Role of information systems in supply chain management optimization: Rôle des systèmes d'information dans l'optimisation de management de la supply chain
Abstract
The information system plays an important role in optimizing the supply chain management (planning and performance, platform and transport), in order to ensure good coordination between them, as well as allowing optimization of the supply chain (production, storage, and transport) (BOUROUBA 2013). This paper presents the role of information systems in optimization of the supply chain management and it application in CEVITAL Company.

Under representation of women in positions of responsibility in public adminisration: question of skills or stereotypes that persist in morocco? Sous representation des femmes aux postes de responsabilite dans l’adminisration publique : question de competences ou stereotypes qui persistent au maroc ?
RESUME
Pendant ces dernières années, la présence de la femme marocaine s’est opérée dans les arènes politiques, économiques et sociales. Aussi, elle a pu occupée des métiers qui étaient dans un temps proche réservés uniquement aux hommes. Cependant, sur le plan quantitatif on constate une sous représentation des femmes aux postes de pouvoir plus particulièrement, dans l’administration publique qui reste caractérisée, par une faible représentation des femmes dans les hauts niveaux hiérarchiques, surtout dans certains ministères. Ce présent article vise à détecter les disparités de genre dans les positions de pouvoir de certaines institutions de l’administration marocaine en consultant ses bases de données. Les résultats montrent que les femmes qui occupent des postes à responsabilités sont bien présentes dans le secteur de la santé, l’enseignement, et dans les administrations à faible effectifs et dont les principaux services sont centralisés, contrairement aux autres institutions où elles ne parviennent pas à figurer aux sommets hiérarchiques.

ABSTRACT In recent years, the presence of Moroccan women has taken place in the political, economic and social arenas. She has also been able to occupy jobs that were once reserved exclusively for men. However, in quantitative terms, there is an under-representation of women in positions of power, particularly in the public administration, which is still characterized by a low representation of women in high hierarchical levels, especially in certain ministries. This article aims to detect gender disparities in the positions of power in certain institutions of the Moroccan administration by consulting its databases. The results show that women in positions of responsibility are well represented in the health sector, in education, and in administrations with a low number of staff and whose main services are centralized, in contrast to other institutions where they fail to appear on the top of the hierarchy.

Human capital and Tourism competitiveness in the world
Abstract
Tourism relies strongly on human capital. To explore this relationship, the present study examines the relationship between, on the one hand, human capital (HC) , and the other hand The Travel and Tourism competitiveness in the world. We use data from The Human Capital Report 2015 and The Travel and Tourism Competitiveness Report 2015 of the world economic forum by using ordinary least square method (OLS). The analysis shows that the human capital index (HCI) is positively correlated with Travel and Tourism competitiveness index (TTCI).

Development Designs and the Stake in Integrating Suburbs into the Urban Agglomeration: the Suburbs of the Cities of Fez and Meknes- Morocco: تصاميم التهيئة ورهان إدماج الضاحية ضمن التجمع الحضري نموذج ضاحيتي مدينتي فاس ومكناس – المغرب -
Abstract :
Urbanization documents are of paramount importance, for constituting the legal framework for urban planning, and being the basic tool for organizing the space and its use in the short and long term. The administration wishes to control the rapid growth of the built-up space by controlling the use of land and the various real estate uses at the spatial and temporal level. To accomplish this work, we visited the administrative departments that are concerned with the completion of urbanization documents, or those involved in one way or another in their preparation, for the purpose of conducting face-to-face interviews through which we try to answer a set of questions related to the conditions of document completion, and the difficulties encountered. Moreover, we obtained documents of urbanization of the studied suburban centers, and we tried to review and assess them, to search for the extent of their implementation in reality. The suburbs of Fez and Meknes receive an important coverage of development designs. Yet, there is a variation in terms of the number of designs and their effectiveness. The issue of applying the requirements of urbanization documents in the suburb is confronted with several obstacles, including the length of the study of urbanization documents that become out of date in reality, and the exception projects that change the zoning adopted in the document. In this context, this article will try to compare the suburban centers of Fez and Meknes with regard to urbanization documents and their operationalization.

