    Impact Assessment of Seaweeds Culture of the Inter-island Seaweeds Association in Cawayan-placer, Masbate

    Part of the FishCORAL project is the roll out of the livelihood projects which would respond to the objective of reducing poverty incidence of fishing communities. One of these livelihood projects was inter-island seaweeds culture of Cawayan and Placer in Masbate. Descriptive research design and purposive sampling were used in the study. Structured survey-questionnaire was utilized and employed interview and focus group discussion as means of collecting information from the target respondents. Data revealed that the majority of the respondents’ dwell in a single house with five members and have a monthly income of P10,252.00 which is not enough to finance household expenditures due to a large number of dependents. They don’t have possession of the lot where their houses are situated. Many are challenged for sources of safe and affordable drinking water. Women empowerment in the area is fair, although disempowerment is high at 51%.  Seaweeds project in inter-island barangays does not have significant impacts on the lives of the beneficiaries because poverty incidence is higher than the set poverty threshold. Its effectiveness and efficiency could not be fully assessed although there are glaring pieces of evidence of the major challenges along with these criteria. Putting suitable intervention on the target coastal communities with close coordination on concerned agencies and proper monitoring of the project should be considered by the implementing agency to address the findings in this study. Insurance coverage is  recommended to alleviate impacts to the livelihood during inclement weather conditions. Capability development of livelihood beneficiary association along with financial literacy, basic business management, and record keeping shall be carried out

    Effectiveness of Home Visits by Public Health Workers in Maternal and Child Health in Naga City

    This study aimed to assess the effectiveness of home visits conducted by public health workers (PHW), specifically public health nurses and midwives, in promoting maternal and child health in Naga City. The study utilized a descriptive research design with 45 purposively selected PHW (22 midwives and 23 nurses) as respondents. The majority of the 45 respondents were female (91.1\%), aged 28-57 years old, and had been serving for 1-10 years. Most of them (33.3\%) served up to 1,000 families, while only a small percentage served more than 3,000 families. Only one respondent fell within the youngest age group of 18-27. A survey questionnaire was used as the primary research instrument, which contained three parts: the respondents' profile, the effectiveness of home visits on maternal health, and the effectiveness of home visits on child health outcomes. The gathered data were analyzed using descriptive statistics, and the results showed that home visits by public health workers are perceived to be effective in improving maternal and child health outcomes across various domains. However, there is still room for improvement in addressing maternal mental health issues economic needs, and reducing delays in seeking medical care. The researcher proposed a needs assessment nursing intervention to identify the specific healthcare needs of Naga City women, improve the delivery of home visits by Public Health Nurses and Midwives, and eventually enhance maternal and child health outcomes in Naga City

    Retraction: Development Of Red Onion (Allium Cepa L.) Stem Cutting Machine

    The developed Red Onion (Allium cepa L.) Stem Cutting Machine is a trolley-type cutting machine designed and fabricated to reduce production costs, labor, and time required for cutting onion stems. A single person can operate it. The machine weighs 64.8 kg and has overall dimensions of 1050 mm in height, 1010 mm in length, and 525 mm in width. The machine's major components include counter-rotating blades, counter-rotating gears, frame assembly, collecting bin, wheels, and power transmission assembly. Onions are fed into the input chute where the counter-rotating blades are located. The cut onions are collected in the bin below the machine. Three treatments were used to evaluate the study: 440 rpm, 660 rpm, and 990 rpm. The experimental layout followed a Completely Randomized Design (CRD) and was analyzed using the Analysis of Variance test. The mean comparison was carried out using the Least Significant Difference (LSD) method, with a 5\% significance level. The machine's performance was evaluated in terms of machine cutting capacity, efficiency, and energy demand. The results indicate that at 660 rpm, the machine achieved a Capacity of 57.91 kg/h, efficiency of 95.51\%, and Energy demand of 4.3 W-h/kg. Cost analysis revealed that the machine needs to cut a total of 7,513.67 kg of onions to break even, assuming a custom rate of Php 1.30/kg. The payback period is approximately two and a half harvesting seasons. This machine is recommended for local onion farmers to help them streamline their post-harvest onion processing

