Mountain Tourism as a Catalyst for Territorial Development: Participatory Governance, Patrimonial Valorization, and the Quest for Equity in Azilal Province, Morocco
Mountain regions often encapsulate a paradox of ecological richness and cultural heritage coexisting with pronounced socio-economic marginalization. In Morocco’s High Atlas province of Azilal, this tension is evident through striking natural features, waterfalls, geological formations, and centuries-old agroforestry systems, and a resilient Amazigh (Berber) culture, set against inadequate infrastructure, high poverty rates, and environmental fragility. This study employs a multidisciplinary framework rooted in the Territorialized Tourism System (TTS) approach to explore how sustainable tourism might reconcile local development goals with heritage preservation. Using Geographic Information Systems (GIS), we integrate spatial, socio-economic, and environmental data to map tourism assets, infrastructural gaps, and land-use changes between 2017 and 2023. Findings reveal significant potential in ecotourism, cultural tourism, and adventure tourism, underpinned by a rich natural and cultural landscape. Yet, rapid land conversion and deforestation suggest that uncoordinated development could undermine environmental integrity. Moreover, persistent governance challenges, fragmented local institutions, inadequate financial support, and limited inter-village coordination, hinder equitable tourism benefit-sharing. Community-based initiatives in areas like Aït Bouguemez demonstrate that grassroots models can bolster local incomes and preserve cultural practices, but scaling such efforts requires cohesive branding, infrastructure upgrades, and participatory governance. These results underscore the need to treat tourism as an integrated, place-based system, uniting heritage, agroecology, and community enterprises in a sustainable development strategy. Ultimately, Azilal’s experience highlights that harnessing mountain regions’ inherent assets for tourism demands not only robust spatial analysis and careful planning but also inclusive, community-led governance to achieve long-term territorial resilience.impacts of tourism development. The selected municipalities represent an empirical illustration of the iterative processes involved in enhancing territorial resources, fostering innovation, and promoting new forms and uses of tourism within a Territorialized Tourism System in the province of Azilal.

Impact of Drought and Floods on Agricultural Household Poverty in Burkina Faso
The aim of this article is to analyze the impact of extreme weather events specifically droughts and floods on the monetary and food poverty of agricultural households in Burkina Faso. To do so, we use data from the Permanent Agricultural Survey (EPA) along with climate data provided by the Burkina Faso National Meteorological Directorate. The climate variables representing drought and flood are constructed using the Standardized Precipitation Evapotranspiration Index (SPEI), a recognized indicator for capturing hydrometeorological anomalies.
Since the dependent variable (poverty) is binary, we apply a logit model to estimate the likelihood of poverty occurrence based on climate shocks and the socioeconomic characteristics of households.
The empirical results show that both types of extreme events significantly increase the risk of poverty among agricultural households, with drought having a more pronounced effect. Specifically, experiencing a drought increases the likelihood of poverty by more than three times, compared to a 1.5-fold increase in the case of floods. This highlights the severe vulnerability of farming households to prolonged water deficits, which directly affect agricultural yields and food security.
Furthermore, the analysis reveals that certain household characteristics exacerbate vulnerability to poverty. Households with more than 14 members face a significantly higher probability of falling into both monetary and food poverty. In contrast, income diversification reduces poverty risk, as it strengthens the economic resilience of farming households in the face of climate shocks.
Finally, our results underscore a key gender dimension: households headed by women are less likely to experience monetary poverty compared to those headed by men. This may be due to differences in financial management strategies or a more cautious approach to income diversification.
In sum, this study highlights the urgent need for public policies that integrate both climatic and social dimensions to effectively combat rural poverty in the context of increasing climate variability.

This theoretical paper explores the contribution of microcredit to financial inclusion, highlighting its mechanisms, limitations, and developmental prospects. Microcredit is designed to provide financial services to individuals excluded from the traditional banking system, particularly low-income populations, women, and informal workers. It supports income-generating activities, enables saving behaviors, and strengthens the capacity to manage economic risks.
The study analyzes how microcredit fosters financial inclusion through three core dimensions: access, usage, and quality of financial services. It draws upon conceptual frameworks from development economics, inclusive finance, and microfinance theory. It also explores indirect outcomes of microcredit, such as economic empowerment, vulnerability reduction, and improved financial behavior.
By identifying the key mechanisms and conditions under which microcredit effectively promotes financial inclusion, this paper offers a structured theoretical perspective to better understand its developmental role, while acknowledging structural challenges that may constrain its impact.

