    Moroccan port strategy tested on the ground : the case of Agadir port

    Context and background  This research evaluates the implementation of Morocco's National Port Strategy 2030 through the study of the port of Agadir, designated as an "interregional balancing hub". The choice of this topic is driven by the crucial importance of ports in the Moroccan economy and the need to assess territorial rebalancing policies. Morocco has undertaken a reform of its port system to correct historical imbalances, particularly the concentration of activities in the port of Casablanca. The 2030 strategy aims to create a polycentric system with six complementary port hubs. Goal and Objectives: The objective is to analyze the gap between strategic planning and its effective implementation by identifying structural and governance constraints. The study aims to understand the capacity of the port of Agadir to assume its role as an interregional balancing hub. Methodology: The methodology combines the examination of strategic documents (National Port Strategy 2030, National Ports Agency reports), institutional reports and development plans (Master Urban Development Plan, Regional Development Plan) with field investigations into the state of infrastructure and project progress. A comparative approach with other Moroccan ports and spatial analysis using ArcGIS software complete the approach. Results: The results reveal significant delays in structural projects (cruise terminal, shipyard relocation, rail connection) and identify several major constraints: lack of railway connectivity, land scarcity due to urban proximity, and governance challenges related to the multiplicity of actors.     In Morocco, as in many countries around the world, the COVID-19 pandemic compelled authorities to declare a state of public health emergency, which came into effect on March 20, 2020. This unprecedented situation necessitated the implementation of mechanisms to ensure the continuity and maintenance of public services despite the strict confinement measures imposed to curb the spread of the virus. Within this context, the Ministry of Justice adapted to these exceptional circumstances by adopting Information and Communication Technologies (ICTs).     Les différends relatifs à la délimitation maritime en Afrique de l’Ouest connaissent depuis deux décennies un regain d’intérêt en raison de la conjonction de facteurs énergétiques, géopolitiques et environnementaux. L’exploitation accrue des ressources offshore, la sécurisation des zones économiques exclusives et la montée des enjeux liés à la durabilité et à la gouvernance des océans ont placé la question des frontières maritimes au cœur du droit international contemporain. Cet article analyse, à la lumière de la Convention des Nations Unies sur le droit de la mer de 1982 (CNUDM), les principes juridiques régissant la délimitation des espaces maritimes et leur application dans le contexte ouest-africain. Il met en évidence la distinction fondamentale entre la fixation unilatérale des limites extérieures des zones maritimes et la délimitation bilatérale ou juridictionnelle entre États voisins. À travers l’étude des pratiques étatiques, de la jurisprudence et des accords régionaux, l’étude met en lumière l’émergence d’un “droit africain de la mer”, combinant équité, coopération et durabilité. L’analyse conclut en soulignant la nécessité d’une approche régionale intégrée fondée sur la bonne gouvernance maritime et la solidarité entre États côtiers, condition essentielle pour la stabilité juridique et le développement durable de la façade atlantique africaine

    Comparative Catalytic Activity of Transition Metal Complexes Mimicking Catechol Oxidase

    Transition metal coordination complexes are of paramount importance both scientifically and technologically due to their multiple applications. One such application is the study of the mechanism of catalytic oxidation of catechol by these model complexes. This review summarises the work on four distinct coordination complexes:  [NNCO)₆Co₄Cl₂], [Zn(L1)(Cl)2].DMF, [CuL].(H2O),et [MnL].(H2O).     Phenylamine as Inhibitor for the Corrosion of Aluminum in Acidic Medium

    The inhibition ability of phenylamine on corrosion of aluminium in phosphoric acid solution was investigated through weight loss method and characterized by using scanning electron microscopic and Fourier transform infrared spectroscopic analysis. The obtained results show that phenylamine served as a very good inhibitor in protecting the metal against the corrosive action of phosphoric acid. Generally, the inhibition efficiency increased with increase of inhibitor concentration and decreased with increase in temperature. Corrosion rate increases in both inhibited and uninhibited solution but significantly decreased further in the presence of inhibitor. The positive values of enthalpy prove the endothermic nature of the dissolution process and the negative values of Gibbs free energy of adsorption prove the spontaneity of the entire process. The adsorption of the inhibitor on the surface of aluminium in phosphoric acid was found to obey Langmuir’s adsorption isotherm.     Understanding adsorption dynamics within nanoporous materials plays a pivotal role in optimizing applications such as gas separation, energy storage, and catalysis. Recent advances in computational methodologies have significantly enhanced our ability to simulate adsorption behavior at multiple length and time scales with improved precision. This review comprehensively examines the latest developments in theoretical frameworks, classical molecular simulations, machine learning algorithms, and multiscale hybrid approaches that together offer deeper insights into both equilibrium and dynamic adsorption processes. Special attention is given to the effects of structural heterogeneity, framework flexibility, and solvent interactions, as well as the increasing integration of computational results with experimental validations.     Guiera senegalensis, Annona senegalensis, and Senna alata are common medicinal plants that are used in African and Asian traditional medicine in treating several diseases. This review has pointed out their medicinal uses with focus on their phytochemical components and their pharmacological actions. The use of senna alata is known to have a long history of use as a laxative, antimicrobial, anti-inflammatory and antidiabetic and this has been due to its high levels of anthraquinones, flavonoids and phenolic compounds. Guiera senegalensis is typically utilized in the treatment of malaria, diarrhea, respiratory infections, and wound healing and has been reported to have a high level of antimicrobial, antioxidant, anti-inflammatory, and antiplasmodial due to presence of tannins, flavonoids, alkaloid and terpenoid. The plant Annona senegalensis has been widely used in the treatment of malaria, fever, gastrointestinal disorders, epilepsy, pain and also passesses significant antimicrobial, antiparasitic, antioxidant and cytotoxic properties which have been attributed to acetogenins, alkaloids and phenolic compounds found in the plant. These medicinal plants show a significant potential of therapeutic use and a good scientific rationale behind their traditional applications. Additional research on standardization, toxicity testing, and clinical validation is required to make them safe and effective in the context of the modern healthcare system