    This research addresses the suboptimal learning outcomes observed in the Politeknik Ilmu Pelayaran Semarang technical drawing course, focusing on the interplay of lecturer performance, student engagement, and curriculum design. The primary objective is to enhance learning outcomes for Level I Cadets during the 2023 academic year. The study encompasses 103 Level I Cadets enrolled in the Engineering Study Program, utilizing a total sampling technique. Data collection involves a questionnaire to assess the Engineering drawing course's effectiveness. The analytical approach employs percentage descriptive techniques and regression methods, including partial and simultaneous tests, subject to meeting prerequisite test requirements such as normality, heteroscedasticity, linearity, and multicollinearity. Results indicate that lecturer and student factors and environmental elements significantly influence learning outcomes in technical drawing. However, curriculum factors do not exhibit a notable impact on learning outcomes. Collectively, lecturer performance, student engagement, curriculum design, and environmental factors jointly contribute to learning outcomes by 39\%, with the remaining 61\% influenced by unexplored variables such as cost, organizational climate, socio-culture, and education management. In conclusion, this study establishes a link between lecturer performance, student engagement, and the environment with learning outcomes in technical drawing courses. Conversely, curriculum factors show no significant influence. Recommendations include optimizing the roles of lecturers and students and enhancing the educational environment to foster a conducive learning atmosphere within the dormitory setting

    [Re] Introducing the Concept ‘Intra-Local Governmental Relations’ for Proper and Future Usage in Public Administration Research and Education: A Possible Case for Bathos

    Usage of the phrase ‘conceptual bathos’ in this paper is simply to engender curiosity of the readership but above that, it is used to caution emerging researchers [especially in the field of public administration] against overlooking or demeaning important subjects or concepts to simple or ordinary ones. Specifically, the paper refers to ‘Intra-local governmental relations’ as a concept that has suffered the same cause of negation to argue for its proper usage in future. This concept is found within the orbit of intergovernmental relations (IGR) and is a term of reference for various internal municipality relations. However, it is suspected that because of the inherent similarities and motherhood relationship between IGR and ILGR researchers have failed to draw differences thereby causing confusion. The extent of this confusion may lead to a suggestion that these concepts are inseparable and therefore can be used to explain each one’s context. The current paper characterises such acts as tangential and generalist conceptual approach which is often not aware of the important groupings (classifications) of governmental relations.  By collecting and unpacking data from the existing research outputs, books, journal articles and government publications, the current paper finally realised its objective, which was to re-introduce ILGR into the academic discourse and the anticipation is that emerging Public Administration researchers and scholars will use the concept properly and correctly

    Caregivers' Lived Experiences in Providing Care for Vegetative Patients: A Phenomenological Inquiry

    The challenges faced by caregivers, encompassing mental, emotional, physical, social, and spiritual dimensions, represent a critical area of study for healthcare professionals aiming to offer comprehensive support. This study, conducted at a Manila tertiary hospital over two weeks in April 2023, utilized an in-depth interview guide to explore the experiences of four diverse caregivers tending to individuals in a vegetative state. Findings revealed four prominent themes: the willingness to assume the caregiver role, lifestyle and social alterations, fear of the unknown, and personal struggles along with coping mechanisms and support systems. The intimate, personal interviews provided a deep understanding of the caregivers' multifaceted challenges. Caring for a loved one in a vegetative state demands substantial emotional and physical tolls, leading to daily anxiety and concern. Recognizing the complexities of their situation and providing the necessary support can significantly alleviate the burdens they face. Moreover, for these caregivers, it becomes a way to reciprocate the love and care previously bestowed upon their loved ones enduring such a condition. This exploration underscores the demanding nature of caring for those in a vegetative state within a familial setting, highlighting the imperative need for holistic support systems and interventions. Understanding the intricacies of caregivers' experiences is pivotal in designing effective strategies to mitigate their challenges and offer the necessary assistance and care

