    The research aims to describe and analyze the implementation of career development for TNI AD officers at the officer level based on Kasad's Decree Number Kep/462/VIII/2021 dated 4 August 2021 concerning career development for TNI AD officers within Korem 022/Pantai Timur Pematang Siantar as well as analyzing supporting factors and Barriers to Career Development for TNI AD Officers at the Officer Level based on Kasad Decree Number Kep/462/VIII/2021 dated 4 August 2021 concerning Career Development for TNI AD Officers in Korem 022/Pantai Timur Pematang Siantar. Based on the facts and phenomena obtained in the field, the following research results were obtained: The process of dismissal, appointment and transfer of positions at Korem 022/Pantai Timur is formally based on structured guidelines, with an emphasis on officer performance and competency. However, in implementation, social factors such as litigation as well as practical constraints such as limited resources and environmental adaptation still influence decisions, even though transparency and objectivity are sought. In promotions, the implementation of a meritocracy-based performance evaluation system, supported by multi-layered verification mechanisms and fair assessments of all officers, including those in remote areas, will increase transparency, trust and effectiveness in the promotion process in Korem 022/Pantai Timur Educational selection is the main key in the officer career development process at Korem 022, which ensures that promoted officers meet the technical, leadership and physical and mental readiness standards required to occupy strategic positions. Supporting factors such as welfare, moral support, discipline and overall technical skills support the success of officer career development at Korem 022/Pantai Timur. And difficulties in policy, budget, physical and mental readiness, as well as geographical challenges together hinder officer career development

    School health education is supposed to be one of the most efficient strategies for providing the instruction and experiences that prepare young people for their roles as healthy, productive adolescents and also prevent major health and social troubles. As per WHO data health status of school students is much compromised and health education is a good way to address this problem (SHS guidelines 2021).  Lifestyle disorder totally depends on social, mental, physical and behavioral practices. So, inculcation of healthy practices among school students through Health Education may play a great role (2020 Manuela Pulimeno). School health programs are supposed to be one of the most efficient strategies in influencing students' health-related behaviours that society might use to prevent major health and social troubles. Appropriate school interventions can foster effective learning, prevent destructive behaviour, and promote enduring health practices. Notifying the importance of health education in schools, the NEP (2020) proposes the inclusion of training in health, including preventive health, mental health, good nutrition, personal and public hygiene, disaster response and first-aid, as part of the school curriculum

    Decision-making speed plays a crucial role in enhancing organizational effectiveness, particularly in dynamic environments where timely responses influence performance outcomes. This systematic literature review examines the relationship between decision-making speed and organizational effectiveness among West African institutions, emphasizing the trade-offs between agility and decision quality. The study explores how decision-making speed affects financial, operational, and strategic performance, while identifying key moderating factors such as environmental turbulence, bureaucratic structures, and leadership styles. Drawing on Dynamic Capabilities Theory and Organizational Agility Theory, the research highlights that institutions capable of sensing opportunities, seizing resources efficiently, and reconfiguring processes tend to outperform counterparts with slower decision cycles. The review follows a rigorous systematic approach, synthesizing empirical findings from recent peer-reviewed studies on decision speed in sectors such as healthcare and higher education. Results indicate that while rapid decision-making enhances responsiveness and innovation, excessive speed can lead to inadequate analysis, resistance from stakeholders, and compromised decision quality. The study underscores the importance of balancing speed and accuracy in decision-making, offering strategic insights for leaders navigating complex institutional environments in West Africa

    The Role of Marketing Strategies in Enhancing Bank Performance: A Case Study of Diamond Bank, Nigeria

