    Accès à l’électricité et développement humain au Mali : une évaluation empirique fondée sur le modèle ARDL

    This study examines the impact of access to electricity, access to clean water, public health expenditures, and the school enrollment rate on the Human Development Index (HDI) in Mali over the period 2000–2023. The dataset consists of reliable national time series with 24 annual observations, allowing for a coherent assessment of both short- and long-term dynamics. The analysis is based on an ARDL (Autoregressive Distributed Lag) model, suitable for mixed-order integrated series, which distinguishes between immediate and lasting effects of the explanatory variables. The estimated results indicate that, in the long run, access to electricity has a positive and statistically significant effect on HDI, confirming its central role as a structural infrastructure. In contrast, the coefficients for access to clean water and public health expenditures are negative and significant, which may reflect inefficiencies or governance issues in the management of these public services rather than an inherently adverse effect. School enrollment, on the other hand, does not show a significant effect, according to the estimated model. These findings underscore the importance of strengthening electrical infrastructure while improving the quality and management of public services to support sustainable human development in Mali. The study has certain limitations, notably the small size of the annual sample and the absence of detailed regional data, which limits the generalization of the results. These constraints provide avenues for future research incorporating regional or sectoral data to better understand the determinants of human development. Le taux de scolarisation, quant à lui, n’a pas d’effet significatif selon le modèle estimé. Ces constats soulignent l’importance de renforcer les infrastructures électriques tout en améliorant la qualité et la gestion des services publics pour soutenir un développement humain durable au Mali. L’étude comporte toutefois certaines limites, notamment la taille réduite de l’échantillon annuel et l’absence de données régionales détaillées, ce qui restreint la généralisation des résultats à l’ensemble du pays. Ces contraintes ouvrent des perspectives pour des recherches futures intégrant des données régionales ou sectorielles afin d’affiner la compréhension des déterminants du développement humain.     Communication volontaire des sociétés cotées : cadre théorique et enjeux stratégiques

    In an economic environment where investor confidence depends on transparency, this article explores the fundamental role of voluntary disclosure as a lever for creating value and reducing informational asymmetries. It aims to highlight how this form of disclosure, freely initiated by listed companies, helps to strengthen the credibility of the issuer, optimize its relations with stakeholders and consolidate its legitimacy on the financial markets. After outlining the development, concept and process of financial communication, the study distinguishes between voluntary communication and mandatory communication, which is governed by regulatory requirements. It then proposes a typology of the main voluntary disclosures. Two theoretical frameworks are used to understand the strategic significance of this approach: signal theory, which analyses the differentiating function of communication in a situation of information asymmetry, and the theory of market efficiency, which emphasises the role of transparency in asset valuation. Finally, the article explores the practical implications of voluntary disclosure, both for the issuing company and for the functioning of the financial market, highlighting its contribution to more transparent and efficient finance. Après avoir exposé l’évolution, le concept et le processus de la communication financière, l’étude s’attache à distinguer la communication volontaire de la communication obligatoire, cette dernière encadrée par les exigences réglementaires. Elle propose ensuite une typologie des principales informations volontairement diffusées. Pour appréhender la portée stratégique de cette démarche, deux cadres théoriques sont mobilisés : la théorie du signal, qui analyse la fonction différenciatrice de la communication en situation d’asymétrie informationnelle, et la théorie de l’efficience des marchés, qui souligne le rôle de la transparence dans la valorisation des actifs. Enfin, l’article explore les enjeux concrets de la communication volontaire, tant pour l’entreprise émettrice que pour le fonctionnement du marché financier, soulignant ainsi sa contribution à une finance plus transparente et performante.     Motiver les salariés est devenue un enjeu crucial dans toutes les entreprises en quête de résultat et de performance. Depuis sa mise en place dans les années 1930 en France la motivation dans une entreprise n’était qu’un outil qui se reposait uniquement sur le respect du l’intérieur du règlement d’une entreprise, dont l’enfreinte pouvait provoquer une sanction. Aujourd’hui, nous assistons à une mutation de nos entreprises à travers des nouveaux facteurs de motivations qui sont (recrutements, formations, et fidélisations…). Ces facteurs de motivations permettent aux entreprises non seulement de performer de la meilleure des manières, mais aussi d’avoir un impact de bonne productivité. L’objectif de cet article est de comprendre et analyser le mécanisme de la performance dans une entreprise à travers ces facteurs de motivation.     Effet des perceptions des pratiques de GRH et Justice organisationnelle perçue sur l’intention de départ volontaire des cadres des coopératives d’épargne et de crédit des fonctionnaires au Burundi

