method of research is normative legal research with a statute-based approach. The primary concerns of this study are whether the omnibus law approach is consistent with the Indonesian legal system and whether it is suitable for use in the formulation of laws in Indonesia based on law number 12 of 2011. To evaluate and analyze the use of the omnibus law method in the Indonesian legal system, as well as the compatibility of Law No. 11 of 2020 about job creation as a type of the omnibus law method with the principle of establishing Legislation based on Law No. 12 of 2011
Study of public Communication Strategy to improve the Image of the Government in the Probolinggo District of Indonesia
The aim of the research is to study the public communication strategies for enhancing the positive image of the Probolinggo Regency government. The research is also extended to analyze the Probolinggo Regency Government Public Relations communications for enhancing the image of the Probolinggo Regency Government. In addition, this study aims to describe and analyze supporting and inhibiting variables of public relations communication of the Probolinggo Regency administration from enhancing its good image. This research was conducted in the area of public relations at the Probolinggo Regency Leadership's Protocol and Communication Section, Probolinggo Regency Regional Secretariat. This public relations activity is part of the Leadership Documentation Subsection's responsibilities, which include documenting the activities of the Regional Head and Deputy Regional Head and compiling the minutes of their meeting; and facilitating media coverage of the activities of Regional Heads and Deputy Regional Heads. The results indicated that the "Probolinggo Regency Government" account successfully transmitted the intended message, despite not being flawless. In addition, the Public Relations of the Probolinggo Regency Government must be able to capitalize on supporting factors to enhance the Regency Government's favorable image by optimizing information and social media followers and enhancing government cooperation
Comparative Effects of Demonstration Method and Blending Learning on Academic Achievement and Interest of Agricultural Science Students in Nsukka Education Zone of Nigeria
The study focused on the comparative effects of demonstration method and blended learning on the achievement and interest of Agricultural Secondary School Student in Nsukka. Two research questions guided the study while two hypotheses were formulated and tested at 0.05 level of significance. Quasi experimental design, specifically pre-test and post-test group was adopted. The sample for the study was 80 SSII Students comprised of males and females from intact class. The two classes were randomly assigned experimental group I and II. The experimental group one was taught with demonstration method while experimental group II were taught with blended learning and. The treatment lasted for four weeks. The instruments for data collection were Agricultural Achievement Test (AAT) comprising thirty questions and Interest Inventory. The two instruments used for data collection were validated by three experts all from Department of Agricultural Education.The reliability of the instruments was established using Cronbach alpha for AAT and Kudder-Richardson 20 for AII. AAT and AII yielded a coefficient of 0.74 and 0.77 respectively. Mean, standard deviation and Analysis of covariance (ANCOVA) were used to analyze the data collected for the study. Findings of the study revealed that blended learning enhanced students’ achievement and interest in Agricultural science more than demonstration method. Furthermore, the tested hypotheses revealed that there was significant different between the effects of demonstration and blended learning on students’ interest in Agricultural science. Hence, the study recommended amongst others that; that the federal ministry of education should provide internet facilities in secondary schools to ensure blended learning is incorporated as to improve achievement and interest of students and also state government should organize workshops, in-service training programme for teachers so that they would be conversant in the use of blended learning
Electoral Violence in Nigerian Polity: Causes and Consequences
Nigerian polity over the years has witnessed several electoral processes and elections which have been characterized by various forms of violence. These have equally resulted into negative indices such as political apathy among the electorates, loss of lives and properties, low economic growth, poor standard of living and stunted political development. The paper examines electoral violence and its prevalence in Nigerian polity. The paper focuses on the factors behind the continuous occurrences of electoral violence in almost all the elections conducted in Nigeria at the federal, state and local government levels since independence. The study is a qualitative research which relied on secondary sources of information and anchored on elite theory as its theoretical framework of analysis. The paper finds that poverty, unemployment, financial inducement of elective positions, bad governance and loose security architecture among others are the causes of electoral violence in Nigeria. The paper further reveals that electoral violence creates fear among the electorates and some interested candidates which hinders their political participation and interests resulting in political apathy. The paper posits that electoral violence is an obstacle to good governance, peaceful coexistence and political development in Nigeria. The paper therefore recommends among others, that political education, public enlightenment, eradication of poverty through people oriented government policies and creation of jobs for the idle youths will help to ameliorate the occurrences of electoral violence in Nigeria polity
Retrospective Analysis of Research and Publications Output in Africa: A Comprehensive Review
This study gives an insight into the different meanings of scientific research. It analyses a survey report on research output and publications in relation to Africa and West Africa in particular. It covers the period 1960 – 2005. It identifies the key areas of disparities among scientists – salaries, self-sufficiency for graduate and post-graduate education, level of structure of research funding. It shows countries and trends of scientific research. Based on the review, the researcher recommended that it is necessary for governments, scientific ministries, and research institutes to foster the needed will and cooperation that will enable researchers and scholars in West African sub region to once again become active participants and contributors to the world of scientific research
Suicide Reporting: An Analysis of Selected Nigerian Online News Sites (September 2018-August 2020)
In 2019, the World Health Organisation released a report which revealed that Nigeria had the highest suicide rate in Africa. Employing a mixed-method approach, the researcher examined suicide reportage in Nigeria, between 2018-2020, comparing it to the standards set by the World Health Organisation’s suicide reporting guidelines. A total of 227 articles and 3 editors were examined and interviewed. The findings revealed that although the editors stated that they were aware of and followed such guidelines, suicide incidents were reported irresponsibly. The research’s result indicates that journalists need to be re-oriented on suicide and reporting best practices
Lagos and the New Media in John Koethe’s “This is Lagos” and Rashidah Ismaili’s “Lagos” Online Poems
This paper examines two online poems by two different poets; John Koethe and Rashidah Ismaili as they both describe Lagos to the world. This paper adopts both a Formalist approach and Reader-Response Theory to examine the way John Koethe and Rashidah Ismaili portray Lagos in their poems. These two poems were purposively selected because they happen to be the first two poems on Lagos presented when I searched the internet via Google search engine with the catchword “poems on Lagos”.
