Implementasi Penggunaan E-Office di Bappedalitbang Provinsi Riau: Analisis Model Charles O Jones
This study aims to analyze the implementation of e-Office usage at the Regional Development Planning, Research, and Development Agency (Bappedalitbang) of Riau Province and to identify its supporting and inhibiting factors using Charles O. Jones' implementation theory, which includes organization, interpretation, and application. The research uses a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The results show that although the implementation of e-Office has been in place for some time at Bappedalitbang Riau Province, it has not been carried out consistently. This inconsistency is mainly due to uneven training provided by the agency, resulting in a lack of employee knowledge about the use of the e-Office system, as well as the absence of evaluation efforts by Bappedalitbang regarding the system. However, there are supporting factors, such as the availability of hardware and upgraded internet networks, which were intentionally improved to optimize the use of the e-Office system at Bappedalitbang. The specific contribution to policy implementation theory lies in emphasizing the importance of key factors in the implementation process and how these factors play a role in the context of digital policy implementation in government institutions. Practically, the findings of this study can serve as a reference for Bappedalitbang in implementing the e-Office system, particularly in addressing the current inhibiting factors. Theoretically, these findings reinforce Charles O. Jones’ policy model by highlighting the complex interactions between organization, interpretation, and application within the context of digital policy
Efektivitas Program Magang Bersertifikat dalam Meningkatkan Kesiapan Kerja Mahasiswa Fakultas Ilmu Sosial dan Ilmu Politik Universitas Riau
The increasingly competitive demands of the job market require university graduates to not only possess academic knowledge but also relevant practical experience aligned with industry needs. To address this challenge, the Ministry of Education, Culture, Research, and Technology launched the Certified Internship Program as part of the Merdeka Belajar Kampus Merdeka (MBKM) policy. This study aims to analyze the effectiveness of the Certified Internship Program in enhancing the job readiness of students in the Faculty of Social Sciences and Political Science at the University of Riau. The research method used is a qualitative approach with data collection techniques through interviews and documentation. Analysis was conducted using five program effectiveness indicators according to Sutrisno's theory, namely program understanding, target accuracy, timeliness, achievement of objectives, and tangible changes. The research results indicate that the Certified Internship Program is not yet effective, with several challenges still identified, such as delays in the selection and administrative processes, uneven program dissemination, and mismatches between internship positions and fields of study. These findings emphasize the need for adjustments to internship positions, improvements in administration, and broader program outreach. The contribution of this research provides strategic input for the development of internship policies on campus to be more adaptive to labor market needs
Implementasi Teknologi Digital dalam Pengelolaan Pariwisata Berbasis Komunitas Lokal di Kabupaten Enrekang
Although the region has significant tourism potential, its management is still limited to conventional approaches, thus requiring the implementation of digital technology to improve efficiency and competitiveness. The results of the study indicate that the implementation of digital technology in the tourism sector of Enrekang Regency has begun through the adoption of the QRIS cashless payment system, the use of social media for promotion, and the development of the Enrekang Endless Journey application. However, the application of technology remains limited, as many tourist attractions still rely on manual systems. Therefore, it is crucial to strengthen regional regulations that govern data integration and tourism payment systems, as well as to enhance the capacity of community human resources through training in digital management and online content development. Therefore, to achieve sustainable tourism governance that adapts to technological advancements, we need a well-planned, collaborative, and community-based digital transformation strategy. The conclusion of this study is that the implementation of digital technology in the management of community-based tourism has shown progress, but still requires strengthening in the areas of regulation, infrastructure, and capacity building of human resources to ensure the sustainability and success of technology implementation in community-based tourism
Pengaruh Financial Knowledge, Financial Technology dan Social Environment Terhadap Perilaku Keuangan Generasi Z di Kota Pekanbaru
Financial behavior is a crucial aspect, especially for young generations facing economic challenges and technological advancements. This study aims to analyze the influence of financial knowledge, financial technology, and social environment on the financial behavior of Generation Z in Pekanbaru City. Using a quantitative approach and 150 respondents selected through the G*Power application, data were collected via an online Likert-scale questionnaire and analyzed using SmartPLS 4.0. The results show that all three independent variables have a positive and significant effect on financial behavior, with an R² value of 0.693. This means that 69.3% of the variation in financial behavior can be explained by this model. These findings highlight the importance of improving financial literacy, utilizing financial technology, and fostering a supportive social environment in shaping healthy financial behavior. The implication is the need for educational interventions and policies that promote inclusive access to financial information for young people
Analysis of Dynamic Archive Management to Support Public Services at Tawangrejo Village Office
This study explores dynamic archive management at the Tawangrejo Village Office, Tunjungan District, Blora Regency, to improve public service efficiency. Using a qualitative descriptive method, data were collected through observation, interviews, and documentation. Findings show that archive workflows follow procedures but are limited by manual recording, lack of duplication, and no electronic tracking. Storage is disorganized due to the absence of a dedicated archive room, SOPs, and trained staff documents are often stacked randomly or left in corners. Maintenance is minimal, with no scheduled checks, leading to damage from pests. Moreover, the village lacks an official Records Retention Schedule, weakening proper archive retention. Major challenges include insufficient human resources, infrastructure, and training. It is recommended that the village establish SOPs, create a retention schedule, train staff regularly, appoint archive personnel, and provide appropriate storage. These steps can strengthen transparency, accountability, and service effectiveness in the village administration