    The aim of this study is to identify a link between perceptions of human resource management practices and organizational justice on the voluntary departure intentions of managers of civil servant savings and credit cooperatives in Burundi. A qualitative study was conducted to collect data from March to May 2025 after obtaining authorization from the managers of these cooperatives. Twenty semi-structured interviews were conducted in quiet locations with a total of thirty-six executives, including seventeen from CECADM, twelve from FSTE, three from FSTS and four from FSCJ. Thematic content analysis was used to process the data collected. The results show that, on average, managers of civil servant savings and credit cooperatives in Burundi perceive procedural injustice at a rate of 37.17%, 74.1% and 38.4% for recruitment, training and performance evaluation practices, respectively. With regard to remuneration and working time management practices, distributive injustice is reported by 49% and 86% of managers in the cooperatives studied, respectively, while 22.3% of managers experience interactional injustice in relation to communication practices. The intention of managers to leave To retain executives in the companies studied, it is advisable to comply with the laws and regulations governing recruitment, compensation, and performance evaluation.  Managers should also improve working conditions by balancing work and personal time and organizing on-the-job training that takes into account individual and organizational needs. Good communication between employees and employers is a tool for retaining executives in the companies studied. Future studies should include a quantitative methodology. Une étude qualitative a été réalisée pour collecter les données de mars à mai 2025 après avoir eu l’autorisation des responsables de ces coopératives. Vingt entretiens semi-directifs ont été menés dans des endroits calmes auprès de trente-six cadres au total dont dix-sept pour la CECADM, douze pour le FSTE, trois pour le FSTS et quatre pour le FSCJ. L’analyse thématique de contenu a été utilisée pour traiter les données collectées. Les résultats dégagés montrent qu’en moyenne les cadres des coopératives d’épargne et de crédit des fonctionnaires au Burundi perçoivent une injustice procédurale au taux de 37,17% 74,1% et 38,4% respectivement pour les pratiques de recrutement, de formation et d’évaluation du rendement. Pour les pratiques de rémunération et de gestion du temps de travail, une injustice distributive est dénoncée respectivement par 49% et 86% des cadres des coopératives étudiées tandis que 22,3% des cadres éprouvent une injustice interactionnelle par rapport aux pratiques de communication. L’intention de départ volontaire des cadres est directement proportionnelle aux taux dégagés par rapport à chaque type de pratique. Pour fidéliser les cadres des entreprises étudiées, il est souhaitable de respecter les textes légaux et réglementaires régissant le recrutement, la rémunération et l’évaluation du rendement.  Les dirigeants devraient également améliorer les conditions de travail en équilibrant le temps professionnel et temps personnel et en organisant des formations en cours d’emploi qui tiennent compte des besoins individuels et organisationnels. Une communication de bonne qualité entre les employés et les employeurs constitue un outil de fidélisation des cadres des entreprises étudiées.     Du moins d’États aux inégalités territoriales : les programmes de redressement structurel et la décentralisation au Sénégal

