    Digital-Based Public Services in Public Sector Organizations in Indonesia

    This qualitative study explores the implementation of digital-based public services within the country’s public sector organizations. The research aims to investigate the current status, effectiveness, and challenges encountered in the deployment of digital platforms for public service delivery. Through a combination of interviews, focus group discussions, and document analysis, insights are gathered from various stakeholders, including government oficials, service providers, and citizens. Thematic analysis is employed to identify recurring patterns and underlying factors influencing the adoption and execution of digital public services. The findings reveal both strengths and weaknesses in existing digital platforms, as well as insights into citizen engagement levels, technological infrastructure, regulatory frameworks, and institutional capacities. Ultimately, this research contributes to the broader discourse on digital governance and public administration in Indonesia, emphasizing the need to leverage technology to enhance service delivery and promote citizen-centric governance practices

    Implementation of the Sustainable Quality Family Village Program in Bedagung and Tapen Villages, Magetan Regency

    Bedagung Village and Tapen Village are the implementers of the Quality Family Village (Kampung Keluarga Berkualitas) Program in Magetan Regency. These two villages are both classified as sustainable, but in their implementation, they have varying outputs. Therefore, this research is important to understand how the program is implemented in each village. This study aims to analyze the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency. This research uses a qualitative descriptive approach with data collection techniques including interviews, observation, and documentation. The technique for determining informants combines two methods: snowball and purposive sampling. This study employs Edward III's Public Policy Implementation Theory to analyze the data. The results show that the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency, has successfully improved the quality of life of their communities. The communication carried out aligns with the dimensions of clarity and consistency. Its implementation is also supported by trained human resources as well as adequate financial support and facilities. Additionally, there is a clear commitment among policy implementers and a new bureaucratic structure that facilitates the program's execution. Despite some challenges, such as a shortage of PLKB officers, the program has progressed with cross-sectoral support and active community participation

    Policy Formulation for The Establishment of Professional Certification Agency to Produce Competitive Graduates At Institute of Public Administration

    The Institute of Public Administration (IPDN) is an Official Education Institution organizing the Vocational Education Program with the function of producing superior, professional, competitive, and integrity domestic government cadres. This institution faces a problem related to the policy formulation for the establishment of a Professional Certification Agency (LSP) to produce competitive graduates. This study aims to provide policy recommendations for the establishment of LSP to produce competitive graduates. This descriptive study used a qualitative approach. The data source was 30 respondents. Data collection techniques covered interviews, documentation studies, and literature studies. Data were analyzed in stages, namely data reduction, data presentation, and conclusions. The results of the analysis showed that the introduction and formulation of problems related to the lack of specific competencies possessed by IPDN Praja were carried out well; IPDN prioritized handling the problem related to the unavailability of LSP outside IPDN whose competency field specifications are in accordance with the study programs in IPDN and then set a strategy for the formation of the IPDN LSP; the establishment of an IPDN LSP did not face any serious obstacle; and the Rector of IPDN together with all Work Units within IPDN carried out the formulation and produced policies, namely the Rector's Decree Number: 500.10.2.2-225 of 2023 concerning the Establishment of the Professional Certification Agencies of the Institute of Public Administration. In this case, IPDN needs to prepare LSP establishment documents in accordance with BNSP Regulation Number 2/BNSP/III/2014 concerning the Establishment of LSP and LSP-P1 IPDN educational institutions. Besides conducting competency tests, it can also provide information about education and training as a prerequisite for participating in certification

    This study aims to determine and describe the effectiveness of the implementation of the merit system in filling structural positions in Sinjai Regency, South Sulawesi Province. This study used a descriptive qualitative method with an inductive approach. The data collection techniques covered observation, interviews and documentation. Data were analyzed using some stages, namely data reduction, data exposure, and drawing conclusions. The effectiveness of the implementation of the merit system in filling structural positions in the Human Resources Development Agency (BKPSDMA) of Sinjai Regency was based on Duncan's theory of effectiveness measures covering goal setting, integration and adaptation. The results of the study showed that the merit system in filling structural positions in the Human Resources Development Agency (BKPSDMA) of Sinjai Regency has been well implemented. This is indicated by the leadership’s commitment to the implementation of the merit system in filling structural positions, a strong legal basis, and support from the South Sulawesi provincial government for the BKPSDMA. However, the implementation faced some challenges, namely budget constraints, employee interest in taking competency tests, the unavailability of an Assessment Center, and the absence of functional assessors. The effort to address those challenges includes providing Assessment Center facilities, allocating budgets for the implementation of the merit system, and providing motivation and encouragement to employees.&nbsp