    The banking sector in Nigeria operates in a highly competitive and dynamic environment, necessitating the adoption of effective marketing strategies to sustain performance and gain a competitive advantage. This study examines the role of marketing strategies in enhancing the performance of Diamond Bank, Nigeria, by assessing the impact of product, price, promotion, and place strategies on key performance indicators such as customer acquisition, brand loyalty, and financial growth. The study adopts a descriptive research design, collecting primary data from employees in Diamond Bank’s marketing and corporate planning departments through structured questionnaires. Using statistical analysis tools such as SPSS, the study evaluates the relationship between marketing strategies and bank performance. Findings reveal that product innovation and promotional strategies play a significant role in customer retention and financial stability, while pricing strategies impact customer acquisition and competitive positioning. The study further highlights that digital banking solutions and service differentiation contribute to long-term sustainability in an evolving financial landscape. The results align with the Dynamic Capabilities Theory, which posits that firms that continually innovate their marketing approaches achieve superior performance. The study concludes that Nigerian banks must adopt customer-centric marketing strategies, leverage digital transformation, and enhance brand visibility through strategic promotions to remain competitive. It recommends that policymakers and bank executives invest in market research, develop personalized banking solutions, and optimize their promotional campaigns to enhance customer satisfaction and financial performance. Future research should explore the longitudinal effects of marketing strategies on bank performance in Nigeria

    Reflection over unspent Special-Purpose Funds in India: A Case of Building and other Construction Workers (BOCW) Welfare Fund

    The Building and Other Construction Workers (BOCW) Welfare Fund was established under the BOCW (Regulation of Employment and Conditions of Service) Act, 1996 and the BOCW Welfare Cess Act, 1996, to provide social security benefits to construction workers, one of the most vulnerable labour groups in India. Despite the significant accumulation of funds through a mandatory cess on construction projects, a large portion remains unspent or underutilised, drawing attention to governance failures, administrative inefficiencies, and policy bottlenecks. This paper critically examined the issue of underutilisation of BOCW cess funds along with its reasons and their diversion for other purposes, particularly during emergencies such as the COVID-19 pandemic, when large sums were repurposed for relief efforts. While such reallocation may have provided temporary support to the affected populations, it raises fundamental legal and ethical questions regarding the use of special-purpose welfare funds to meet alternative needs. Over the years, several audit reports of the Comptroller and Auditor General of India, judicial directives, and parliamentary committees have highlighted gross mismanagement, bureaucratic hurdles, regulatory constraints, poor implementation, and weak accountability mechanisms in fund administration. Despite these observations, concrete policy actions have remained slow. Thus, this study recommends policy reforms and enhanced administrative efficiency in managing BOCW funds through structural changes in fund disbursement mechanisms, increased worker enrolment and awareness, and stronger legal safeguards to prevent the diversion of funds, ensuring that welfare entitlements effectively reach the construction workers.

    Paternal Involvement Practices in relation to Male Adolescents in the Catholic Archdiocese of Kisumu, Kenya

    Adolescents in Kenya has increasingly exhibited more problematic behaviour with males accounting for the majority of cases.  Consequently, there has been hue and cry from church leaders, teachers and parents alike about the increasingly male adolescent problematic behaviour. This public discourse points to a society seeking to find answers and possible solutions to maladaptive behaviour. However, paternal role has been kept out of this discussion yet they could be the missing link in addressing maladaptive behaviour. The objective of the study was to determine paternal involvement practices in relation to the male adolescents in the Catholic Archdiocese of Kisumu, Kenya. The study was anchored on three theoretical frameworks namely Bronfenbrenner’s Bioecological systems, Bowenian Family systems and Bandura’s Social Learning theories and adopted a parallel concurrent mixed methods approach. The target population were fathers who are members of the Catholic Men’s Association with male adolescents aged 13-15 years old. Simple random sampling was used to identify parishes to draw respondents from while purposive sampling was used to sample fathers with 13-15-year-old sons. Quantitative data was collected from 325 fathers using standardized questionnaires while qualitative data was collected from fathers using a semi structured focus group guide in 4 discussions.  Using SPSS version 29, quantitative data was subjected to descriptive statistical analysis while thematic content analysis was used for qualitative data. Interpretation combined quantitative and qualitative data. The study established that the fathers had a moderate level of parental consistency, coercive parenting, positive encouragement and parent-child relationship. In addition, fathers were moderately adjusted to their parenting role, family relationships and parental teamwork. Most fathers focused on the economic aspect of their paternal roles at the expense of emotional and mental aspects. The major recommendation from the study is the need for enhancement of paternal education to improve effective involvement with male adolescents to prevent maladaptive behaviours. &nbsp