    Since Senegal’s independence in 1960, the country has undertaken a process of decentralization aimed at reducing the territorial imbalances inherited from the colonial period. However, the Structural Adjustment Programs (SAPs) introduced in the 1980s under the injunction of “less State, better State” profoundly transformed territorial governance. This theoretical research analyzes the relationship between structural adjustment and decentralization reforms, and how this dynamic has contributed to shaping contemporary territorial inequalities in Senegal. By mobilizing the analytical frameworks of territorial economics and decentralization, the study highlights a paradox: despite three major decentralization reforms (1972, 1996, and 2013), territorial disparities not only persist but tend to worsen in a vicious circle. The findings suggest that this situation can be explained by the combination of three factors: a centralizing colonial legacy, adjustment policies that weakened the State’s redistributive capacity, and decentralization reforms insufficiently endowed with financial and institutional resources. Cette recherche théorique analyse l’articulation entre ajustement structurel et réformes de décentralisation, et la manière dont cette dynamique a contribué à façonner les inégalités territoriales contemporaines au Sénégal. En mobilisant les cadres analytiques de l’économie territoriale et de la décentralisation, l’étude met en évidence un paradoxe : malgré trois réformes majeures de décentralisation (1972, 1996 et 2013), les disparités territoriales non seulement persistent, mais tendent à s’accentuer dans un cercle vicieux. Les résultats suggèrent que cette situation s’explique par la combinaison de trois facteurs : un héritage colonial centralisateur, des politiques d’ajustement ayant affaibli la capacité redistributive de l’État, et des réformes de décentralisation insuffisamment dotées en moyens financiers et institutionnels.     Performance financière de l’entreprise publique à l’ère du new public management

    Public enterprises have always been considered less efficient than private enterprises in literature due to the traditional management model previously adopted. As a result, several OECD countries, as well as some developing countries—notably Morocco—have opted for New Public Management, which aims to improve the performance of the public sector in general and public enterprises in particular. This work is a narrative literature review that focuses on the transition from the classic public management model, also known in the literature as the “Weberian” model, to the new management model inspired by private management. Thus, this article highlights the points of convergence and divergence between public and private management. In addition, our work highlights the importance of New Public Management in improving the financial performance of public enterprises. The theoretical framework of this work is based on agency theory, property rights theory, and public choice theory, in order to compare the performance of the two types of ownership (public and private). These schools of thought mainly support the idea that private companies outperform public companies. In this regard, the Moroccan government has implemented a series of reforms to improve the performance of Moroccan public enterprises, drawing inspiration from private sector management practices, notably through contractual agreements between the government and public institutions and enterprises, corporatization, the establishment of control and audit mechanisms, accountability and the reissuing of accounts, as well as the rationalization of resources.   Key-words: New Public Management, financial performance, private management, public enterprise, Weberian model. Classification JEL : H32 Paper type : Theoretical Research  L’entreprise publique a toujours été jugée dans la littérature moins performante que l’entreprise privée dû au modèle de gestion traditionnel anciennement adopté. De ce fait, plusieurs pays de l’OCDE, ainsi que certains pays en voie de développement - notamment le Maroc - ont opté pour la nouvelle gestion publique ou New Public Management visant l’amélioration de la performance du secteur public en général et de l’entreprise publique en particulier. Ce travail est une revue de littérature narrative qui met le point sur le passage du management public du modèle classique, aussi nommé dans la littérature, modèle « wébérien », vers le nouveau modèle de gestion qui s’inspire du management privé. Ainsi, cet article met en avant les points de convergence et de divergence entre le management public et le management privé. En outre, notre travail met en lumière l’importance du New Public Management, visant à améliorer la performance financière de l’entreprise publique. Pour le cadre théorique, ce travail s’appuie sur la théorie d'agence, la théorie des droits de propriété et la théorie des choix publiques, afin de rapprocher la performance des deux types de propriété (publique ou privée). Ces courants soutiennent principalement l'idée de la supériorité de performance de l’entreprise privée sur l’entreprise publique.     Développement de la finance islamique comme modèle financier éthique et durable : Une revue de littérature systématique

