Державна промислова політика України в умовах війни: виклики та пріоритети
No full textThe article is devoted to the study of the conditions of industry development in Ukraine in the conditions of the Russian-Ukrainian war, as well as the challenges and priorities of the formation and implementation of state industrial policy. The main institutional and legislative threats to the industry development are identified. Legislatively defined tools for stimulating and regulating industrial production are investigated. Based the analysis of the conditions of industry functioning in Ukraine, practical advice on management of its further development is provided. The author demonstrates that today’s institutional basis and legislative regulations have proven to be too weak to stimulate industry development successfully. It requires reforming legislation that establishes a list of necessary tools to stimulate industry. The author formulates recommendations to identify the defence, agriculture and energy industries as strategic for Ukraine. The stimulation of the development of the industry should occur on the basis of high value production.Стаття присвячена дослідженню умов розвитку промисловості України в умовах російсько-української війни, а також викликам та пріоритетам формування іреалізації державної промислової політики. Визначено основні інституційні та законодавчі загрози для розвитку промисловості. Досліджено законодавчо визначені інструменти для стимулювання та регулювання промислового виробництва. На основі аналізу умов функціонування промисловості України, надано практичні поради щодо управління їїподальшим розвитком. Автором показано, що сьогоднішнє інституційне підґрунтя та законодавче регулювання виявилися занадто слабкими для достатнього стимулювання розвитку промисловості. Потребує реформування законодавство, що встановлює перелік необхідних інструментів для стимулювання промисловості. Автором надано рекомендації щодо визначення стратегічними такі галузі, як ОПК, АПК та енергетики. Стимулювання розвитку промисловості має відбуватися за рахунок виробництв з високою доданою вартістю

„Zlata Praha”? Praskie „city” przebudowane w XIX i XX wieku
No full textPrague’s Old Town was thoroughly rebuilt and modernised over the two previous centuries. What one can see today is the shape the historic centre was given in the second half of the 19th c., during the Belle Époque, in the interwar period and, partly, after the World War II. The story of this metamorphosis is related in the monumental Město v bouři. Urbanismus a architektura historického centra Prahy 1830–1970 by Richard Biegel, a Czech historian of art from the Charles University in Prague (2022). The large-format, superbly illustrated book is a treasury of knowledge on the formation of Prague’s “city” and the disappearance of its prior picturesque architecture. It shows that, like in Vienna and Paris, demolition was massive in the centre of Prague, where streets were straightened, new traffic routes were laid out, and huge houses were erected alongside new department stores. The article discusses the content of Biegel’s study, offering numerous comments and research recommendations. With its precious, multifarious exploration of Prague’s “city”, the volume gives a fresh impulse to the comparative study of Central European towns

Get PDFThe term ‘ideology’ is used to refer to various political worldviews and frameworks. As a new social movement and modern ‘ideology of the survival of all living creatures’, ecologism focuses on the relationship between ‘the human being and the natural environment’. Research literature made it possible to formulate the hypothesis of the protection of human beings in the information environment of the life ecosystem. The aim of this work is to prove this hypothesis, to find content disseminating the idea of infoecologism and to describe the elements of the infoecological consciousness. This article is based on reports presenting the results of research on using digital information as well as publications on the influence of the information environment on individuals. An attempt is made to use these works to answer the question about the beliefs and convictions as well as recommendations concerning the functioning of modern human beings in the information environment treated as an element of the life ecosystem. Get PDFFounded as a continuation of Wojciech Mielczewski’s printing shop, the printing house of the Fraternity of the Holy Trinity operated between 1705 and 1786. It produced over 300 items, which were mostly religious. Its lay publications included alphabet books to learn Polish, Polish poetry, almanacs, play programmes for school theatres, light fiction, panegyrics etc. The printing house popularised Polish culture in multicultural Lviv. Feminizm zwykłych kobiet? O próbach zwrotu ku lewicowemu populizmowi we współczesnym feminizmie w Polsce
Get PDFThe article comprises a diagnosis and analysis of a discursive change in Polish feminism, which demonstrates many characteristics of a turn towards left populism and is interpreted as a local (albeit consistent with a global trend) strategy of resistance against illiberal anti-feminist populism. It juxtaposes three texts by feminist authors, published between first Black Protests, initiated in 2016 against plans of an abortion ban in Poland and the Women’s Strikes launched in 2020 in reaction to a ruling of the Constitutional Tribunal which actually tightened the already restrictive abortion law. All of them call for a change in the Polish feminist movement: arrival of a “feminism of ordinary women” or fourth wave feminism. The issue of whether such discursive gestures help to construct a powerful pluralist subject of left and feminist populism or rather serve to discipline and exclude other voices and approaches within feminist debate is explored in depth in the course of the analysis. Finally some risks that the implementation of a populist “feminism of ordinary women” might involve are unmasked and the ways in which it transforms the feminist imagery and sets the horizon for the future which is worth fighting for are being pointed to.Artykuł stanowi diagnozę i analizę dyskursywnej zmiany w polskim feminizmie, noszącej znamiona zwrotu ku lewicowemu populizmowi i stanowiącej lokalną, ale wpisującą się w globalny trend strategię oporu wobec nieliberalnego antyfeministycznego populizmu. Zestawiam ze sobą trzy teksty, powstałe między pierwszymi Czarnymi Protestami, które wybuchły w 2016 roku w sprzeciwie wobec próby zaostrzenia prawa aborcyjnego w Polsce a Strajkami Kobiet zainicjowanymi w 2020 roku w reakcji na wyrok Trybunału Konstytucyjnego uznającego dopuszczalność aborcji z przyczyn embriopatologicznych za niezgodną z konstytucją. Wszystkie one stawiają postulaty zmiany w postaci nadejścia „feminizmu zwykłych kobiet” czy czwartej fali feminizmu. Odpowiadam na pytanie, czy takie gesty mają szansę skonstruować sprawczy pluralistyczny podmiot feministycznego lewicowego populizmu, czy raczej funkcjonują jako narzędzia dyscypliny i wykluczenia wewnątrz debaty feministycznej. Wskazuję na ryzyka związane z wdrażaniem populistycznego „feminizmu zwykłych kobiet”, a także rozważam, w jaki sposób analizowane dyskursywne przesunięcie przekształca feministyczne imaginaria i wyznacza horyzont przyszłości, o którą warto walczyć
