Wkład imigrantów w podnoszenie innowacyjności miasta. Przykład Wrocławia
Research results in many countries (especially in the United States of America) confirm that there is a significant correlation between the presence of immigrants and the innovation of their host countries. The purpose of the article is to examine such a relationship in Poland on the example of the city of Wroclaw. The measure of innovation used in the article is the number of patent applications. Using the data of the Patent Office of the Republic of Poland for the period of 1989–2020, all the patent applications from Wroclaw were analyzed in terms of the number and participation of foreigners. It was found that the contribution of immigrants to innovation of Wroclaw varies depending on the technological area of the surveyed inventions. Results also show that foreigners did not contribute to increasing the city innovation, but they had an impact on the development of the electrical engineering industry in Wroclaw.Wyniki badań — zwłaszcza dotyczące Stanów Zjednoczonych Ameryki — wskazują, że istnieje istotna zależność między obecnością imigrantów a innowacyjnością państw przyjmujących. Celem podjętego badania jest sprawdzenie podobnego związku w Polsce na przykładzie Wrocławia. Miarą innowacyjności przyjętą w artykule jest liczba aplikacji patentowych. W zbiorze danych Urzędu Patentowego Rzeczypospolitej Polskiej za okres 1989–2020 przeanalizowano wszystkie zgłoszenia patentowe zarejestrowane jako aplikacje, które pochodziły z Wrocławia, pod kątem liczby i udziału cudzoziemców w tych aplikacjach. W wyniku badań stwierdzono, że wkład imigrantów w innowacyjność jest różny w zależności od obszaru technologicznego wynalazków. Cudzoziemcy nie przyczynili się w dużym stopniu do zwiększenia innowacyjności miasta, ale mieli wpływ na podtrzymanie rozwoju branży elektrotechnicznej we Wrocławiu
Wyzwania sektora energii w kontekście transformacji energetycznej
The article aims to answer whether the current state of the Polish energy system may lead to its crisis and in turn threaten the country’s energy security. This assumption was verified with the use of statistical data analysis and a review of literature. The study indicates several negative phenomena affecting the Polish energy sector. They include the lack of far-reaching reforms in the Polish energy market and negative external effects that may lead to a crisis.Artykuł ma na celu odpowiedź na pytanie, czy aktualny stan polskiego systemu energetycznego może doprowadzić do jego kryzysu i zagraża bezpieczeństwu energetycznemu Polski. The article examines transfeminist experiments directly or indirectly inspired by Paul B. Preciado’s Testo Junkie: Mary Maggic’s exploration of molecular forms of colonization, Gynepunk’s attempts to decolonize gynecology, and the project of becoming a plant with the help of chlorophyll carried out by the Quimera Rosa collective. In these projects, industrially produced molecules become the material for dissident and anti-identitarian forms of embodiment. Political thought of the Third Position: Analysis in the context of Eternal Fascism according to Umberto Eco
The Third Position is one of the marginal currents in contemporary political thought. This current was represented by the International Third Position established in 1989. The values, concepts and arguments for the annihilation of parliamentary democracies and forms of contemporary international relations put forward by this organization raise the question: is the political thought of the Third Position (represented by the International Third Position) a fascist one? In the present article the author has formulated a hypothesis, according to which the political thought of the International Third Position is an ideology that meets the defi nition criteria of fascism. To verify it, the author used the theoretical framework presented in a lecture by the Italian writer and intellectual Umberto Eco (1932–2016) delivered in 1995 at Columbia University. The main method of verifying the hypothesis was a critical analysis of the elements of political thought of the International Third Position and comparing it with the features (symptoms) of fascism formulated by Eco. The source material for the analysis include documents of the International Third Position, as well as documents of political parties and organizations that make up the ITP from Italy and Poland. An important source were the ideological and journalistic texts written by the leaders of this movement from the UK, Poland and Italy. In the article, each of the fourteen features of fascism proposed by Umberto Eco was analyzed in the context of the thought of the Third Position. The research hypothesis has been positively verified. The political thought of the Third Position does indeed meet the defi nition criteria of fascism

Reinhold Messner has said frequently that in the fi rst period of his activity in the mountains his climbing partners were often local farmers from the Valley of Funes in South Tyrol. The entire region of the Alps is inhabited by traditional peasant communities. Despite civilisational transformations we can still encounter there farms and their residents who like to climb the mountains for pleasure. Yet the Golden Age of mountaineering in the mid-19th century was dominated by an elite of British climbers with aristocratic, scholarly and cultural backgrounds. They were guided by highlanders from the foot of the Alps.