    THE INFLUENCE OF EMPLOYEE PLACEMENT ON THE PERFORMANCE OF SOCIAL AFFAIRS OFFICE OF WAROPEN REGENCY PAPUA PROVINCE

    Problem (GAP): Providing optimal performance and maintaining a competitive advantage are the primary goals of dynamic organizations. The most potential and critical factor in designing strategies to excel in organizational competition is human resources, and this depends on the proper adaptation of these resources to align with organizational goals. Poor positioning can be problematic for an organization. In this context, the Social Affairs Office (Dinsos) of Waropen Regency faces a mismatch between the employees' skills and the tasks, principles, and functions of the organization. Objective: To identify, analyze, and describe whether job placement affects the performance of employees at the Social Affairs Office of Waropen Regency, Papua Province. Method: This study used a quantitative approach to examine the influence of the independent variable on the dependent variable. The dependent variable in this study was employee performance, and the independent variable was employee placement. Results/Findings: The study found that job placement significantly affects employee performance, as indicated by the t- value of 7.847 which is higher than the t-table value of 2.10982. Therefore, H0 is rejected and H1 is accepted, indicating that employee placement partially influences performance. The better the employee placement the higher the satisfaction level which leads to positive impacts on the employees' performance. Conclusion: Employee placement significantly affects performance improvement by 77.4%, with the remaining 22.6% influenced by other variables outside this study. The regression line equation is y= a + bx, where y = 13.870 + 0.806, indicating that a 1% increase in b results in a corresponding increase in the employee performance variable

    The essence of bureaucratic reform is the demand for very fundamental changes to the government bureaucratic structure which has so far been seen as having many internal problems within it. Bureaucratic reform aims to build organizations that are agile and oriented towards public services with a focus on improving bureaucratic institutions. Bureaucratic reform by all regional apparatus including the Regional Planning, Research and Development Agency (BAPPELITBANGDA) of Pasuruan Regency indicates that regional apparatus are obliged to prepare organizational institutions appropriately, both in terms of size, main tasks, and functions and also appropriate for use. One of the Pasuruan Regency government's efforts in institutional reform is to change the nomenclature of Regency Regional Apparatus from BAPPELITBANGDA to Regional Research and Innovation Agency (BAPPERIDA). The type of research used by researchers is descriptive research with a qualitative approach. The data sources used are secondary data and the data analysis techniques used are interactive analysis techniques. The research results show that BAPPELITBANGDA Pasuruan Regency has combined elements of planning, research, and development by following the latest nomenclature. This change impacts the main tasks and functions of BAPPELITBANGDA which does not focus on development planning alone. Still, research and development is one of its main tasks and functions, even though research and development is not yet running optimally.     ANALISIS STANDARDISASI SARANA DAN PRASARANA PEMADAM KEBAKARAN

    Penelitian ini bertujuan untuk menganalisis standardisasi sarana dan prasarana (sarpras) pemadam kebakaran. Penelitian ini dilakukan dengan menggunakan metode deskriptif serta teknik pengumpulan data kualitatif berupa studi dokumentasi dan Focus Group Discussion (FGD). Hasil penelitian menunjukkan bahwa peraturan mengenai standardisasi sarpras pemadam kebakaran belum menjelaskan persyaratan standar pada masing-masing jenis sarpras. Selain itu, terdapat beberapa permasalahan sarpras pemadam kebakaran di daerah. Masing-masing kecamatan belum memiliki 2 (dua) mobil pemadam kebakaran dan 1 (satu) pos sektor pemadam kebakaran. Waktu tanggap penyelamatan dan evakuasi korban kebakaran di hampir seluruh provinsi di Indonesia melebihi waktu tanggap sebesar 15 (lima belas) menit sejak informasi atau laporan diterima dan petugas tiba di lokasi dan siap melakukan penyelamatan dan evakuasi. Bangunan gedung Dinas Pemadam Kebakaran dan Penyelamatan atau Organisasi Perangkat Daerah (OPD) yang menyelenggarakan sub urusan kebakaran di provinsi juga masih ada yang bergabung dengan Badan Penanggulangan Bencana Daerah (BPBD), belum berbentuk Dinas Pemadam Kebakaran dan Penyelamatan. Beberapa rekomendasi yang dapat diberikan antara lain Kementerian Dalam Negeri (Kemendagri) melalui Direktorat Jenderal Bina Administrasi Kewilayahan menetapkan persyaratan standar masing-masing jenis sarpras pemadam kebakaran, menetapkan tarif spesifik atas jenis Penerimaan Negara Bukan Pajak (PNBP) dari jasa sertifikasi sarpras pemadam kebakaran, dan menjadi Lembaga Penilaian Kesesuaian (LPK) dengan menerbitkan sertifikat standardisasi sarana pemadam kebakaran dengan memperhatikan standar produk yang berlaku di Indonesia dan pada sistem perdagangan Masyarakat Ekonomi ASEAN (MEA).   Kata kunci: Standardisasi; Sarana dan Prasarana; Bencana; Kebakaran; Pemadam Kebakaran  Penelitian ini bertujuan untuk menganalisis standardisasi sarana dan prasarana (sarpras) pemadam kebakaran.     Pengaruh Kemiskinan, IPM, Dan Pengangguran Terhadap PDRB Provinsi Nusa Tenggara Barat

