    Implementation of the Rice Provision Policy for State Civil Apparatus (ASN) Based on Regent Regulation Number 64 of 2021 in Sumenep Regency

    The policy of supplying rice to the State Civil Apparatus  (ASN) in the Sumenep district government is a form of government alignment to empower farmers by purchasing local agricultural products as a tribute to agricultural products produced by local farmers in Sumenep district. This study aims 1). To explore, identify, analyze and describe the implementation of the rice supply program policy for ASN based on Regent Regulation Number 64 of 2021 in Sumenep district; 2). To explore, identify, analyze and describe the impact of implementing the rice supply policy for ASN based on Regent Regulation Number 64 of 2021 in Sumenep district. This research was conducted to gain an understanding of the involvement of policy actors in the implementation of the Sumenep Regency Regent's Regulation Number 64 of 2021 concerning Provision of Rice for ASN. Therefore, explanatory research with descriptive studies  (Stake, 2009) is used as an approach in answering research problems with qualitative methods as an attempt to explain the factors and mechanisms that cause the phenomenon of the object under study  (Creswell, 2016). The results of this study indicate that individual actors influence the policy-making process for the provision of rice for ASN in the Sumenep district government providing input or opinions related to the issues or problems raised, as well as providing support or resistance to the policies taken . However, the implementation of this policy is carried out by considering sustainability and not only temporary in order to provide sustainable benefits for ASN in the Sumenep district government. This policy is implemented fairly and evenly throughout all regional apparatus organizations  (OPD), so that there is no discrimination against ASN from certain OPDs. In the policy cycle, actors from farmer groups, the Indonesian republican employee corps  (KORPRI), as well as social institutions in Sumenep regency may have different roles depending on the stage of the ongoing policy cycle. Characteristics, interests, and motivations of actors in compiling content; context; and the policy implementation process as a complex process involving relevant stakeholders, including local governments, regionally owned enterprises  (BUMD), rice producers and distributors. The impact of the rice supply policy for ASN in Sumenep district for farmers has the potential to increase demand for rice in the local market and provide opportunities for farmers to increase their sales and income. The impact on ASN can have social and political implications. If the program is successful and is perceived positively by the community, it can enhance the local government's image and increase political support. The impact on the local government is that not all regional apparatus organizations  (OPD) and ASN receive and benefit from the policy of providing rice for ASN. This program must be properly implemented to avoid mistakes in the distribution of rice

    Analysis of the Readiness of Electronic Medical Records at the Cahaya Sangatta Mother and Child Hospital, East Kutai, Indonesia: The Implementation of the Minister of Health Regulation Number 24 of 2022 concerning Medical Records

    The aim of this study is, as follows: to analyze the Readiness of the Maternal & Child Hospital of Cahaya Sangatta Kutai Timur in the use of the Record  Medical  Electronic based on the Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records and analyzes the factors that encourage and hinder the readiness of the Mother & Child Hospital of Cahaya Sangatta Kutai Timur in utilizing Electronic Medical Records to comply with the mandate of the Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records. In this case the researcher used a qualitative descriptive method with a quantitative approach. The sample in this study were 49 people. The results of the analysis show that in terms of effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy, the Cahaya Sangatta Kutai Timur Mother & Child Hospital is ready to utilize electronic medical records based on the Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records. Factors that encourage the readiness of the Cahaya Sangatta Kutai Timur Mother & Child Hospital in the use of electronic medical records are: On the aspect of effectiveness, employees are motivated to improve service to hospital patients/guests. In terms of efficiency, the amount of costs used to procure equipment and technology in work units is not always the same as other service units, this is adjusted to the number of patients served by the service unit. In the aspect of adequacy, the application of policies with the achievement of certain effectiveness with the use of certain resources in providing services to patients. In the leveling aspect, the compensation received by employees is very appropriate, based on the completion of the work. In the aspect of responsiveness, employees are always focused and serious in providing services to patients. In the aspect of accuracy, hospital policies can always be accounted for in accordance with the provisions of the applicable laws and regulations.  Factors hampering the readiness of the Cahaya Sangatta Mother & Child Hospital, East Kutai in the use of electronic medical records are: In the aspect of effectiveness, the employee's ability to use as efficient a number of resources as possible in completing the work process without reducing the quality of work. In terms of efficiency, the use of costs to procure equipment and technology at the RSIA Cahaya Sangatta work unit in increasing the accuracy and speed of work of employees to provide services to customers/patients. In the aspect of adequacy, the application of policies with the achievement of certain effectiveness with minimal use of resources in providing services to patients. In the leveling aspect, the compensation received by employees is equivalent to the effort given in carrying out the work. In the aspect of responsiveness, in serving patients, submitting service prices according to a predetermined budget and not asking more from patients. In the aspect of accuracy, hospital policy encourages community participation in the delivery of patient services.&nbsp