ملخص: تكتسي وثائق التعمير أهمية بالغة، على اعتبار كونها تشكل اإلطار القانوني للتخطيط العمراني، واألداة األساسية لتنظيم المجال واستعماله على المدى القريب والبعيد، حيث ترغب اإلدارة في التحكم في النمو والتطور السريع للمجال المبني، من خالل ضبط استعمال األرض ومختلف االستعماالت العقارية على المستوى المجالي والزمني)أحمد المالكي. )2008 .) ص16 .) إلنجاز هذا العمل قمنا بزيارة للمصالح اإلدارية التي تعنى بإنجاز وثائق التعمير، أو تلك المتدخلة بطريقة أو بأخرى في إعدادها، لغرض إجراء مقابالت مباشرة نحاول من خاللها اإلجابة على مجموعة من األسئلة المتعلقة بظروف إنجاز الوثيقة، والصعوبات التي اعترضت ذلك، باإلضافة إلى ذلك حصلنا على وثائق التعمير الخاصة بالمراكز الضاحوية المدروسة، وحاولنا مراجعتها ووضع تقييم لها، للبحث في مدى تنزيلها على أرض الواقع. تحظى ضاحيتي فاس ومكناس بتغطية مهمة بتصاميم التهيئة، لكن هناك تباين في عدد التصاميم لكل مركز ومدى فاعليتها، فمسألة تنزيل مقتضيات وثائق التعمير بالضاحية تصطدم بعدة معيقات تتمثل في طول مدة دراسة وثائق التعمير، لتصبح متجاوزة في الواقع، ومشاريع االستثناء التي تغير من التنطيق المعتمد بالوثيقة، في هذا اإلطار ستحاول هذه المقالة المقارنة فيما بين المراكز الضاحوية لمدينتي فاس ومكناس فيما يخص وثائق التعمير ومدى تفعيلها.

Estimation of the Informal Economy in Morocco: Estimation de l'économie informelle au Maroc
Résumé :
Le but de cet article est d'estimer la taille de l'économie informelle au Maroc, de décrire son développement de 1998 à 2018. Le modèle MIMIC indique que l'économie informelle du Maroc a eu tendance à augmenter pendant la période 1998-2018, en particulier à partir de 2002. Cela présente de nombreux défis auxquels le Maroc doit faire face pour gérer et contrôler l'expansion de ce secteur. L'analyse et l'identification des causes de la croissance de l'économie informelle sont en effet nécessaires pour contrôler et réduire ce secteur.

Abstract :
The purpose of this article is to estimate the size of the informal economy in Morocco, to describe its development from 1998 to 2018. The MIMIC model indicates that the informal economy in Morocco has tended to increase during the period 1998-2018, in particular from 2002. This presents many challenges that Morocco must face in managing and controlling the expansion of this sector. The analysis and identification of the causes of the growth of the informal economy are indeed necessary to control and reduce this sector.

Integration of the South African automotive industry into global value chains: Intégration de l’industrie automobile sud-africaine dans les chaînes de valeur mondiales
Résumé
L’industrie automobile est l’exemple emblématique des branches industrielles où la production est fragmentée au sein des chaînes de valeur mondiales. En Afrique, c’est l’Afrique du Sud qui toujours à la tête des pays producteurs de l’automobile. Plusieurs acteurs de renommée mondiale sont présents sur son marché, constituant des clusters performants et interconnectés avec des réseaux mondiaux de production. L’objectif de cet article est d’examiner l’intégration de l’industrie automobile sud-africaine dans les chaînes de valeur mondiales de l’automobile. Dans ce cadre, nous avons menée une analyse de certains indicateurs clés de cette intégration à savoir, les performances de la production et les échanges extérieurs en produits automobiles (véhicules et composants), ainsi que le rôle de l’Etat pour promouvoir cette intégration. À l’issu de ces analyses, il apparait que l’automobile sud-africaine est bien intégrée dans ces chaînes, mais elle confronte des défis pour consolider cette intégration.

Abstract
The automotive industry is an emblematic example of industries where production is fragmented within global value chains. In Africa, South Africa continues to lead the way in automotive production. Several world-class players are present in its market, forming efficient clusters that are interconnected with global production networks. The objective of this paper is to examine the integration of the South African automotive industry into global automotive value chains. Within this framework, we have conducted an analysis of some key indicators of this integration, namely, production performance and foreign trade in automotive products (vehicles and components), as well as the role of the state in promoting this integration. From these analyses, it appears that the South African automotive industry is well integrated into these chains, but it faces challenges in raising this integration.

