Human Rights Violations and Accountability: A Case Study of the EndSARS Movement

    Get PDF
The EndSARS protests in Nigeria that broke out in October 2020 brought to the fore the issues of police brutality and systemic abuse by the Special Anti-Robbery Squad (SARS). Through this paper, an attempt is made to investigate accountability and justice mechanisms put in place post-protests through governmental investigations, international reactions, litigation against perpetrators, and the challenges often associated with the realization of justice. Some of such governmental responses have been the setting up of the judicial panels of inquiry in many states—one of the most swift being the extensive hearings and testimonies at the Lagos State Judicial Panel of Inquiry. Effectiveness has been mixed, despite such efforts, due to interference by political interests, lack of cooperation by law enforcement agencies, and issues around transparency. International human rights organizations and foreign governments have provided an important role in galvanizing the abundance of abuses internationally and impressing the Nigerian government with pressure for active policing. Legal actions against perpetrators have been slow, with serious obstacles like witness intimidation and systemic bias in judiciaries. Civil society organizations have also been involved in documenting abuses, providing legal representation to victims, and calling for broader accountability from other stakeholders. However, the involvement of civil society has been pushed to the fringes by intimidation and harassment from the government. Further, the broader implications of the EndSARS movement on human rights in Nigeria demand the call for a security sector that should be undergoing comprehensive reforms with expansive accountability mechanisms in place. The paper concludes with recommendations for strengthening these judicial panels, reforms, civil society support, and international collaboration to ensure that justice and human rights are obtained in Nigeria. These will lead Nigeria into the future with human rights respected and accountability being the norm, with justice served to all citizens

This study examined the gender barrier driving inequalities among the pastoralists of Nigeria’s Sahel Region in particular Bauchi and Gombe States. The study aims at identifying the socio-cultural, economic and institutional factors contributing to gender inequalities among the pastoralists. Using a cross-sectional survey design, qualitative data were collected through in-depth interviews and focus group discussions. Findings reveal that cultural practices and social norms limit women’s participation as they are presumed unfit for various duties; power relations, gendered policies and laws also deny women decision-making power. Furthermore, lack of credit and economic opportunities put women in another vulnerable position of being financially trapped. In addition, patriarchal norms and institutions contribute to gender inequality through exclusion of women from decision-making processes and education. Based on the findings, the study recommends inclusive policy intercessions emphasizing on gender-sensitive education, better economic opportunities, institutional support, and community involvement. Addressing these problems can help to advance gender equity and development in Sahel Region of Nigeria

The rising number of road accidents is one of the most pressing public health and development concern of the present time. Despite various efforts, India reports the world’s highest number of road accident fatalities. This paper employed the Systematic Literature Review technique to analyze existing road safety research in India to draw lessons for effective road safety governance. Three databases—Science Direct, PubMed, and JSTOR were searched and 6,293 articles were screened. A total of 86 articles were included. Findings revealed that in line with global trends, the majority of the victims of accidents are males, belonging to the economically active age group (18-45 years) and vulnerable road users are the worst affected in India. Driver error, poor road engineering and poor enforcement of laws are the main reasons for accidents. As road safety involves multiple actors and stakeholders, establishment of cohesive multi-sectoral agency is required to strengthen institutional mechanism for road safety efforts. A lead agency with the capacity to develop and coordinate road safety measures supported by accurate and quality data for evidence-based policies and strategies is the most pressing requirement for effective road safety governance