    Quality Education in Low-Fee Paying Private High Schools in Mabelreign/Warren Park District in Harare,Zimbabwe:Teachers` Perspective

    The study aimed to assess the quality of education in low-fee paying private high schools in the Mabelreign/Warren Park district in the Harare Metropolitan Province of Zimbabwe while paying particular attention to teachers` perspectives. A clear assessment of quality education was essential to bridge the knowledge gap on the quality of education in low-fee paying private high schools.  It is also important to mention that the study was unique as it assessed the quality of education in low-fee paying private high schools in an education set-up where there was a massive increase in the population of private high schools. The study was guided by the systems theory which looks at the phenomenon at hand through the lens of interrelatedness of elements in the low-fee paying private high schools’ systems. The study adopted a quantitative method research approach, descriptive survey design, and data triangulation method. More so, the sample for the study was 44 respondents from three (3) low-fee paying private high schools in Mabelreign/Warren Park district. The sample was chosen using simple random technique from teachers that were present at each school. This study used bar graphs to analyse data collected. The study concluded that a safe learning environment has a positive contribution to quality education in low-fee paying private high schools. The study recommended that administrators in low-fee paying private high schools should ensure that anti-bullying mechanisms are put in place in order to create a safe learning environment to all the learners

    Financial literacy is a major issue of concern as it affects both businesses and individuals globally. Being highly literate has been seen to have considerable effect on the management of interest rates on loans, retirement savings, poverty levels, massive debts, and risk management.  Financial illiteracy impedes economic growth, financial system stability, and income streams at a  macro level The study investigated the impact of tertiary educators’ financial literacy on saving behaviour and the moderating effects of demographic factors (age, gender, level of education, subject taught, and length of service) using Mashonaland Central Province as a case study. The research objectives were to measure the level of financial literacy of educators, to determine factors influencing the financial literacy of educators, to determine the saving behaviour of educators and to recommend strategies which enhance the financial literacy of educators. The study adopted a positivism philosophy and an explanatory research design. The target population was made up of educators from the universities and colleges in Mashonaland Central. A sample of 384 educators was drawn using random sampling based on Blacks (2005) sample size formula. Questionnaires were used to collect data and descriptive statistics and regression analysis were used to analyse the responses. The study found that educators’ knowledge of financial instruments and computation capabilities had a significant effect on saving behaviour. All demographic factors were found to have no significant impact on the educators’ saving behaviours. The study recommends that educators should be trained on financial literacy, that the ministry of higher and tertiary education should provide a room for further improvement of financial literacy of educators. Areas of further studies include studying the feasibility of introducing financial literacy in elementary school and the effect of financial educators’ literacy on financial inclusion

    The purpose of this study was to describe and analyze the Compliance Level of DPRD (Provincial Legislatives Council) Members in E-LHKPN Reporting, as well as the dominant factors of the Compliance Level of DPRD Members in E-LHKPN Reporting, in accordance with the Fakfak Regency DPRD Leaders Decree Number 6 of 2018 concerning Reports on the Wealth of Organizers Countries within the Regional People's Legislative Council of Fakfak Regency. The research methodology will be naturalistic (qualitative) with a descriptive degree of explanation. The research is being conducted at the Fakfak Regency DPRD Office in West Papua. The data source consists of both primary and secondary data. In this study, data was collected through observation, interviews, questionnaires, and documentation, and it was analyzed using the Danim analysis technique model (2000: 218). The percentage of Compliance Level of Members of the Regional Representatives Council of the Fakfak Regency in E-LHKPN reporting was 90.85% in the Very Compliant category, according to this study. The first individual component is the Compliance Level of DPRD Members in E-LHKPN Reporting; just 2% of Fakfak Regency DPRD members may submit their LHPK report directly on the E-LHKPN page. The majority of it is still dependent on administrative help and assistance. Second, in terms of technicality, the Decree of the Leadership of the Fakfak Regency DPRD Number. 6 of 2018, concerning Reports on the Wealth of State Administrators within the Fakfak Regency DPRD, has not yet imposed sufficiently severe punishments on DPRD Members who fail to submit their LHKPN. Only the availability of funds/budgets to help administrators in participating in training and workshops for KPK activities in improving LHKPN reporting has fulfilled expectations across all three categories of resources