    Aid to Fragile States: Role of Aid Delivery Programs in Promoting Social Development through School Education in Afghanistan from 2001 to 2020

    Foreign aid has been crucial in helping fragile states, especially Afghanistan after 2001, when the international community made significant investments in rebuilding state institutions. Between 2001 and 2020, billions of U.S. dollars were allocated to sectors like security, governance, and economic & social development. This paper uses primary and secondary data as well as existing literature to examine the impact of foreign aid on social development, with a focus on school education. The findings show that education received a relatively small share of aid compared to other sectors and that Afghanistan remains economically dependent on foreign aid largely because of ineffective donor and government policies and the predominance of short-term, externally driven programs. Although the paper focuses on development outcomes, it recognizes that larger political and conflict-related dynamics (state legitimacy and fragile governance, strategic interests and donor politics, armed conflict and insecurity, and limited local ownership and parallel systems) influenced the effectiveness of aid in Afghanistan

    Personal Data Protection in Digital Business Based on the Law on Personal Data Protection

    The development of information technology drives the growth of digital businesses in Indonesia, which directly increases the activities of collecting, processing, and storing consumer personal data. However, on the other hand, the rampant misuse and leakage of personal data pose a serious threat to the privacy rights of the public. The Indonesian government enacted Law Number 27 of 2022 on Personal Data Protection (PDP Law) as a legal framework governing personal data management, particularly within the digital business ecosystem to address this issue. This research uses a normative juridical method with a legislative and conceptual approach to analyze the regulation of personal data protection based on the PDP Law and the responsibilities of digital business actors in ensuring consumer rights. The research results show that the PDP Law has provided a sufficiently comprehensive legal framework for collecting, processing, storing, and deleting personal data. In addition, business operators must ensure data security, obtain consumer consent, and respect the rights to access and control personal data by data subjects. However, challenges still exist in implementing the PDP Law, particularly regarding the readiness of digital infrastructure, compliance by business actors, and law enforcement. Therefore, more optimal efforts are needed from both the government and business actors to realize adequate personal data protection and provide a sense of security to consumers in the digital business era. This research provides strategic recommendations in the form of enhanced education and training for business actors, strengthening the role of the Personal Data Protection Authority, and the development of cutting-edge data security technology as important steps in optimizing personal data protection in the digital business era

    Effects of Dusk-to-Dawn Curfews on Spatio-Temporal Crime Displacement in North-Rift Counties of Kenya

    The use of dusk-to-dawn curfew to contain insecurity in the bandit-prone North-Rift Counties of Kenya has been a common and preferred hotspot policing strategy by law enforcement, yet its outcome has been moderate at best. The study utilized the geometric theory of crime and the theory of state society relations. This study used both quantitative and qualitative research methods. A three-level sampling procedure was used to select the respondents. First, purposive sampling was used to select the counties worst hit by crime and gazetted as hotspots based on legal notices no. 9, 10, 11, and 12 of 2023 and their subsequent extensions vide legal notices no. 167, 168, and 169. These counties were Turkana, Baringo, and West Pokot. Second, two divisions of within each county were randomly selected. Third, proportionate sampling was utilized to distribute the sample population (384) across all the divisions taking into consideration gender balance. Data collected using questionnaires and focus group discussion guides were analysed using both inferential, descriptive, and thematic analyses. The study established significant association between dusk-to-dawn curfew and spatial crime displacement; ?²(140, N = 378) = 1839.638a , p = .0001, Cramér’s V = . 698, and temporal crime displacement; ?²(120, N = 378) = 1195.452a, p = .0001, Cramér’s V = . 562. In conclusion, curfew displaced rather than reduced crime, indicating the need for comprehensive security strategies. The study recommends to law enforcement and policing experts an integrated policing system that incorporates community-led policing initiatives together with hotspot policing strategies such as dusk-to-dawn curfew to minimise crime displacement