However, as early as in the 1950s and 1960s British mountaineering became the domain of the working class as well, thanks to Don Whillans. Among the modern climbers from Western Europe and the United States there are many workers, manual labourers, people with no higher education. On the other hand in Poland mountaineering was from the beginning an elite activity and has remained so to this day. Climbing has attracted and still attracts engineers, academics, creative professionals, doctors and artists. Among Polish climbers there have not been and there are no farmers, workers, uneducated people or those doing manual labour. The exception is mountain guides and rescuers, but they climb professionally, so to speak, and not con amore.
Why is that? Why do Polish highlanders — with few exceptions — not climb? Why has this been the case for nearly two hundred years? Media w stosunkach międzynarodowych w epoce nadmiaru informacji
The objective of the article is to check the functionality of the leading concepts explaining the role of media in international relations and foreign policy in the fourth era of political communication. The author focuses on the “CNN effect” and “manufacturing consent” concepts to illustrate how the Almond–Lippman consensus was rejected. The study is framed by the idea of globalization of media and uses the cases from the EU (Poland and the Netherlands), the relations with Russia and the recent migration crisis on the Polish–Belarussian border to assess the role and position of media in international relations in the age of information overload. The author concludes that despite the deep mediatization of societies in the 21st century, the governments are able to take charge of the discourses in international communication using their strategic narratives.The objective of the article is to check the functionality of the leading concepts explaining the role of media in international relations and foreign policy in the fourth era of political communication. Znaczenie funduszy strukturalnych i Funduszu Spójności dla rozwoju miasta Wrocławia
The Cohesion Fund and structural funds were established in order to reduce developmental disproportions between the countries and regions of the European Community. EU funds play an important role in aiding less developed countries and regions. As such, the author’s aim is to determine the impact of EU funds on the development of the city of Wrocław. The present article is based on literature and empirical research, mainly the analysis of data from the City Hall of Wrocław and the government database on grants from EU funds. The outcome of the research indicates that the EU funds significantly influenced the implementation of projects and investments that contributed to improving the quality and living conditions of the residents of Wrocław, however, the author also notes the negative effects of the use of said EU funds, such as an increase in the city’s liabilities.W celu zniwelowania dysproporcji rozwojowych pomiędzy państwami i regionami Wspólnoty Europejskiej do życia powołano Fundusz Spójności oraz fundusze strukturalne. Fundusze unijne odgrywają istotną rolę w pomocy dla gorzej rozwiniętych państw i regionów. Przedmiotem zainteresowania autora jest rozstrzygnięcie kwestii wpływu środków z funduszy unijnych na rozwój miasta Wrocławia. Niniejszy artykuł powstał na podstawie źródeł literaturowych oraz badań empirycznych przeprowadzonych w formie analizy danych pochodzących z Urzędu Miejskiego Wrocławia, a także z rządowej bazy danych dotyczącej dotacji z funduszy unijnych. Wynik przeprowadzonych badań wskazuje, że środki z funduszy unijnych znacząco wpłynęły na realizację projektów i inwestycji, które przyczyniły się do poprawy jakości i warunków życia mieszkańców Wrocławia, jednakże w przeprowadzonych badaniach zauważono także negatywne skutki korzystania z funduszy unijnych, między innymi wzrost zobowiązań miasta