Sotto, Jr. et al., the focus is on the relevance of pandemic response strategies and proactive measures to bridge the digital gap. The study "Analysis of Factors Related to the Application of Accounting Information Systems in Small, Medium, and Micro Businesses" by Rapina et al. examines the challenges and opportunities surrounding the adoption of accounting information systems in SMEs. A paper titled "Semantic Analysis on the Police Lingo in the Narratives of Students of Bachelor of Science in Law Enforcement Administration: A Forensic Linguistic Study" by Susan B. Pineda et al. explores the language complexity in law enforcement education. Lastly, the paper "The Rise of Night Market in Polangui, Albay: An Advantage to SMEs" by Kristine Angela Abitria provides insights into the benefits of night markets in Polangui, Albay, Philippines, to small and medium-sized enterprises (SMEs).     ChatGPT and Academic Research: A Review and Recommendations Based on Practical Examples

    In the academic world, academicians, researchers, and students have already employed Large Language Models (LLMs) such as ChatGPT to complete their various academic and non-academic tasks, including essay writing, different formal and informal speech writing, summarising literature, and generating ideas. However,  yet, it is a controversial issue to use ChatGPT in academic research. Recently, its impact on academic research and publication has been scrutinized. The fundamental objective of this study is to highlight the application of ChatGPT in academic research by demonstrating a practical example with some recommendations. Data for this study was gathered using published articles, websites, blogs, and visual and numerical artefacts. We have analyzed, synthesized, and described our gathered data using an "introductory literature review." The findings revealed that for the initial idea generation for academic scientific research, ChatGPT could be an effective tool. However, in the case of literature synthesis, citations, problem statements, research gaps, and data analysis, the researchers might encounter some challenges. Therefore, in these cases, researchers must be cautious about using ChatGPT in academic research. Considering the potential applications and consequences of ChatGPT, it is a must for the academic and scientific community to establish the necessary guidelines for the appropriate use of LLMs, especially ChatGPT,  in research and publishing

    From ChatGPT-3 to GPT-4: A Significant Advancement in AI-Driven NLP Tools

    Recent improvements in Natural Language Processing (NLP) have led to the creation of powerful language models like Chat Generative Pre-training Transformer (ChatGPT), Google’s BARD, Ernie which has shown to be very good at many different language tasks. But as language tasks get more complicated, having even more advanced NLP tool is essential nowadays. In this study, researchers look at how the latest versions of the GPT language model(GPT-4 & 5) can help with these advancements. The research method for this paper is based on a narrative analysis of the literature, which makes use of secondary data gathered from previously published studies including articles, websites, blogs, and visual and numerical facts etc. Findings of this study revealed that GPT-4 improves the model's training data, the speed with which it can be computed, the flawless answers that it provides with, and its overall performance. This study also shows that GPT-4 does much better than GPT-3.5 at translating languages, answering questions, and figuring out how people feel about things. The study provides a solid basis for building even more advanced NLP tools and programmes like GPT-5. The study will help the AI & LLM researchers, NLP developers and academicians in exploring more into this particular field of study. As this is the first kind of research comparing two NLP tools, therefore researchers suggested going for a quantitative research in the near future to validate the findings of this research

    Work Task Motivation, Emotional Intelligence and Public Leadership: Structural Equation Model on Organizational Culture

    This study was aimed to determine the best-fit model of organizational culture of public schools as influenced by work task motivation, emotional intelligence, and public leadership of school heads. The respondents of the study were the 403 teachers in Davao Region, Philippines, using correlational and structural equation modeling. The results showed that the levels of work task motivation, emotional intelligence of teachers, and organizational culture were very high while the public leadership of school heads was high. Further, all exogenous variables showed significant correlations with organizational culture.  Finally, findings showed Model 3 as the best fit-model. Model 3 revealed that work task motivation was described by its three remaining indicators, namely: introjected regulation, amotivation, and external regulation; while exogenous variable emotional intelligence  was measured by its two retained indicators, namely: self-awareness, and molivation; exogenous variable Public Leadership of School Heads was explained by its two remaining domains, naly: accountability leadership, and rule-following leadership. On the other hand, the endogenous variable organizational culture was described by its three retained indicators, namely: ta,oc, and km. This implies that in order to improve the school’s organizational culture, the Department of Education may consider strengthening the retained indicators through their faculty development program