    In a global context marked by financial, social, and environmental crises, the search for alternative and sustainable financial models has become a pressing priority. This article provides a systematic review of the literature on Islamic finance to assess its contribution as an ethical and sustainable financial model. Through the analysis of 62 peer-reviewed articles published between 2010 and 2024, the study explores the foundations, instruments, areas of application, and limitations of Islamic finance in addressing contemporary global challenges. The methodological approach follows the PRISMA protocol, using a structured selection process based on established academic databases (Scopus, Web of Science, ScienceDirect). The analysis highlights key themes, including Islamic finance's alignment with universal ethical principles, its role in fostering financial inclusion and social impact projects, and its progressive convergence with ESG standards. Findings indicate the growing relevance of Islamic financial instruments “such as green Sukuk, Takaful, and productive Waqf” in supporting responsible and sustainable development initiatives. However, challenges remain in areas such as regulatory standardization, governance, and global visibility. Les résultats mettent en évidence la pertinence croissante des instruments islamiques (Sukuk verts, Takaful, waqf productif) pour financer des projets responsables et durables. Toutefois, des défis persistent en matière de standardisation, de gouvernance et de reconnaissance internationale.     The role of new technologies in improving financial audit quality following the financial scandals of the 2000s

    The financial scandals that erupted in the early 2000s prompted a profound re-evaluation of the quality of audits of listed companies' financial statements. The involvement of large audit firms in these cases demonstrated that an approach based on the size of the auditor is an insufficient measure of audit quality. This measurement approach considers that the competence and independence of the auditor are reliable substitutes for audit quality. However, it disregards the methods and tools used by the audit firm in its engagements. It is more appropriate to adopt an approach based on the audit process as an indicator of quality. This process has become increasingly complex as the volume of data processed has grown. It therefore requires the integration of high-performance technologies to carry out audit work in an effective and efficient manner. This article aims to analyze the impact of three major financial scandals (Enron, Vivendi and Parmalat) on audit quality. Through a thorough review of the literature, it highlights the foundations of the audit quality approach based on the audit process, comparing it with the traditional approach. It then presents the revolutionary technologies used in this process, namely CAAT, BDA and AI, while clarifying the theories that frame their implementation. It also outlines the advantages of these technologies, their risks and the challenges of their adoption. It examines the success of these tools in addressing the deterioration in audit quality following financial scandals, and proposes a research model linking their use to improvements in audit quality. These technologies, widely adopted by auditors in their work, have demonstrated high performance in terms of anomaly detection, accuracy and speed of execution of audit tasks.     Artificial Intelligence (AI) stands today at the heart of global economic and financial transformations. It represents a major innovation that is reshaping traditional management models and redefining the strategies of economic actors. Its impact is particularly significant in the banking sector, where integration of AI technologies has become essential to enhance performance, competitiveness, and institutional resilience. In a context of accelerated digitalization, Moroccan banks are increasingly required to adopt advanced technological tools to anticipate and manage the growing complexity of financial risks. The purpose of this research is to analyze the various applications of AI, considered as a complex digital technology, in banking risk management within Morocco. Through a qualitative exploratory approach—based on interviews conducted with managers from three major Moroccan banks and an in-depth literature review—this study examines the contribution of AI to credit scoring, fraud detection, regulatory compliance, and overall risk assessment. The findings reveal that AI is gaining a central role in banking decision-making processes. The substantial investments made in this field reflect a strong commitment to sustainable integration. AI enables banks to achieve significant savings in time and cost, mitigate losses, better anticipate emerging risks, and maintain financial stability. This study thus highlights the strategic importance of AI as a key driver of innovation and transformation within the Moroccan banking system, while also opening new perspectives for research on digital risk management and financial technology adoption in emerging economies.     This article presents a cross-disciplinary literature review on the interrelations between solidarity tourism, citizen participation, and sustainable territorial development. In response to the shortcomings of mass tourism, solidarity tourism is emerging as an ethical alternative that places citizens at the core of local development dynamics. After outlining the theoretical foundations (participatory democracy, territorial governance, capability approach), the paper examines concrete forms of citizen involvement in tourism projects, their impacts on local development, and the challenges faced.