    Abstract West Nusa Tenggara is one of the provinces with the largest natural resources. However, the economic level of West Nusa Tenggara Province is one of the lowest in Indonesia. This study aims to analyze the effect of poverty, HDI, and unemployment on the GRDP of West Nusa Tenggara Province during the period 2016-2023. The analysis in this study uses multiple linear regression with time series data. The results of this study indicate that poverty and HDI have a significant effect on GRDP, while unemployment does not have a significant effect. These results can be one of the considerations for designing policies to improve the economy in West Nusa Tenggara Province Keywords : West Nusa Tenggara, GRDP, Poverty, Human Development Index, Unemployment Abstrak Nusa Tenggara Barat merupakan salah satu provinsi dengan sumber daya alam terbesar. Namun, tingkat perekonomian Provinsi Nusa Tenggara Barat merupakan salah satu terendah di Indonesia. Penelitian ini bertujuan untuk menganalisis pengaruh kemiskinan, IPM, dan pengangguran terhadap PDRB Provinsi Nusa Tenggara Barat selama periode 2016 - 2023. Analisis pada penelitian ini menggunakan regresi linear berganda dengan data berbentuk time series. Hasil dari penelitian ini menunjukkan bahwa kemiskinan dan IPM memiliki pengaruh yang signifikan terhadap PDRB, sedangkan pengangguran tidak memiliki pengaruh yang signifikan.     Analysis of Factors Afeective Employee Performance At BKPSDM Payakumbuh City Using Binary Logistic Regression

    This research aimed to examine the factors influencing employee performance at Payakumbuh City Personnel and Human Resources Development Agency (BKPSDM). Using binary logistic regression, the dependent variable (Y) represented employee performance, while the independent variables included work initiative, discipline, qualifications, competence, and leadership. The analysis revealed that competence and leadership significantly impacted employee performance. These findings highlighted the critical role of competency development and leadership strengthening in enhancing employee performance. The binary logistic regression results indicated that 16 employees exhibited low performance, while 15 employees demonstrated high performance. Recommendations were made, including the need for the development of employee competencies, enhancement of leadership capabilities, monitoring of discipline and work initiatives, and periodic evaluation of qualifications. The implementation of these recommendations is expected to contribute to improved employee performance and service quality at BKPSDM Payakumbuh City

    THE ROLE OF MANAGEMENT AND HUMAN RESOURCES IN POST-PANDEMIC TOURISM RECOVERY: A CASE STUDY OF CIKADONGDONG RIVER TUBING, MAJALENGKA REGENCY

    The COVID-19 pandemic has significantly impacted the global tourism industry, including in Indonesia. This research explores the role of human resources (HR) in managing the Cikadongdong River Tubing tourist destination in the post-pandemic period. Located at the foot of Mount Ciremai in Majalengka Regency, West Java, this destination faces a range of challenges and opportunities in maintaining employee welfare, sustaining productivity, and ensuring operational continuity. Using a qualitative approach, this research includes field observations and in-depth interviews with the head of the Cikadongdong River Tubing management team. The findings reveal that both managers and local HR play a critical role in attracting tourists by enhancing facilities and implementing stringent health protocols. Notable improvements include the construction of two gazebos, the addition of six shower and changing rooms, the renovation of three restrooms, the expansion of parking areas, and the installation of two hand-washing stations. The primary challenge is revitalizing tourist interest and adapting to behavioral shifts that prioritize safety and cleanliness. Supporting factors include improved cleanliness and safety standards, effective environmental management, and innovations in the tourism experience