In a context marked by digital transformation, changing employee needs and a fierce war for talent, companies face many challenges in attracting and retaining the best talent. A good HR marketing strategy is therefore the obvious solution to this problem. To achieve this, companies need to respond to the growing expectations of the new generation of employees, namely clarity of objectives, personal development and work-life balance. These elements are essential for a positive experience at work.
The aim of this study is to analyze the impact of a positive employee experience on the attractiveness and retention of employees in an environment overwhelmed by digital transformation. The study is based on a literature review exploring academic works and case studies of companies that have integrated a people-centered approach and digital into their HR strategy. To this end, it relies in particular on the Social Exchange Theory and the Self-Determination Theory, which provide a conceptual framework for the analysis of the relationships between these variables.
Our findings show that a positive employee experience strengthens the employer brand, improves talent attractiveness and promotes talent engagement. While the majority of research agrees on the benefits of digital for improving business processes in general and HR marketing in particular, few studies link it to the concept of employee experience. The contribution of our study is to cross-reference these two increasingly emerging concepts.

In the context of rapid urbanization, public transport becomes essential for economic and social development, especially in large urban areas. However, in Morocco, the public transport system remains insufficient to meet the needs of users, particularly in Greater Agadir, where irregular schedules and vehicle overcrowding pose major issues. This study examines the impact of aligning public transport services (schedules, frequency, comfort, and peak hour management) on the satisfaction of students at FSJES Aït Melloul.
The study adopts a mixed-methods approach, combining exploratory interviews with institutional actors and a questionnaire administered to 200 students. Data analysis is based on Structural Equation Modeling (PLS-SEM). The results show that peak hour management, schedule adjustment, and perceived comfort have a significant impact on user satisfaction. In contrast, bus frequency does not have a direct effect on satisfaction but acts indirectly through the perception of optimized schedules.
This research highlights the importance of aligning transport policies with the actual needs of users, particularly students. It provides practical recommendations for improving the quality of transport services, considering the sustainability of the system and territorial equity. The study thus contributes to a better understanding of user expectations and the challenges that public authorities must face to make public transport more efficient and accessible to all.

Targeting Social Assistance Beneficiaries Using Machine Learning: A Poverty Probability-Based Approach
In a context where social inequalities are deepening and public resources are becoming increasingly scarce; the fair and effective identification of social assistance beneficiaries has become a central issue. Traditional targeting methods, such as categorical eligibility or proxy means testing, are now showing their limits, frequently producing inclusion and exclusion errors.
This study relies on a synthetic dataset of 12,600 individuals described by 59 socio-economic variables, ranging from demographic characteristics and education level access to financial and digital services. Three supervised learning models are compared: logistic regression, Random Forest, and XGBoost. The results reveal that tree-based models outperform logistic regression, particularly in reducing exclusion errors, which are especially critical in social policy contexts.
The analysis of key variables highlights the decisive role of education levels, place of residence (urban/rural), and access to digital and financial services. These findings confirm the need for a multidimensional approach to poverty that goes beyond purely monetary criteria. Finally, the study emphasizes the ethical challenges raised using algorithms: transparency, bias reduction, and institutional accountability emerge as essential conditions for legitimizing their integration into social protection and for contributing to more inclusive and equitable systems.

The Covid-19 crisis disrupted the usual benchmarks of healthcare systems and profoundly unsettled hospital organizations. Healthcare personnel bore the full brunt of these upheavals and faced the risk of developing emotional and psychological problems. This article aims to discuss the pandemic’s impacts on the health and safety of staff and to explore the agility capacity of a regional hospital (CHR) in northern Morocco, to develop effective post-epidemic strategies.
This exploratory study was carried out over five months using a questionnaire administered to 50 medical and paramedical professionals from the CHR's hospital centers, along with 28 semi-structured interviews conducted with hierarchical managers. To manage the crisis, several actions were undertaken at the CHR at organizational, structural, and mission levels.
The crisishad a psychological impact on the health of professionals. They were subjected to extreme pressure, experiencing chronic stress and burnout. Work overload, risk of contamination, demotivation, poor working conditions, internal communication problems, shortcomings in task organization, and shortages of protective equipment were among the dramatic consequences of the pandemic, similar to those observed even in developed countries.
In response, the respondents proposed several avenues for improvement to promote staff well-being and strengthen hospital resilience. It therefore appears necessary to intervene by implementing support measures to ensure a more resilient organization, thereby meeting the demands of today's healthcare systems.