    The effect of public health insurance on access to and use of health services: A systematic literature review

    Les programmes d’assurance de santé sont conçus pour améliorer le recours aux services de santé et offrir une protection financière aux personnes qui y ont accès. Cette étude vise à évaluer ces politiques et à analyser leur impact sur l'utilisation des soins de santé et le financement des dépenses associées. Cette revue systématique de la littérature examine les articles publiés en anglais qui utilisent des méthodes économétriques pour évaluer les politiques publiques. Elle couvre la période 2014-2024 et s'appuie sur les données de Scopus et du Web of Science. Les termes de recherche comprennent Assurance maladie, Couverture d'assurance, Évaluation de programmes, Politique de santé, Santé publique. L'étude ne comprend que des articles mesurant l'effet de l'assurance publique sur l'utilisation et le financement des soins. La revue systématique inclut également la méthodologie économique utilisée pour évaluer les politiques publiques. En revanche, aucun critère n'a été appliqué aux bénéficiaires des programmes d'assurance maladie. Cependant, les études mesurant l'effet des programmes d'assurance maladie privés ont été exclues de la revue. Sur les 1 056 articles trouvés, 24 répondaient aux critères d'inclusion pour la revue systématique. La plupart de ces articles évaluent les programmes d'assurance publique en Chine et aux États-Unis, avec respectivement neuf et huit articles. La double différence est la plus largement utilisée dans les études. Ces programmes varient en fonction des objectifs politiques spécifiques et peuvent impliquer la promotion du recours à la fois aux soins préventifs et curatifs, ou se concentrer uniquement sur les soins curatifs, ce qui a un effet positif sur tous les types de soins.   Mots-clés :   Assurance maladie ; Couverture d'assurance ; Évaluation de programmes ; Politique de santé ; Santé publique.Health insurance programs are designed to encourage the use of healthcare services and to provide financial protection for individuals accessing this care. This study aims to evaluate these policies and assess their impact on healthcare utilisation and the financing of related expenses. This systematic literature review examines articles published in English that utilise econometric methods to evaluate public policies. It spans 2014 to 2024 and is based on data from Scopus and the Web of Science. The search terms include Health Policy, Health Services Accessibility, Insurance Coverage, Program Evaluation, and Public Health. The study includes only articles measuring the effect of public insurance on the use and financing of care. The systematic review also includes the economic methodology for evaluating public policies. In contrast, no criteria were applied to the health insurance program beneficiaries. However, studies measuring the effect of private HIP were excluded from the review. Out of 1056 articles found, 24 met the inclusion criteria. Most of these articles evaluate public insurance programs in China and the USA, with nine and eight articles, respectively. In addition, the double difference method is the most widely used in studies. These programs vary depending on the specific policy objectives and may involve promoting the use of both preventive and curative care, or focusing solely on curative care, positively affecting all types of care.     Technologies émergentes et résilience des chaînes d’approvisionnement : Apports d’une analyse bibliométrique et thématique: Strengthening supply chain resilience through emerging technologies: a bibliometric and thematic analysis

    Global supply chains are facing recurrent health, geopolitical, and climate crises, revealing their vulnerability and the need to improve their resilience. The technologies of Industry 4.0: Internet of Things (IoT), Artificial Intelligence (AI), blockchain, Big Data Analytics, and additive manufacturing, constitute strategic levers to enhance the flexibility, visibility, and adaptability of logistics systems. This study combines a bibliometric analysis with a thematic analysis of 512 articles from Scopus, using VOSviewer and Bibliometrix. It identifies the most studied technologies, scientific trends, and their differentiated contributions to proactive (preparation, anticipation) and reactive (response, adaptation) supply chain resilience. The results reveal a strong research dynamic, dominated by IoT, Big Data, and AI, primarily in countries with high innovation capacity. This study provides a structuring framework to guide future research and support the design of more resilient and digitalized supply chains. Les technologies de l’Industrie 4.0 : Internet des objet (IOT), intelligence Artificielle (IA), blockchain, Big Data Analytics et fabrication additive, constituent des leviers stratégiques pour renforcer la flexibilité, la visibilité et l’adaptabilité des systèmes logistiques. Cette étude combine une analyse bibliométrique avec une analyse thématique de 512 articles issus de Scopus, à l’aide de VOSviewer et Bibliometrix. Elle identifie les technologies les plus étudiées, les tendances scientifiques et leurs contributions différenciées à la résilience proactive (préparation, anticipation) et réactive (réponse, adaptation) des chaines d’approvisionnement. Les résultats révèlent une forte dynamique de recherche, dominée par l’IoT, le Big Data et l’IA, principalement dans les pays à forte capacité d’innovation. Cette étude fournit un cadre structurant pour orienter les futures recherches et soutenir la conception de chaînes d’approvisionnement plus résilientes et digitalisées.