Through formalist lenses, Lagos is projected as a place of chaos, filth, and inhabited by people who don’t have regard for their heritage, and have not learned from their history; for these reasons, the present day and future of Lagos and Lagosians is jeopardized. This image of Lagos is projected by the two poets who ironically are not Nigerians more or less Lagosians, neither do they stay in Lagos, but their finite conclusion of Lagos is drawn from maybe a visit, or hearsay as explained by Koethe. Through Reader’s Response Theory, instead of writers and poets in Lagosians or Nigeria countering these allegations, not even a single response and silence means acceptance to the issues raised by the two poets
Sustainable Frameworks of Public-Private-Partnerships in Zimbabwe: A Holistic, Sector-Wide Review
In the wake of increasing calls for open governments amid declining external and domestic financial support, Public-Private Partnerships (PPPs) are emerging as viable models of financing infrastructural development and service delivery across the globe. The main goal of this study is to present a holistic, sector-wide review of the genesis, etymology, forms, impact and constraints in the implementation of PPPs in Zimbabwe. In Zimbabwe, the case of PPPs is particularly imperative in view of the recent change in political leadership. The study answered the questions: What measures are being taken to attract-in PPPs? What are the constraining factors? What should be done to mainstream PPP best practices towards increasing private participation towards investment in Zimbabwe? Through desk-research and key informant interviews, the study found that PPPs assist in: sourcing finance, risk management, improving efficiency through technology, employment creation and reduction due to technology. Among its key recommendations are: the revamping of the legislative framework, harnessing the demographic dividend, roll-out PPPs in-basket training workshops, formulate policy documents on PPPs, incentives for risk, ensure community participation through roping-in the traditional leaders as well as systemizing policy consistency and predictability to build investor confidence as framework for sustainable implementation of PPPs in the new dispensation
Geospatial Surface Area Mapping of Bokkos Local Government Area (LGA) of Plateau State of Nigeria
The study is a geospatial surface area mapping of Bokkos LGA physical features through the aid of geographic information system (GIS) application that was used to analyze surface conditions plotted from reported data which dwell the contour, slope, aspect, curvature and hill shade maps as well as a land-use map. The morphometric parameters were derived from the Digital Elevation Model (DEM) using ArcGIS. The result revealed 433 contours with 100m intervals with less around Kwatas, Bokkos, and Butura and very high around Mushere west and central. The slope was very high around Mushere west/ central, Mangar/Damwai, Dafffo, Sha and Mangunahave moderate slope. In areas of Mushere, Mangar and Damwai runoff was high, soil erosion indicated sign of very high adverse effects on the environment. Aspect revealed red colour, North, orange Northeast and yellow colour tilt to the east while the green southeast. Hillshade was observed lesser in Mushere west/central, Damwai with a curvature map for soil erosion patterns and Vegetation covers were predominant certain areas of Bokkos and the study gave appropriate recommendation to agency concerne
Effects of Informal Saving Schemes on Livelihoods in Laikipia County, Kenya
Informal saving schemes is a way in which people pool their savings together and provide loans to facilitate income-generating ventures of all-inclusive economic activities. The objective of this study is to assess the effects of accumulative deposits made at the Informal saving group's contribution on household livelihoods improvement. The research was carried out in Laikipia County due to targeting Informal saving schemes in arid and semi-arid areas. Adverse selection theory of financial markets and sustainable livelihood approach theory guided the study. Simple random sampling and probabilistic were used to select a sample size of 90 respondents comprising of 78 members, 7 officials, 3 managers, and 2 opinion leaders. Primary data collected on guided predetermined household ten core activities where questionnaires and interviews used as data collection instruments, accumulative deposits are instrumental in the ascertainment of loan sizing and a valued discipline in sustainability, descriptive and deductive statistics like tables used, where members have claimed success with improved family circle income with accumulative deposits which is fundamental to sustain human basic needs and social change motivator. Commend the amendment of existing policies and charters, to protect the Informal savings groups from Ponzi schemes, and the appointment of an aggregator for technical support to Informal saving schemes