    Improving Community Welfare through the Family Hope Program for Wasior Village Residents, Wasior District of West Papua Province of Indonesia

     The primary concern in this study is to the implementation strategies and the various aspects that impact the efficacy of the Family Hope Program in enhancing the well-being of individuals residing in Wasior Village, Wasior District, Teluk Wondama Regency, West Papua Province. The present study employs a descriptive qualitative methodology, specifically utilizing a case study technique. The data collection approaches employed in this study encompass observation, interviews, and documentation. The findings of this study indicate that the implementation of the Family Hope Program in enhancing community welfare has been executed effectively, as evidenced by the successful and seamless progression of implementation stages. These stages encompassed field observations and data collection on individuals in need, who subsequently received assistance through the Family Hope program. The Family Hope Program Facilitator will collaborate with the Village Government to authenticate or align the existing data. Subsequently, the data will be transmitted or submitted to the Center for Data and Information (PUSDATIN) under the Ministry of Social Affairs of the Republic of Indonesia. The recipient community or families of the Family Hope Program are accurately aligned with the program's objectives. Simultaneously, the determinants that impact the execution of the Family Hope Program encompass the supportive factors that influence the establishment of the policy itself. These factors comprise three key components, namely health, education, and social welfare. Consequently, the program effectively aids disadvantaged individuals across multiple domains, encompassing health, education, and social welfare. Moreover, a significant obstacle within the Family of Hope program pertains to the occurrence of delays in the distribution of aid monies to the beneficiary community or family, as well as the discontent arising from inadequate information provided to the beneficiary community or family

    The Public Works Department of Highways in Malang City is one of the organizations implementing bureaucratic reform. In the area of public works and co-administration responsibilities, the Regional Work Organization (OPD) is in charge of managing government matters that fall under the purview of the provincial government. In order to improve public services and organizational effectiveness at the Office of Public Works, this study intends to explain and analyze the execution of human resource bureaucracy reform strategies, as well as the motivating and impeding factors for doing so. Highways in Malang City. With Malang City's Public Works Department as its research site, this study is qualitative in nature. sources of information include paperwork, interviews, and observation. Miles and Huberman analysis is used in data analysis. The study's findings show that human resource bureaucratic reform policies have been put into place to improve public services for the Public Works Office of Highways in Malang City as a whole. Based on the analysis of the study's data, this study's conclusion is that these policies have been successfully put into place to enhance public services for the Bina Marga Public Works Office in Malang City. At the Public Works Office of Bina Marga Kota Malang, communication, human resources, bureaucracy, and the attitude of policy implementers toward the implementation of bureaucratic reform are factors driving the implementation of human resource bureaucratic reform policies in improving public services and organizational effectiveness. While the barriers to bureaucratic reform include a lack of socialization, a lack of understanding of it, and the need for contextual reform, there should be a specific strategy because the barriers are not ideal, the quality of the workforce is poor, and the workload is heavy

    The Place of a True Special Education System for English Language Learners in Nigeria

    ABSTRACT It is well-known that students with learning disabilities struggle significantly in the Nigerian education system when learning the English language is not an exemption. Even though an inclusive education law was passed under President Goodluck Jonathan's administration which mandated schools to close the existing gap between pupils with special needs and their peers, the law offered no guidance for teachers on best-supporting language learners in the classroom. From all of the challenges faced by English Language Learners, the significant ones that confront learners with special needs were extensively reviewed. It was recommended that summits be organized, teachers be evaluated, trained, and developed, and specific bodies be eradicated. There should be a collaboration between the Nigerian government as these would contribute mainly to the evaluation and teaching-learning process of learners with special needs. A conclusion was reached that all stakeholders, including evaluation and guidelines, are a vital part of the Response to Intervention (RTI) structure. The type of research used by researchers is quantitative research.  Respondents in this study amounted to 10 people, who were selected using the snowball technique. The data analysis tool used to measure the soundness of institutions in this study was PEARLS analysis using Ms. Excel. The results showed that the financial performance of KSP KOPKARDIOS was in excellent, good, fair and fair categories