Peranan Dinas Lingkungan Hidup dalam Mengendalikan Pencemaran Sungai di Kabupaten Jombang
This research aims to analyze the role od the Jombang Regency Environmental Service in controlling river pollution in order to rebuild environmental cleanliness and stability, especially in the rivers of Jombang Regency. This research uses descriptive qualitative method with Government Role Theory by Sondang P. Siagian which divides 5 role namely; role as stabilizer, role as innovator, role as modernizer, role as pioneer and role as self-implementer. The result of the study found that the Jombang Regency Environmental Agency has performed is role quite well in controlling river pollution through its role as a stabilizer, role as innovator, role as modernizer, role as pioneer and role as self-implementer. However, there are still some shortcomings in maintaining socio-cultural stability in the form of community complaints regarding waste disposal by the Jombang Baru Sugar Factory which disturbs the comfort of the surrounding environment. Then, there are shortcomings in the applications of phytoremediation innovation in the form of inability to degrade waste in the tofu industry in the Rejoagung 2 river and there is failure of IPAL innovation due to lack of knowledge to operation of IPAL
Implementasi Program Siaga Gawat Darurat Ibu Hamil (Sigar Bumi) di Kota Magelang: Studi Kualitatif Deskriptif
This study aims to describe and analyze the implementation of the Pregnant Women Emergency Alert (SIGAR BUMI) program in Magelang City using a descriptive qualitative approach. Data were collected through interviews, observations, and documentation, and analyzed using George C. Edward III’s policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. The findings show that communication has been effective through face-to-face socialization and the use of digital media, although limited digital literacy remains a challenge. In terms of resources, the number of medical staff, especially midwives and call center officers, is not proportional to the number of pregnant women in Magelang City (1,225 in 2023), indicating the need for additional personnel for each shift. The disposition of implementers demonstrated responsive and friendly attitudes, highly appreciated by patients due to the quick response in emergency cases. Bureaucratic structure supports the implementation through SOPs and inter-agency coordination, although authority remains limited to pre-hospital care. The study implies the importance of strengthening human resources, providing maternal-specialized ambulances, and adopting adaptive communication strategies to optimize the program. Policy recommendations are directed at increasing local government support in terms of budget and health personnel to ensure program sustainability
Efektivitas Penggunaan Dana Bantuan Operasional Sekolah Daerah (BOSDA) di SMP Muhammadiyah 1 Berbah Tahun 2023
This study analyzes the effectiveness of using Regional School Operational Assistance Funds (BOSDA) at SMP Muhammadiyah 1 Berbah, Sleman, in 2023. This research was conducted through a descriptive qualitative approach, where data was collected through observation, interviews, and documentation. The results showed that BOSDA has effectively improved educational facilities and infrastructure. The BOSDA program is important in improving the quality of education, although it needs more planned management and continuous monitoring to optimize the benefits
Collective Action dalam Jaringan Implementasi Percepatan Penurunan Stunting di Provinsi Sulawesi Barat
West Sulawesi province recorded a stunting rate of 0.3% below East Nusa Tenggara, the highest nationally, far exceeding the national average of 21.6%. This study aims to analyze the implementation of collective action in efforts to reduce stunting in West Sulawesi using Carlsson's Collective Action theory (2000) with six dimensions: Contextual Factors, Problem Definition, Growth and Trust, Participation Factors, Actor Mobilization and Coordination and Control. Using a qualitative approach, data were collected through interviews, observations, and document reviews with informants selected by purposive sampling from among government officials, civil servants, and the community. The results showed three main obstacles to collective action: (1) limited socialization of stunting, especially in rural areas, (2) weak synergy between local government, health workers, and the community, and (3) lack of stakeholder support that causes the program to run sporadically. Factors such as early marriage, lack of health education, and low public awareness also exacerbate the situation. This study recommends inclusive communication strategies, strengthening cross-sector coordination, and increasing shared commitment in stunting interventions
Mewujudkan Keberlanjutan Ekonomi Lokal Sektor UMKM melalui Strategi Collaborative Governance di Kabupaten Ngawi
The study aims to analyze the implementation of collaborative governance in realizing the sustainability of the local MSME sector economy. The study used a descriptive qualitative method. Interview, observation, and documentation techniques were used to collect data. Data analysis is conducted interactively and continues until completion. To ensure data credibility, researchers used source triangulation techniques. The results of the study show that the implementation of collaborative governance has demonstrated its strategic role in supporting local economic sustainability. The collaboration that has been established reflects the existence of cross-actor synergies that are relatively effective, both vertically and horizontally, as well as in terms of partnership relations. With the local government as the main facilitator, the Ngawi MSME Association has strengthened coordination and empowerment at the grassroots level. Effective coordination, utilization of digital technology, and active involvement of MSME players are three interrelated key elements in determining the success of such collaboration. Cross-level and cross-sector coordination can improve the effectiveness of program implementation, technology utilization, expand market access, and increase the competitiveness of MSMEs