WORK-FAMILY BALANCE: AN EMERGING ISSUE IN MOROCCO
Abstract :
The interest in work-life interface is due to several sociodemographic changes in the world : feminization of work, increase in homogamy, struggle for gender equality. During last years, generational expectations confirm this interest. The Generation Y employees ask for more than linear and hierarchical progression within the organization, they want to have a lifestyle allowing them to balance their existence between work, family,leisure …Work seems to be less central to their lives ! (Jean M. Twenge ,2013)
In Morocco, many of those changes took place in last decades. In this context we tought that it is important to underestand the place of work-family interface in Morroco. Our study has the aim to understand the societal changes which impact the work-life interface and to explore if companies take this issue in consideration. By this paper we are exploring the situation of the work-family interface through an analysis of the organizational and societal changes.
Since the aim of this study is comprhensive, an inductive and interpretative approach is appropriate (Yin 2003). The study was based in a qualitative design and interpretitive approcah (Sandberg, 2005) through semi-structured interviews with experts : human ressources directors, HR consultant, sociologists and psychologists. This paper gives a descreiptive overview about the societal level and organisational level .
The results shows that many changes affects the work-family interface which is rather conflictual in Morocco specially for women. The companies has some practices which are informal in the majority.

Career anchors as a theoretical framework to analyze the innovative work behavior : Proposal of a research model: Les ancres de carrière comme cadre d’analyse théorique du comportement d’innovation : Proposition d’un modèle de recherche
Résumé
Cet article met en lumière l’impact des orientations des carrières des salariés (ou plus précisément les ancres de carrière de Schein (1968, 1978, 1990)) sur le comportement d’innovation au sein de l’entreprise, et plus spécifiquement l’innovation technique chez les ingénieurs. Il s’agit d’analyser les déterminants du comportement d’innovation au niveau individuel, en fonction des orientations de carrière.
Nous avons proposé, en se basant sur la théorie des ancres de carrière de Schein (1968, 1978, 1990), un modèle de recherche intégrant les ancres de carrière qui permettraient de déterminer le comportement d’innovation au niveau individuel, ainsi que les ancres complémentaires qui sont susceptibles de modérer le lien entre les ancres « créativité entrepreneuriale » et « compétence technique » d’une part, et le comportement d’innovation d’autre part.

Abstract
This article highlights the impact of employees' career orientations (or more specifically Schein's career anchors (1968, 1978, 1990)) on innovative work behavior within the firm, especially the technical innovation among engineers. The aim is to analyze the determinants of innovation behavior at the individual level, based on employees’ career orientations.
Based on Schein's theory of career anchors (1968, 1978, 1990), we have proposed a research model that integrates the career anchors that would determine innovation behavior at the individual level, as well as the complementary anchors that are likely to moderate the link between both anchors "entrepreneurial creativity" and "technical competence" at one end ; and innovative behavior on the other end.

Effect of the Supreme State Audit action on the supply of public services in Cameroon in a context politicization of civil servants: Effet de l’action du contrôle supérieur de l’État sur l’offre des services publics au Cameroun
To reduce deviant behaviour and the misuse of the discretionary power of the public manager, the State control bodies in Cameroon witnessed a reinforcement of their powers, which was intended to help improve the supply of public services in the short term.
From an analysis of the organizational routines of the Supreme State Audit, this article aims to show that by trying to reduce asymmetric information and control the discretionary power of the public manager, these routines rather strengthen its “procedurally rational” behaviour through the process of selective adaptation and encourage bureaucratic management as an ideal type, the very source of inertia levelled at public authorities.
Résumé
Cet article ambitionne comprendre à partir d’une analyse des pratiques qui mobilisent les théories néo-institutionnaliste et évolutionniste, « En quoi les routines organisationnelles de contrôle de la gestion des Finances publiques du Contrôle Supérieur de l’État ne contribuent pas significativement à l’amélioration de l’offre des services publics par les structures contrôlées au Cameroun ».
Les résultats montrent que ces routines ont une dimension normative forte. Elles renforcent le comportement procéduralement rationnel du manager, générant un management bureaucratique comme idéal type, source de l’inertie des pouvoirs publics.

MARKET REACTIONS TOWARDS THE ANNOUNCEMENT OF SUKUK ISSUANCE: EVIDENCE FROM GULF MARKETS
Sukuk (Islamic bonds) emerged as a revolutionary financial instrument over the last years andis considered as the flagship capital market instrument of the Islamic finance industry.However, the understanding of it is still limited compared to conventional bonds. This studyaims to investigate whether the announcements of Sukuk issuance that carry any newinformation can create impact on the market’s reactions using 42 Sukuk announcements overthe period of 2010 to 2019 in four Gulf financial markets. It is revealed the absenteeism ofsignificant abnormal returns across asymmetric and symmetric event windows for periodsbefore and after the announcement date, concluding no wealth effect. Within the equitymarketplace, these results will be of practical relevance to corporations, practitioners anddecision-makers
